SUMMARY REPORT

The primary charge of the Metz, Sanchez, Zavala Modernization Project planning team during Phase 1 was to determine which campus, Metz, Sanchez, or Zavala, would be recommended to the Superintendent for full modernization into a 21st Century learning environment. Learning what is meant by a modernized campus was fundamental to making a recommendation.

The Metz, Sanchez, Zavala Modernization Project planning team met eleven times to study pertinent data regarding demographics, campus conditions, neighborhood information, and the historical and cultural aspects of each campus to gain insight as to what a modernized campus could look like in this community. The planning team’s work was also informed by tours of a modernized campus and presentations by architectural/design professionals regarding the possible modernization of each site aligned to the Austin ISD Educational Specifications for Modern Learning Environments.

Selection and Participation of the Planning Team Members

Central to the process was ensuring the planning team included balanced representation from each campus, the community at large, and AISD. Principals from each of the campuses provided the district project lead with a list of potential members that included parents, community members, teachers, administrators, and support staff. The planning team includes: four to five staff members and two parents from Metz, Sanchez, and Zavala Elementary Schools; seven community members with connections to organizations that serve the communities in the Metz, Sanchez, and Zavala attendance zones; and two AISD central office representatives. Community Engagement

Prior to the official start of Phase 1 of the project, meetings were held with campus staff and Campus Advisory Committee members from Metz, Sanchez, and Zavala Elementary Schools. The purpose of these meetings was to provide information regarding the November 2017 Bond and the upcoming modernization engagement process.

During Phase 1 of the Metz, Sanchez, Zavala Modernization Project, two community engagement meetings were held on April 17, 2018 and on July 19, 2018 at Martin Middle School. 60 people at the July meeting. Included in attendance were members from the Board of Trustees and Facility and Bond Planning Advisory Committee (FABPAC) members. Exit surveys from the July engagement indicate that 86% of attendees learned information at the meeting that they did not know prior to the meeting and 90% of attendees were satisfied with the opportunity to provide feedback and engage in the process.

Additionally, community engagement occurred at every planning team meeting through public comment and via informal meetings with parent groups, staff groups, and community members throughout Phase 1. (Refer to Appendix B for a complete list of touchpoints.)

Planning Team Meetings

The Metz, Sanchez, Zavala Modernization Project planning team began meeting in January 2018 and continued to meet through August 2018. The series of eleven meetings was intended to ensure that planning team members were equipped with data and information pertinent to making an informed recommendation for the Superintendent and the Board of Trustees regarding which school should be fully modernized. The meeting location was rotated among the three campuses to allow planning team members to become familiar with each site.

Attendance by members of the planning team at the planning team meetings ranged from 70% to 95%. Each meeting was open to community members and allowed for public comment at the start of each meeting. Planning team meetings were open to the public and the largest audience included up to 29 community members. All public comment spots (five) were filled at all but one meeting.

The data and information shared and discussed at the planning team meetings included presentations by district experts and outside consultants, in-person tours of a fully modernized elementary school and the three sites being considered for modernization, and presentations from representative campus groups from Metz, Sanchez, and Zavala Elementary Schools on the relevant historical and cultural aspects of each campus. The focus of each meeting of the planning team was as follows:

● January 11, 2018: Reviewed charge and concept of 21st Century Learning Campus; learned about the Educational Specifications for Modern Learning Environments 

● February 13, 2018: Reviewed data considerations including current and projected enrollment and population trends, campus capacity, facility conditions and educational suitability, and transportation (Refer to Attachment 3 of the September 10, 2018 Board Work Session for Metz, Sanchez, and Zavala.) 

● March 6, 2018: Toured Joe Lee Johnson Elementary School; reviewed charge and projected timeline; reviewed information on neighborhood characteristics, emerging projects, and surrounding charter schools 

● March 22, 2018: Reviewed swing space options including campus capacity and projected enrollment; shared questions regarding staffing implications with the Chief Officer for Human Capital and team 

● April 10, 2018: Reviewed information on site acreage, square footage of existing structures, and maintenance and operating costs for Metz, Sanchez, and Zavala; reviewed the criteria to consider when determining the optimal site for modernization and identified pros and cons of selecting each site

● May 8, 2018: Debriefed on public comment received at April 17 Community Engagement meeting; developed vision for the modernized facility (Refer to Appendix C.); received update on the criteria to be considered in determining the optimal site for modernization as it related to the changes at Chalmers and Santa Rita Courts 

● May 24, 2018: Reviewed the criteria to consider in determining the optimal site for modernization; grouped criteria into five categories; performed an initial ranking of criteria from most to least critical in determining the optimal site for modernization; participated in a preliminary poll regarding which campus - Metz, Sanchez, or Zavala - should be selected as the campus to recommend for full modernization 

● May 31, 2018: Visited and toured each campus site - Metz, Sanchez, and Zavala 

● June 7, 2018: Learned about the relevant historical and cultural aspects of each campus from representative campus groups 

● June 19, 2018: Reviewed site limitations; reviewed Educational Specifications for Modern Learning Environments; continued to discuss the criteria to consider in determining the optimal site for modernization; finalized rank order of categories of criteria and assigned weights to each 

● August 9, 2018: Viewed potential designs for the modernization of each site and discussed project costs and pros and cons for each site; participated in individual poll to determine which site would be recommended for full modernization; posted individual votes and calculated outcome based on weighted criteria  

These foci were driven by queries from planning team members as they worked to fully understand the critical data, questions raised by community members during public comment and the community engagement meetings, and by the project lead and other AISD representatives working to ensure the planning team was fully informed prior to making a recommendation.

The final Phase I planning team meeting was held on August 9, 2018. Twenty-one planning team members were present: three members represented the community at large; two members were AISD representatives; five members were from the Metz school community; six members were from the Sanchez school community; and five members were from the Zavala school community. All members present participated in the decision-making process included in the agenda. Also in attendance were 30 observers, including parents, community members, staff members from Metz, Sanchez, and Zavala, AISD district-level representatives, FABPAC members, and a member of the Board of Trustees.

During the August 9, 2018 planning team meeting, members were engaged in the following exercises:

▪ Assessing the pros and cons associated with the modernization of each site ▪ Reviewing the criteria to consider in determining the optimal site for modernization and

asking for final clarifications ▪ Determining which campus – Metz, Sanchez, or Zavala – was best suited for

Assessing the Pros and Cons Associated with the Modernization of Each Site

The planning team received a presentation from the design firm DLR Group that detailed the possible modernization of each site and presented the advantages and challenges associated with each.

The information shared with the planning team for each campus is shown in the charts below.

Reviewing the Criteria to Consider in Determining the Optimal Site for Modernization

Planning team members were asked to review the “Criteria to Consider in Determining the Optimal Site for Modernization.” After whole-group discussion and clarifications regarding any of the data points or information included in the criteria, group members then moved to small groups to analyze the data a final time prior to moving into independent polling.

Criteria was grouped into five categories and had been ranked in order of importance by the team at a previous meeting. Additionally, the planning team had agreed to assign weight to each category based on the level of importance assigned to that group of data. The chart below shows the rank order of each category, the data included in each category, and the assigned weight given to each data category.

Applying Raw Voting Results to the Weighted Criteria

Once all planning team members recorded their votes, the raw vote count was applied to the agreed-upon weighted formula previously described. The results below were calculated live to ensure accuracy and agreement from all planning team members and community stakeholders.

Based on both the raw and the weighted results, the planning team agreed that Sanchez Elementary School would be recommended to the Superintendent as the site for modernization to a 21st Century Learning Space.

Next Steps

The input from the planning team is provided to the Austin ISD Superintendent, Dr. Paul Cruz, so that he and the AISD Board of Trustees can make an informed decision regarding which campus, Metz, Sanchez, or Zavala, should be fully modernized. At the September 10, 2018 Board Work Session, the Board of Trustees and public will be provided more information regarding the recommendation development process and the specific information regarding the modernization of each site. At the September 24, 2018 Regular Board Meeting, the administration will include the modernization recommendation on the consent agenda for consideration by the Trustees. This will begin Phase 2 of the work, which includes the planning team making a recommendation regarding which of the sites will be used as swing space. Additionally, a Campus Architectural Team (CAT) will be formed. This team will work closely with the chosen architectural firm throughout Phase 2 to provide input regarding academic programming that will inform design.

The construction process at the campus to be modernized will begin in January of 2020, with August of 2021 being the anticipated date for the opening of the new modernized school.
