MIGR-06 topic WORKSHOP 31/01/2019
Addressing the challenge of migrant integration through ICT-enabled solutions
WORKSHOP REPORT
The workshop was organised by REA, Unit B3, endorsed by DG CNECT, unit H4, and had the purpose of gathering the four projects funded under the topic DT-MIGRATION-06-2018-2019, Addressing the challenge of migrant integration through ICT-enabled solutions, following the 2018 evaluations: MIICT, grant agreement n. 822380 NADINE, grant agreement n. 822601 MICADO, grant agreement n. 822717 REBUILD, grant agreement n. 822215 The workshop objectives were to:
1. initiate the framework for the collaboration among the four projects,
2. draft a strategic plan to support synergies, sharing practices and
methodologies,
3. avoid duplication of work and favour collaboration and exchanges,
4. encourage the creation of a network that will be joined by two/three new
projects next year, funded under the same topic.
The workshop was structured between plenary sessions and parallel sessions. The presentations of the plenary sessions are available for all participants and members of the 4 consortia.
MIGR-06 topic WORKSHOP 31/01/2019
The five parallel sessions were an opportunity for the 4 projects to concretely start setting up synergies and exchange each other information on methodologies, practices and expected outcomes. This report gives an overview of the discussions that took place during the parallel sessions and define a common strategy for the way forward. This does not imply changes in the Grant Agreements signed already with all beneficiaries, both in terms of tasks, nor expected resources. However, it is recommended that beneficiaries careful consider whether this would be instead useful in order to make a better and more efficient use of resources in case of synergies and duplication of work and avoid that the review meetings will be the first occasion for the POs and external reviewers to identify inconsistencies and ineligibility of costs. The first part includes specific outcomes by session as drafted by the participants themselves. A proposed action plan is outlined and it is suggested that all 4 projects work in a coordinated manner and agree how to revise and complete it. If any decisions lead to requiring changes in tasks and related resources in the Grant Agreement through an amendment, each project coordinator needs to further discuss with the respective PO.

Public Authorities: local,
national regional, European
level; involvement and
scalability of project results
1. Share the strategies and
methodologies to involve the
Public Authorities and agree on a
common line
2. Discussion on the organisation of
a policy round-table event for all
projects
1. Discussion on a
draft list of Public
Authorities at local,
regional, national,
EU levels to contact
and invite to events
and timing for this
action/responsible
consortium
2. Plan the date for the
policy roundtable
event and
preparation of the
common “Policy
Brief”
Discussions:
1. projects have different ways of involving public authorities: as members of the consortium; through partnerships and involvement in Committees/Boards (via letters of commitment), through pre-existing (formal/informal) contacts;
2. for all projects, the involvement of PAs will be ensured throughout the whole duration of the project (to understand needs and requirements, but also for testing and feedback and further dissemination);
3. as one could expect, the projects’ schedules for meetings with PAs and pilots are not quite synchronised;
4. everyone agreed on the importance of taking stock of what was successfully developed in the past. PAs and other external stakeholders could provide useful inputs to this activity. The platform Techfugees was mentioned as one example;
5. explore the possibility for the projects to integrate the eID tool, helping public and private Service Providers extend the use of their online services to citizens from other European countries.
MIGR-06 topic WORKSHOP 31/01/2019
Outcomes:
PAs mapping and involvement: projects could share methodologies, information and outcomes in order to avoid duplication of work and gain insights;
a common methodology may be needed in order to coordinate user requirements;
organization of (some?) joint meetings in pilot locations (see for instance Bologna);
a joint newsletter could be issued regularly (MICADO and MIICT agree to this; a discussion will be initiated with the other projects);
a joint mailing-list could be developed for (targeted?) communication and dissemination activities;
cross-references of websites (project websites and platforms);
relevant work package leaders might exchange and communicate regularly via Skype calls or similar (for instance the leaders of the Pilots WPs);
implement shared calendar (for events, activities, etc.) for mutual awareness of what each project is doing / about to do;
(some) joint policy briefs;
participation to a joint webinar on eID (organised/made available by DG CONNECT).
MIGR-06 topic WORKSHOP 31/01/2019
SUGGESTED ACTION PLAN
WHEN WHAT HOW
each project to nominate:
1 Ambassador per project for ICT and
1 Ambassador per project for migration
to engage with the other projects
Each project to inform the Project Officer
Each project to decide if to share, for the sole purpose of facilitating future synergies among the four projects, the full list of the participants at the workshop, which includes first name, surname of the participant, his/her organisation and project name.
E-mail addresses to be added by the projects
Each project ambassador and/or coordinator to inform the Project Officer about the decision on what and how to share
Each project to decide what/if to share with the other projects in order to facilitate the establishment of synergies (ie. Annex 1, 2, Part A, Part B of the GA).
An exchange and an agreement should take place among the four projects (through the coordinators)
Each project to inform the Project Officer about the decision
Each project to decide on the common channels to be used for their communication and dissemination activities (paper based material leaflet/poster, online based platform, web entry page, social media groups) to be done in synergy among the four projects.
In the plan, an estimation of costs and clear responsibilities should be listed.
Include a description in the deliverable Communication and Dissemination Plan.
Each project to identify and agree on a date for the next year follow-up meeting, to be organised together with the other projects joining from this year call. Decision about location and fix a date (estimated number of participants, around 120).
Ambassadors in charge of finding an agreement of a date in February 2020 and availability to host and support in co-organising the workshop together with REA
MIGR-06 topic WORKSHOP 31/01/2019
Each project to explore possibilities for the creation of a common platform where to share common information
If feasible, preparation of a common online page for the four projects where the target audience can get information in one view about the four initiatives and quickly identify each own added value, in addition to:
a joint calendar highlighting the events at which each project is taking part and dissemination opportunities where project representatives could go autonomously or in joint efforts to present the project
links to respective websites
contact details of the ambassadors
Wiki page with common terminology
Each project to inform the Project Officer on options explored and conditions
Each project to decide on the practical modalities for the preparation of a common list of target audiences to reach.
This list should ideally indicate who contacts who, so to avoid contacting the same individuals or Institutions, whether these being from the migrants side or the Public Administrations.
Each project to inform the Project Officer
Each project to fill in a common table with dates, location of the co-creation workshops and the pilots.
One project to lead the action and follow the completion of the table.
A draft table was prepared during the parallel session and is included in Annex 1.
MIGR-06 topic WORKSHOP 31/01/2019
Under the responsibilities of the 4 Ambassadors, revise this ACTION PLAN, with planned
activities up to the end of the first year of implementation, until 31/01/2019, including:
a. List of possible activities that can be implemented by the four projects together
or to be explored for potential synergies, communication activities and tools,
dissemination and exploitation activities
b. Planning of next Skype calls/meetings/actions involving representatives of all
the four projects (Ambassadors or Work Package leaders) on which topics
Ambassadors to monitor the implementation of the ACTION PLAN and communicate
regularly to the respective coordinators on the actions done and the Project Officers.
Based on these above decisions an ad hoc discussion will take place between the POs and
the coordinators to analyse the need for an amendment and changes in the Grant
Agreement in respect to tasks description.
