1 General information of the actual message and the scope of its

application

1.1 Usage of the message and its restrictions on use

This document contains message implementation guidelines of a subset of UN/EDIFACT

(United Nations Electronic Data Interchange for Administration, Commerce and Transport)

IFTMIN (Instruction message) based on the directory D.14A. The message is used to send

waybill information from a consignor to a carrier company and from the carrier company

to the consignee.

The message defined in this document is meant only for exchanging waybill information. If

there is a need to cancel some information of the waybill message sent earlier or replace

with an entirely new message, it has to be done so that the cancellation message

document is sent first and after that the replacing waybill information. There has to be an

agreement between the business partners about the electronic waybill cancellation

procedure before it can be realized.

There are certain data elements in this message document that can be found on both

header and row levels. If the data item is defined on the header level it affects the whole

message document. However if the same data item is also defined on a row level it will

overrule in that row the definition given on the header level.

This document has been made by Bestfact in the subproject “Simplifying Standard

Message Exchange” for increasing the usage of electronic procedures in logistics. The

subproject began on the 1st of December 2014 and ended on the 30th of June 2015. This

document was created by the Finnish Information Society Development Centre (TIEKE).

The purpose of this document is to increase the willingness of the companies to take

electronic data interchange into use, to accelerate information system development

processes and to decrease costs of information system integration by creating a common

international recommendation for exchanging waybill information. The aim of this

document is also to decrease the needs of companies to create their own specifications

that are not compatible with the universal message standards. Another aim is to speed up

adoption of new ways to exchange information between companies and also to insure

and improve competitiveness of the companies.

This document is meant to be a guide in the negotiations between business partners that

want to start using electronic data interchange between each other. The document can

also be used in the development work of existing information systems. This document is

created for the use and the needs of managers who have negotiations with their business

partners and information technology specialists developing the data systems and

electronic data exchange of the company.

1.2 Contents

Chapter 1 ”General information of the actual message and the scope of its application”

describes the usage of the message defined here. It also presents the application

restrictions.

Chapter 2 ”The actual guideline and its connection to other documents” lists the most

important prerequisites and some other useful sources of information for the reader of this

document and presents the update information of this document.

Chapter 3 ”The work process to which the message relates” presents the business process

in which the message presented in this document relates to with the related parties and

their activities.

Chapter 4 ”Data content of the message” presents the information of the waybill

message as a list and it also defines the mandatory and optional elements for each mode

of transport.

Chapter 5 ”Structure of the message” presents the structure of the UN/EDIFACT IFTMIN

D.14A message with segment lists and a diagram. There are two segment lists in the

chapter. The first one presents the segment structure of the entire message. The second list

presents segments contained in this guide. The structural diagram presents only the

segments the usage of which are introduced in this document.

Chapter 6 ”Definition of the message” presents the structure of the header level and the

row level and it describes the usage of segments, elements, and codes.

Chapter 7 ”Message examples” gives some examples of the usage of the IFTMIN Waybill

Message.

Chapter 8 “Appendixes” presents the most important code lists for the codes used in the

message which cannot be presented in the chapter 6, the mapping table between the

CMR waybill document and the actual elements of the IFTMIN waybill message,the

presentation of the service segments UNA, UNB and UNZ the mapping table between the

used elements of the UN/EDIFACT message and the correspondent used UBL/XML

message as a separate excel document, a table as a separate excel table containing the

used data elements of the actual message so that companies can map their own

database elements with the elements of the message.

2.2 Prerequisites

In order to understand the technical backgrounds of this document the reader must be

acquainted with UN/EDIFACT (United Nations Electronic Data Interchange for

Administration, Commerce and Transport) and EDI (Electronic Data Interchange).

UN/EDIFACT is a syntax and a message dictionary which presents the form, the structure

and contents of the message. EDI is a general name for the ways to interchange

information electronically.

3 The work process to which the message relates

3.1 Scope of the Process

In this process description only the waybill exchanging process is described. The waybill is

exchanged electronically as an UN/EDIFACT IFTMIN message between the parties. The

activities in the process prior to the waybill exchanging, for example making the carriage

contract or requesting for quotation and transportation ordering, have been left out of the

description. Activities occurring later in the process e.g. invoicing have also been left out

of the waybill exchanging process description.

3.2 Parties in the Process

The following table presents the parties involved in the waybill exchanging process.

Consignor The party that sends the goods.

The party that is the originator of the consignment information and the

waybill.

Carrier party The party that sells transport services.

The party that receives the waybill.

The party that processes the waybill message information.

The party that acts according to the waybill information.

The party that is responsible for supplying the transportation service.

The party that sends the waybill information to the consignee.

Consignee The party that receives the goods.

The party that receives the waybill.

The party that acknowledges the transportation completed.

3.3 Waybill Process

Figure 3.3.1 represents different activities of a waybill exchanging process as they are

divided between the three parties introduced in the chapter 3.2.

exchanging process described in the figure 3.3.1.

Sending waybill The carrier sends the waybill message to the

consignee.

Consignee Receiving goods The consignee receives the goods.

Receiving waybill The consignee receives the waybill in electronic

Checking waybill The consignee checks the waybill that contains all

the required information of the consignment. On

4 Message Document Content Specification

The following table represents the list of information of the waybill message. In the third

column there are also the identifiers of the segments in which the actual piece of

information is situated in the message. There is a linkage to the actual segments in the

chapter 6 “Definition of the message” in the fourth column. The four right most columns

indicate which piece of information is mandatory, optional or not used for each mode of

transport.

The receiver of the message can use the information sent by the message issuer

according to the extent to which their information system is capable to handle the data.

Therefore the receiver of the message must not save all the data that is received and

classified as “optional”. However the sender of the message is obliged to send all the

information that is classified as “mandatory” and the receiver has to handle and save all

this information in to their information system.

6 Definition of the message The element and segment lists used as the basis for these message implementation

guidelines are defined in UN/EDIFACT directory D.14A. In this section each used segment is

presented as it is described in the UN/EDIFACT IFTMIN D.14A message. The segments are

presented in the order they are defined in the UN/EDIFACT IFTMIN message definition. The

occurrence of the segment groups are presented in the message definition.

The instructions after the element name include a specification of the obligatoriness of the

element, and the type and the length of the element in according to the UN/EDIFACT

directory 14A. The recommendations for the use of the element for each mode of

transport can be found in the four right most columns of the table using the following

notation:

M Mandatory information

O Optional information

C Conditional (usage dependent on the usage of another element)

X Not in use

This notation is used to clarify the usage of the elements.

The type and the length of the elements are defined as follows:

types:

- a = characters

- n = numbers

- an = characters and/or numbers

length:

- N = standard length

- ..N = varying length, maximum length N

examples:

- a3 = three characters

- an..15 = maximum 15 characters or numbers

Negative numbers are expressed with a minus sign (-) in front of the number. Use of the

plus sign (+) is not required. The decimal separator and plus or minus signs are not included

in the length of the element. If there is an element in a segment the values of which are

codes the codes are according to the code list of the UN/EDIFACT directory D.14A or

UN/ECE.

The international UNTDED directory gives guidelines for the usage of decimals as follows:

These are guidelines that can be disregarded if needed. However, it is recommended that

the receiver of a message can handle element values with the above mentioned

decimals into their system. The decimals that are unnecessary or meaningless for the

processing of the information should be left out. It is recommended that the decimal

separator (a point or a comma) would be defined in the service segment UNA that is the

first segment in an interchange batch.

The instructions in the message definition are meant for guiding the usage of segments

and elements.

Purpose: A service segment starting and uniquely identifying a message. The

message type code for the Instruction message is IFTMIN.

Note: Instruction messages conforming to this document must contain

Notes: The segment states the unique message identifier (element 0062)

that can be e.g. a running number. This identifier can be used later

on for to track down the actual message. The values of the

elements of the composite data element S009 tell to the receiver of

the message that the message and its structures are according to

UN/EDIFACT IFTMIN message and the directory used is D.14A. The

constant used in the element 0057 tells that the message sent or

received is according to these message implementation guidelines

made in the Bestfact project “Simplifying Standard Message

Exchange”. This information is recommended to be used.

A message with an identifier 125637 is an IFTMIN message

according to the UN/EDIFACT directory D.14A compliant. The

message follows recommendations of the message

6.2 Waybill Identification Information (BGM)

Segment: BGM Beginning of Message

Usage: Mandatory

Purpose: A segment to indicate the beginning of a message and to transmit

identifying number and type of the message.

Notes: The segment states that this is a waybill message that contains the

waybill information. The element C002/1001 indicated the type of

the waybill used as the basis for the waybill message. The segment

also tells the identifier for the waybill in the element C106/1004. It is

recommended that the identifier used for waybill message would

be the same as the waybill number on the paper document if it is

used.

The parties have to agree when and how the codes for the

element 1225 should be used: 1 (Cancellation), 4 (Change), 5

(Replace). “Change” is meant for situations where one part of the

original message is substituted and by “replace” we mean that the

new message replaces the old one entirely. If the message is

meant for cancellation in which case the element 1225 has the

value 1, only the number of the waybill message to be cancelled

should be given. However, the parties should agree upon the time

frame in which the change or cancellation message can be sent.

If an acknowledgement is required to be sent after receiving the

waybill message the element 4343 should have the value ”AB”.

Remarks: There could be national recommendations of the form and the

length of waybill number. Ask for the form of the waybill number

from the authority dividing waybill numbers in the country.

Examples: BGM+700+123456789012+9+AB'

An original waybill the identifier of which is 123456789012. Message

acknowledgement is requested to inform the sender of the waybill

that the carrier has received the waybill message.

information, such as status of transport, remarks to be printed on the

transport documents (where required), consignment remarks,

insurance instructions, etc., or any other additional information.

Notes: The segment contains in the elements C108/4440 all the information

that can not be given as a value of an element of another

segment in the message.

It is recommended that information in free form is used only if there

are no possibilities to express it in a structured form in some other

parts of the message. Information in free form is always much

harder to process automatically by the receiver of the message

than information in structured form.

The consignor fulfils his obligation to deliver the goods to the

charges payer party is expressed here in a coded form in the

element C200/4237. By that information the costs can be divided

between different partners of the delivery.

Purpose: A segment to identify the party's name, address, and function.

Notes: The segment states the parties involved by an identification code

(company or place of business) in the element C082/3039 or in a

structured form in the composite data elements C080, C059 and

C819 and in the elements 3164, 3251 and 3207. The usage of an

identification code is recommended. In regular contacts only the

party identification number should be used and the name of the

party and the address related information can be omitted. The role

of the party can be indicated in the element 3035.

The processing of the free text can be difficult for the message

receiver so the usage of the composite data element C058 is not

recommended.

The street address or the post office box can be given in the first

repetition of the element C059/3042. Because there are four 35

characters long elements C059/3042 also expressing of long

addresses such as Asian addresses is possible. Extra information

relating to the address such as a building, a door or a room can

also be given in these elements.

Remarks: Each message should contain at least three NAD segments

indicating the originator of the waybill message in other words the

consignor, the carrier and the consignee.

In different countries and business branches there could be

recommendations to use certain kind of the party identifiers.

Purpose: A segment to identify a goods item for which transport is undertaken.

A goods item can be identified by up to three levels of packaging.

Notes: The segment states package details such as the quantity of

packages in the element C213/7224, package type in code form in

the element C213/7065 or in text form in the element C213/7064.

The element C213/3055 indicates the organization responsible for

the code list used. The actual package type e.g. a box can be

given in the first occurrence of the composite data element C213.

If that package is on a pallet or some other transportation unit it

can be given in the second occurrence of the composite data

element C213. If those pallets or other transportation units are in a

container it can be given in the third occurrence of the composite

data element C213. In the element 1496 the row number of the

waybill is indicated.

Remarks: The GID segment is repeated as many times as needed in order to

express all the different types of packages contained in the

consignment. If there are packages of the same type but

containing goods items that differ in terms of handling or nature,

they must be given in the separate GID segments.

Examples: GID+1+5:BX::6’

The first waybill row states the details of five boxes.

Purpose: A segment to specify a temperature setting for a goods item.

Notes: The segment states the temperature when a certain temperature is

required for the transportation. If there is a range for the

transportation temperature, the following RNG segment should be

used instead.

The transportation temperature is stated in element C239/6246 and

the temperature unit in the element C239/6411.

Remarks: The decimal separator or the +/- signs must not be included in the

amount of characters used. Therefore the amount of character

used in expression of the temperature -4,0 is two. The sign for a

negative(-) value must be used but positive values can be

expressed without the (+) sign.

Remarks: If the packages contain temperature controlled goods items that

require a certain temperature for the transportation the required

temperature is stated in this segment and the code 14 (Temperature

controlled cargo) should be given for the element C703/7085 in the

GDS segment.

Examples: TMP+2+-10,5:CEL'

The packages require a temperature of -10,5 degrees Celsius during

transportation.

Remarks: If the consignment contains temperature controlled goods items in

a package that require for example a heated space for the

transportation, the required temperature range is stated in this

segment and the code 14 (Temperature controlled cargo) should

be given in the element C703/7085 in the GDS segment.

Examples:

The temperature range is 8 – 15 degrees Celsius.

actual measure. The element 6313 states the property that is

measured.

specify any additional dangerous goods information.

Notes: The segment states the proper shipping name and technical name

if required according to the UNDG code and other additional

information related to the dangerous good specified in the

previous DGS segment. The information is given in the repetitions of

the element C108/4440.

Remerks: If there is a need to attach packaging information to the

dangerous goods, it has to be done by using this FTX segment

because the segment group of 34 (Dangerous Goods) contain no

PAC segment. Whenever the package information is given in the

FTX segment, the elements 4451 should have the value PKG and in

the first repetition of the element C108/4440 the packaging level

should be stated by using the UN/EDIFACT code list 7075

“Packaging level code”. The packaging type should be given in

the second repetition of the element C108/4440 by using the codes

of the UN/ECE/CEFACT Trade Facilitation Recommendation No.21

“Coded Representations Of Package Type Names Used In

International Trade”. The package material and type should be

stated in the third repetition of the element C108/4440. Expression

of the package information is optional in all modes of

transportation except the package layer code that has always to

be given. In maritime transportation also other package layers

should be stated.

If the element 4451 has the value BLU the European Waste Code

(EWC) is given in the first repetition of the elements C108/4440.

Notes: The segment states the net weight of the dangerous goods if it

differs from the net weight of the product itself (for example the

amount of explosive materials in ammunitions). In addition to other

information can be given such as the flashpoint temperature or the

flashpoint temperature range. The measurement is stated in the

element C174/6314 and the measurement unit in the element

C174/6411. The lower and upper limits for the range are stated in

the elements C174/6162 and C174/6152. The element C502/6313

indicates the property of the material that is measured and the

element C502/6155 further defines the feature of the measured

property.

Remarks: When there is only a slight amount of dangerous goods e.g. when

transporting spray cans, the element 6313 of the composite data

element C502 gets the value AAB “Goods item gross weight” and

the element 6155 the value13 Slight (limited quantity).

8.3 Appendix 3: Service segments UNA, UNB and UNZ

UNA, Service String advice

Usage: Definition of the separators used in the interchange. Compliance optional.

Notes: If this segment is used, it has to be directly before the UNB segment in the

beginning of the interchange batch.

If there is a mark in the data that is used as a separator in the interchange

batch the mark is released from its role of a separator by putting the question

mark in from of the mark. For instance the queue of marks “John’s” should be

the queue “John?’s” in the interchange batch. If the question mark is not used

the apostrophe is in the meaning of the separator and it would cause an error.

Example: UNA:+,? ‘

In the interchange batch colon (:) separates data elements of a composite

data element in the segment from each other. Separate data elements or

composite data elements are separated by plus sign (+). The desimal

separator is comma (,) and an apostrophe (‘) ends the segment. The release

indicator is a question mark (?).

identification. The preparation date of the interchange batch is 27th February

2015 and the time for reparation is 16:48. The unique identifier of the
