Parking rates and policies survey

• The purpose of the survey is to compile and compare parking rates and policies of cities in North America done annually since 2009.

• This survey is not prescriptive: these data do not take into account the variables of each city’s unique context (e.g., density, demographics, and regional population)

• San Francisco is unique among these cities.

Data collected and summary of findings • Meter rates for personal vehicles per hour at on-street meters

– High rates (or flat rates) range from $0.50 (Redwood City, CA) to $6.50 (Chicago, IL). – Low rates range from $0.25 (several cities) to $2.00 (Chicago, IL).

• Expired meter citations – Highest citation amount is $72 (San Francisco, CA) followed by Vancouver, BC,

Winnipeg, MB at $67 and New York City, NY at $65. – Lowest citation amount is $10 (Champaign, IL, St. Louis, MO).

• Days of meter operation – 42 out of 46 (91%) of cities operate meters on Saturdays. – 19 of 46 (41%) of cities operate meters on Sundays.

• Time limit restrictions – Some cities have eliminated time limits and use only metering to ensure availability (i.e.,

open parking spaces) at certain times.

• Hourly meter rates – The average meter rate increased by 2% ($2.01 2012 to $2.05 in 2013).

• Expired meter citations

– The average meter citation increased by 2% ($36.81 in 2012 to $37.65).

• Days and hours of meter operation – Phoenix, AZ no longer meters on Saturdays – Chicago, IL no longer meters on Sundays in neighborhood commercial districts (They still

meter inside the Loop) – San Francisco expanded Sunday metering from the Port only to other parts of the city in

2013

• Hourly meter rate – Minimum of $0.25 per hour

• This is the lowest value of the cities surveyed • Four other cities also have a minimum hourly meter rate of $0.25

– Maximum of $6.50 per hour • The highest is in Chicago, IL • San Francisco is the 2nd highest at $6 per hour along with Los Angeles, CA

• Special event pricing – Only a few cities have special event pricing which is a higher hourly rate in certain districts

during special events such as sporting events. • Portland, OR ($3.50 per hour) • San Jose, CA ($20 for game duration) • San Francisco, CA ($5 or $7 per hour)

• Citation amount – The expired meter citation in San Francisco is $72 in the downtown area and $62 outside of

the downtown area. – This is the highest in the United States, followed by New York City, NY & Chicago, IL at

$65.

Notes 1. Canadian rates displayed in U.S. dollars (based on October 2013 exchange rates). 2. Many high/low meter rates reflect geographical price distinctions (e.g. ,central city vs. edge of downtown) 3. The high rate for New York shown ($5.00) is the peak hour rate in the Greenwich Village Park Smart parking district. The high meter rate for

the area below 86th St (downtown) is $2.50.

Metering on Sundays tends to start later in the day than on weekdays and Saturdays and it tends to end at the same time as other days of the week.
