Historical context – rail isn’t new to the
regionThe first line in the GCC was the 1300km narrow gauge Hejaz
Railway, that ran from Damascus to Medina, through the Hejaz
region of Saudi Arabia, opened 1908, closed 1920, made famous by
Lawrence of Arabia.
Rail was neglected in the second half of the 20th
century generally in the gulf, but over the last
ten years there has been an increased
change in approaches towards rail investment

GCC and Regional Railways - opportunitiesAll are national railways serving in-Country requirements first and are moreextensive than the GCC element.
All are firstly freight railways, but have plans to introduce passengerservices
All are conceived based upon a particular freight route and commodity,others are there to be explored.
All aspire to be connected to provide through GCC freight and passengerrail services (target was 2018, although SRO stated 2021)
All are new to railways, with KSA being the exception, and require to buy-incapability and expertise to deliver projects
All are looking for added value including knowledge transfer,development of domestic capability and in-Country content includingmanufacturing wherever possible.
All are now looking at alternative funding mechanisms rather that
direct investment. GCC Railway target 2021 KSA, UAE, Oman and
Qatar links, 2023 Kuwait and Bahrain added.

Expected tender once study is completed within first half of 2017. Light rail
project will likely be implemented using a build-operate-transfer (BOT) Scheme
(105km, phase 1 likely to be 25km with 17 stations).
Consortiums bidding are expected to comprise of developers, civil engineering
contractors, rolling stock suppliers as well as investment and financing
companies.

Kuwait
Kuwait Authority for Public Private Partnership (KAPP) plans to
request expressions of interest in its national rail project in 2017,
early half. The project is split into six packages, with
infrastructure, track, rail systems and stations works potentially
Public-private partnerships.
PPP also likely as the delivery model for metro.

Oman Rail is reviewing offers
submitted by consultancy firms
In December for a study to build
a railway linking mineral rich Dhofar
with Duqm Port. Asian Infrastructure
Investment Bank is funding part of the
study, expected to be completed by
end of 2018.
As part of the GCC Railway network
with 2244km, divided into 9 segments
linking Omani borders with UAE and
the southern parts of the country to
the Yemen border.

QatarInvesting in infrastructure works to deliver the 2022 World Cup.
Significant investment in rail and transportation systems with most
metro contracts awarded in 2013/14, split into various packages for
construction and rolling stock. Lusail Tram network and Education City
tram network also under Construction.

Consists of 6 lines totalling 175km with 132 Stations, lines built concurrently with entire
project complete in 5 years.
Italian firm Ansaldo STS leader of Arriyadh New Mobility Group (ANM) – includes
Bombardier Transportation, Salini-Impregilo, Larsen & Toubro and Nesma on line 3.
US firm Bechtel leads the BACS Consortium, includes Almabani General Contractors,
Consolidated Contractors Company and Siemens building line 1 & 2.
Spanish firm FCC Construction heads up the consortium known as FAST includes
Samsung C&T, Alstom, Strukton, Freyssinet Saudi Arabia, Typsa and Setec for lines

Dubai Metro Route 2020 – opening 2019The 15 km branch will start at Nakheel Harbour & Tower on the existing Red
Line, then run on 11·8 km of viaduct with stations serving The Gardens,
Discovery Gardens and Al Furjan. The stations at Jumeirah Golf Estates and
Dubai Investment Park will be on a 3·2 km underground section, before the
Terminus at the Expo 2020.
