The “Act”
▪ The National Technology Transfer and Advancement Act of 1995
– Requires that all federal agencies use standards developed by consensus
standards bodies instead of government-unique wherever possible.
▪ Simplifies compliance
▪ Decreases costs of developing standards and decreases costs of goods through
standardization
▪ Improves reliance on private sector goods and improves government participation
in standards bodies
▪ American Society for Testing and Materials (ASTM International)
– ASTM develops and publishes voluntary consensus technical standards
including specifications, guides, practices, and test methods.
– ASTM assisted the DoD in transforming many military standards into the
standards we know and use today.
– D10/F02 currently has 217 standards and 44 of them have been adopted by
the DoD
