LTC (RET) Elizabeth Heil

Elizabeth Heil, LTC (RET) USA started her Military Career in 1970 as a participant of the Army Student Nurse Program initially as a PFC during her last year of college and was commissioned a 2nd Lieutenant 6 months before graduation. She received her BSN from Texas Woman's University (Dallas Campus) in 1971. Elizabeth spent 23 years in the Army which included: 5 years Medical/Surgical Nursing; 2 years ICU/Recovery Room; 5 years Neonatal Intensive Care; 4 years in Field Nursing Units as Chief Nurse of 46th Combat Support Hospital, Fort Devans, MA; Chief Nurse of 43rd MASH, Korea; and Chief Nurse 1st Medical Group (consisting of 4 Combat Support Hospitals and 3 MASH units) during Desert Storm, and 7 years Emergency Nursing. Duty Assignments have been at Fort Carson , Colorado, 2 tours in Korea, Walter Reed Army Medical Center, Washington, D.C.; Fort Hood, Texas; Frankfort, Germany. Her last duty Assignment was as Director, Clinical Nursing at Fort Sill, Oklahoma. Military Schools which Elizabeth has attended include the Basic and Advanced Courses at Fort Sam Houston, Tx and the Army Command and General College, Fort Leavenworth, KS by correspondence. She has also participated in REFOR-GER (Return of Forces to Germany) and Team Spirit Exercises in Korea conducted with the 25th Infantry Division. She earned her Expert Field Medical Badge during the Advanced Course and certification in Advanced Trauma Life Support from the Combat Casualty Care Course. Awards Include the Legion of Merit, Army Meritorious Service Medal with 3 oak leaf clusters and Army Achievement Medal with 2 oak leaf clusters.

Since her retirement in 1993, Elizabeth has earned her Master's Degree in Nursing Administration from Texas Woman's University in 1994; served as Director, Emergency Services at Luther Hospital(MAYO Health Systems) in Eau Claire, WI, and Director, Emergencies Services, Thomason General Hospital, El Paso, TX (affilated with Texas Tech Medical School) and was appointed Clinical Faculty for the Emer-gency Residency Program and assisted in the development of a Level 1 Trauma Center. Since coming to Houston in 2000 she was the Trauma Coordinator for Bayshore Medical Center for 3 years, Head Nurse at the Baylor Family Medicine Clinic on Kirby for 1 year and for the past 2 years has worked at San Ja-cinto Medical Center, Baytown first as a staff Nurse in the Emergency Room, House Supervisor and now is the Manager, Nursing Resources and Informatics, where she is serving on the committee to develop the Stroke Certification Program.

LTC Heil will address the subject; "What is stroke? It's impact on family, recognizing the sign and symp-toms, types of stroke and prevention of stroke"

The summer is flying by and I hope you are having a pleasant vacation. The wives and widows of the officers of all the branches of military service are eligible to join MOWA. We Welcome you!

Our next luncheon will be in September at the Junior League. Billie Clarke and the callers will give you the details.

SCHOLARSHIP FUND:

Many of you over the years have contributed to our Scholar Fund, which supports the

ROTC and NROTC cadets of the Army, Navy and Air Force at the U of H and Rice. The U

of H has the Army and the Air Force while Rice has the Navy ROTC contingent. All of the

Colleges and the Universities in the Houston area including Houston Baptist, Prairie View,

TSU, St Thomas and all others drill at either Rice or the University of Houston. The total

Cadet Corp at all combined schools is very small compared to the past. MOAAHA supports

various cadets selected by the PMS&T "Professor of Military Science and Tactics" and Navy ROTC Profes-

sors.

These funds are raised at the monthly luncheons by a 50/50 split of a raffle, fifty percent for the scholar-

ship fund and fifty percent for the winner drawn by lottery. The rest of it comes from the sales of advertise-

ments to various organizations you see in our newsletter and directory. Lt Col. Clarence Hester has done a

wonderful job with this over the years. This usually allows us to give $500.00 per service to the Cadet se-

lected by the PMS&T. We have no selection process in this event. It is a choice of the various outstanding

Cadets as judged by the PMS&T

We are approaching a new semester where we normally make our donation of these funds These funds

are donated to the various schools without any strings and are based on merit only . If you have not been to

a luncheon lately and would like to donate to this fund in any amount from $5.00 to whatever please know

that your monies will be put to most excellent use and will be most gratefully received. The amount is not

important. If you can send something I can assure you the cadets will not only be most grateful, but your

Health Care Issues

Issue Senate (S. 2766) House (H.R. 5122) MOAA position

TRICARE fee increases Bar any TRICARE Prime or Stan-dard fee increases before 9/30/07. Require GAO review of DoD cost-saving efforts.

Similar provisions, but bar in-creases through 12/31/07. Establish commission to review fee issues and alternatives.

Support House version.

TRICARE pharmacy co-pays

Eliminate copays for most drugs in TRICARE Mail Order Phar-macy (TMOP). Freezes retail co-pays at the current levels of $3/$9 for generic and brand-name drugs respectively through FY07.

Eliminate most TMOP drug copays. Increase retail copays to $6 and $16 for generic and brand-name drugs, respec-tively.

Support eliminating mail-order copays to incentivize use of low-cost TMOP. Oppose large retail pharmacy copays in-creases, especially for drugs not available through TMOP. Support Senate provision to freeze copays at current levels.

TRICARE coverage for Selected Reserve

Limit TRICARE Reserve Select (TRS) premium increases in pre-miums to 2.2% for 2007.

Make all drilling Guard and Reserve members eligible for reduced premiums (same as members mobilized since 9/11), as of 1/1/2008. Bar premium increases through 12/31/07.

Support House version.

TRICARE enrollment Bar employers from paying TRI-CARE-eligible employees to use TRICARE rather than employer plan. Require one-time TRICARE Standard enrollment fee of $25 ($40 for families).

Bar employers from paying TRICARE-eligible employees to use TRICARE rather than em-ployer plan.

MOAA does not support a TRI-CARE Standard enrollment fee. Restriction on employer pay-ments is preferable to imposing large TRICARE fee increases on all retirees under 65.

Civilianization of military medical positions

Bar conversion unless DoD certi-fies it won't reduce care access or quality or raise costs.

No similar provision Support Senate provision.

Incentive payments for medical providers in un-derserved areas

No provision Authorize 5% or 10% provider pay-ment increase in areas designated as experiencing shortage of providers.
