Acknowledge that card sharing is not permitted between company vehicles

Acknowledge that waste inspection cameras are used to aid the Disposal Ban Inspectors

Acknowledge that materials may be refused if they are considered to be unacceptable at the Waste-to-Energy facility. If refused, the hauler must immediately remove the material at their cost.

Requests to dump questionable materials must be made in advance to Metro Vancouver at 604-451-6185. In order to prevent misunderstandings, written permission must accompany any load containing questionable materials. Options for disposal of unacceptable waste, if possible, will be provided by Metro Vancouver.

WASTE-TO-ENERGY FACILITY

REFUSE UNLOADING PROCEDURE

(COVANTA SOP-0007 – revised April 12, 2018 - Authorized By: Stephen Mckinney)

REFUSE UNLOADING

1. Trucks entering the plant site drive onto the weigh scale and scan their identification card on the control box. If any assistance is required do not back off the scale, see the administration office if between 8am-4pm; after hours use the phone at the weigh scale to contact the control room (250) and ask for the Shift Engineer.

2. The refuse truck will proceed to the unloading apron. The driver will stop at the stop sign and wait for a green signaled light before backing into the assigned door. Note that Door 3 and Door 4 are roll up doors to allow for tipping trucks.

3. After backing the truck into the bay, the driver will prepare the truck for unloading prior to opening the bunker door.

4. The truck driver will then open the refuse door and once the door is fully open, back the truck into the refuse unloading position and start unloading refuse into the refuse bunker.

5. Entry into the yellow safety area (6’ from pit edge) is not permitted unless the Safety Belt provided is worn and the truck is in the unloading position.

6. Once unloading is complete, the driver will pull forward and close the bunker door.

7. When the bunker door is fully closed the driver will close the truck’s unloading door and shovel any spilled refuse on the apron into the bunker through the gap between the concrete curbs.

8. No cleaning or washing of trucks on the apron is permitted.

9. No removing of tarps and re-installing them while on the apron as this causes delays.

10. Haulers are to stay in their vehicles at the WTEF unless they are unloading. No getting out of trucks when waiting in line.

11. Haulers that are not utilizing the stored tares system are to weigh out on the scale once they have finished dumping.

12. Haulers are to weigh out before using the washroom or turning bins around on the road.

13. New drivers are to be accompanied by an experienced driver for the first few trips to the WTEF to ensure Covanta’s unloading procedures are adhered to.

SAFETY CONCERNS

1. No smoking on plant site

2. The plant speed limit is 8 km/h

3. No one is to stand in the yellow safety area (6’ from the pit edge) when a bunker door is open - unless the safety belt provided is worn and the truck is in the unloading position.

4. In case of any hazardous conditions or emergencies, Covanta personnel may at any time redirect trucks, stop trucks from unloading or otherwise direct traffic as necessary.

ENVIRONMENTAL CONCERNS

1. All trucks must be fully latched and secured until they are situated on the apron, ready to unload

2. All trucks must be fully latched and secured prior to departing from the apron

NOTE:

There is a phone located on the tipping apron between Door 3 and Door 4

Dial 258 for the Refuse Crane Operator or 250 for the Control Room

FALL RESTRAINT PROCEDURE

1. Covanta has purchased laser technology (green light) to indicate when you are 6 feet away from the edge.

2. This laser is not harmful in any way and does not require safety glasses.

3. If you have to be in this 6 foot “danger zone” you are required to wear the fall restraint belt.

4. Please hang up fall restraint belt after use

Barrels, drums, pails or other large (205 litre or greater) liquid containers, whether full or empty

Solvents and flammable liquids;

Gasoline;

Pharmaceutical products and medications;

Oil, oil filters and oil containers;

Lubricating oils and lubricating oil containers;

Paint and paint containers;

Lead-acid batteries;

Antifreeze and antifreeze containers;

Any single object that:

weighs more than 100 kg; or

1.0 m in length.

Gypsum

Mattresses

Railroad ties or creosote treated wood

Refuse that would cause undue risk of injury or occupational disease to any person at the Disposal Site or that would otherwise contravene the Occupational Health and Safety Regulation

Electronics and electrical products, including metal household and commercial appliance

Any other Refuse that the Manager considers unsuitable for handling at a Disposal Site

Unattended Scale Instructions

All Loads must be weighed in and out unless the vehicle has a stored tare.

Inbound Screen Procedure (Elapsed time about 15 seconds)

1. ACTION: Hold your card to the Card Reader once only. (The terminal will softly beep and the LED on

the Card Reader will flash but is hard to see.)

DISPLAY: PROCESSING Card: [Displays your card number]. DISPLAY: CARD FOUND [Displays your card number]. DISPLAY: PUTTING TRUCK INYARD EXIT SCALE DISPLAY: RESTARTING ORT Please wait…

2. NOTE: There is an external LED display that shows the weight of your vehicle.
