Issues

Coordination amongst different departments/organizations – DOE, MCDs, NDMC and DCB.

No record/document provided by the Centralized Kitchen to JRM / Inspection team.

No information on utilization of funds towards use of LPG cylinders. Correct data on engagement of Cook-cum-helpers against PAB approval. Cook-cum-helpers are not engaged as per the norms in schools (M I report). Coverage of children is going down consistently. 62% of enrolled children

availed meal in 2013-14. Out of a sample of 498 children, 51.6% were malnourished (JRM). About 65% of the children informed that quantity of food served was not

sufficient (M I report).

Issues

Negative balance of foodgrains with Centralized Kitchens. Difference in the number of children availed MDM as shown in

register vis-à-vis head count in the range of 6% – 16% (M I report).

85% schools prepared meal card on attendance basis rather than actual consumption (M I report).

Data entry has not been completed for annual and monthly data in MDM-MIS. (only 68% annual data entry and 60% monthly data entry). Major problem of data entry is in DOE schools.

Issues

Health checkup has been done for only 60% of the enrolled children, vitamin A dosage distributed to only 52% children and De-worming tablets have been distributed to only 31% children.

Non display of MDM logo and entitlements. Almost nil community participation in the scheme as per the

available records and teachers perception (Review Mission).

Action taken on Findings of JRM

Main Observation Action taken51.6% children were malnourished The Govt. of NCT of Delhi is providing

Iron folic supplement and Deworming tablet under Chacha Nehru Sehat Yojna.

Committee constituted and submitted its report keeping these points into consideration.

Children don’t like halwa-chana Halwa chana has been replaced with Daliya.

Develop 10-12 day cyclic nutritionally balanced menu according to seasonal availability of foods

The committee of nutrition experts, GNCT of Delhi has recommended nutritionally balanced menu according to availability of seasonal vegetables/foods.

Action taken on Findings of JRM

Main Observation Action takenPortion size of each dish to be served to be standardized. The size of the serving ladle should be standardized

The portion size of each dish has been worked out by the committee as under:- Pry – 370 gm (Rice), 200 gm (Wheat)U Pry - 575 gm (rice), 310 gm (wheat)

The primary (bulk) containers should preferably be sterilized before packing the food.

Necessary direction/instructions are being issued from time to time to the Service Providers/food handlers.

Display of logo Fresh instruction/circular is being issued. Addl. DE (MDM) has directed to all HOSs for compliance of the directions regarding display of logo of MDM during the district wise result analysis meetings held just after the JRM visit
