Please refer to the above Tender document in your possession and be advised of the following:

1.0 REVISION – Section 4 - Scope of Work - Electrical Infrastructure Specifications

Delete Switchgear Specifications Section 16480 - as included with the tender document and replace with the attached revised Switchgear Specifications Section 16480 and Drawing # EC-03, EC-04, EC-05, EC-06, revised August 17, 2016, as provided with this addendum.

2.0 ADDITION - Section 4 - Scope of Work - Electrical Infrastructure – Transformer Specification

Add to the tender document Specifications for the Dry Type Transformer as provided with this addendum. These specifications were not included in the issued tender package.

3.0 QUESTIONS AND ANSWERS

The following are responses to questions received during the tender period

Q1. There are two additional manholes shown near the Jellyfish storm structure, these are assumed to be bypass manholes for maintenance on the Jellyfish, but there is no data on them (structure type or depth), are these to be included ?

A1. The jellyfish structure is within the detail drawing DD-01.

Q2. There are four new transformers/disconnects shown on the site drawings, however only three on the single line diagram. Please advise?

A2. There are also four shown on the Single Line. 2x15kVA for the cabins, 1x100kVA for the Block building, 1x100kVA for the Greek Theatre Bunker. Greek Theatre Bunker is not existing. It is a new item that Contractor to supply/install including the Tx and the disconnect inside it.

Q4. I want to confirm if the existing servicing is to be decommissioned and removed during/prior to the installation of new services….many of the new services appear to be reinstalled in the close proximity/same location as existing and maintaining them in service might be difficult.

A4. All removals are to be undertaken prior to the installation of the new services, as per drawing RM-01

Q5. What are the temporary power requirements, if any, required for the switchgear replacement?

A5. Refer to 16010.3.1 Temporary Power Supply System and RFQ#6018 1.34 Convenience section for more info. RFQ6018 Section 1.34 Convenience indicates “It shall be the responsibility of the Contractor to arrange and pay for all temporary metered water, electrical power, heating and telephone services, necessary for the Work.”

SECTION 16480 SWITCHGEAR

PART 1 GENERAL

1.1 GENERAL REQUIREMENTS

.1 Each Section of the Specifications is not necessarily complete in itself and all Sections of the Specifications are related. Contractor shall read each Section in conjunction with all of the other Tender Documents. Contractor shall also ensure that all Subcontractors read the relevant documents and comply with the requirements.

1.2 DESCRIPTION

.1 Furnish all labour, materials, supervision, equipment and services specified, indicated or requested to install or revise/upgrade:

.1 Switchgear.

1.3 DEVIATIONS FROM SPECIFICATIONS

.1 Deviations from this Specification may occur due to special design conditions. Such deviations may be permissible if they are equal to or better than the specified requirements, and only when they are approved by the Engineer.

1.4 CODES AND STANDARDS

.1 Materials and workmanship shall comply with codes and standards of the Province in which the work is located and local codes, regulation and standards.

.2 In addition the work shall conform to the latest editions and amendments of the applicable Codes and Standards of the following agencies:

.1 EEMAC Standard ICS2-322

.2 CSA Standard C22.2 – 14, “Industrial Control Equipment”

.3 CSA Standard C22.1, Canadian Electrical Code, Part I plus Ontario Electrical Safety Code (OESC)

.4 Applicable sections of ANSI (American National Standards Institute) Standards

.2 Provide manufacturer’s type test certificates, and in accordance with the latest CSA, ANSI, IEEE, NEMA and EEMAC standards.

.3 Manufacturer to provide standard factory testing of complete new switchgear including operation of switches, circuit breakers, starters and controls.

.4 Manufacturer to provide standard site testing of a complete revised/upgraded existing motor control centre once all new equipment has been installed including operation of switches, circuit breakers, starters and controls.

.5 Submit certified written test results to Engineer prior to shipment.

1.6 SPARE PARTS AND TOOLS

.1 Provide an itemized list of spare parts as recommended for start-up.

.2 Provide an itemized list of all recommended spare parts required for routine and minor overhauls for two (2) years of normal operation. Each piece of equipment shall have part number or designation, quantity, and unit price.

.3 Use identical equipment and components where practical to permit inter-changeability of parts, minimize spare parts inventory, and to simplify maintenance.

.4 Where two or more items of equipment perform similar functions, use the same make and, where practical, the same model number and size.

.5 Provide a complete list with price list of special tools required for commissioning and servicing of the equipment.

.6 All spare parts shall be clearly marked and suitably packed for long shelf life.

1.7 SHOP ASSEMBLY

.1 Maximize shop assembly to minimize the on-site assembly work.

.2 Shipped the equipment in as few sub-assemblies as is practical and in accordance with overall erection schedule.

1.8 PACKAGING AND SHIPPING

.1 Pack, crate or otherwise protect each item so that it is not damaged in transit and arrives in serviceable condition at the site. In particular, ensure accumulation of water in equipment is prevented.

.2 Include with the shipment one copy of erection drawings, instructions and maintenance manuals in English.

.3 Clearly mark all crates, boxes and cartons to indicate the purchase order number and the name of the equipment.

.4 Shipping invoice shall show the crate, box or carton number.

.5 All finished rubbing surfaces which are not assembled in the shop shall be adequately protected during shipment by wrapping with burlap or canvas or other means which shall be secured by wooden bats securely wired together.

1.9 GUARANTEE

.1 The performance of the Motor Control Centres equipment shall be guaranteed throughout to perform the duty stated herein.

.2 In addition, guarantee the equipment against faulty materials, construction and workmanship for a period of twenty four (24) months from date of start-up (i.e. commissioning).

1.10 METRIC/IMPERIAL

.1 All design data, drawings, calculations, etc., shall be prepared using metric units in accordance with SI practice with imperial units shown in parentheses.

1.11 SUBMITTALS

.1 Indicate on the shop drawing submission:

.1 Outline dimensions.

.2 Configuration of identified compartments.

.3 Floor anchoring method and dimensioned foundation template.

.4 Cable entry and exit locations.

.5 Dimensioned position and size of busbars and details of provision for future extension.

.6 Elementary control diagrams, as indicated.

.7 Submittals in accordance with Section 01300 – Submittals.

1.12 OPERATION AND MAINTENANCE DATA

.1 Provide 3-ring binder(s) and indexed copies of operating and maintenance manuals with the following:

PART 2 PRODUCTS

2.1 SUPPLY CHARACTERISTICS

.1 600 V, 60 Hz, 3 phase, 3 wire, suitable to be used in 3P, 3W, Delta connected systems.

2.2 GENERAL DESCRIPTION

.1 Compartmentalized vertical sections with common power busbars.

.2 Suitable for top and bottom cable entry.

.3 Floor mounting, free standing.

.4 Indoor NEMA/EEMAC 1 enclosure (gasketted).

.5 Accommodating incoming main power cables, motor starters and feeder/branch circuit breakers as indicated.

.6 General arrangement and identification of Switchgear as indicated on electrical contract drawings.

.7 The complete panels shall have adequate ventilation to limit the internal temperature rise to 55°C.

.8 Provide all necessary warning signs as required by local Inspection Authorities.

2.3 SWITCHGEAR COMPONENTS

.1 Any components, such as SPD (Surge Protective Device) and OCPD (Overcurrent Protection Device) used in the switchgear are to be suitable and rated for 3P, 3W Delta systems.

.2 Ground Fault Indication System suitable to use in 3P, 3W systems is to be supplied and installed by the Switchgear Manufacturer.

2.4 VERTICAL SECTION CONSTRUCTION

.1 Independent vertical sections fabricated from rolled flat steel sheets, bolted together to form rigid, completely enclosed assembly.

.2 Each unit to have complete top and bottom steel plate for isolation between units.

.3 Horizontal wireways, equipped with cable supports, across top and bottom, extending full width of motor control centre and switchboard, isolated from busbars by steel barriers.

.4 For sections, Vertical wireways for load and control conductors extending full height of vertical sections, minimum 100 mm wide and equipped with cable tie supports. Installation wiring to units accessible with doors open and units in place.

.5 All compartmentalized vertical sections shall be provided with common power busbars.

.6 Openings, with removable coverplates, in side of vertical sections for horizontal wiring between sections.

.7 Main incoming cables to enter at bottom with terminals as indicated.

.8 Provision for outgoing cables to exit via top or bottom with terminals.

.9 Removable lifting means.

.10 Provision for future extension of both ends of motor control centre including busbars without need for further drilling, cutting or preparation in field.

.11 Divide assembly for shipment to site, complete with hardware and instructions for re-assembly.

.12 Provide each unit, including unused compartments, with a removable formed door with concealed hinges.

2.5 SILLS

.1 Continuous channel iron floor sills for mounting bases with 19 mm diameter holes for bolts.

2.6 DRAWOUT MECHANISMS

.1 Mount each control unit with all its components on a steel mounting plate which shall be standardized and interchangeable. All unit components and wiring shall be removable and accessible from the front. Each control unit shall be connected to the vertical bus by means of “stab-on” connectors.

2.7 BUSBARS

.1 Provide main horizontal and branch vertical busbars, (three phase) of high conductivity tinned plated copper busbars in separate compartment bare self-cooled, extending entire width and height of motor control centre, supported on insulators and rated:

.1 Main horizontal busbars: As indicated

.2 Branch vertical busbars: As required

.2 Branch vertical busbars for distribution of power to units in vertical sections.

.3 No other cables, wires, equipment in main and branch busbar compartments.

.4 Brace buswork to withstand effects of short-circuit current of 50 kA rms symmetrical.

.5 Bus supports: with high dielectric strength, low moisture absorption, high impact material and long creepage surface designed to discourage collection of dust.

.6 Make provision for extending the horizontal main and ground busses at indicated ends of MCC.

2.8 GROUND BUS

.1 Copper ground bus size 50x6 mm extending entire width of motor control centre, located at bottom.

.2 Provide lugs (2) suitable for up to #4/0 AWG grounding copper (stranded) conductor.

2.9 WIRING AND TERMINAL BLOCKS

.1 Control wiring: 600 V rated, XLPE insulated, minimum #14 AWG size stranded copper. Install wiring to panel doors utilizing extra flexible 49-strand conductors.

.2 Identify all wiring by means of oil-resistant markers fixed to each conductor at both ends.

.4 Terminal blocks: compression type, modular pull-apart construction, enabling unit wiring to be easily separated from field wiring. Identify all terminal blocks with numbers identical to the wire numbers.

.5 No more than two wires per terminal screw (i.e. on terminal block).

.6 Run all wiring, including wiring to door-mounted equipment, to numbered terminal blocks.

2.10 EQUIPMENT IDENTIFICATION

.1 The Vendor will be advised by the Engineer of the exact wording to be used for external nameplates and warning signs.

2.11 FINISHES

.1 Shop finish metal enclosure surfaces by application of rust-resistant primer inside and outside, and at least two coats of finish enamel.

.2 Paint motor control centre exterior ASA #61 light grey and interiors white.

.3 Provide a 100 mL container of finish enamel for touch-up of scratches during installation.

2.12 MCC MANUFACTURERS

.1 Eaton.

.3 Approved equivalent.

PART 3 EXECUTION

3.1 INSTALLATION

.1 Set and secure switchgear in place on channel bases, rigid, plumb and square to building floor and wall.

.2 Make field power and control connections as indicated.

.1 Perform tests in accordance with Section 16010 – Electrical General Requirements, and Section 16950 Electrical Field Acceptable Test

.2 Operate starters in sequence to prove satisfactory performance of motor control centre during 8-hour period.
