Coming to Penn State in 1986 where he holds the rank of Distinguished Professor of Education, he established the first sequence of taught graduate courses, a national research symposium, one of the first online forums (Distance Education Online Symposium) and founded the first American research journal (The American Journal of Distance Education). Retiring from teaching at Penn State in 2013, Moore’s principal activities now focus on editorial work, especially The American Journal of Distance Education, the Handbook of Distance Education, and as series editor of the new (2013) Online Learning and Distance Education (OLDE) Series with Stylus publishers. Michael G. Moore is known in academic circles for leadership in conceptualizing and developing the scholarly study of distance education, nowadays widely referred to as e-learning and online learning. He published the first statement of theory about distance education in 1972 and has achieved a number of other notable “firsts” in laying the foundations of this field. With approaching a hundred publications (including the 2012 Third Edition of the Handbook of

Distance Education and the 2012 Third Edition of Distance Education: A Systems View) and a

larger number of major presentations in more than 30 countries, Moore also has down-to-earth

practical knowledge of teaching and training in all technologies and for most client groups. His

knowledge of e-learning is derived from a decade of designing and teaching online courses for

Penn State's World Campus. From 1996-8 Moore was on leave of absence from Penn State as

Visiting Scholar at the World Bank where also he contributed to developing some of the earliest

courses online. As a consultant he specializes in setting up, evaluating and training in large

distance education systems, as well as program level needs analysis, course design and

development, training the trainers, and evaluation. Originally trained as an economist and

grounded in an early adult education career of seven years in East Africa, Moore maintains a

special interest in economic and social development, undertaking research, evaluation and

training projects for the World Bank, the IMF, UNESCO and several national governments.

One of the longest serving members of the International Council for Distance Education, Moore

served as Vice-President from 1988-92. Recognitions include awards from the University

Continuing Education Association 1989, 1995, 1996, 2004), including the Mid-Atlantic Region's

Outstanding Leadership award (2004), as well as the American Society for Training and

Development (1995), and Penn State University's International Achievement Award (1005).

In 2010 he was awarded the title of Senior Fellow by the European Distance Education and e-

Learning Network.

Moore was inducted into the United States Distance Learning Association's Hall of Fame in 2002.

During a sabbatical leave in the academic year 2008-09, Moore was appointed a Visiting

Research Fellow at the University of Cambridge in England, and Visiting Professor at the United

Kingdom's Open University.

In 2010, he was awarded the degree Doctoris Honoris Causa (Honorary Doctorate) by the

University of Guadalajara, Mexico. The citation stated, “In recognition of his invaluable

contribution with the theory of transactional distance and for his having provided professional

development of the first generation of professors of the University of Guadalajara in distance

education." During the 1990s Moore worked with the University of Guadalajara and instituted

what is likely the world’s first international, multicultural and multilingual e-learning courses ,

originating from the Penn State College of Education.

In 2012 Moore was appointed a Visiting Professor at Universidad del Salvador, Buenos Aires,

Argentina.

1977-85: THE OPEN UNIVERSITY, MILTON KEYNES, U.K.

1977-81 and 1984-85: Senior Counselor. A managerial as well as academic position in

Britain's distance teaching university. Responsibilities included the selection, training

and supervising of tutor-counsellor staff, and through them, giving guidance and

support to some 1,500 undergraduate adult students. Took special interest in

introduction of the university's first continuing education (non-credit) courses.

1981-84: Education Studies Faculty. Participated as member of design teams including

Education for Adults, the first university level distance education course in adult

education.

1979-80: Taught Open University course E201 "Personality and Learning," a 30-week

distance education course in educational psychology.

distance education and the independent learner. At this time these were the only

courses in distance education in the United States and probably the only graduate

level courses in the world.

education; teaching students from developing countries at Coady International Institute;

conducted research on cognitive styles of adult distance learners.

* Research and teaching about use of communications technologies in education as

assistant to Charles Wedemeyer. Projects in U.W. Extension's Independent Study

Division, WHA Radio, the Educational Telephone Network, and the Educational Satellite

Project. Researched and wrote article on distance learning theory, introducing the

concept for the first time into English language.

country's four main cities (Kisumu, Mombasa, Nairobi, and Nakuru). Work included

University Graduate Courses Developed and Taught: Three graduate level courses in distance education, believed to be the first in the USA were developed in 1987 and have been taught continuously since then, for many years by audio or video tele-conference to multiple locations, and since 2000 by World Wide Web, among the first to be offered by Penn State’s World Campus. They are: ADTED 470 Introduction to Distance Education. ADTED 531 Course Design and Development in Distance ADTED 532 Research and Evaluation in Distance Education. Other courses developed and taught include: ADTED 597A: Distance Education in the Corporate Sector.
