FOR THE UNIVERSITY ADMISSION FOR A BACHELOR’S DEGREE

IN THE FIRST YEAR, THE ACADEMIC YEAR 2018/2019,

AT THE FACULTY OF MEDICINE – THE ENGLISH TEACHING MODULE

THE ENROLLMENT FOR THE STUDIES FOR A BACHELOR’S DEGREE

IN ENGLISH IS ONLY FOR THE FIRST YEAR OF STUDIES

The own methodology of the University of Medicine and Pharmacy „Carol Davila” Bucharest was

drawn up according to:

The provisions of the National Education Law no. 1/2011;

OMEN 3473 / 17.03.2017;

The regulation regarding the professional activity of students.

For this programme, Romanian citizens, citizens from the E.U. countries, the European Economic

Area (E.E.A.) and the Swiss Confederation and foreign citizens from non-E.U. countries can apply for

enrollment for studies for a Bachelor’s degree.

The minimum condition for application is the graduation of an accredited high school in the country

of origin, the diploma awarded allowing access to academic studies in the respective country and being

recognized by the Ministry of National Education (MNE) in Romania.

The enrollment is subject to the observance of the legal provisions regarding the necessary minimum

criteria for attending academic studies, as well as of the legislative provisions concerning residence in

Romania during the studies.

Each year, the University Senate shall decide, with the approval of the ministry, the maximum

number of seats available. For the first year 2018/2019 - 300 seats have been approved. (university site

All the candidates, with no exception, shall take the English test.

1. THE STUDIES ARE BASED ON A TUITION FEE;

2. THE ENGLISH EXAMINATION FOR THE ADMISSION IN THE FIRST YEAR –

2018/2019 SHALL TAKE PLACE AT THE DISCIPLINE OF FOREIGN LANGUAGES

ON 25 September 2018;

3. The grades are given from 1 to 10, the minimum passing grade being 5.00 (five).

4. THE ENROLLMENT IN THE FIRST YEAR – 2018/2019 SHALL BE MADE IN THE

DECREASING ORDER OF THE GRADE POINT AVERAGE OBTAINED AT THE

WRITTEN ENGLISH EXAMINATION, WITHIN THE LIMIT OF THE NUMBER OF

SEATS APPROVED BY THE UNIVERSITY SENATE.

FOR THE CITIZENS FROM THE NON-E.U. COUNTRIES

- the recognition of the high school studies shall be performed by the General Department of

International Relations and European Affairs (GDIREA) of the Ministry of National Education of Romania.

- after the processing of the files by the university, according to the legal regulations in force, the list

of persons proposed for the issuance of the Letter of Acceptance to studies shall be forwarded to MNE –

GDIREA.

The documents required for obtaining the Letter of Acceptance:

ALL THE DOCUMENTS SHALL BE SUBMITTED IN 2 COPIES.

1. Application form for obtaining the Letter of Acceptance (will be printed from the on-line

application APPENDIX 2);

2. High school diploma – copy and certified translation into Romanian;

CHECK THE LIST OF DIPLOMAS WHICH ARE VALID IN ROMANIA (APPENDIX 1)

3. Grade Record (school transcript with grades) – copy and certified translation into Romanian

(the subjects Biology, Physics, Chemistry must be specified in the school transcript);

4. The candidates who have passed the Baccalaureate examination in the sessions corresponding to

the academic year 2017-2018 may submit, instead of the Baccalaureate diploma, a certificate issued

by the high school, obligatorily specifying the grade point average of the Baccalaureate examination,

the grade point averages obtained during the years of study, the validity term of the certificate and the

fact that the Baccalaureate diploma was not issued - copy and certified translation into Romanian;

5. A document certifying the permanent residence abroad – copy and translation into Romanian;

6. Birth certificate – copy and certified translation into Romanian;

7. A health certificate stating that the candidate to be accepted to studies does not have any

contagious diseases or any other diseases incompatible with the medical profession - copy and

certified translation into Romanian;

8. Minimum six months valid passport – copy

9. The non-refundable fee for processing the file in the amount of RON 1,000 to be paid into the

IF YOU HAVE BEEN SELECTED FOR ADMISSION TO OUR UNIVERSITY, THE

MINISTRY OF NATIONAL EDUCATION SHALL ISSUE THE LETTER OF

THE TUITION FEES FOR THE CITIZENS FROM THE NON-E.U. COUNTRIES, FOR

BACHELOR’S DEGREE STUDIES, AS DECIDED BY THE UNIVERSITY SENATE, ARE:

1. € 400 for the English examination, to be paid at the bank

3. The tuition fees, for the students enrolled in the academic year 2018/2019, may be paid in

three installments: 50% - on enrollment (non-refundable amount); 25% - on the 15th of

January of every academic year (non-refundable amount); 25% - on the 15th of April of every

academic year (non-refundable amount) and their value cannot be reduced. The foreign

citizens who need a student visa to enter Romania shall pay the tuition fee in full.

Failure to pay the tuition fees, according to the methodology, throughout the duration of the

studies, will lead to the suspension of the quality of a student. A fee of RON 300 will be

charged for regaining the quality of a student.

4. € 250 for the examinations during the resit session;

5. € 500 for any examination (credit exam) or any makeup examination.

FOR THESE FEES, THE 1/3 REDUCTION IS NOT APPLICABLE

At the end of the second academic year, the foreign students must take a Romanian language

examination (written and oral), and only after passing this examination they may continue their studies in the

3rd academic year. This examination is necessary because the communication with the patients during the

clinical rotations is in Romanian. For this examination a € 400 fee shall be paid.

The candidates from the non-E.U.countries require a student visa, issued by the Romanian Embassy

from the country of origin. The visa shall be issued based on the Letter of Acceptance to Studies, issued by

the General Department of International Relations and European Affairs of the Ministry of National

Education in Romania and on the full payment of the tuition fee.

FOR THE CITIZENS FROM THE E.U. COUNTRIES, THE

EUROPEAN ECONOMIC AREA (E.E.A.) AND THE SWISS

CONFEDERATION

- the studies are recognized by the National Centre for Recognition and Equivalence of Diplomas, a

body of the Ministry of National Education in Romania. The University submits the documents for

recognition to the National Centre for Recognition and Equivalence of Diplomas.

- following the evaluation of the file at the National Centre for Recognition and Equivalence of

Diplomas, a CERTIFICATE entitling the holder to pursue academic studies in Romania shall be issued.

- the enrollment in the study programmes of the university depends on the recognition of the studies

by the National Centre for Recognition and Equivalence of Diplomas. The non-recognition by the National

Centre for Recognition and Equivalence of Diplomas of your studies impedes your enrollment.

The fees in Euro will be calculated according to the official exchange rate of the National Bank of

Romania on the day of the bank transfer. Important: The IBAN code, the name of the holder of the study documents and the employer's name

requesting the recognition (if applicable) must be written on the payment order or postal order issued.

Authentication of the study documents subject to recognition / equivalence

1. For the diplomas from the Republic of Moldova no apostille or authentication is required. The diplomas

issued before 2008 (as well as the diplomas issued after 2008 that cannot be verified through the portal) will

be accompanied by the Certificate of Authenticity issued by the Ministry of Education of the Republic of

Moldova, in the original;

2. For the states that are parties to the Hague Apostille Convention, the study documents subject to

equivalence/recognition must have the Hague Apostille applied by the competent authorities of the issuing

countries; the study documents from Italy, Greece, Spain, Portugal and Cyprus will have the Hague

Convention Apostille applied, the other EU member states being exempted;

3. For the states that ARE NOT party to the Hague Apostille Convention, the study documents shall be

authenticated or accompanied by the Certificate of Authenticity issued by the competent authorities of the

country of origin;

• the authentication shall be applied by the Ministry of Foreign Affairs of the issuing country and the

Embassy/Consular Office of Romania in the respective country or by the Ministry of Foreign Affairs

of the issuing country and its Embassy/Consular Office in Romania and the Ministry of Foreign

Affairs of Romania; for the countries where there are no diplomatic missions of Romania or that do

not have diplomatic missions in Romania, the study documents shall have a certification issued by the

Ministry of Education and the Ministry of Foreign Affairs of the issuing country;

• the exemption from authentication is allowed according to the law, as a party of an international

treaty to which Romania is a party or based on reciprocity.

List of countries for which the apostille or authentication is required

The translations made in Greece shall be certified by the Ministry of Foreign Affairs of Greece.

The files which do not contain the following shall not be solved:

The EU citizens do not need a student visa in Romania. They have to notify their residence on the

Romanian territory at the General Inspectorate for Immigration. The Office for Foreign Students will advise

foreign students in this regard.

FOR THE ROMANIAN CITIZENS, RESIDING IN ROMANIA

THE SUBMISSION OF THE FILE IN THE ORIGINAL AND THE

SIGNING OF THE AGREEMENT FOR THE REGISTRATION FOR THE

ADMISSION EXAMINATION

(SUBMITTED PERSONALLY) AT THE RECTOR’S OFFICE – THE OFFICE FOR FOREIGN STUDENTS

The registration shall be made only personally, by submitting the identification card and the following

documents:

1. A paper file;

2. The individual agreement (APPENDIX 4) filled in capital letters, signed, with a registration number

(The registry of UMF Carol Davila - in the large hall) – in 2 copies;

3. Proof of payment for the test, the equivalent value in RON of € 400

academic year 2017-2018 may submit, instead of the Baccalaureate diploma, a certificate issued by the high

school, obligatorily specifying the grade point average of the Baccalaureate examination, the grade point

averages obtained during the years of study, the validity term of the certificate and the fact that the

Baccalaureate diploma was not issued - the original;

7. A statement given before a public notary with the term for presenting the high school diploma;

8. The birth certificate - copy;

9. Personal identification document – copy of the identification card.

10. A health certificate specifying that the candidate to be accepted to studies does not have any contagious

diseases or any other diseases incompatible with the medical profession;

11. 4 recent photos;

At the end of the second academic year, the Romanian students who did not study for at least 4

(four) years consecutively in Romanian in a school from the national system of Romania must take a

Romanian language examination (written and oral), and only after passing this examination they may

continue their studies in the 3rd academic year.

Those who studied in Romanian will bring proof of their studies.

The fee for this examination is the equivalent value in RON of € 400.

THE SUBMISSION OF THE DIPLOMA IN THE ORIGINAL

AT THE RECTOR’S OFFICE – THE OFFICE FOR FOREIGN STUDENTS

DURING THE PERIOD 04 SEPTEMBER 2018 - 20 SEPTEMBER 2018

The registration shall be made only personally, by submitting the passport or the identification card and

the following documents:

1. A paper file;

2. The individual agreement (APPENDIX 4) filled in capital letters, signed, with a registration number

(The registry of UMF Carol Davila - in the large hall) – in 2 copies;

3. A Personal form – 2 copies;

4. Proof of payment for the test - € 400 or the equivalent value in RON of € 400;

5. The Baccalaureate Diploma - original;

6. A statement given before a public notary that the candidate shall present the high school diploma

(original and copy and certified translation into Romanian), until the beginning of the first examination

session (January) (otherwise, he/she will not be allowed to attend the exams).

AFTER THE POSTING OF THE RESULTS OF THE ENGLISH EXAMINATION, THE

ADMITTED CITIZENS SHALL PAY THE TUITION FEES (ACCORDING TO THE

SPECIFICATIONS) INTO THE UNIVERSITY ACCOUNT OR AT THE CASHIER’S DESK

(CITIZENS FROM THE E.U. COUNTRIES, THE EUROPEAN ECONOMIC AREA (E.E.A.),

THE SWISS CONFEDERATION AND THE ROMANIAN CITIZENS) AND SHALL

REPORT TO THE RECTOR’S OFFICE FOR ENROLLMENT.

The above mentioned specifications are valid for the students who shall enroll in the first year –

2018/2019 and are in accordance with the Law of National Education no. 1/2011 (with the subsequent

additions), the Orders and Regulations of the Ministry of National Education and the decisions of the Senate

of THE UNIVERSITY OF MEDICINE AND PHARMACY “CAROL DAVILA”, Bucharest.

In the event that other legislative changes occur, the Senate of the University will analyze them and

will decide accordingly, the respective decision to be posted on the university's website (http://umfcd.ro), on

the enrollment platform (http://inscrierestudstraini.umfcd.ro/) and on the notice boards.

The Entrance Examination for the English Teaching Module

The entrance examination - written exam - for the candidates applying for the English Teaching Module will take

place at the Faculty of Medicine, the Department of Foreign Languages, 8, Eroilor Sanitari Boulevard, on Tuesday

25 September 2018 at 12.00 p.m.

The candidates must come to the Faculty of Medicine one hour before the beginning of the exam, i.e. at 11.00 a.m.

They shall be allowed into the examination halls ONLY after presenting a valid ID card or passport (EU citizens)

or passport (non-EU citizens) issued by the country corresponding to their registration, as well as the paper

(certificate) issued by the Office for Foreign Students certifying the payment of the examination fee. NO other

identity documents shall be accepted, i.e. another passport corresponding to another citizenship of the candidate.

All the bags and mobile phones (switched off) shall be deposited in a designated area of the examination halls and

shall be collected at the end of the examination. The candidates shall retain only two standard blue pens.

The written exam will comprise grammar and vocabulary exercises, as well as writing an essay on a general topic,

testing the candidates’ ability to read, write and understand academic English.

The grades for the English written examination are given from 1 to 10, the minimum passing grade being 5,00

(five). The results of the English examination in the decreasing order of the grades shall be posted at the Rector's

Office, The Office for Foreign Students. The possible complaints regarding the results of the written English

examination can be submitted ONLY at the Registry of the Rector’s Office within 24 hours from the time of the

posting of the results. The results of such complaints shall be posted at the Rector’s Office, The Office for Foreign

Students, within 3 working days from the end of the period for the submission of such complaints.

Bachelor’s Degree Studies Agreement

For Romanian and Foreign Citizens Studying in English 1.Parties of the Agreement

Between:

The University of Medicine and Pharmacy “Carol Davila” Bucharest, with the registered office at 37, Dionisie Lupu Street, postal code 020021, District 2, Bucharest, legally represented by the Rector - Academician Ioanel Sinescu, as an

accredited state higher education institution, hereinafter referred to as the UNIVERSITY, and the APPLICANT

(full name)______________________________________________________________________, permanent residing

in (country/passport)_____________________, holder of the passport / ID series ____ no. ____________, as a student at the FACULTY OF MEDICINE, starting with the academic year 2018/2019, form of education: fee-based bachelor

studies, hereinafter referred to as the STUDENT, the present agreement was concluded.

2. Object of the Agreement

2.1.The object of the present agreement is the carrying on of the specific activities of the bachelor studies programme,

regulating the relationships between the UNIVERSITY and the STUDENT, stating the rights and obligations of the signatory parties, according to the provisions of the regulations concerning the organization and carrying on of the

study programmes and in compliance with the laws in force, as well as with the curricula, drawn up by the Faculty and

approved by the Senate of the University.

2.2. In the medical higher education system, the completion of 2 years of study in a single year is not allowed, according to art. 150, para 3, of the Law no. 1/2011.

3. Duration of the Agreement 3.1.The present agreement is concluded for the entire duration of the studies, as this duration is specified by the

regulations in force, starting with the academic year 2018/2019.

3.2. The enrollment for the bachelor studies in English is made ONLY for the first year of study. 3.3 Any possible changes, imposed by the law or by the regulations concerning the teaching activities of the University

(changes in the type of funding, discontinuation of studies, extension of studies) occurring during the bachelor studies

shall be stipulated in an Addendum, according to the terms offered by the University at that time.

4. Rights and obligations of the University

4.1. Rights

a) to set the conditions regarding the enrollment, registration, tuition, discontinuation, expulsion, re-enrollment and re-registration of the student;

b) to require the student to comply with the regulations of the University of Medicine and Pharmacy “Carol Davila”

and to apply sanctions if they are infringed;

c) to set the annual tuition fee, as well as the consequences of the failure of payment on the due date; d) other rights, according to the laws in force.

4.2. Obligations

a) to provide the material and logistic resources necessary for the carrying out of the teaching activities, to make available to the student the syllabuses, according to the curricula approved by the Senate of the University;

b) to provide the necessary conditions for the student to exercise his/her rights, according to the laws in force;

c) other obligations, according to the laws in force.

5. Rights and obligations of the Student

5.1. Rights

a) to attend his/her formation and education, according to the programmes specified in the curriculum, and the additional teaching activities organized on request, specific for the educational programme;

b) to use the material and logistic resources and to have access to any other services related to the educational process

or to the sports, cultural and social activities; c) to be issued by the Rector’s Office of the University certificates for various authorities (the Embassy, the authorities

in the country of origin or other countries, to obtain the Temporary Residency Permit in Romania, etc.)

d) to benefit from health care, when necessary, under legal circumstances;

e) other rights, according to the laws in force. 5.2 Obligations

a) to fulfill the obligations undertaken according to the studies agreement;

b) to comply with the university ethical and discipline norms, as they are specified by the regulations and the Charter of the University of Medicine and Pharmacy “Carol Davila”, concerning the carrying on of the teaching activity and the

assessment of the knowledge acquired;

c) to compensate the institution in case of the destruction or deterioration of the material resources;

d) to pay the tuition fees, in the amount and on the dates specified in the studies agreement; e) to pay for, to sit and to pass the Romanian language examination (€400) at the end of the second year; otherwise, the

enrollment in the 3rd year will not be allowed;

f) other obligations, according to the laws in force.

6. Tuition fee

a) the amount of the tuition fee is set by the Senate of the University, according to the legal provisions and may be

changed during the period of studies; b) the tuition fee is € 6,000 for the academic year 2018/2019, for NON EU citizens; The equivalent in RON of EUR

6,000, for EU citizens;

c) the tuition fee shall be paid in full (in order to obtain a residency visa in Romania for the whole academic year) or in

three installments, as follows (50% on enrollment – non-refundable, 25%- on January 15 of each year – non-refundable, 25%- on March 15 of each year – non-refundable);

Failure to pay the tuition fees, according to the methodology, throughout the duration of the studies, shall lead to the

suspension of the quality of a student. A RON 300 fee will be charged for regaining the quality of a student. In case of final withdrawal from studies, the student has the obligation to pay the tuition fee until the date of

submission of the withdrawal request;

d) the participation in the examinations, during the resit and credits sessions and the equivalence examinations is

conditional on the payment of fees (resit examination - €250/ equivalent in lei of €250; credit and equivalence

examinations - €500/ examination// equivalent in lei of €500/ examination);

e) in case of re-enrollment, repeat year, the tuition fee shall be paid in full (for the whole academic year);

f) the failure to pay the tuition fee leads to the student’s interdiction to participate in the examinations; g) resuming the quality of student or registering in another academic year shall be possible with the approval of the

Ministry of National Education in Romania, the approval of the Faculty and after the payment of the tuition fee for the

respective academic year.

7. Conclusion and termination of the Agreement

a) the studies agreement can be terminated if the student requests to withdraw from the studies or to transfer to another

higher education institution;

b) the studies agreement ceases at the time of the completion of the studies; c) the issue of the student’s original documents (Baccalaureate Diploma, Bachelor’s Degree Diploma), of the academic

record, certificates and other documents requested by the student shall be done only after the payment of the

outstanding amounts; d) the studies agreement shall not be changed during the academic year, according to art. 141 of the Law no.1/2011.

8. The data contained in the present agreement are confidential, the parties undertaking not to disclose them and to

ensure their adequate protection. 9. Any change or addition to the present agreement shall be performed only with the prior written approval of the

parties.

10. In the event of filling in incorrect or false data or of submitting false documents, the present agreement shall be null

and void, and the student shall bear the consequences of the laws in force. 11. If the enrollment cannot be completed due to one of the reasons mentioned under point 10, the University shall

retain the tuition fees.
