Welcome to the third edition of Metsi

Ke Bophelo for 2016. In this issue we bring you a large variety of articles on happenings and events involving Sedibeng Water.

In our main article we report on the official hand-over of the construction site of the first phase of the Vaal Gamagara Refurbishment

and Upgrading Project by the Minister of Water and Sanitation, Ms Nomvula Mokonyane, on 21 October 2016 in Kathu.

This project confirms government’s commitment to developing rural communities by providing access to quality water services. Apart from the provision of reliable water supply to communities in the area, the refurbished and upgraded Vaal Gamagara Regional Supply Scheme will likewise serve as a significant catalyst for

On 21 October 2016, the Minister of Water and Sanitation, Ms Nomvula Mokonyane, officially handed over the construction site of the first phase of the Vaal Gamagara Refurbishment and Upgrading Project to the appointed contractor, Kgalagadi Joint Venture, in Kathu in the Northern Cape Province.

The event was attended by several dignitaries, including Ms Sylvia Lucas, Premier of the Northern Cape Province; several MECs of the Northern Cape Provincial Government; Mr MD Dikoko, Chairperson of the Board of Sedibeng Water; Mr RT Takalani, Chief Executive of Sedibeng Water; representatives of Kgalagadi Joint Venture, as well as about 8 000 residents from the John Taolo Gaetsewe District Municipality.

The construction of the Vaal Gamagara Water Supply Scheme in the Northern Cape Province was initially completed in 1976. The scheme was transferred by the Department of Water and Sanitation to Sedibeng Water in 2007.

Approximately 22 million m3 of water is currently supplied per annum to domestic consumers, as well as the mining, industrial and agricultural sectors in the area.

However, water demand exceeds supply due to new customers and growth in the area (including new mines and solar power projects). In addition, the infrastructure of the scheme is already 40 years old and has reached the end of its operational life span. Against this background, Sedibeng Water has been appointed as an Implementing Agent by the Department of Water and Sanitation to address the challenge of aging infrastructure in the entire

scheme at a cost of R18,4 billion. The maximum capacity of the current scheme is 2 500m3 per hour, while the refurbished and upgraded scheme will be able to supply a peak demand of 5 200m3 per hour, including future water supply to Botswana.

The costs of the first phase of the project amount to R1,2 billion and include the replacement of the existing pipelines from Roscoe to the South West Expansion Project (7.8km) and from Kathu to Black Rock (82.6km).

After a briefing session and ceremonial sign-off of the project by the Minister, the Premier of the Northern Cape Province and the Chairperson of the Board of Sedibeng Water at the Kathu pump station, Ms Mokonyane and her entourage proceeded to the Kathu Stadium to address a public gathering. Speaking during this event, Minister Mokonyane emphasised that the refurbishment and upgrading of the Vaal Gamagara Regional Water Scheme will address a number of socio-economic imperatives of Government. “It is our intention to create economic opportunities for locals during the

construction phase of this pipeline and to intensify transformation within the water sector through the consortia appointed to construct the pipeline,” said Minister Mokonyane.

The Minister also stated that the construction of this new pipeline is a catalyst for both the supply of safe and reliable water, and the provision of significant social benefit to the surrounding villages, which will create the necessary conditions for future investment in agriculture and mining operations. “This will be a huge boost to the province

economically. Furthermore, this reaffirms government’s commitment to developing rural communities, particularly previously disadvantaged communities, to ensure that they are also the recipients of quality services,” concluded Minister Mokonyane.

Six local municipalities, namely Dikgatlong, Kgatelopele, Tsantsabane, Gamagara, Ga-Segonyane and Joe Morolong will benefit from the project, while more than 1 500 job opportunities will also be created in the process.

The Chief Executive also emphasised that Sedibeng Water encourages and supports the empowerment of women, hence three vacant top management positions had in the recent past been filled by women. At middle management, all set targets in terms of diversity and the representation of designated groups, were achieved.

On 9 August 1956, 20 000 women marched to the Union Buildings in Pretoria to hand over a petition against pass laws to the National Party government of the time. The aim of the march was to protest against black women being forced to carry passes and permits that restricted their freedom of movement. This march eventually became an iconic event in the struggle for the emancipation of women in South Africa.

Female staff at Sedibeng celebrated the 60 year commemoration of this march on 26 August 2016 at Le Souvenir in Klerksdorp. The theme of this celebration event was “Working together to enhance women’s opportunities to economic empowerment.” The event was also attended by Sedibeng Water’s Chief Executive, Mr Rembuluwane Takalani; the Chief Financial Officer, Ms Mpinane Shasha; the Company Secretary, Ms Ditebogo Khumalo, the Human Resources Manager, Mr T Molobye, as well as other members of the management team. The women attending the celebrations, wore beautifully designed doeks.

In his address, the Chief Executive reminded the audience that the process to emancipate all women is continuing, since women are still suffering from the reminiscence of triple oppression (gender, class and culture) in our society. “Did you know that during the apartheid years black women who were married under Customary Law, were regarded as minors by the Black Administration Act of 1927? As a result, women were then placed under the tutelage of their husbands,” said Mr Takalani. He paid tribute to especially two women, Lilian Ngoyi and Helen Joseph, who contributed immensely to

This demonstrates that Sedibeng Water has made significant inroads in so far as gender representivity and women empowerment are concerned.

Ms Busi Selesho, who is a graduate from the Gordon Institute of Business Studies, a certified Wellness Coach and a Health and Safety Specialist, was invited as guest speaker to the event. She encouraged women to do more than just taking care of their families. “I believe that women should also aspire towards making

a positive impact on their world and creating an enabling environment for the future generation to grow and prosper. Always strive towards on-going personal development so that you are able to impact the lives of others in a positive way. It is important to encourage one another as women, because we are often our own biggest critics in attempting to find a balance between our own personal aspirations and role demands set by society,” said Ms Selesho.

In closing the event, Sedibeng Water’s Company Secretary, Ms Ditebogo Khumalo, thanked the speakers and members of the audience for attending the celebrations. She encouraged all women present to take note of Ms Selesho’s words of encouragement and strive towards mutual support instead of judging one another. Thereafter, the audience was entertained by a live jazz band, while they enjoyed lunch and received gifts.

Speaking during these events, the Chief Executive Officer of PMR.africa, Mr Johan Hattingh, explained that the purpose of the surveys on which the awards had been based, was to profile provinces as growth points and potential investment areas for foreign and local developers, as well as investors. “We measure companies, institutions, government entities and individuals on their contribution towards the economic growth and development of the country, levels of management expertise and levels of innovation in the implementation of corporate governance,” said Mr Hattingh. He further explained that these surveys are also used to measure brand awareness and that the ratings are based on the perceptions of the respondents involved.

The highest possible score that a company, institution, government entity or individual could obtain in the survey, was a rating of 5. Sedibeng Water received an overall rating of 4.13 in the Northern Cape East Region, an overall of rating of 4.10 in the Northern Cape West Region and an overall rating of 4.09 in the Free State Region.

Sedibeng Water received Diamond Arrow Awards from the Professional Management Review (PMR) for being the best water service provider in the Northern Cape East and West Regions. These awards were received at Business Excellence Awards Breakfast events held on 23 September 2016 in Kimberley and on 26 September 2016 in Upington. Sedibeng Water likewise received a Golden Arrow Award for being the best water service provider in the Free State at a similar PMR breakfast event in Bloemfontein on 14 October 2016.

SAFETY, HEALTH AND ENVIRONMENTThe Safety, Health and Environment (SHE) Programme at Sedibeng Water has been characterised by continuous improvement since its revival in the 2011/2012 financial year. Success in the implementation of this programme can mainly be attributed to shared commitment amongst employees and management. The SHE Programme is based on a risk management system, which is aimed at reducing the probability of the occurrence of SHE incidents and the severity thereof. Our organisational culture is founded on our caring attitude.

Sedibeng Water is maintaining its remarkable record of being a fatality-free organisation. In addition to achieving and maintaining a lower disabling frequency rate (DIFR), the organisation has also never experienced any serious environmental incident. The ensuing table indicates that all regions have shown an increase in the trends of their NOSA CMB 253(N) audit scores obtained from the National Occupational Safety Association (NOSA) since the 2011/2012 financial year.

The upturn trends depicted in the table can mainly be attributed to the continuous improvement process that is being applied in the implementation of our SHE Plan. In recognition of our outstanding performance in the 2014/2015 financial year, Sedibeng Water received no less than 9 different regional, national and international Occupational Safety Awards.

These include:

At NOSHCON 2016 (an annual NOSA conference) which was held from 30 August - 2 September 2016 at Champagne Sports Castle in the Drakensberg, Sedibeng Water received the following two international awards:

• The Risk Manager of the Year 2015 Award was presented to the Manager: Technical Support and SHE, Mr Nndondeni Edgar Ratshitanga; and

• The HSE Officer of the Year 2015 Award was presented to the Senior SHE Officer of the Free State Region, Mr Tseliso Desmond Motsie.

At the NOSA Northern Banquet, which was held on 23 June 2016 at the Royal Elephant Hotel and Conference Centre in Centurion, Sedibeng Water was presented with the following seven regional awards:

Although these awards were received by individual staff members in different categories, such awards embody collective organisational achievement, whereby all employees, as supported by management, have positively contributed to this remarkable outcome. The overall NOSA Grading Audit results and the receiving of these awards can be attributed to noteworthy organisational characteristics such as teamwork, a positive winning mind-set, hard work and a caring attitude.

In the retail customer survey, data collection took place by means of structured personal interviews in which a bilingual questionnaire (English and Tswana) was used, while bulk customers (mines and municipalities) were involved in telephonic interviews conducted by the research company.

Sedibeng Water also uses the annual retail survey as a mechanism to create temporary job opportunities in its area of supply. A total of 132 community members living in various wards in

the Greater Taung Local Municipality, Ga-Segonyana Local Municipality, Phokwane Local Municipality, Ngaka Modiri Molema District Municipality, Ramotshere Moiloa Local Municipality and Kagisano Molopo Local Municipality, were contracted as interviewers.

These interviewers had to attend training sessions during the beginning of September 2016 in Mahikeng, Taung, Kuruman and Ganyesa, respectively. This training included background on

the research process to be followed, the basic principles of survey research, the role of the personal interview in survey research, how to conduct a personal interview, how to secure valid and reliable results, how to randomly select the respondents and lastly, familiarising interviewers with the questionnaire to be used in the research project.

SurveySedibeng Water appointed an independent research company, Sereeco Corporate Solutions, to undertake a customer satisfaction survey during September 2016 to determine the levels of customer satisfaction amongst retail and bulk customers throughout its operational area.

Statistical analysis using various customer service indicators established that Sedibeng Water currently maintains a customer satisfaction level of 75% amongst its retail customers and 80% amongst its bulk customers. These results constitute a noteworthy achievement. The management of Sedibeng Water wishes to thank all employees for their dedication and hard work during the past year. Without your commitment to excellence, such a positive outcome of the survey would not have been possible. Keep up the good work!

It is estimated that toilet flushing makes up about 31% of overall household water consumption. In order to reduce the use of water for this purpose, the Department of Water and Sanitation introduced the Drop the Block campaign, whereby eco-friendly blocks are to be placed in toilet cisterns in order to save water. These blocks are designed to reduce water consumption by up to two litres per flush. Sedibeng Water has been appointed as an Implementing Agent by the Department to oversee the national rollout of the project.

In the Northern Cape Province, the campaign commenced on 18 July 2016 in Kimberley. About 400 volunteers from various wards in the Sol Plaatje Local Municipality, were trained and employed to embark on a door-to-door campaign inserting these blocks into

toilet cisterns. A total number of 46 158 blocks were dropped during the first week of the campaign.

Thereafter, the following other municipalities in the Northern Cape Province also benefitted from

the project: Dikgatlong, Hantam, Kareeberg, Karoo, Ubuntu, Emthanjeni, Umsobomvu, Thembelihle, Siyancuma, Ritchtersveld, Nama Khoi and Dawid Kruiper. Thus far, a total number of 102 797 blocks were dropped in the Northern Cape Province.

DROP THE BLOCK ROLLOUT CAMPAIGNin the Northern Cape Province

CLEAR RIVER CAMPAIGNSAs drought conditions persist across South Africa, Sedibeng Water heeded to the call by the Department of Water and Sanitation to protect freshwater ecosystems by embarking on Clear River campaigns in both the Northern Cape and North West Regions. The organisation in partnership with the Department of Water and Sanitation, mobilised communities, municipalities and learners from various schools to clean rivers, streams, wetlands and other freshwater sources.

In the Northern Cape, Sedibeng Water as well as the Department of Water and Sanitation, Dikgatlong Local Municipality and Grade 10 learners in Mathematics and Science from Boresetse High School in Barkly West, cleaned the banks of the Vaal River at Gong Gong on 1 August 2016.

Ms Charity Gaosenkwe, a Safety, Health and Environmental Officer from Sedibeng Water’s Vaal Gamagara office made a presentation to the learners about pollution and encouraged them to recycle the waste to be collected by practically demonstrating how to separate different types of waste material, such as paper, plastics and chemicals. Ms Motlalepula Maloka, a Microbiology Laboratory Technician also from Vaal Gamagara, likewise did a presentation on how water is contaminated. She also motivated and encouraged the learners to follow careers in engineering and science.

In the North West Province, Sedibeng Water in partnership with the Department of Water and Sanitation, Ngaka Modiri Molema District Municipality and community members joined hands in cleaning the Molopo River in Mahikeng. The team manually removed debris thrown into the river. A tractor loader backhoe was used to remove accumulated waste material that had been obstructing the flow of water for some time. During the campaign, residents were also educated on the importance of conserving water and protecting water sources from pollution.

The programme of the conference included several study tours by delegates. As a result, 17 delegates including Tswelopele Mayor, Mr FT Matsholo, members from Cooperative Governance, Human Settlements and Traditional Affairs (COGTA) in KwaZulu-Natal, the National Assembly, the National Audit Office in Zambia, the Gauteng Legislature, the Free State Legislature, SADWPAC, etc. visited the Balkfontein Water Treatment Plant on 20 September 2016. They were

accompanied by several Sedibeng Water managers and officials, including amongst others, Messrs GM Dippenaar (Regional Manager: Free State), DF Traut (Manager: Scientific Services), as well as NA Theys (Manager: Marketing and Communication) and staff members from of his department.

An overview of different projects, purification plants, reticulations and Sedibeng Water’s relationship with municipalities and the Department of Water and Sanitation, was likewise provided.

The objective of this association is to promote credible and transparent public financial and performance management, accountability and good governance through efficient, effective and collaborative legislative oversight.

The South African Local Government Association (SALGA) in the Northern Cape hosted the Provincial Elective Conference from 11-12 October 2016 at the Mittah Sepererpere Conventional Centre in Kimberley. Given its involvement with local government structures, Sedibeng Water was one of the main sponsors of the event.

The conference was convened to address and engage on issues related to the local government sector and provide senior local government leaders an opportunity for professional development. This year’s conference was attended by more than 200 delegates, including key decision makers from provincial and local government, namely the MEC for Cooperative Governance,

Human Settlements and Traditional Affairs (CoGHSTA) and various other MECs in the Northern Cape Provincial Government, mayors, speakers, municipal managers, traditional leaders and private sector stakeholders. The Executive Mayor of John Taolo Gaetsewe District Municipality in Kuruman, Ms Sophia Mosikatse, was elected as the new Provincial Chairperson.

In delivering his keynote address at the conference, the Northern Cape MEC for CoGHSTA, Mr Alvin Botes, reminded newly elected councillors of their responsibilities as leaders. “Be conscious leaders who respect the laws of the country and refrain from utilising state apparatus for self-enrichment. Communities depend on local government for service delivery, because it is closer to them than any other sphere of government,” said Mr Botes. Mr Danie Truat, Manager Scientific Service did a presentation on services offered by the Vaal Gamagara Quality Control Laboratory.

CAREER MANAGEMENT WORKSHOPCareer exhibition andThe Department of Correctional Services hosted a career exhibition on 21 September 2016 at Ventersburg in the Free State Province. The Department targeted learners from Grade 9-11 from schools in Ventersburg and Hennenman. Several organisations, such as the Central University of Technology Free State, the University of the Free State, the University of South Africa, Damelin, Boston College, Sedibeng Water and Old Mutual were invited to partake in the event.

Learners were provided with proper guidance and advice regarding different

available careers paths, learnerships and work opportunities, as well as information on degrees, diplomas and certificates on offer, enrollment requirements, fees and bursaries.

Representing Sedibeng Water at the career exhibition, Mr Mcedisi Malungana, did a presentation on the operations of Sedibeng Water and career opportunities in the water sector. Mr Malungana encouraged learners to follow careers in science and engineering so that they can contribute towards the growth of the Free State Province and the country at large.

The Human Resources Development Division at Sedibeng Water also conducted a Career Management Workshop on 3 October 2016 at Balkfontein. Twenty Grade 9-10 learners from Mamellathuto High School, Diphethuho Secondary School and Oziel Secondary School from Khotsong near Bothaville, attended the workshop.

The purpose of the workshop was to motivate these learners to perform well in the 2016 final examination. Mr Stephen Lenong, a Trainee in the Human Resources Department, conducted the workshop. His presentation covered topics such as preparing for learning, remembering information and proof learning. In an attempt to motivate them to follow careers in engineering and science, the learners were also taken on a tour of the water treatment plant.

Solomon MokonyamaSolomon Mokonyama was born and grew up in The Orchards, Pretoria. He completed his primary education at Matatadibeng Primary School in Mpumalanga in 1993. He matriculated at Tlhakanang High School in 1999. In 2002, Solomon enrolled for a National Diploma in Water Care at the Tshwane University of Technology, which he completed in 2007.

Solomon was employed in 2005 by the Tshwane University of Technology as a Laboratory Assistant, whilst he was also completing his studies. He joined Aqua Plan Water Engineering as a Water Treatment Plant Operator in 2007. Thereafter, Solomon was employed by Magalies Water as a Plant Operator in 2008. He took up a position at Sedibeng Water as a Process Controller at the Kgomotso Water Treatment Plant in the North West Region in February 2009.

Thereafter, Solomon enrolled at the Tshwane University of Technology for a B. Tech degree in Water Care, which he completed in December 2013. He was then appointed as Process Controller in the Northern Cape Region (Vaal Gamagara) in February 2014. From April 2015, Solomon was seconded to the North West Region in Mahikeng to assist in the development, implementation and monitoring of operational systems. Eventually, he was appointed as Operations Superintendent in the North West Region and is now based in Hartswater.

Solomon’s hobbies include listening to music and spending quality time with his family.

Nicole MillsNicole Mills was born in Kimberley in the Northern Cape Province. She matriculated at Kimberley Girls’ High School. Thereafter, Nicole enrolled at the University of the Free State where she obtained a Baccalaureus in Accounting degree. She then joined PricewaterhouseCoopers in Kimberley to complete her audit articles in 2010.

In In 2013, Nicole was employed as an Internal Auditor at the Northern Cape Provincial Treasury. She took up a position as Senior Internal Auditor at John Taolo Gaetsewe District Municipality in 2014.

Nicole joined Sedibeng Water in July 2016 as an Internal Auditor. She enjoys travelling and spending time with family.

Mpho MbedziMpho Mbedzi was born in Tshimbupfe in Venda in the Limpopo Province. She matriculated at Tshimbupfe High School in 2004. In 2006 Mpho enrolled at the University of Venda, where she obtained a Bachelor of Commerce degree in Accounting.

Mpho started her working career in 2009 as a Financial Management intern at the Limpopo Department of Education. Thereafter, she joined First National Bank Platinum Park in Polokwane as a Multi-Skilled Consultant in October 2010. In 2013, she was employed at Naledzi Group (Pty) Ltd, firstly as an Office Administrator and later as an Accountant. The latter position provided her the opportunity to register with professional bodies, such as SAIBA and SAIT. Eventually, Mpho also served as Business Accountant and General Tax Practitioner at the Naledzi Group (Pty) Ltd and was likewise appointed as a director of one of the group subsidiaries.

In 2015, she obtained a certificate in International Financial Reporting Standards from UNISA. She is currently studying towards an Advanced Diploma in Accounting Sciences at UNISA. Mpho joined Sedibeng Water in 1 September 2016 as a Debtor Supervisor. She enjoys reading, spending time with family, running marathons and aerobics.

Tshoshane Kgotlelelo MampaTshoshane Kgotlelelo Mampa was born in Ga-Mampa in the Sekhukhune area in the Limpopo Province. He started his schooling at Malegase Primary School and matriculated at Selatole Senior Secondary School in 2005.

Thereafter, Kgotlelelo enrolled at PC Training and Business College where he completed a Diploma in Business Administration in 2008. In 2011, Kgotlelelo obtained a Bachelor of Commerce in Economics from the University of South Africa (UNISA) and recently (June 2016) he also completed a Bachelor of Accounting Science at the same university.

Kgotlelelo started his working career in 2012 as a student worker in the Student Administration Department at UNISA. In the same year, he joined KPMG Inc. as a Trainee Accountant/Auditor, where he was later promoted to the position of Accountant. Thereafter, Kgotlelelo was employed as a Creditors Accountant by Timbali Technology Incubator NPC. He joined Sedibeng Water on 1 September 2016 as a Creditors Supervisor.

In his spare time Kgotlelelo enjoys motivational speaking, playing soccer, teaching accounting and economics to high school learners and spending time with children.

CHARITY GOLF DAYNorthern Cape Premier’s

The purpose of the Golf Day was to raise funds for charity organisations in the Province. Sedibeng Water was one of the main sponsors of the event. Sedibeng Water employees, Messrs Pierre Viljoen, John Ditsebe, Bossie Boshoff and Ismael Baloi participated as players in the Golf Day, while the Chairperson of the Board, Mr MD Dikoko, and board members Messrs MM Mthobeni and EA Gaborone attended

the event as guests. The Marketing and Communication Department was represented by Messrs Alfred Theys, David Maleke and Tiro Mahlakoleng.

In her address at the gala dinner towards the conclusion of the event, the Premier of the Northern Cape Province indicated that the money raised by means of the Golf Day will be used to augment the Premier’s

Bursary Scheme. ”Although we are targeting charity organisations, we also help students who are beneficiaries of our bursary scheme by assisting them with registration fees and travelling costs,” said Ms Lucas. The Premier also thanked the stakeholders present for supporting this good cause.

The Premier of the Northern Cape Premier, Ms Sylvia Lucas in partnership with M&D Holdings, hosted the second Premier’s Charity Golf Day on 16 September 2016 at the Magersfontein Memorial Golf Estate near Kimberley.
