Scoping mission some highlights: Arusha/Moshi/Kilimanjaro
• Seems to be a market for forages for urban dwellers – Some women sell
roadside-collected grasses along the Moshi-Arusha road
• Lots of crop residues – Some transported
from the lowlands to highland regions, but little is known about this value chain
Some highlights: Tanga
• Potential stakeholders – TLRC organized a
“Stakeholder” meeting – Researchers appeared
motivated; also young people – An existing dairy platform
already present that could be built on
– Functional milk factory • Feed related issues
– Seasonal feed deficits. • Milk processing under
capacity in dry season – Pastures would benefit from
sowing improved species – There is a gross lack of seed
for pasture improvement in the country

Major milk production zones
milkIT – Site selection criteria from Scoping mission
• Potential for productivity improvement emphasizing feeds
• Link between feed improvement and milk market• Production system • Livestock population, especially considering
improved dairy animals • Characteristics of stakeholders; availability of
R&D partners • IFAD priorities • Market pull • Beneficiaries (numbers)
milkIT – Progress update
• Initial scoping mission
• Partner engagement– Close collaboration with IrishAid project
• Participation in EADD (East Africa Dairy Development project) planning meetings
• Recruitment of local coordinator
• Recruitment • Site selection• Stakeholder meeting
milkIT – Progress update
• Initial scoping mission• Partner engagement
• Recruitment – Local coordinator/facilitator to be recruited
• Site selection• Stakeholder meeting
milkIT – Progress update
• Initial scoping mission• Partner engagement• Recruitment
• Site selection– Criteria agreed upon in late Jan 2012 – GIS-mapping undertaken at national level – Ground truthing in Morogoro & Tanga Regions
• Stakeholder meeting
milkIT – Site selection process
• CRP 3.7 (Meat, milk & fish for the poor by the poor) strata to consider
• Peri-urban – not to be considered for MilkIT project • Rural to urban• Rural to rural
• GIS-based spatial analysis – Cattle density – high density areas – Poverty – high poverty areas – Population/market – high population areas– Production potential – high LGP areas– Surplus vs deficit areas – deficit areas where there is potential for
increasing supply through feed interventions.
• Range of other more qualitative criteria – Complimentary to other projects (create synergies), e.g. IFAD – Proportion of improved cattle

milkIT – Progress update
• Initial scoping mission• Partner engagement• Recruitment • Site selection
• Stakeholder meeting– In collaboration with the IrishAid project – Held on 9 March 2012 in Morogoro
Stakeholder meeting in Morogoro, Tanzania – 9 March 2012
Objectives: • Listen to the range of views and
experiences represented; • Share information about current efforts to
promote smallholder dairy value chains in Tanzania, what is working and the challenges faced; and
• Chart a way forward for joint actions.
Stakeholder meeting in Morogoro, Tanzania – 9 March 2012
• 36 participants from all over Tanzania (incl. 8 IARC staff) – Groups included Development actors & private
sector; Research; and Linkages & Coordination
• Some of the key questions/issues discussed – What would be site selection criteria? – What do development people need from research? – What research challenges are voiced from
development actors and private sector? – Identify research opportunities! – What could be “quick wins”?
Site selection criteria
• Dairy cattle population• Potential for genetic change
• Smallholders• Not the very poor• Human population density• Not the most organised
• Feed availability• Climatic conditions• Services available /inputs
structure• Veterinary service available• Other economic apparatus
• Farmers organisations• Existence of projects• Presence of key stakeholders
for driving change
• Rural area• Land availability• Infrastructure / facilities• Processors available
• Market access• Poor milk marketing
infrastructure• Market pull demand for change• Potential for impact

Stakeholder meeting in Morogoro 2012
What do development people need from research?
• Technologies to deal with productivity constraints
• Tell us why we lack good technicians (dairy technologists)
• Put research into use• Researchers need to interact with development• Research topics should be agreed with
development people (up front)• We take research knowledge to catalyze change
Stakeholder meeting in Morogoro 2012
What research challenges are you hearing from development actors
and private sector? • Seasonality of milk production and processing• Seasonality of feed production• Only portions of milk are collected• Lack of coordination between stakeholders (not
involved in project design and implementation)• Low population of improved dairy cattle • Low milk production of existing herds • Milk quality problems/milk handling – e.g.,
adulteration, antibiotics • Lack of sufficient trained dairy technology
technicians in the industry
Stakeholder meeting in Morogoro 2012
Research Opportunities
• Feed– Feed conservation (hay with improved
grasses, and silage)– Feed trading – surplus/deficit areas– Buying in concentrates– Pasture improvement, especially with high
quality leguminous species
• Breeds– Strengthening AI programs
Stakeholder meeting in Morogoro 2012
Quick wins identified
• By researchers – Milk collection and
(distribution) marketing (all sites)
– Training to change mind set (farmer keeping dairy cattle as hobby) –importance of proper dairy production [feeding etc.], commercial orientation)
– Mbeya – Tukuyu district –plenty of milk, but no milk collection and selling (value addition?)
– Feed conservation technologies for all areas
– Deal with high calf mortality (40%) in southern highlands
• By development actors – Training to farmers & offer
embedded services– Working through groups,
Association and Co-operations
– Stimulate organisationalcapacity and formation of associations
– Introducing milk kiosks and formalizing them
– Creating fair playing ground (home produce & imports)
– Improving service delivery (Veterinary services)
Stakeholder meeting in Morogoro 2012
Site selection
• Rural – Rural– Morogoro Region: (Mvomero district, Turiani division)
– high proportion of crossbreds– Tanga Region: Lushoto District (Low land to highland)– Mara Region (Lake zone): Tarime district– Southern highlands region: Rungwe district
• Rural – Urban– Coastal Region: Kibaha district for Dar es Salaam– Mara Region (Lake zone): Musoma town– Southern highlands region: Tukuyu – Mbeya
