POLICY STATEMENT 1. Methodology The gravel road network is divided into segments of road listed on Council’s Road Register and Council’s Asset Register. A condition survey is conducted on Councils gravel road network on a two year basis in accordance with the Condition Assessment Manual for Unsealed Roads. This generates a list of roads that are in a condition that they should be considered for resheeting. This list is prioritised according to the following methodology. METHODOLOGY FOR DETERMINING THE GRAVEL ROAD RESHEETING PROGRAM

PURPOSE

To provide a methodology to determine priorities for the annual gravel road resheeting program.

POLICY STATEMENT

1. Methodology

Road segments considered for the annual gravel road resheeting program are prioritised in accordance with their score (highest to lowest).

In addition to the above priority determination

a. A total of up to 20% of the annual resheeting budget will be allocated for discretionary use on gravel roads. This is in recognition that identification of roads in need of resheeting is not an exact measure and circumstances do arise where works are required. Decisions on which gravel roads will be resheeted under the discretionary budget are made on a case by case basis by the Road Services Coordinator.

b. Urban and rural residential gravel roads shall be given overall priority for discretionary works

HUMAN RIGHTS

This report has considered and complies with the Human Rights and Responsibilities contained in the Victorian Charter of Human Rights and Responsibilities Act 2006.

DEFINITIONS

Resheeting is the provision of a new layer of quarry products to an existing gravel surfaced road.

Subgrade means the natural ground material under the gravel surface.

Road Hierarchy classification refers to collector and access roads in line with the Road Management Plan.

Community Facilities high intensity, high use community facilities like community ovals, halls, golf courses etc.

School Bus Route Public Transport Victoria (PTV) issue a list and maps with their school bus routes on an annual basis.

Milk Tanker Routes Council contacts milk producers to establish and confirm their preferred routes on a 2-3 year basis.

Industry Transport Route high intensity, high volume, industry routes for example route to service quarries.
