FINE AGGREGATE GRADATION AND SAND EQUIVALENT

2015 PROFICIENCY TEST RESULTS 1.0 OVERVIEW In early March 2015, the Caltrans Reference Sample Program (RSP) sent out a letter inviting laboratories currently enrolled in the Caltrans RSP to participate in proficiency testing. Laboratory proficiency testing is a requirement in the Caltrans Independent Assurance (IA) Program and is mandated by FHWA. Additionally, proficiency testing ensures that laboratories that performs tests on roadway materials for Caltrans and Federally funded projects are qualified. In this round of proficiency testing, two California Test (CT) methods were utilized. The test methods utilized are CT 202 “Method of Test for Sieve Analysis of Fine and Coarse Aggregates” and CT 217 “Method of Test for Sand Equivalent”. The aggregate materials for this round of proficiency testing were obtained from a single plant. The intent of obtaining materials from a single source is to minimize sample variability. The aggregate materials are prepared by undergoing a thorough sieving and cleaning process to remove deleterious materials that may be detrimental to the tests results produced. Proficiency samples for CT 202 and CT 217 were prepared in the state References Sample Laboratory located at 5900 Folsom Blvd, Sacramento, CA. Three fine aggregate sample sets were prepared for CT 202. Respectively, sample set A, B, and C were developed by recombining materials passing the #4 sieve with a designated recipe for each sample set. Fine aggregates are defined as aggregates passing the #4 sieve. The prescribed individual sample mass for CT 202 and CT 217 is 500±10 and 1000±10 grams respectively. CT 202 determines the particle size distribution. Sieve analysis is a crucial part in developing HMA and PCC mix design as it dictates the amount of the other ingredients to reach a prescribed target value of the mix. CT 217 determines the relative proportions of detrimental fine dust or clay-like material in soil or fine aggregate. Clay like materials have a direct effect on the performance of Hot Mix Asphalt (HMA). An excessive amount of clay like particles can coat the aggregate surface and prevent liquid asphalt

cement from completely coating and adhering to the aggregate. Additionally, dirty aggregates also affects PCC performance as it tend to lower its compressive strength and increase shrinkage. The purpose of proficiency testing is to ensure that laboratories performing CT 202 and CT 217 are performing these tests in accordance to the prescribed test method. This includes using the correct and calibrated test equipment and providing accurate test results to Caltrans RSP. A total of 338 laboratories participated for CT 202 and 336 laboratories participated for CT 217. The participants for this round of proficiency testing includes state, local agency, and private laboratories. 2.0 ANALYSIS OF TEST RESULTS 2.1 EVALUATION CRITERIA Test results were analyzed using a statistical evaluation system in which the mean (X) and standard deviation (s) were calculated. A rating score was then applied to the test results based on the criteria shown in Table 1. A test result with a score of 3 or greater was considered an acceptable result. A test result with a score of 2 or less was considered unacceptable and a retest was required.

2.2 INITIAL TEST (CT 202 – FINE AGGREGATE GRADATION) A total of 338 laboratories participated in CT 202. Analysis for outliers in accordance with ASTM E 178 was performed for CT 202. Laboratories 27, 69, 73, 77, 172, 233, 284, 285, 289, 367, 389, 396, 476, 609, 614, 12, 19, 74, 90, 135, 139, 209, 267, 369, 372, 407, 469, 540, 576, 628, 148, 180, 182, 283, 509, and 590 failed the initial fine aggregate gradation proficiency testing.

Table 2 summarizes initial test results for CT 202 with outliers. Table 2-A depicts the statistical analysis and the scores obtained by laboratories with the corresponding percentages with respect for each sample set.

2.3 INITIAL TEST (CT 217 – SAND EQUIVALENT) A total of 336 laboratories participated in CT 217. Analysis for outliers in accordance with ASTM E 178 was performed for CT 217. Laboratories 6, 41, 77, 125, 140, 145, 257, 261, 321, 420, 595, 616 failed the initial CT 217 proficiency testing. Table 3 summarizes initial test results for CT 217 with outliers. Table 3-A depicts the statistical analysis and the scores obtained by laboratories with the corresponding percentages.

2.4 RETEST (CT 202 – FINE AGGREGATE GRADATION) As stated above, a total of 36 laboratories failed the initial CT 202 testing. These laboratories includes those that submitted results considered as outliers and those that were considered unsatisfactory. Re-test samples were sent to these laboratories in order for these laboratories to evaluate and identify deficiencies in their testing process and resolve these deficiencies if they exist and submit satisfactory results. Table 4 summarizes the re-test results for CT 202.

Table 4 shows that there were two laboratories that did not pass the re-test portion of the proficiency testing. Unsatisfactory results in the re-test portion prompts IA witnessing for the test in question. A third set of sample will be sent to the two laboratories and the tester will be observed by their respective Caltrans IA staff. It should be noted that Laboratory #267 was unable to provide re-test data for CT 202 (Sample B) since the laboratory closed before it had the chance to perform the re-test making the total laboratories for the sample B re-test to 14 instead of 15.

Tables 5 and 5-A summarizes the IA witness results for CT 202 sample A and B. It should be noted that re-test results for samples set C were all satisfactory. 2.5 RETEST (CT 217 – SAND EQUIVALENT) In the initial test for CT 217, a total of 12 laboratories did not submit satisfactory test results. Re-test samples were sent to laboratories whose test results were considered as outliers and to laboratories that scored a rating of 2 and below. The retest summary for CT 217 is presented in Table 6.

As depicted in Tables 6 and 6-A, seven laboratories were able to obtain satisfactory results. However, 5 laboratories did not pass the re-test and will require IA witnessing when performing the test. Tables 7 and 7-A depicts the results for IA witnessing. It was noted that two laboratories (Lab # 261 and 616) did not complete the IA witness portion. These two laboratories are currently inactive.

3.0 OBSERVATIONS During the initial test for CT 202 a total of 36 out of 338 laboratories did not achieve acceptable results. It appears that the initial failure percentages for each sample set, A, B, and C are identical and is around the 11% mark. This is expected since the CT 202 sample came from a single source and was processed using a single equipment. The laboratories that initially failed were provided re-test samples to mitigate deficiencies be it equipment or tester. The laboratories that submitted poor re-test results were provided a 3rd CT 202 sample to be run in the presence of an IA staff. The following observations were noted:

• Sieves were not adequately cleaned – materials are stuck in the screen which can dislodge while in a shaking action giving an inaccurate results.

• The bottom pan contained residual material from previous screenings which can also lead to inaccurate results

The initial test for CT 217 produced a total of 324 laboratories that passed while 12 laboratories submitted unsatisfactory results. These 12 laboratories were provided re-test samples and 5 laboratories required IA witnessing for failing the 2nd retest. After the IA witnessing 3 laboratories passed and 2 laboratories opted not to provide results. The 2 laboratories that opted not to participate in the IA witnessing are currently inactive in the RSP. The following observations were noted:

• Samples may not have been adequately irrigated. This tends to leave fine materials still embedded in the bottom of the tube providing a poor clay to sand ratio

• Poor sample splitting practice. This may lead to some samples to contain more fine material and again producing poor results.

4.0 SUMMARY In the initial round of testing, 338 laboratories participated for CT 202. Thirty six (36) laboratories failed in the initial test. The failure consisted of outliers and results below a score of 3. Re-test samples were provide to the laboratories that initially failed. 34 laboratories passed the re-test and 2 laboratories required IA witnessing and eventually provided satisfactory results. There were 336 laboratories that participated for CT 217 and 12 laboratories did not achieve an acceptable score in the initial testing. Sample were again provided in order to conduct a retest, 7 laboratory passed with 5 laboratory failing the retest. The 5 laboratories that failed the re-test required IA witnessing which resulted in 3 laboratories passing and 2 laboratories opting not to participate in the IA witnessing. As mentioned earlier, the 2 laboratories that did not participate are now in an inactive status in RSP.
