— New mayor and two new City Council members (majority) opposed sewer project due to economy

Actions:— 1/5/11: City Council suspends contracts; fires City

Administrator— 1/24/11: City Council hires Landform to evaluate risks

of proceeding versus ending project— 2/16/11: Landform submits risk assessment— 2/19/11: City Council decides to proceed with sewer

and water lines and to re-evaluate need for water treatment plant
