 joined a group of representatives from Kern County, including Third District Kern

County Supervisor Mike Maggard , John Ritchie of Paramount Farming, and Robert

Snoddy with the Kern Council of Governments to testify before the California High

Speed Rail Commission in Sacramento recently. The purpose of the meeting was to

adopt criteria to use in the selection of one of four proposals to construct the first seg-

ment of the high speed rail project.Moreno spoke to the critical need for jobs in Kern County and touted the benefits of 

building the Fresno to Bakersfield segment of the project first. Construction of the proj-

ect to Bakersfield could produce up to 2,170 construction-phase jobs and an estimated

1,990 permanent jobs for local area residents.

“This project proposes long-term, high paying jobs that would serve as a tremendous

boost for our local economy,” said Debra L. Moreno. “In the current economic situation

that our community is facing; we cannot afford not to fight for every job possible.”

It is anticipated that the commission will make a decision on the first phase of construc-

tion the first week of December. For more information on the high speed rail project

Chamber CEO Debbie Moreno met with Sales and Marketing of ficials from Conti-

nental Airlines November 22 at Meadows Field in a small group meeting to introduce

planned new service from Bakersfield to Houston that will begin April 3, 2011.

“While service to Houston is extremely important to our oil industry companies, it’s

also a major jumping off point to most locals nationally and internationally, which can

benefit all types of travelers,” said Moreno.

When asked why now is the right time for Continental to re-enter the Bakersfield

market, company Manager of Sales and Alliances Brian Miller stated that the equip-

ment is better with additional seating, including a first class section, and that passenger

capacity combined with a fuel cost that “works” makes the move economically viableat this time. He added the strength of Continental’s merger with United Airlines also

offers more opportunity to expand their markets.

 I didn’t know anyone. The  first place I turned 

to get acquainted was to the Chamber of 

Commerce. Everyone was so welcoming and 

helpful. It was a great way to  find out more

 Karen King has served as Golden Empire Transit Dis-

trict’s CEO since June 2008. Prior to joining GET, Karen was

the Executive Director of North County Transit District in San

Diego, California, which operates bus service and also owns and

operates 80 miles of railroad right-of-way, including COASTER

commuter rail and the SPRINTER DMU. Karen is a graduate of 

the University of Utah and holds a Master’s degree in IntermodaTransportation Management from the University of Denver.

 Jarrod McNaughton is the vice president

of marketing and development at San Joaquin Community

Hospital, a 255-bed medical facility. He is responsible for

marketing, chaplains, public relations, government relations,

customer service, volunteers, strategic planning, and the hospi-

tal’s mobile clinic program.

Jarrod has been featured as an expert regarding California

healthcare issues in numerous newspapers including the New

York Times, Los Angeles Times, and San Francisco Chronicle.

In addition, Jarrod has been a featured speaker at the National

Association of Broadcaster’s annual conference.

Jarrod holds a bachelor’s degree in public relations from

Pacific Union College and a Master’s in Business Administration

degree from the University of La Verne. He is a Fellow of the

American College of Healthcare Executives and has served on

numerous community boards.

He and his wife, Heidi, a registered nurse, live in Bakersfield,

California.

Committee met in November and heard

a presentation from Ruben Arroyo, Kern

County Agricultural Commissioner andSealer. Commissioner Arroyo informed the

committee on the functions and duties of the

Agricultural Commissioner’s of fice, infor-

mation on the many crops that are exported

from Kern County, and issues affecting the

exporting industry. The Committee meets at

the Chamber of fice every first Wednesday of 

the month at 4 P. M.

Governmental Review Council

 Donna Carpenter, Consultant - Chair 

 The Governmental Review Council (GRC)in November heard presentations and engaged

in discussion on many important issues of lo-

cal, regional, statewide, and national signifi-

cance, including an update on the California

 High Speed Rail project, and an in-depth post

election analysis from Dr. Stanley Clark,

Ph.D., Professor of Political Science at CSUB.

The GRC also reviewed a draft of its new

Policy Platform and toured the Kern County

Elections Department to learn how elec-

tions are conducted in Kern County. A special

thanks to Allan Krauter, Legislative Analyst,

County of Kern, Robert Snoddy with the

Kern Council of Governments, Dr. StanleyClark, CSUB and Karen Rhea, Kern County

Elections Chief. GRC meets Friday mornings

at 7:30 AM at the Chamber of fice.

 The November session focused on Com-

munications Through the Media. Participants

had the opportunity to go in front of the

camera, thanks to the hands-on media train-

ing provided by The Kern Press Club. The

day was organized by Advisory Council Day

Chairs Jarrod McNaughton, San Joaquin

Community Hospital, and Danielle Wade ,

Bright House Networks. This class was

made possible by the sponsorship support of

 Youth Leadership Bakersfield

Union – Chair 

 The Youth Leadership Advisory Council

has spent many hours over the past month

reviewing applications and conducting per-

sonal interviews with sophomore, junior andsenior students, representing 16 local high

schools. The Council has selected 34 students

to participate in the 2011 Youth Leadership

 Bakers  field program. The first class session

will take place on January 12.

Labor Law & Human Resources Forum

 Robin Paggi, KDG HR Solutions – Chair 

 Our speaker this month Katy Raytis from

KDG HR Solutions gave a presentation on

the pitfalls of holiday parties and bonuses. At-

tendance was high and the audience was veryengaged in the discussion. Mike Doolittle

presented the Safety Update, covering updates

to heat illness regulations and a CalOSHA

report indicating injury and illness rates in

California are down for the eighth straight

year. Dan Klingenberger gave the Labor

and Employment Law Update on Stiefel v.

Bechtel Corporation on disability discrimina-

tion; the class action lawsuit Bright v. 99¢

Only Stores on providing adequate seating

for employees; and Hernandez v. Chipotle on

meal and rest periods.
