PROJECT SUMMARY The investigation of misuse of the law by the UK’s police force in the modern day society, tactically research and develop a productive argument that can evolve into a well-structured awareness campaign. With finished pieces presented us- ing photography, illustration and typography with finished pieces in the format of posters, billboards, stickers and a short documentary. I intend to use my experience and skills learned from previous project to develop my knowledge and understanding of the British police force and our governments influence to a ‘big brother nation’. TARGET AUDIENCE The campaign that will be produced will be designed to show my research and personal experiences with the police. Making the general public aware of there rights as a British citizen as well rather than just there wrongs. This audience can range from students studying at university level, right up to people in their desired career. FIELDS OF STUDY The areas I intend to look further into are the police force and how they conduct them self’s as a unit as well as how they conduct them self’s as individuals. Looking further into how they use the hierarchy pyramid to there advantage. I want to also discover the reasons behind there hatred towards photographers/journalists. METHODS PRIMARILY. Assuming the way I am going to structure my campaign will be poster based I shall experiment with scale, typography, copy write, photography and illustrations. This will all be mapped out to create a strong body of work. I would like to also include a short doc if possibly experimenting with film- ing techniques, sound and animation. This has proved very difficult in the past as the British police force fringe upon any filming of any sort even though my research has shown this is not illegal. ME; hi i am ross a graphic design student. could you please just conirm your name and occupation please?PCSO WHITBY; Ben Whitby, PSCO for the Metropolitan police, positioned at west kens-ington Police station.ME; there are a few questions i want to ask in particular the first being, have you ever used the section 44 anti terrorism act ?PCSO WHITBY; yes, on many occations probably the most used today but it has been fround apon in the past year. so we dont use it as much.ME; why is it fround apon?PCSO WHITBY; in a few cases people felt they were being harrased, we are on trying to keep London safe.ME; how would you use this act and when would you use it?PCSO WHITBY; for a pcso its difficult to hold people with out a valid reason, even if we do think they are acting suspitious. i have on one occation witnessed an office stop and search a member of the publice for taking his shoes off. this may seem a bit drastic but for example emagine he did have a bomb and was begining to ignite it.ME; so you would admit that you have used it just because you felt they didnt look right?PCSO WHITBY; what else is a pcso supposed to do? i have only the right to stop some-one if they have done something wrong. This is a way us as a comunity can keep london safe.ME; surely that is what your paid for to make good judgment and keep people safe? did you know 101,248 people were stopped and searched under the anti-terrorism act last year not one single person was arrested?PCSO WHITBY; that satitic must be wrong i know for a fact that at least ten people were arrested at my station a few months ago that had been stopped for anti terrorism i have seen the paper work?ME; but have they been arrested for being a terrorist or a seperate offence that only came to light through anti terrorism act?PCSO WHITBY; none were arrested for being terrorist but this shows that good comes from stopping suspitious looking people.ME; but both yours and my perseption of a suspitous looking person is different. Would you stop a man in a suit tying his shoe lases? PCSO WHITBY: no.ME; well it no diffferent to what your college had done then .ME; also during my research you stop people under the section 44 for taking pictures of iconic locations is that correct? PCSO WHITBY; yes, i we believe it could lead to terrorism.ME; surley you cant go around stopping every tourist as they take a photo of big ben?PCSO WHITBY; no, if we saw someone on there own taking pictures then yes. ME; how would you approach them?PCSO WHITBY; first of all i would ask what its for and why they are alone. if no answer is given id ask to see some identification. if they still dont provide me with any details id call for a response team to come and asist with findin out who this person is.ME; i personally dont agree with this but i can seee this is how you have been trainned. it seems to me that you are harrasing the wrong people but you may have your resons to.PCSO WHITBY; the honest truth Ross anyone can be a terrorist.ME; thank you for your time

ME; could we please begin the interview by stating your name.LEWIS; Hi, i am lewis jee, aged 20 occupation carpintor.ME; Lewis during my project i asked you to assist me in a journey to London that we recorded using a go pro camera. we were stopped at brixton hill you were surrounded by 4 officer that inderigted you on the road side why was this?LEWIS; the resoning they gave was that there had been a number of crimes comitted on scooters and we looked suspitiouc event though all we were doing was riding as the high way code tells us to.ME; when we were stopped how were you made to feel?LEWIS; from the moment i got off my seat i was made to feel like a crimianl, they removed my keys from the scooter which i asked for and they refused to give too me until they had run a few checks. they also tolde me to remove my hands from my jacket pocket and held me against a brick wall.ME; would you say that they had already built a judgment on yourself before they found out any facts?LEWIS; Yes, from the begining i was not allowed to speak unless spo-ken to i felt like a child. it was ok though because i knew what we were doing was not illegal. I think they just saw a oppotunity.ME; how do u mean?LEWIS; well i have been stopped by the police before and it seems that they drive around in there van this the word police on the side when it should say POWER! as all they do all day is use this power to make people feel below them as soon as they saw us i think they just wanted to push out there chests and be nosey.ME; good point, POWER is all they have at the end of the day.LEWIS; i was stopped once for accedently dropping a ciggete box that still had ciggeretttes in it and was accused for littering by a PCSO who clearly didnt have anything better to do when a real PC arrived he saw that they were still in use and told PSCO to discard of the pre written fine that he had already noted down.ME; what happend did they apologise?LEWIS; no, they walked off didnt even say good bye lolME; so would you agree that police are using section 60 and section 44 as a power trip ?LEWIS; exactly that they arnt using there responsibilty in the correct manour. i have been a chppy for 4 years now i earn an honest living pay my taxes. but i feel i still am being treated like a 16 years old with an attitude. id appriciate it if they went after the real crimianls.ME; That seems the response i have been getting from a lot of people.

The concept behind my campaign is to make people aware of there rights when it comes down to taking pictures in public and being stopped for no apparent reason. This are the main drives for the campaign. The reason being experianced both my self and doing the corrrect research i intend to create a campaign that will speak the minds of the both the police and the victims. i have been trying get in contact with the student stopped in de-cember in 2009. Simona Bonomo, 32, Unfortunatly I am not having much luck as i believe she does not study in the country due to what happen.If you can see the video link i have posted on my bog or the link below will take you directly to the gaurdian web site.

What I am indenting to do is use the quotes taken from each interview then create a series of 4-6 posters all portraiting diffferent messsages, but the the same concept. The problem i find with the police these days is they are to quick to make you aware of your wrongs and tend leave out you rights. on the right you have an unfinished poster in the serious i hope to create for my final major. i have also been in contact with the met police and managed to gain police tape, evidence bags and also some swabs for dna. i believe these will come in usefull for my FMP as this poster on the right is just an initial idea.

i Plan to create awareness using a russian constructivism method of bold type and pow-erful image. intstead of a using propaganda as a method of power of manipulation i want to use it in the sense of awakening my target audience to there surroundings.

on the righ is a anti terrorism poster for the police, opposite is a poster created by a member of the public challenging the police. i have been looking at a lot of police posters and they seem to be very fond of the scare tactic or creating fear by un supported facts. Fhis is a prim example.

Photography and Section 43 of the Terrorism Act 2000

Officers have the power to stop and search a person who they reasonably suspect to be a terror-ist. The purpose of the stop and search is to discover whether that person has in their possession anything which may constitute evidence that they are a terrorist.

Officers have the power to view digital images contained in mobile telephones or cameras car-ried by a person searched under S43 of the Terrorism Act 2000 to discover whether the images constitute evidence that the person is involved in terrorism. Officers also have the power to seize and retain any article found during the search which the officer reasonably suspects may constitute evidence that the person is a terrorist. This includes any mobile telephone or camera containing such evidence.

Officers do not have the power to delete digital images or destroy film at any point during a search. Deletion or destruction may only take place following seizure if there is a lawful power (such as a court order) that permits such deletion or destruction

All SEEING EYE

The Panopticon is a type of prison building designed by English philosopher and social theorist Jeremy Bentham in 1785. The concept of the design is to allow an observer to observe (-opticon) all (pan-) prisoners without the incarcerated being able to tell whether they are being watched, thereby conveying what one archi-tect has called the “sentiment of an invisible omniscience. There are still prisons to that are based on the panopticon, the structure worked so well the all seeing eye. The power to control and never miss a thing is something the justice system has always kept close to it hearts when locking up inmates.

The reason why am added this to my blog is because the police have control over london surveillance. London is the most watched CCTV operated city in the world. we as a nation are being watched by the government and are being harassed for taking a few picture of our own land marks ?? makes no sense..

EvaluationFrom this point on in my project i intend to de-velop my posters more using image and text as one bringing more of a propaganda feel to my work. In my research i also want to further my primary research by going to protests and using my posters as ‘campaign boards’ i want to seee what my designs will look like in the audience intended. what i plan on creating more of an under-standing of is the reasons why police are be-ing reluctunt to be caputured on camera.my focus for my designs is shepard faireys techneque of creating a message through design. I will also begin to look more into banksys street art to see how his message is portrayed through humour. the primary research has definatly benifited my in this project more than secondary but i also need to use my large amount of research to exicute a good bosy of work.

research wise i want to focus on constructiv-ism and propaganda so i can get a strong design influence behind my work.
