The Chinese juggernaut has been rollicking on for quitesome years now and the trepidations are very much visiblein its neighborhood as well as all over the globe. China'sresurgence in recent years has jolted the leading powers

of the world out of their stupor - and India's case is no different.Today, forward-looking Indian mandarins are no longer obsessedwith Pakistan. New Delhi has started developing strategic plans fordealing with China in 2020 or 2030. Many Indian think tanks arealready working on this mission objective and those which are notare gearing up to it.

India is pursuing a China policy that America has practiced forlong - emphasizing cooperation with China while minimizingcompetition. It may be the politically correct strategy but it doesprecious little to counter China's rapidly increasing military might.Of late, China has become more and more assertive in its diplomaticand military conduct in line with increasingly ambitious globalobjectives. India, Japan, the US and Russia are indeed mindful ofthe probable repercussions an increasingly powerful China wouldhave on the international balance of power, particularly when Japanand the US seem unable to maintain their lead. China is building upits naval might in a big way. It is not just India that is confused andconcerned about the real intent of Beijing. Japan, the US, SouthKorea, Vietnam and Taiwan are equally apprehensive.

The Chinese infrastructure drive is an integral part of its "stringof pearls" strategy vis-a-vis India. Three ports that China is buildingin India's immediate neighbourhood - Gwadar in Pakistan, Sittwe inMyanmar and Hambantota in Sri Lanka - are important pearls in theChinese string. China has a vibrant presence across South Asia.Besides Pakistan, with which China has a true strategic partnership,Beijing has emerged as a major player in Sri Lanka, Bangladesh,Nepal and the Maldives. It has firmly entrenched itself in Myanmar(Burma), Mauritius and the Seychelles.

Girl buried alive after rapein Pakistan, survivesLAHORE: A teenage girl was buried alive after being raped inPakistan's Punjab province, prompting a court to order aprobe into the brutal attack.Siddique Mughal, a resident of a village in Toba Tek Singhdistrict, located 225km from Lahore, told police that his13-year-old daughter was abducted by two unidentifiedmen while she was going to a seminary for Quran les-sons.The men took the girl to a deserted place and raped her. Theybelieved she had died during the assault and buried her bythe roadside, Mughal said.However, the girl regained consciousness and dug her wayout of the mud covering her. Our WindrowSnow Clearing ProgramMay Be For YouOlder adults and people with disabilities can apply for theCity's Driveway Windrow Snow Clearing Program - aservice offered during the winter season to assist inclearing snow that accumulates at the end of drivewaysduring road plowing. "As the 2013-2014 winter seasonapproaches, it's time for eligible residents to apply for theDriveway Windrow Snow Clearing program," said JoePitushka, director of Engineering and Works. "The serviceis offered after every snow plowing operation." Residentswho are 65 years and older and people with disabilitiescan apply for the program. An application will determinewhether the service will be free or cost $200. Applications for theDriveway Windrow Snow Clearing Program are available online orat all community centres and the Mississauga Seniors' Centre. Thisprogram will be in effect from November 25, 2013 to March 7, 2014.If there are additional snow events the program may be extended toMarch 31, 2014. The windrow snow clearing service will plow athree metre (10 feet) wide area at the bottom of the driveway toallow one car to pass. The service may take up to 36 hours after asnow storm. Visit the City's windrow web page for detailson the program and for an application. City ofMississauga community centres will be acceptingapplications until Monday, November 11 at 9 p.m.

Here it is.The 3rd War: "Reconquest" of Southern Tibet (Year 2035 to 2040)China and India share a long border, but the only sparking point ofconflicts between the two countries is only the part of SouthernTibet. China has long been the imaginary enemy of India. The militaryobjective of India is to surpass China. India aims to achieve this byself-development and importing advanced military technologies andweapons from the US, Russia and Europe, chasing closely to Chinain its economic and military development.In India, the official and media attitude is more friendly towards theUS, Russia and Europe, and is repellent or even hostile againstChina. Twenty years later, although India will lag behind more compared toChina in military power, yet it is still one of the few world powers. IfChina uses military force to conquer Southern Tibet, it has to bearsome losses. In my opinion, the best strategy for China is to incitethe disintegration of India. By dividing into several countries, Indiawill have no power to cope with China.Of course, such plan may fail. But China should at least try its bestto incite Assam province and once conquered Sikkim to gainindependence, in order to weaken the power of India. This is thebest strategy.The second best plan is to export advanced weapons to Pakistan,helping Pakistan to conquer Southern Kashmir region in 2035 and toachieve its unification. While India and Pakistan are busy fightingagainst each other, China should take a Blitz to conquer SouthernTibet, at the time occupied by India.India will not be able to fight a two front war, and is deemed to loseboth. China can retake Southern Tibet easily, while Pakistan cancontrol the whole Kashmir. If this plan cannot be adopted, the worstcase is direct military action to take back Southern Tibet.After the first two wars, China has rested for around ten years, andhas become a world power both in terms of military and economy.There will only be the US and Europe (on the condition that itbecomes a united country. If not, this will be replaced by Russia. Theinternational community indeed needs to do something, and fast, toensure that the world does not get gobbled up by the unstoppableChinese might.Two, from the Indian perspective, it is yet another provocation fromthe Chinese or China-controlled or China-influenced media that theworld is not safe if China continues to beef up its military andeconomic muscles. After all, last year there was a write-up from aChinese think tank writer, extensively covered by the state-controlledChinese media that India needs to be broken into "thirty or fortyparts".There has been no condemnation of the earlier write-up or the "sixwars" article by the Chinese so far that this writer is aware of.Three, the Wen Wei Po article has been in public domain for over100 days now. But what is not in the public domain is the Chinesereaction to this.This is dangerous for the immediate neighbours at large andthe world in particular. This also puts a big question mark onthe new Chinese leadership as to how the new generationChinese leaders is going to present itself before the worldcommunity.If the Chinese strategy is correctly reflected from this article,then China will be seen as a relentless, power-thirsty nationwhose abiding principle is "might is right" and with scantregard for international relations.As per this article, China is all set to wage a war not just againstrivals like India, Japan and Vietnam, but also friends like Russia.Though the article looks like a midsummer night dream of a foolwithout taking into account the vast array of imponderables andgeo-strategic imperatives, it is for Beijing to set the record straightand ally the international community's fears that have beenenormously heightened by this article.After all, the affected nations like India cannot be expected to demandan explanation from Beijing merely on the basis of a media article!

We are on track to admit a total of50,000 parents and grandparents in 2012 and 2013. This is thehighest level of admissions in 20 years. We will maintain highlevels of admissions for parents and grandparents in 2014. Wealso introduced the Super Visa, which allowed parents and grand-parents to visit Canada for 2 years at a time. Over 1,000 SuperVisas are issued every single month.Canadians have a clear choice. Our Conservative Government’sAction Plan is working and we are on track to cut the backlog and

wait time in half by 2015. We are well on our way toward a systemthat reunites families faster while respecting Canadian taxpayersand the limited resources for health and social programs, and asystem that ensures backlogs and wait times do not grow uncon-trollably. The alternative is the NDP and Liberals, who have saidthey will go back to the way things were. This means no SuperVisa and it means a lower number of admissions of parents andgrandparents with 15 year wait times. That would be totally unac-ceptable for Canadian families.

CONSERVATIVE GOVERNMENT’S RECORD ON IMMI-GRATION FROM INDIA IS CLEARIn 2012, India was the third largest source country (Country of LastPermanent Residence) for immigration to Canada, with 28,942permanent residents admitted. This represents an increase of 13percent since 2004.Also in 2012, Canada issued a record 130,000 visitor visas to In-dian applicants, an increase of 58 percent compared to 2004.Our Conservative Government has increased the total entries offoreign students from abroad coming to study in this country by 60percent from 2004 to 2012. This significant increase in each ofthese categories reaffirms Canada as a top destination of choicefor visitors and students from India. Additionally, India was thesecond highest source country (Country of Last Permanent Resi-dence) for permanent residents under the Canadian ExperienceClass in 2012.

CONGRESS UNLIKELY TO NAME

CANDIDATES BEFORE DIWALI

The screening committee of the Congress has approved thenames of 40 sitting MLAs for tickets for the upcoming DelhiAssembly elections.

The committee met on Monday to prepare the first docket ofnames to be submitted to the party’s central election committeeheaded by president Sonia Gandhi. The committee, however, didnot discuss the names of three candidates who are facing criminalcharges.

Party sources said there was a “consensus” on most of the 40names that have been put in the first docket. The names werepresented to the 13-member central election committee on Monday.

It is yet to take a final call on these names. Party sources said itis not essential that all 40 candidates be given tickets as there hasbeen some opposition to repeating about 10 of these candidates.

Meanwhile, the screening committee is scheduled to meet againbefore Diwali, most likely on Wednesday, to discuss the remainingnames.

The committee comprises of Delhi Chief Minister Sheila Dikshit,

Delhi Pradesh Congress Committee president J. P. Agarwal, panelhead V. Narayanaswamy, Member of Parliament BhubaneshwarKalita, All-India Congress Committee general secretary in-charge ofDelhi Shakeel Ahmed and AICC secretary in-charge Kuldip Nagra.

A senior leader said the names of the three sitting MLAs —Jaswant Rana of Narela, Dayanand Chandela of Rajouri Garden andMohammad Asif of Okhla — who had joined the Congress a fewmonths ago, would be discussed separately.

Apart from this, the screening committee would also discussthe names of the remaining 27 candidates.

The panel had earlier decided that it would not considercandidates from outside constituencies for tickets, unless they werecelebrities. Likewise, the party had decided that those who had earlierlost Assembly or municipal elections twice or by a margin of over10,000 would not be considered for party tickets.

The Congress is laying a lot of emphasis on the track record ofticket aspirants and has made it clear that those with criminal recordswould be denied tickets.

Delhi police arrests Bhatkal,sent to 15 days custody

Indian Mujahideen co-founder Yasin Bhatkal andhis close aide were onMonday sent to custody

of Delhi Police for 15 days aftera court here allowed the plea ofthe probe agency to arrest themin a case lodged in 2011 forallegedly setting up an illegalarms factory.

District Judge I.S. Mehtaallowed the Delhi Police SpecialCell to arrest Yasin Bhatkal andhis aide Asadullah Akhtar afterthey were produced before it byNIA, Hyderabad which said theaccused are not required forcustodial interrogation.

The district judge askedspecial cell sleuths to produceBhatkal and Akhtar before thedesignated court for trying thecases being probed by thespecial cell of Delhi Police forseeking their custody.

The accused were thenproduced before AdditionalSessions Judge Daya Prakashwho remanded both the accusedto police custody for 15 days tillNovember 12.

Advocate M.S. Khan,appearing for the two, however,opposed the police custody plea,saying the accused have already

been investigated by the NIA andthe special cell has no locusstandi to seek their freshcustody.

Bhatkal and Akhtar wasearlier taken to Hyderabad afterbeing arrested on September 21and September 17 respectivelyby NIA’s Hyderabad unit inconnection with theDilsukhnagar blast case thatclaimed 16 lives. The blasts weretriggered by IEDs planted nearKonark and Venkatadiri theatreson February 21 this year. Thecourt had earlier issued NBWsagainst Bhatkal and Akhtar in theillegal arms factory case, inwhich the special cell hadalready arrested 16 alleged IMmen, as they were abscondingsince then. The special cell hadin November 2011, busted anillegal arms factory located inMeer Vihar area of Nangloi inOuter Delhi and several allegedIM suspects were arrested.

An FIR was registeredagainst Bhatkal in the case onNovember 22, 2011 and later anon-bailable warrant was alsoissued against him for setting upthe factory.

According to Delhi Police,the weapons manufacturing unit

had elaborate equipment likemoulding machine, cuttingmachine, assembly drillingmachine and grinding machinebesides explosives and rocketlaunchers. During theproceedings before the districtjudge on Monday, Bhatkal andAkhtar informed the court thatthey were threatened by theNIA, Hyderabad and were forcedto write their confessionalstatements.

Defence counsel Khanargued that NIA, Hyderabadthreatened to kill both theaccused in an encounter if theyrefused to write their statementsas desired by the agency.

The NIA, however, said theallegations are false and theaccused were not tortured. Theagency also said that they wereproperly represented by theircounsel so there was no pointof torturing them.

Meanwhile, Mohd ManjerImam, another aide of Bhatkalwho was arrested by NIA inconnection with terror strikesacross the country since 2003,was also produced before thedistrict judge who extendedh is jud ic ia l cus tody t i l lNovember 11.

Subsequently, the NSAstepped up its surveillance ofMs. Merkel and snooped into allconversations with her mobilephone used for communicatingwith her party colleagues, thenewspaper said.

The agency also crackedthe codes of a new supposedlytap-proof mobile phone she hasbeen using since the middle ofthis year, the newspaper said.

This showed that the NSAcontinued its spying on thechancellor until very recently, itsaid.

Ms. Merkel’s conversationfrom her office via fixed linephones, which she used tocommunicate with other worldleaders, was secure fromeavesdropping, the newspapersaid. A report on Sunday claimed

that President Obama hadassured chancellor Ms. Merkelduring a telephone conversationlast Wednesday that he was notaware of the NSA’s spying onher.

When Ms. Merkel called himto complain about the suspectedsurveillance by the NSA, Mr.Obama told her that he wouldhave stopped it if he knew aboutit, Frankfurter AllgemeineZeitung reported.

Cox's Bazaar has beendropped as a venuefor the 2014 WorldT20 to be held in

Bangladesh between March 16and April 6. Sylhet, anothervenue considered doubtful dueto ongoing work at the stadium,has been retained.

On Sunday, the ICCannounced that Sylhet wouldhost all first-round fixtures of theWomen's World T20 and a fewgroup matches of the World T20,along with Mirpur andChittagong. All six knockoutmatches will be played in Mirpur.

Sylhet and Cox's Bazaarwere in doubt because ofongoing development in thestadiums and were given anextension by the ICC tillNovember 30, after acceptingBangladesh Cricket Board'srequest. The original deadline forthe completion of the stadiumswas September 30.

Campbell Jamieson, the ICCgeneral manager - commercial,said he was confident ofBangladesh hosting atournament successfully, likethey have in the past."Bangladesh hosted the ICCChampions Trophy in 1998 [thenknown as the ICC KnockOut]and most recently the World Cup2011, along with India and SriLanka. Following the legacies of

these two successful events, aswell as the U-19 World Cup 2004,I'm confident that Bangladeshwill once again produce a world-class tournament."

The format for the WorldT20 has been modified toaccommodate 16 teams in thisedition, as compared to 12 in thelast edition. The top eight sides ofthe ICC's T20 team rankings as onOctober 8, 2012 have been givendirect entry into the Super 10 stage.Bangladesh and Zimbabwe, whofinished outside the top eight, willcompete with six other qualifyingteams in the first round from March16 to 21 for the remaining two placesin the Super 10 groups.

The eight teams in the first

round have been divided into twogroups of four teams each with table-toppers progressing to the nextstage. The six qualifying teams tojoin the first round will be decided atthe end of the World T20 qualifiersto be held in the UAE betweenNovember 15 and 30. If Bangladeshreach the Super 10 stage, they willplay all their matches in Mirpur, facingWest Indies, India, Pakistan andAustralia. The Super 10 stage willcommence with a match betweenIndia and Pakistan in Mirpur onMarch 21. West Indies will begintheir title defence on March 23against India in Mirpur and willplay the rest of their groupmatches against Pakistan,Australia and a qualifying team.

The women's teams,increased from eight to ten, havebeen divided into two groups offive teams each. Australia, thewomen's T20 defendingchampions, will start theircampaign for a third title againstNew Zealand on March 23. Theknockout games for bothtournaments will be played onthe same day at the same venue.

Jamieson said a large chunkof the tickets for the tournamentwill be available locally: "Themajority of tickets will beavailable for the public here inBangladesh. I mean a very highpercentage, a significant proportion.Moneygram outlets throughout thecountry.
