    Abstractlntroduction : Midwives perform services regulated by Kepmenkes No 9O0iMenkes/SKA/ll/2002about Midwife Registration and Practice in the form of authority. Along with standby village,midwives ge[ additional tasks regulated in Kepmenkes No 564/Menkes/SKA/lll/2006 aboutGuidelines of lmplementation Standby Village. Based on regulation above, formulation of theproblem in this research are: ls there any disagreement in the regulation between Duties andAuthority? This study aims to : Know disagreement between Duties in stand by village bykepmenkes no 564/menkes/sk/Vlll/2006 about guidelines of implementation stand by villagerelated to authority by kepmenkes no 900/menkesisk/vii/2002 about midwife registration andpractice.Method : Method used empiric juridical approach to the specific analysis descriptive. Object of thisresearch there are 10 people's midwives. Method of collecting data with interviews, observationand literature study.Results : Results of research there are disagreement and the differences between Kepmenkes No900/Menkes/SK/Vll/2002 about Midwife Registration and Practice and Kepmenkes No564/Menkes/SKA/lll/2006 about Guidelines of lmplementation Standby Village.

    lntroductionBased on data from the Health Profile of lndonesia in 2000 , the number of villages in

    lndonesia as 69,061dan in Semarang district there are more than 200 villages in the village madeidle. The number of midwives are fanning out across indonesian territory 70,000 by midwives, lnkabupaten semarang as many as 275 midwives and in kecamatan tuntang midwives as much as10.

    To realize the vision of Healthy lndonesia 2010 the Ministry of Health has excellent programsthat alert villages . To organize standby villages , the government established the implementationguidelines that Kepmenkes No. 564 / Menkes / SK / Vlll / 2006 on Guidelines for RuralDevelopment Alert

    A village can be called awhen alert vilage when the village has at - least one village healthposts ( Poskesdes ) . Village healt post is an effort funded health resources the community so theycould go in say as means of health infrastructure that is a meeting beetwen an effort to communityefforts society and govermment support.

    Poskesdes also expected as the center of development or revitalization of variousCommunity-Based Health Efforts ( UKBM ) required other villagers .

    Poskesdes held by heaith workers with a minimum of a midwife assisted at least - to lack oftwo health workers who were selected through a special meeting of leaders formally village andcommunity leaders as well as representatives of the community . Services may include promotive

    preventive and curative implemented by health personnel ( especially midwives ) with theinvolvement of volunteers or other volunteers

    Midwife is one part of the health personnel who need the rule of law . Laws that regulatemidwives one is Kepmenkes No. 900 / Menkes / SK / Vll I 2002 concerning the Registration andPractice Midwife . Based Kepmenkes No. 900 / Menkes / SK / Vll 12002 on the Registration andPractice Midwife , midwife is a woman who has followed the midwife training and pass anexamination in accordance with the applicable requirements .

    ln Arlicle 14 explains that the mrdwife in running practice is authorized to provide servicesthat include :a. Obstetric care

    1) Service to the mother was given during the prenuptial , prepregnancy , pregnancy ,during labor , during childbrrth , breastfeeding and the period between ( periodinterval ) .

    2) Midwifery services to children is given in the newborn period , infancy , childhood,toddler and preschool years .

    b. Family planning servicesc. Public health services

    ln Article 17, the midwife was given authority over that in the absence of competent doctorsin the region , the midwife can provide services for the treatment of minor ailments mother andchild within its capabilities

    With the provision Kepmenkes No. 900 / Menkes / SK / Vll I 2002 on the Registration andPractice Midwife and Kepmenkes No. 564 / Menkes / SK / Vlll / 2006 on Guidelines for RuralDevelopment Standby raises doubts and fears for midwives . Because on one side of the midwifeas health professionals have set the task Kepmenkes No.,564 / Menkes / SK / Vlll i 2006 onGuidelines for the lmplementation of Rural Development Standby and has authority set inKepmenkes No. 900 / Menkes / SK / VU I 2002 About registration and Practice midwife . Doubtsmidwives in this case the rules which will be used as a guideline and what if there is an error inperforming their duties .

    Fears and doubts are in a very disturbing sure midwives performance in carrying out itsduties and powers to achieve success standby village . Therefore , the authors are interested in

    examining the study entitled Task Alert Village Midwives Midwives and the Authority of the Village

    To find out if there is a conflict between the Minister of Health Decree No. 564 / Menkes / SK/ Vlll/2006 on Guidelines for Rural Development with Kepmenkes No. 900 / Menkes i SK / Vll I2002 concerning the Registration and Practice Midwife '

    Method . 'Method of approach

    The approach used in this study is an empirical juridical . Juridical research approach is to doan inventory of the laws and regulations - regulations in force relating to midwifery practices , laws

    - laws that are in inventory Kepmenkes No. 564 / Menkes I SK / Vlll / 2006 on Guidelines for RuralDevelopment and Kepmenkes Alerl No. 900 / Menkes i SK / VU I 2002 on the Registration andPractice midwife . Empirical used to determine the depth of the Ministerial Decree and determinethe effectiveness of these regulations is to observe the practice of midwives in some villages in thedistrict standby Tuntang Semarang district .

    Specifi cations researchSpecifications of research used in this research is descriptive analytical systematically

    describe and analyze the tasks and authority of the village midwife standby .

    Types of DataData is information in research , in this research the authors use data collection techniques

    as follows :a. primary data

    Primary data is data obtained directly from the source . ln this study , namely the practice ofvillage midwives working in the village in the district standby Tuntang district. Semarang.

    b. Secondary DataSecondary data is data that is obtained indirectly from the source , but through another party.

    Secondary data in this study are :The primary legal materials are materials in the form of legally binding regulations -

    regulations governing Midwives , in this study , namely : Kepmenkes No. 564 / SK / Menkes / ll /2006 on Guidelines for Rural Development Standby , Kepmenkes No. 900 / SK / Menkes lVll I2002 on the Registration and Practice midwife , Kepmenkes No. 369 / Menkes / SK I lll I 2007 onStandards of Professional Midwives .

    and then systematically arranged for easy in understand it and then presented in the form ofdescription

    Method of data analysisa. Analyzing the data - the data as obtained from the research that has been collected will be

    used methods - methods as follows :Qualitative analysis method NormativeNormative , starts from the rules - rules that there is a positive legal norms , uihereasqualitative starting point in the effort - effort discovery principle - the principle of information- information that is an expression of the respondents .

    b. lnductive methodln this study reviewing regulations - regulations exist then see how its implementation

    From the results of research in getting that all midwives Tuntang Alert Village District ofSenrarang District implement most appropriate authority possessed Kepmenkes No. 900 /

    Menkes / SK / Vll I zaaz on the Registration and Practice Midwife independently . The practiceof midwifery by midwives references include: PPH , Layout breech and vacuum extraction 'PPH made reference in this regard because of postparlum hemorrhage that can not be done

    by midwives . Vacuum extraction is carried out in the absence of referral facilities. The services

    are not periormed because there is no case Cases that are not encountered in the field

    include hypothermia treatment . The practice of midwives in collaboration is not done because

    in the village of Alert no other health professionals 'Based on these results can be analyzed by researchers Kepmenkes No. 900 / Menkes /

    SK / Vll I 2002 on the Registration and Practice Midwives can be implemented on the ground ,where the midwife implement most kewenanggannya contained in Kepmenkes No. 900 /Menkes / sK / vu I 2002 on registration and the midwife practice .

    2. lmplementation Task alert village midwife Tuntang District of Semarang Districtaccording Kepmenkes No. 564 / Menkes / SK / Vlll / 2006 on Guidelines for RuralDevelopment Standby

    From the research showed that all midwives Tuntang Alert Village District of SemarangDistrict discharge all the duties set out in the Minister of Health Regulation No. 564 / Menkes /SK / Vltl / 200 About Guidelines Alert Village Development. The services are not performedbecause there is no case that does not exist in the field include hearing loss and skin patches

    on citizensFrom the above results can be analyzed by the researchers that the existence

    Kepmenkes No. 564 / Menkes / SK / Vlll / 200 About the Guidelines for Rural Development canbe carried Alert on land. lt is seen midwife can pedorm all tasks in Kepmenkes No. 564 IMenkes i SK / Vlll / 200 About Guidelines Alert Village Development. Giving the task to alertvillage midwife in a very effective way to carry out the activities of village health post diamanamidwife is a health worker in the village, with a record of midwives in the given task in AlertVillage has the knowledge and skill of execution Alert Village.

    ConclusionThere is a contradiction between Kepmenkes midwife regulation No. 900 / Menkes // SK /

    Vlll 2002 on the Registration and Practice Midwife and Kepmenkes No.564 / Menkes / SK/Vlll /2006 on Guidelines for Rural Development Standby . Where Kepmenkes No. 900 / Menkes / SK /UU I 2002 on the Registration and Practice Midwife only limited authority midwifery services in thechild's mother , while the Minister of Health Decree No. 564 / Menkes / SK / Vlll / 2006 onGuidelines for Rural Development in the given task Alert midwife members treatment ( basicmedical services ) .

    Kepmenkes No. 900 / Menkes / SK Ml I 2002 concerning the Registration and PracticeMidwife is a rule higher than Kepmenkes No. 564 / Menkes / SK / Vlll / 2006 on Guidelines forRural Development Standby .
