Purpose
Mental Health, Justice Health and Alcohol & Drug Services (MHJHADS) upholds the ACT Health Learning and Development Framework by supporting a learning and development culture. This procedure is to clearly identify Divisional Essential Education training requirements for all clinical and clinical support staff to; Enhance the provision of safe, quality person centred care Maintain compliance with legislation, standards, evidence based practice and policies Equip staff with skills and knowledge.

Scope
This Essential Education procedure applies to all clinical and clinical support staff in MHJHADS. It must be read in conjunction with the ACT Health Essential Education Policy and ACT Health Essential Education Guideline.
The Essential Education modules for clinical staff are listed in Attachments A, C & D and Essential Education modules for clinical support staff are listed in Attachment B. It should be noted that clinical staff and clinical support staff are also required to comply with Essential Education requirements as per the ACT Health Essential Education Policy and Guideline available on the Policy Register.
Essential Education modules for Team Leaders and Managers are listed in Attachment E.
All Administrative Officers are required to comply with the ACT Health Essential Education Guideline with any additional learning and development requirements identified through the development of their Performance Agreement with their Team Leader / Manager.
It should be noted that all Essential Education modules as per attachments are to be reviewed every six months. This process is to be initiated by the MHJHADS Service Development Unit and the primary purpose is to allow for the flexibility required to review existing modules and reflect new Learning and Development modules which staff are required to participate in.

Section 1 – Roles and Responsibilities
Divisional Executive, Clinical Directors and Discipline Principals are required to: Oversee the development, conduct regular review and maintenance of the Divisional
Essential Education procedure, to ensure that aspects of safety, quality, leadership and clinical risk for all members of the workforce are covered and relevant;
Monitor compliance with Essential Education requirements for all staff within their Division;
Ensure staff are provided with time to complete Essential Education within prescribed timeframes;
Provide input into the Divisional orientation program; and Endorse the content of Essential Education programs developed by staff in the Division.
Managers of staff are required to: Provide information to staff regarding their obligations to complete ACT Health and
Divisional Essential Education requirements and ensure that it is included in their Performance Agreement (PA);
Monitor compliance with Essential Education requirements of staff in their area; Attend training in the use of the ACT Learning Management System (Capabiliti) to access
reports on Essential Education; and Report to their relevant Executive Director / Operational Director on Essential Education
completion rates on a quarterly basis (March, June, September & December) and/or as requested.
Divisional Staff are required to: Register and participate in identified Essential Education modules via the Learning
Management System (Capabiliti); Provide evidence and/or demonstrate competence in areas where Recognition of Prior
Learning (RPL) is being sought; Record all learning and development activities on their Performance Agreement (PA) to
assist in planning attendance and completion of Essential Education Modules.
Providers of Essential Education are required to: Maintain the quality of the program by ensuring it is based on current evidence and
adult learning principles, is reviewed and updated annually or as required; Keep training records; Ensure copyright is not breached in the content of the program; Ensure all programs are endorsed by the relevant Discipline Principals and/or Executive; Evaluate and report on Essential Education Programs and implement quality
improvements; and Maintain records and Essential Education completion on the ACT Health Learning
Management System (Capabiliti) and in relevant files/reports.

Manage the implementation and maintenance of the Essential Education Divisional procedure and coordinate with essential education providers to ensure programs meet requirements, are evaluated and updated every twelve months or as required;
Ensure that there is evidence of a link between orientation, Essential Education, and training programs and safety and quality systems.
Ensure all Divisional Essential Education programs are evaluated; Work with Essential Education providers to produce e-Learning programs; Coordinate and conduct Divisional orientation; Ensure Divisional Essential Education is recorded appropriately in the Learning
Management System (Capabiliti); and Support Divisional Team Leaders/Managers to produce Learning Management System
(Capabiliti) reports on ACT Health/Divisional Essential Education for their area and provide any further assistance.

Section 2 – Completing Essential Education
Clinical Support and Clinical staff with support from their Team Leader / Manager are to utilise this Divisional procedure to register and attend all Essential Education Modules as identified in Attachments A, B, C & D. Registration to attend these modules is made via Capabiliti where staff put in a request to attend the module which is then electronically lodged through to their Team Leader / Manager for approval. Staff then receive an automated response via Capabiliti through email to advise them of the enrolment for the modules which they have requested to attend.
Staff may seek Recognition for Prior Learning (RPL). This should be discussed with their Manager / Team Leader when completing their Performance Agreement (PA). Staff may be asked to provide evidence to support their application for RPL and therefore do not need to complete the identified Essential Education module. This should be recorded in the PA and noted by the Team Leader / Manager for reporting purposes as required.

Implementation
An audit will be undertaken of completion rates within prescribed timeframes to determine compliance with this Divisional Procedure. Each Operational Director/Team Leader/Manager will provide a quarterly report to the Executive Director regarding Essential Education completion rates within their area of accountability.
Divisional clinical and clinical support staff will be aware of their Essential Education requirements and are monitored to ensure they are completing their Essential Education within prescribed timeframes.

Definition of Terms
People/Person refers to all hospital inpatients and outpatients, residents accessing MHJHADS services
Divisional Essential Education / Training; refers to education / training (specified by the Division) that must be completed in addition to the ACT Health Essential Education requirements by staff working within MHJHADS.
Learning Management System (Capabiliti); is the ACT Health electronic learning management system used for managing training course calendars and bookings; and providing data and records of attendances.
