Interchangeability and replaceability as defined and specif~ed herein shall be indicated for a specific article in terms of Interchangeability-Replaceability Working Lists. 2. MILITARY SPECIFICATION

INTERCHANGEABILITY AND REPLACEABILITYOF COMPONENT PARTS FOR AEROSPACE VEHICLES

This specification is approved for use by allDepartments and Agencies of the Department of Defense

1. SCOPE

1.1 Scope. This specification establishes the dimensional inter-changeability and replaceability requirements for certain parts,subassemblies, assemblies, units, sets, and installation provisionsfor aerospace vehicles (see 6.1), as listed herein, and which arecontrolled items as defined in paragraph 6.2.2, This specificationapplies to the aerospace vehicle and other elements as may bedefined herein, which are peculiar and must be integrated to pro-vide an operational weapon capable of effectively meeting theestablished performance requirements. 3. REQUIREMENTS

3.1 Interchangeability and Replaceability. This specificationsets ~orth certain controlled parts, subassemblies, assemblies,units, and sets (as defined in MIL-STD-280), installation provisionsfor equipment, major and minor segments of the airframe manufacturedseparate ful later asscm.bl;’or matlnq~ for which interchangeabilityand replaceability as defined is required.

;a:t Riiiw-” Working lists of such controlled items listingrs, nomenclature, and proposed status of the items, shall

be complied by or under the supervision of the prime designcontractor and submitted progressively to the procuring activity,beginning prior to preliminary fabrication of production tools anditems, for review and evaluation. The complete working list shallbe submitted to the procuring activity for approval on a semi-annual basis and after all controlled items therein, subject tofirst article inspection (see 4.3), have been certified, and shallbe approved prior to acceptance of the first aerospace vehicle.The working lists, after approval by the procuring =tivlty, shallreference this specification and shall be considered as meetingthe specific requirements of paragraph 3.3.1 and 3.3.2 thereof,and shall be incorporated by reference in the set of engineeringdrawings (see 3.4) and contract specifications defining the aero-space vehicle configuration. Working lists shall be kept current,during the extent as specified in paragraph 3.5, reflecting designchanges, additions, deletions, and aerospace vehicle effectivityserial numbers. Revisions shall be limited to affected pages onlyand there shall he no reissue of existing pages with date changeonly.

3.2.1 Fores. The working list pages, listing controlled items~shall be prepared on contractor furnished forms in a format con-forming to Figure 1. Requests for additions, changes, and devia-tions to specification requiraents, still ~ prepared on con-tractor furnished forms in a format conforming to ‘Figure2. Thesize of all working list pages shall be comparable to either8* X 11 or 11 X 17 inch size and shall be kept uniform throughoutany current working list.

3.2.2 Contents. The contents of the working list shall include,but not be lmlted to; a preface, an index list of page numbers,and pages listing items controlled. The preface shall identifythe contractor and location, contract number, type/model/seriesof aerospace vehicl’eswith serial numbers ‘assigned,I&i?documentnumber, date, name of company approving official, and name of theGovernment quality assurance representative. The index listingshall have on each page, the I&R document n~~r and date- Thepage numbers shall be the basic part number of the controlleditem listed in alpha-numeric sequence. The preface shall be pre-pared by the contractor and submitted to the procuring activityfor approval prior to preparation of the controlled item listing.The controlled items listed should consist of those items definedin paragraph 3.3.1 and 3.3.2. Items defined in paragraph 3.3.1and 3.3.2 which for any reason should not be included in theworking list, may be excluded by appropriate referenCe and ex-planation in the preface. Proposed exceptions in status to itemsdefined in paragraph 3.3.1, shall be submitted for approval(see 3.2.1), and shall be covered by the contractor’s conciseS.tacemeiltsar)dSti~~G~ti~cJ info.~.atlo!? setting forth justificationfor each exception. The justification shall contain reasons fornoncompliance with the status requirements of this specificationand shall consist of statements of engineering, maintenance,production and tooling requirements; inadequacies or limitations;supported by drawings, sketches, diagrams, and interface data, asapplicable; and identification of special tools for installationif required. A statement of general requirements or criteria,e.9.r “aerodynamic smoothness requirements”, is not an explana-tory reason why the contractor cannot produce an item to meetthat requirement and is not satisfactory for evaluation forapproval. When approval for exceptions is requested, the remarkscolumn shall be used to give the following information (as appli-cable): justification as required above: type and amount ofrework prior to installation; actual (or estimated) manhourrequirements involved in rework; special tools for installation,if required. When prior approval of exceptions has been granted,a reference to the procuring activity’s correspondence grantingapproval of exceptions shall be entered in the remarks column.Likewise, references shall be made to the procuring activity’sdirectives to depart from the specification required status.Items required replaceable as defined in paragraph 3.3.2, shallhave listed in the remarks column; type and amount of rework

required prior to installation; actual [or estimated) mnhourrequirements involved in rework; special tools for installation,if required.

3.2.2.1 New entries or changes. A new entry, or a previouslylisted entry which has been changed subsequent to approval of thecomplete working list, shall be identified by an asterisk. Allnew entries and changes submitted to the procuring activity forapproval (see 3.2.1), my be one or more of the fol~~win9:change in part number, name~ status, effectivity, remarks, ornotations of approval.

3.2.3 Submission. Working lisks and changes Lher.eto,furnishedin accordance with this specification, shall be subject to ini-tial inspection by the Government quality assurance-represent-ative. Obvious irregularities will be returned to the contractorfor correction prior to fomarding to the procuring activity forapproval.

3.2.4 &proval. Approval of the working list, including changesto the working list, and approval of exceptions once granted, aresubject to review, revocation, and further negotiation at therequest of the procuring activity as improved tooling techniques,controls, and facilities are established, or as maintenance andlogistics experience dictates. Applicable contracts will bereviewed and ‘modifiedby the parties to incorporate approvedchanges.

3.3 Controlled items. A1l controlled items, as defined in para-graph 6.2.2, shall be manufactured in accordance .with the primedesign contractor’s engineering data and information, and instrict conformity with all control media established by the primedesign contractor, as incorporated into applicable contracts.Subject to the provisions of paragraph 3.6.2, all controlleditems coming from any approved source, shall be in the sameinterchangeable or replaceable status as specified in the primedesign contractor’s approved working list and shall mate withadjacent items furnished by the same source or any other approvedmanufacturing source.

3.3.1 Interchangeability. Interchangeable controlled itemsshall comply with the definition established in paragraph 6.2.4.Shimming of-an interchangeable item is allowed when approved bythe procuring activity, and shall not be justification for class-ifying an item as replaceable. Only those tools generally avail-able to aerospace vehicle mechanics shall be required for instal-lation procedure. (This is not intended to preclude use ofspecial tools, fixtures and other shop aids during originalassembly of items in the article). All check installations ofcontrolled items shall provide for the maximum outline dimension-al requirements of the particular item involved, as set forth inthe applicable specifications or drawings. force applications using conventional equipment is allowable onlyto the extent necessary to position items ‘forinstallation, andshall not be used for forcing alignment when such forcing causespermanent deformation or distortion, tear~ng~ s~=ingt J=ndinglor damage to the item being checked or installed, or to anyadjacent items of the assembly or article on which a physicalcheck for fit is being conducted. When controlled items containcontrols, wiring~ hydraulic lines? etc., interchangeability shallbe provided at the attachments of these items to their nextassembly, as well as for the structural attachments of the assem-bly. The following controlled items, as may have been incorpor-ated into the design of the aerospace Vehiclef shall k inter-changeable with respect to any identical item conforming to theengineering data, tooling information, and control media estab-lished by the prime design contractor for the particular aero-space vehicle on contract:

Pressure tanks such as hydrogen, nitrbgen, etc.

All other items that are part of the missile orintegral assemblies to be attached to the missileshall be interchangeable if they have character-istics similar to those listed above. This doesnot apply to items specified to have replaceabilityas defined herein (see 3.3.2).

3.3.2 Replaceability. Replaceable controlled items shall complywith the definition established in paragraph 6.2.9. Replaceableitems identified as spares or potential spares shall be designedto permit replacement under field maintenance conditions. Alter-ation of adjoining items or structure during replacement ofreplaceable items originally installed is not authorized. Shim-ming ot a replaceable item is ~lbwed wheri approved by the Prc-curing activity. The following controlled items, aS may havebeen incorporated into the design of the aerospace vehicle, shallbe replaceable with respect to any identical item conforming tothe engineering data, tooling information, and control mediaestablished by the pr~me design contractor for the particularaerospace vehicle on contract. The degree of replaceability ofsaid controlled items shall be determined by the procuringactivity:

3.4” Engineering drawinqs

3.4.1 Preparation. Engineering drawings for controlled itemsshall be prepared to conform to the requirements of Level 3 asspecified in DoD-D-1OOO.

3.4.2 Drawinq notes. The approved interchangeable or replace-able status of each controlled item and the rework of same, whenapplicable, shall be included in the Uawin9 notes of drawin9sfor all controlled items. Drawings shall specifically identifythese features, such as hole patterns, contour, etc. which requirecontrol to maintain interchangeability.

3.4.3 Item ~dentification. The item identification and partnumber requirements of DoD-STD-1OO shall govern the contractor’spart numbering and changes thereto for controlled items.

3.5 Extent. The interchangeability and replaceability required.. by th~cification shall be maintained, where practical,throughout the complete model of the aerospace vehicle manufac-tured under the basic contract. Production action on controlleditems, covered by request for deviation authority, shall not betaken by the contractor prior to receipt of that authority fromthe Government contracting officer, designated by the procuringactivity, to deviate from the requirements of this specification.

3.6 Responsibility

3.6.1 Production control media. As may be specified in theschedule of the basic contract, the prime design contractor shallbe responsible for providing the prime contractor, subcontractor,and in the event of a licensee program under Government auspices,the prime licensee contractor with the necessary control media,such as, current tool drawings, templates fixtures, 9a9esrduplicate masters, and other devices or appliances as specifiedin the applicable contract(s) . All such production control mediashall have dimensional accuracy and correct utilization verifiedas specified in paragraph 4.

3.6.2 Supervision. As may be specified in the schedule of thebasic contract, the prime design contractor shall be responsiblefor the general technical supervision of work being performed bythe prime contractor and other manufactur~ng sources to assurethat interchangeability or replaceability as required herein, isbeing maintained. The prime contractor shall be responsible forintegrating and implementing an acceptable interchangeability-re-placability program unless otherwise specified in the contract.

3.6.3 Changes. As may be specified in the schedule of the basiccontract, all changes which affect interchangeability or replace-ability of the item, as required by the working lists or changesrequiring development of new control media, shall be referred bythe manufacturing source proposing the change to the procuringactivity through the prime contractor and the prime designcontractor. The prime design contractor shall be responsible foran analysis of all changes which affect interchangeability orreplaceability of the item, as required by the working list,together with the submittal of his comments as to the acceptabil-ity of the suggested change to the procuring activity. Theengineering responsibility for the change will be vested in theprime design contractor in the event interchangeability or re-placeability is involved; no change shall be made by one manu-facturing source without the same change being made by all othermanufacturing sources of the same item. The requirements ofparagraph 3.2.2 shall apply to all changes.

3.6.3.1 Submittal of changes. Requests for design Changes snalibe in accordance with MIL-STD-480. Approval of a request fordesign change shall constitute authority to effect sa~d changeonly, and shall not finalize the interchangeability or replace-ability status of the item(s) involved. Finalizing the status ofthe item(s), and other changes, shall be processed as specifiedherein.

3.6.3.2 Emergency deviations. Requests for emergency deviationsto working llsts may be made by teletype, telephone, personalcontact, or other expeditious means. All communications shall beidentified by the 1&R document number and part number affected.If the initial communication regarding requested deviation was byother than written message, it shall be confirmed by writtenmessage within 48 hours, and followed by a formal change requestwithin 15 calendar days after the first communication.

3.7 First article. Controlled items shall be inspected, asspeci?ied in paraqraph 4, for conformance with the interchange-ability or replaceability requirements as specified herein, oras listed in the working llst, prior to proceeding into contin-uous production under the basic contract.

4. QUALITY ASSURANCE PROVISIONS

.—4.1 Responsibility for inspection. -Unlessotherwise specifiedin the contract, the contractor shall be responsible for theinterchangeability or replaceability of all items as approved bythe procuring activity, or as shown in the approved working list,and shall establish an effective quality program to assure corn-”pliance with this specification. Such.program shall iccludeQuality program Management, Facilities and standards, and Manu-facturing Control conforming to MIL-Q-9858. The Governmentreserves the right to perform any of the inspections set forth inthis specification where such inspections are deemed necessary toassure conformance to pr.escr,ibedrequirements..

4.2 Classification of inspections. The inspection requirementsspecified herein are as follows:

a. First article inspection (see 4.3)

b. Quality conformance inspection (see 4.4)

c. Control media inspection (see 4.5)

4.3 First article inspection. Each controlled item shall beinspected during installation on the first aerospace vehicle,selected for first article inspection, to determine the degreeof conformance to the interchangeability or replaceabilityrequirement for that item. Certification of conformance tointerchangeability or replaceability requirements, as specifiedherein, or as listed in the working list, shall be furnished tothe Government contracting officer, designated by the procuringactivity, on completion of first article inspection installationof all controlled items, Nonconforming items that cannot becorrected shall be listed on Interchangeability Document ChangeRequests (see 3.2.1) and submitted as specified in paragraph3.2.2.

4.4 Quality conformance inspection. Proof of compliance withinterchangeab~l~ty or replaceability requirements, subsequent tothe first article inspection, shall be established by scheduledinstallation of controlled items. The schedule for demonstrationsshall be negotiated with the Government contracting officerdesignated by the procuring activity. Demonstrations shall requirecontractor certification, with noncomplying items being replaced,as may be specified in the contract. Certification or correctiveactions shall be furnished aforesaid Government contractingofficer.

4.5 Control media. Control media such as control masters, shop-masters, templates, fixtures, gages, and other devices orappliances that are used to maintain interchangeability or replace-

ability as required herein, shall be inspected and maintained inaccordance with the requirements of MIL-C?-9858.

4.6 Government inspection at other manufacturing sources. TheGovernment reserves the right to inspect controlled items manu-factured and the control media used at other manufacturing sourcesunder the basic contract.

5. PREPARATION FOR DELIVERY

5.1 The data required by this specification shall be preparedfor delivery in accordance with the requix.ementsof the procuringactivity under the basic contract.

6. NOTES

6.1 Intended use and application. This specification is intendedfor use on contracts for (a) the manufacture of operational aero-space vehicles, and (b) the modification of inservice aerospacevehicles (Class I changes, as defined in MIL-STD-480) that alter,add or replace controlled items as defined herein. Contracts foraccomplishing changes on inservice aerospace vehicles should specifythe degree of conformance to the requirements as specified herein,based on the magnitude of the change and the quantity of aerospacevehicles involved. Unless otherwise specified, the requirementsof this specification should (a) apply to prototype/developmentvehicles on contracts for modification of inservice aerospacevehicles, and (b) not apply to contracts for experimental/servicetest/development aerospace vehicles or Army missiles.

6.2 Definitions

6.2.1 Aerospace vehicle. As used in this specification, an “aero-space vehicle” 1s any machine or craft designed to travel throughthe air, given lift by dynamic reaction of air particles over andabout its surfaces, or by reaction to a jet stream or other fluidjet.

6.2.2 Controlled item. As used in this specification, the term“controlled item” denotes a part, assembly, subassembly, unit, set,segments of the airframe? or any other physical element of the aero-space vehicle, that is identified by a part number, and iscontrolled in manufacture by means of control media. The termmay also denot installation provisions for such items when theseprovisions are controlled by means of control media.

6.2.3 Control media. As used in this specification, “control media”is toolim such as control masters, shopmasters, fixturesl gages,templates; and other devices or appliances necessary for main-taining interchangeability or replaceability as required by thisspecification.

6.2.4 Interchangeability. As used in this specification, “inter-changeabil~ty” applies to “.intierchangeableitems” that aremanufactured with the aid of controlled media,,and require onlythe application of attachiwmeans for their installation. Inter-changeable items shall be capable o f being readily installed,removed, or replaced without alteration~ misalignment~ or damageto items being installed or to adjoining items or structure.

6.2.5 Interchan~eability document chanqe request. As used in thisspecification, an “Interchangeability Document Change Request”(IDCR) is a document used to request an addition or change to anitem in the working list, after said list has been approved by theprocuring activityw or when a deviation to specification require-ments is required.

6.2.6 Other manufacturing sources. As used in this specification,“other manufacturing sources” applies to any approved sources otherthan the prime design contractor or the prime contractor. Othermanufacturing sources may include affiliate contractors~ sub-contractors, and others who fabricate parts for inclusion in thearticles assembled by the prime contractor.

6.2.7 Prime contractor. As used in this specification, “primecontractor” appl~es to that contractor having the prime or basiccontract to furnish to the Government the articles to which thisspecification applies, and wherein the specification is specificallyincorporated and identified.

6.2.8 Prime design contractor, As used in this specification,“prime design contractor” applies to the designer, or propriety, broriginal manufacturer of the original article as specified in thecontract.

6.2.9 Replaceability. As used in this specification, “replace-ability” applies to “replaceable items” that are manufactured withthe aid of controlled media, and the installation of which requiresalterations of the items in addition to the normal application andmethods of attachment. Such alterations may include drilling,reaming, cutting, filing, trimming, bending, shaping, etc.

6.2.10 Working list. As used in this specification, the “workinglist” is a document containing on each page one or more items re-quiring control media to maintain interchangeability or replace-ability as defined in this specification, and listing pertinentinformation related to the item(s) listed.

6.3 Supersession data. This issue of MIL-I-8500 for new contractsfor aerospace vehicles. Previous issues of MIL-I-8500 on contractsin force on the date of this specification remain in effect untiltermination of said contracts.
