Mindanao coops can tap cheaper solar energy: DOEBy MIke BAñoS, Editor-at-large

ously consider renewable energy options to mitigate the effects of their long-term

supply contracts with coal-fired power plants and as a faster and cheaper alterna-tive to the modular diesel generators being pushed by the Department of Energy (DOE).

In a recent communi-cation to the South Cota-bato II Electric Coopera-tive (Socoteco II) and the Zamboanga City Electric Cooperative (Zamcelco) Engr. David A. Tauli, en-gineering consultant with the Office of Rep. Florencio T. Flores, Jr. (2nd District, Bukidnon) endorsed the business model of Lim Solar Philippines which he says is cheaper than both coal and the modular gensets.

“I find their proposal ap-propriate for both SOCOTE-CO 2 and ZAMCELCO, who are the only electric cooperatives in Mindanao that have long-term con-tracts with coal plants,” Mr. Tauli noted. “It is certainly better than the offer being touted by the DOE for ECs to purchase modular diesel generating sets at a cost of PhP 18 per kilowatt hour (kWh).”

During a presentation made in Zamboanga City last 15 March 2013, Michael O. Sinocruz, OIC-Chief Planning of the DOE’s En-ergy Planning and Policy Bureau, disclosed the agency

has programmed some 199 megawatts (MW) of modu-lar gensets for Mindanao: 56 MW (Region 12), 48MW (Region 10), 39MW (Re-gion 11), 30MW (Region 9), 22.5MW (Caraga) and 3.5MW (ARMM).

Lim Solar Philippines is offering electric coopera-tives (ECs) in Mindanao the lease of its 5-MW hybrid power plant (2 MW solar PV and 3 MW gas-turbines) at a fixed price of PhP 7.47 pesos per kWh for 15 years. Coops have the option to purchase the hybrid plant after the 15 yr. lease expires.

“The price compares favorably with your coal contracts, which I expect will cost you PhP 8 per kWh or more when it is operationalized in 2016. In contrast, Lim Solar can have the hybrid power plant op-erational within six months from signing of the lease contract.”

However, since Lim So-lar’s initial offer is limited to 5 MW, only one of the electric cooperatives can avail of it, and the others will have to wait for a future offer. This will have to be on first- come-first-served basis.

Although Lim Solar also offers affordable financing for the coops, Mr. Tauli suggests the coops instead avail of the soft loans be-ing offered by the DOE to coops through the National Electrification Administra-tion (NEA) for the purchase of modular diesel gensets.

Energy Sec. Carlos Jeri-cho L. Petilla earlier said solar energy power plants need long-term contracts of up to 20 years to make them viable, and may not be a sustainable solution due to their low availability factor of 22 percent.

“However, if there is any investor on solar who can convince a cooperative or distribution utility to sign up for 20 years at prevail-ing solar rate of P9.70 to P12.00 per kilowatt-hour, we would be more than happy to facilitate the transaction," Mr. Petilla said.

Engr. Winston L. Men-doza, chairman of Lim So-lar Philippines, said he is not deterred by DOE Sec. Jericho Petilla’s bias against solar energy in Mindanao. A mechanical engineering graduate of Mapua Institute of Technology, he is also a member of Lions Interna-tional and the global TAU Epsilon fraternity. He is a retired aerospace informa-tion technology at McDon-nell Douglas Corporation and former project executive at IBM.

Mr. Mendoza said that for Mindanao, Lim Solar is willing to offer electric cooperatives very minimal prices for solar power as well as 100 percent financing scheme for residential and small businesses.

“For Mindanao, I will offer P7.47 per KWh to the electric coops and large megawatt level users and P8.50 to small users. I will

also straight finance residen-tial and small businesses,” he said.

Lim Solar Phils. (LSP) is a subsidiary of Mendoza Solar, LLC is a renewable energy company registered in California and Nevada, USA. LSP is the biggest promoter in the country of the use of state-of-the-art portable fuel cell electric systems that address base energy needs, especially of isolated areas.

“Our vision for the Phil-ippines is to transition 30 percent of our electric gen-eration to RE and reduce our power cost per kilowatt hour (kWh) by 30 percent by the year 2020,” Mr. Men-doza said. “Our goal is to decrease our dependence on fossil fuels. Currently most of our electrical power is generated by coal-burning, diesel generators, natural gas, geothermal and hy-droelectric power plants.”

Lim Solar Philippines, which is also chaired by Mendoza, has ongoing solar integration and develop-ment projects with De La Salle University, Subic Bay Metropolitan Authority and Camp Aguinaldo. Another affiliate, Lorenzana Energy International has ongoing solar integration and devel-opment projects in Malaysia, Hawaii, Guam, California and Nevada.

“Solar energy as well as other renewable energy sources is very appropriate for Mindanao if we look at the long term and the impact of climate change, which exacerbates natural phe-nomenon such as typhoons and storms,” Mr. Mendoza said in a presentation to private investors and electric cooperatives at a local hotel here last week. “For the last several years, Mindanao is now the favorite of natural disasters, whose impacts were exacerbated by climate change-inducing fossil fuels. We can no longer afford to let Mindanao suffer. Solar energy is abundant in the island and it provides clean energy.”

Election Watch

By GERRY LEE GORITCorrespondent

MISAMIS Oriental––In-cumbent Villanueva Mayor Juliette Uy said she would work for more investments to come in if she is elected con-gresswoman for the second district of Misamis Oriental in the coming elections.

Following the success of Villanueva in luring big companies, Uy said she will use the same formula of hard work and investor-friendly policies to entice more in-vestments in the province.

In a radio interview yesterday, Uy said she has intensified her campaigns in all municipalities of the second congressional district of Misamis Oriental. She is running against three other candidates.

Uy said that in the nine years that she served as mayor of Villanueva, to-gether with the previous term of her husband Julio Uy, they were able to develop Villanueva from a 6th class municipality to a 2nd class and now gaining to be a 1st class category. Julio Uy, who also served as a vice governor of the province, is running for the mayor’s

MIDTERM poll is coming near, the time wherein we can exercise our “right to vote” and our privilege to choose public officials whom we can entrust the future of this country. May 13, just a day but for sure “changes” will overflow. Changes we cannot resist.

Section 1, Article V of the 1987 Philippine Constitu-tion states that suffrage may be exercised by all citizens of the Philippines not otherwise disqualified by law, who are at least eighteen years of age, and who shall have resided in the Philippines for at least one year, and in the place wherein they propose to vote, for at least six months immediately preceding the election. No literacy, property, or other substantive requirement shall be imposed on the exercise of suffrage.

seat of Villanueva this com-ing elections. Some of the big-time investments in the municipality are the Steag power plant, Coca Cola plant, a Limketkai-owned property, a mango exporter, banana exporter and feeds factory all worth in the bil-lions of pesos.

Juliette Uy said that because of these investors the municipality was able

to earn more in taxes and revenues thus they were able to improve infrastructure projects such as the town’s water system which now reaches faraway barangays, concreting and improvement of barangay roads, and street lighting.

She added that the town’s work force has also gained much in employment and that the farming sector has

benefited from the new busi-nesses in the area.

In addition, Uy said the municipality was able to pay its unpaid electricity bills amounting to some P12-million.

Uy cited the peace and order situation, as well as the favorable investment climate of the municipality, as to why big companies chose Villanueva over other municipalities.

“Of course, credibility, commitment, trust and con-fidence also come into play,” she added.

Another big investor, the DC Misamis Power Corpora-tion, is set to groundbreak their coal power plant in Villanueva by July this year.

FDC is pouring in some P30-billion for the project.

Mayor Juliette Uy was at Malacanang last month to head the local government unit in the lease contract signing with FDC in the presence of President Be-nigno Aquino III.

Uy said that if she be-comes the representative of the province’s second congressional district she will promote investments as a major component of her governance platform.

BUTUAN CITY – As the midterm national and local elec-tions comes nearer, the Commission on Elections (Comelec) has intensified ‘Oplan Langkat’ or the removal of political advertisements nailed on trees and electric posts in the city.

SURIGAO DEL SUR - A member of the Sang-guniang Barangay of La Paz, Bayabas town, this province was apprehended by police authorities for violation of the Comelec gun ban.

Caught at the check-point in Brgy Cagbaoto said town was Dahryll Ronquillo, who yielded a calibre .45 pistol with se-rial number 34545 loaded, with seven-live ammuni-tion.

Police Insp. Rehive-nbu Hibaya said the sus-pect and the confiscated items were brought to the Bayabas Police Station for proper disposition.

Meanwhile, a man was hacked by his neighbor in Purok 5, Brgy St Christine, Lianga, this province, early this week.

Police identified the victim as Reynaldo R. Lau-rel, 29 year old; the suspect as Clifford A. Azarcon, 22 years both of same place.

Probers said the vic-tim and the suspect were having a drinking spree shortly before the hacking incident.

Laurel, who sustained a hacked wound in his left shoulder, was brought to Lianga District Hospital by the responding police and later referred to the Adela Serra Ty Hospital of Tandag City for further treatment.

The suspect voluntarily surrendered to the po-lice with a sharp bladed weapon.

The CityComelec, head-ed by Atty. Ernie Palanan, in partnership with Regional Director Abner Caga of the Philippine Information Agency (PIA-Caraga); the Special Weapons and Tactics (SWAT) Unit of Butuan City Police Office, headed by Police Senior Insp. Chris-tian Rafols II; and civilian advocate Michael Torralba, led the activity Saturday. \

“This is a unified effort of the team to attain secure and fair elections,” Atty.

Palanan said.The continuous conduct

of said activity intends to remind people that trees and electric posts which have been indiscriminately used for the posting of all kinds of campaign materi-als violates the Comelec's implementing rules and guidelines.

Sizes of local candidates' tarpaulins posted in private establishments are properly checked by the team and are removed when it exceeded the standard size of 2x3m. This is properly documented by the PIA.

Atty. Palanan further said that they will continue to monitor and remove these materials that still do not comply with the standard size and are not posted in the designated areas established by the Comelec.

He stressed that those local candidates who will be reported threating other personnel of the govern-ment who are doing its job to support the Comelec, especially in the 'Operation Langkat' and in ensuring a secure and fair conduct of this year's midterm elections will face due legal sanctions according to law.

“Our co-government workers who are deputized to support the Comelec’s activities to ensure a safe and fair elections are just doing their jobs designated to them and nothing per-sonal,” Atty Palanan said.

Candidates, who will be found threatening our co-government workers, will face due legal sanctions.

“We will also provide legal assistance to our working personnel who

will have complaints against any candidate,” he further explained.

Atty. Palanan and Di-rector Caga also checked and monitored the Pre-cinct Count Optical Scan (PCOS) machines that are now housed at the Father Saturnino Urios University Morelos Campus.

The PCOS machines intended for the polling precincts in the hinter-lands were delivered May 5, while the final testing and sealing was on May 6 at the respective barangays’ polling precincts in the city.

Teachers and residents in different barangays have also expressed their overwhelm-

ing support to the unified efforts of the Comelec, PIA, PNP & other partners.

People have witnessed the untiring efforts of the team during 'Operation Langkat' showing that the team is seriously implement-ing the guidelines set by law. (Jennifer P. Gaitano/Media ng Bayan/asf)

BUTUAN CITY -- The Department of Trade and Industry (DTI – Caraga) Region warns the public on unsafe practice of using and/or refil ling butane canisters with liquefied petroleum gas (LPG) for cooking and other household uses. DTI cautions that these canisters are not designed for LPG purposes. Based on Philippine Na-tional Standard (PNS) 03-01:2000, only welded steel cylinders with water capacities of 1 l iter to

FARMERS AND FISHERFOLKS’ CELEBRATION - - Through Presidential Proclamation No. 33, signed on March 21, 1989, the month of May was officially declared as the “Farmers and Fisherfolks’ Month” to give due recognition to the invaluable contribution of farmers and fisherfolks for the development, improvement, management and conservation of the agriculture and fishery sector. The Department of Agriculture – Regional Field Office 10 (DA-10) joins the Bureau of Fisheries and Aquatic Resources (BFAR) in the opening of the said celebration. According to DA-10 Regional Executive Director Lealyn A. Ramos, that despite the region is more into assisting farmers who cultivate lands, she explained that the office also welcomes in giving aid to fisherfolks, particularly in the form of livelihood projects to complement the group’s main source of income and living. Further, she imparted that next year; the province of Misamis Oriental will enroll for the implementation of projects under the Local Poverty Reduction Action Plan/Bottoms-Up Budgeting to alleviate the conditions of poverty-stricken communities. To signify the region’s support, Dir. Ramos (bottom right photo) receives her plaque of appreciation from BFAR-10 Regional Director Visa Tan-Dimerin (extreme right) and the newly installed Regional Fisheries Direc-tor Andrew Jutba from the fisherfolks’ level, who will help in identifying which interventions should be poured out to them based on their real needs, rather than the perceived needs by the government.(Joanne L. Mobile phones are getting more complex by the day and come with more and more bells and whistles. But at the end of the day, keeping people in touch remains their core func-tion.

Cellular operator Sun Cellular has taken that insight to heart. Ten years after its bold entrance into the mobile phone scene, the company continues to gain ground by addressing the dynamic demands of mod-ern telephony while staying grounded and keeping in mind the basic commu-nication needs of mobile phone users.

“We have been aggres-sive in introducing new technologies, knowing that the local market is quick to embrace these changes,” says Ricky Peña, Sun Cel-lular’s Senior Vice President for Postpaid, Broadband and New Business Mar-keting.

Peña added however that the company st i l l makes a conscious effort to anchor its plans on its signature unlimited ser-vices.

“In almost every touch-point, product inquiries are usually driven by questions about the availability and specifications of a particu-lar smartphone or gadget,” Peña reveals. “But we have always been grateful that the market eventually goes beyond these and contin-ues to embrace unlimited

Going Beyond Flashy Technology with Sun.”

“New trends and gad-gets may come and go, but when it finally comes down to adding depth and putting all these into relevance, Sun never loses sight of its primary role in help-ing bridge distances and connect people through best-value communication services,” shares Peña.

With a network infra-structure that was origi-nal ly bui lt to support unlimited services, Sun Cellular remains to be a clear carrier of choice due to the reliability of its unlimited subscriptions and its no-frills charging system.

“The unlimited call and text Sun Plan 350 remains to be the most power-packed at its price point. And this actually holds true for all our regular plans, even including the

Sun Call & Surf 999 with the winning combo of un-limited call, text and data services, as well as the pioneer Sun Group Plan 999 which remains to be a favorite unlimited plan for families and business partners,” Peña adds.

“And for those with par-ticular gadget preferences, and those who already have their dream smartphones, we have an enhanced roster of SIM-only plans which can power-up and go well with any smartphone or gadget.”

As a leading postpaid service provider, Sun Cel-lular was the first to hit the 1-million subscriber mark in 2010 and has since been reaping incremental growth in its share of subscribers. By the end of 2012, its postpaid base has climbed up to reach 1.6 million.

“We remain positive in

sustaining growth and even regaining market leader-ship in the coming years. And as the telco landscape continues to shift with the rising popularity of smart-phones, expect Sun Cellular to be at the forefront in defining the best postpaid offers for the changing times,” Pena concluded.

Sun Cellular is a mem-ber of the PLDT Group.

A deeper view

Jesse E.L. Bacon II

RESIDENTS at the city’s relocation sites in Cagayan de Oro City last Sunday reportedly chased candidates under the Liberal Party ticket of Oscar Moreno. Moreno’s party reportedly scampered for safety as bolo wielding residents ran after them. Fortunately, no one was hurt.

Unconfirmed reports said that survivors of the Sendong tragedy were angered when LP candidates talked about Emano’s alleged neglect at the height of Sendong on Dec. 17, 2011. They said that survivors recalled the physical and emotional pains they suffered when LP candidates start talking about the Sendong tragedy.

Instead of talking about hope of the future or a promise of a brighter day ahead, Moreno’s group report-edly took turns in lambasting and blaming City Mayor “Dongkoy” Emano of the tragedy. They talked about the “recall campaign” at the time when people were nursing from the loss of their loved ones and the destruction of their properties.

Perhaps, Moreno’s team was telling the people at the relocation site that they (LP) were responsible for the distribution of free houses and lots to Sendong victims. Perhaps, Moreno’s group did not realize that using the Sendong tragedy in their campaign to discredit “Dong-koy” would incite people’s outrage.

Honestly, Oscar Moreno and the Liberal Party have no moral ascendancy to talk about the tragedy brought about by Typhoon Sendong in Cagayan de Oro City. The people know pretty well that, right from the start, the Aquino administration has not done so much to bail the

Residents chase Moreno’s teamvictims of Sendong out of misery. Everybody remem-bers when Pres. Aquino came to Cagayan de Oro City two days after the Sendong disaster. On that day, Pres. Aquino gave only P 50 million to the city government as an aid to typhoon victims. Aquino then proceeded to Iligan City where he extended P 300 million for Sendong victims there.

Mayor “Dongkoy” Emano did not complain of the meager assistance from the President. Instead, it was Emano’s resiliency and the assistance from non-government organizations that strengthen the resolve of the Sendong victims to rise from the rubbles of the disaster.

“Dongkoy” Emano made history as the only city executive anywhere else around the globe to relocate victims to a relocation site complete with amenities in a span of four months.

Emano changed the perception of the United Na-tion in addressing and delivering relief to victims of catastrophic proportion.

Emano’s feat gained recognition worldwide that Pres. Aquino pride himself of telling people that his admin-istration has constructed and distributed 8,000 free houses for Sendong victims in Cagayan de Oro City’s relocation sites. (Aquino made this pronouncement when he proclaimed the LP provincial candidates in Balingasag, Misamis Oriental last month).

Perhaps, the local LP ticket led by Moreno has taken the clue from Pres. Aquino. Moreno and his LP ticket are poisoning the minds of Sendong victims through hate campaign and discrediting “Dongkoy” Emano’s relocation projects. The incident at the relocation site last Sunday already provided a clear indication of Moreno and his team’s destiny in the May 13, 2013 elections. React [email protected]

FRESH GOSPEL OF THE DAY: Juan16:16-20(May9, 2013-Thursday) John 16:16-20-A little while, and ye shall not see me: and again, a little while, and ye shall see me, because I go to the Father.

Then said [some] of his disciples among themselves, What is this that he saith unto us, A little while, and ye shall not see me: and again, a little while, and ye shall see me: and, Because I go to the Father? This is referred to the coming death of “Jesus Christ on the cross and his resurrection” after 3 days from the dead.

Jesus said that he will “disappear” for a while since he will be in the tomb for 3

days and this is an indica-tion that we are all “tem-porary” here on earth. In Wisdom2:5-each one of us has each on “schedule for our individual departure.”

1 Timothy 6:7-For we brought nothing into [this] world, [and it is] certain we can carry nothing out. This is a “concrete manifestation” that we have an “ending of our existence” but the truth

is, we will “bring nothing” in the second life.

It is clear that many of us are only “focusing on materials” things although we know that we will die soon.

The death of Christ is a “proof ” that this earth is not our “forever habitat” but there is a life after death and because of this, we must prepare our souls for the

“judgment day” of God. Hebrews 9:27-And as it

is appointed unto men once to die, but after this the judgment. Are you ready for the final day? James 4:4-Ye adulterers and adul-teresses, know ye not that the friendship of the world is enmity with God? who-soever therefore will be a friend of the world is the enemy of God.

ONE of the reasons why Philippine elections have de-generated to a level beyond redemption is because good people such as those in the academe, the Church and civil society just folded their arms while the unscrupu-lous politicians transformed with impunity the electoral process into what it is now.

Indisputably, elections in our country have been made a tool by the ruling elite, specifically by the big business in cahoots with local business interests, to maintain their strangle-hold of the political system to ensure in return their control of the economy. What if all the legislators or majority of them will work for the granting of a P1,500 daily minimum wage which is what is the reasonable pay per study for a wage earner with four children in a highly urbanized city?

Electing a leader is a prophetic task

Do you think big business will accede to this?

Certainly, big business will fight tooth and nail against this. Why? This will diminish their profits and they exist because of their objective of earning the biggest profit possible for their investment. As what I have mentioned here in past columns, this is the logic of capitalism.

The logic of capitalism is realized and reinforced only if the giants control-ling the economy control

the political system as well. This is the rationale why President Aquino and the national legislature could not be swayed by the work-ing class to grant their de-mand even just for a P125 across the board increase in the minimum wage. Out of this fact, we can deduce that the minimum wage law is actually the tool of the capitalist investors and was never enacted for the benefit of the laboring class.

Philippine elections had always been undertaken to

work according to the logic of capitalism thus it is only the moneyed or those sup-ported by moneyed interests who get elected to positions in government. This is the predicament of independent senatorial candidate Teddy Casino. He is one of the best among the pack running for senator now but he is hav-ing a hard time making it to the Magic 12 because he does not have the needed logistics.

Monday’s midterm elec-tions, like past elections with the exception to the one held in 1988 where a good number of penniless activists made it to vari-ous local posts including some congressional seats, will still be dictated by the logic of capitalism that in the language of religion or faith is the logic of sin itself. Capitalism thrives

Energy...from page 2

The DOE earlier offered three stop-gap measures to improve Mindanao's power crisis: the creation of an Interim Mindanao Electric-ity Market (IMEM) where industrial/commercial firms could sell electricity from their gensets; an Interrupt-ible Load Program (ILP) that would compensate con-sumers who would give up their power allocations to other users by running their own gensets; and the lease/purchase of modular diesel gensets by electric cooperatives through soft loans to be provided by the National Electrification Administration (NEA).

Task...from page 6

on greed and greed is the concrete manifestation of what sin is.

From the perspective of faith or teachings of the church, elections is the mechanism by which Christian believers have been given the authority

over nations and kingdoms in consonance with their prophetic task as found in Jeremiah 1:10 to uproot and to pull down, to destroy and overthrow leaders and administrations that do not do their responsibility thus build and plant new leaders and administrations through the ballot.

Let us not forget that no less than the people, the electorate themselves who call for leaders by giving them their man-date to lead them in their journey toward prosperity and abundance from pov-erty, misery, suffering and hopelessness. Majority of the people are in the state of poverty and its resultant effects of misery, suffering and hopelessness because of the logic of sin, which is greed by the powerful and moneyed few.

Since it is in the exer-cise of the people’s right to choose or call for leaders that these leaders are placed where they are, uprooting and pulling down, destroy-ing and overthrowing those who failed to lead them

in their journey toward a full and abundant life is likewise their right to do so through the ballot. This is the true meaning, the true essence of elections from the biblical perspective.

Unfortunately, today’s church seems not to know this anymore or worse, do not understand this basic biblical teaching anymore. The church does not bother or care to teach this to its flock. Just imagine if the church had been faithful in educating the believers about this, the unscru-pulous politicians would not have gained ground in trampling upon the elec-toral system and making a mockery of it. Elections in our country would not have been reduced into a battle between two evils; instead it would have been a battle between good and evil.

But the irony is that despite this fact, church people, the clergy and the laity, still hope to see their elected evil leaders to do good for the people and country. How could this be possible is a real puzzle.

Evil is not capable of doing what is good for it is not its nature. And despite this, we still wonder why our elective officials continue

to swim in the cesspool of greed by being corrupt who as such could only win in any election by resorting to the use of the 3Gs, gold

guns and goons.---

By PAt SAMoNte Complainant Atty. Beverly Noriega allegedly discovered that no such petition was mailed on the said date and that it was only on February 3, 2011 that the same was mailed not at the Ortigas Center Post Office but at the Meralco Post Office, contrary to what was alleged in the said petition. Noriega attached as annex to her complaint a certifica-tion issued by Postmaster Leopoldo E. Pagaran of the Ortigas Center Post Office “that as per record of this office, Libra Law Firm, 8/F Strata 2000 Bldg. F. Ortigas Center, Pasig City, did not sent (sic) any Registered Mail on January 21, 2011.” On this basis, complainant alleged Libarios and his team falsified the registry receipts

to deceive the Department of Justice into believing that the petition was filed on time. It was further disclosed that the petition was in fact mailed only on February 3, 2011, or 13 days later, at the Meralco Post Office in Pasig City. The postmaster issued yet another certifica-tion to the effect that mails considered as domestic air parcels, namely, Domestic Air Parcel No. 6, 7 and 8 were sent by Libra Law Firm through the said post office on February 3, 2011 to the three addressees mentioned earlier. The complainant stated in her complaint that the falsi-fication and use of falsified documents were committed by Libarios and his team by “maliciously attaching

spurious registry receipts,” by “simulating on each of the registry receipts attached to the affidavit of service the printing of security num-bers on the uppermost right hand side as well as the rub-ber stamp markings of the date of actual mailing,” by “simulating the seal of the Ortigas Center Post Office and affixing the same on each registry receipt,” and “worse, by maliciously manufactur-ing or producing Registry Receipts bearing Nos. 7394, 7395 and 7396 and falsely making them to appear as if issued by the Ortigas Post Center, when records of the said post office reveal otherwise.” Lawyer Noriega further stated in her complaint that the respondents consciously

availed “of the ordinary mail services in the mailing of these copies to the affected parties in Meralco Post Of-fice, and not by registered mail as stated in the Petition, just so they could rule out, if not ensure, any possibil-ity of being tracked down.” The complaint further stated that Libarios and his team “failed to realize that, that due to the bulkiness of the contents of the mail mat-ters, these were categorized as domestic parcels instead which have their own register within Meralco Post Office.” Noriega said these crimi-nal offenses were committed with impunity at the time when Libarios was already IBP President when he was supposed to espouse ethics in the legal profession.

died and went missing when Typhoon Sendong hit Iligan and Cagayan de Oro badly. She was joined in the ground-breaking ceremony at the Serate Property on Hinaplanon Highway by Rep. Vicente Belmonte and Iligan local government officials.

Vice Mayor Dy said the out of the 7,000 Sendong

victims in Iligan, more than 5,000 of them have already been relocated and given livelihood projects to cope with. The others, however, has remained being attended to due to lack of property for their relocation.

In her speech at the cer-emony, Villar said that the Foundation is donating the amount to put up the me-morial “not to prolong our sadness for losing our loved ones or our hardships for

having lost our homes and livelihood. Rather, we will build this memorial so that we and the future genera-tions will always remember those whom we lost and those who risked their own lives to help others survive.”

The Iligan memorial is is the second that the Villar Foundation is building for Typhoon Sendong’s victims. The first one now stands at Golden Haven in Bulua, Cagayan de Oro City. It was inaugurated last October 25.

To further help the residents of Iligan City, Villar donated a coconet decorticating machine and provided technical training

to 40 families. Coconet weaving is among the liveli-hood enterprises of the Vil-lar Foundation. Coconets, which are cheaper alterna-tive to cement, are weaved using fiber produced by decorticating machine from waste coconut husks.

Vice Mayor Dy said the coconet project provided by the Villar Foundation for the Sendong victims in Iligan is doing good. “The DPWH (Department of Public Works and High-ways) has ordered 100,000 rolls of coconet coir, but because there is not enough machine yet, they cannot produce that much. We

are still looking for ways to have more machines to meet the demand,” Dy said.

Regino also revealed that Rep. Belmonte continue to patronize the coconet products from Iligan by purchasing them for the DPWH’s use. Belmonte help finance the establishment of the building that now houses the coconet decorticating machine in Iligan City.

“The coconets that the families (of Sendong vic-tims) will produce will be used as rip raps or slope pro-tection for roads and high-ways that will be developed in Northern Mindanao. It can provide them with sus-

tainable income,” said Villar during the ground-breaking ceremony last December.

Villar also emphasized the urgent need for the people to participate in protecting the environment.

“This memorial will also serve to remind us of our important role as stewards of our environment that many lives were lost because of some people’s utter disre-spect of the environment,” Villar said.

Sendong was one of the worst natural calamities that ever hit Mindanao and one of the deadliest cyclones to hit the Philippines in the last 12 years. It claimed the lives of more than 1,200 people and hundreds went missing. (Cheng O./Shaun Alejandre U./Arjay F.)

No irregularity in CDO poll paraphernalia - NamfrelCAGAYAN DE ORO CITY- An inventory of the election paraphernalia for Cagayan de Oro that went overtime Tuesday night, have found no irregularity, the watch dog National Citizens Move-ment for Free Elections (Namfrel) said.

Nestor Banuag , local Nam-frel chief said the inventory that started 2pm Tuesday and ended at about 5am Wednesday morning found that all election paraphernalia “all accounted for.” The inventory was done in the presence of Namfrel , PPRV volunteers and rep-resentatives of the political

By FroILAN GALLArDo parties. Nothing was missing,” Banuag said. Atty. Dolette Banzon, Comelec 10 assistant regional director also confirmed the Namfrel findings saying their office in Cagayan de Oro also found no “irregularity” in the election paraphernalia for Cagayan de Oro’s 277,931 voters.

“Our City office also report-ed all election paraphernalia were accounted for,” Banzon said. The Commission on Elec-tions ordered an inventory last Tuesday after watch groups spotted three City Hall employees spiriting four boxes from the City treasur-ers Office where the election

paraphernalia were stored. Banuag said Namfrel vol-unteers and City treasur-ers checked all poll forms, envelopes for voting and counting, pens and indelible inks –comparing them with a list provided by the Comelec. After these items were checked, Banuag said the items were brought to a se-

cured storage room beside the City Treasurers office at the City Hall. “Namfrel and PPCRV in-stalled their own set of pad-locks to the room to ensure they will not be pilfered, “ he said. Banuag said the room will be opened on election day on May 13.

the ballots and shaded them. This is in preparation for their deployment to the polling precincts,” Lumayag said. The mayor said the ballots that they used for the activ-ity were copies of the sample official ballots posted by the Comelec on its website. Owing to the incident, Paidumama said he has asked all political camps and election watchdogs in the area to assist them in watching over the offi-cial election materials and paraphernalia. He urged them to immedi-ately report to the Comelec or local authorities any ir-regular activity related with the conduct of the elections. “We decided to transfer the election materials from the treasurer’s office to the municipal gymnasium to make sure that they are properly secured and to avoid further suspicions from various camps,” he said. buying activities usually emerge during the last leg or final days of the campaign period as they had observed in past elections. The supposed vote-buying schemes, he pointe out, could be in the form of cash, rice or food packs and other basic goods. Speculations earlier came out that some candidates in the area had been “buying votes” at P300 to P500 per voter. Huevos advised voters to refuse such offers and reject the candidates of political camps or parties that will attempt to buy their support. He urged voters to report to them any form of vote-buying, cheating and possible violent activities related to the elections that they might witness or encounter. “It will depend on the voters’ conscience if they decide to accept them or not. But it’s important for our voters to realize that they must really choose the right candidate and not get swayed by offers of any compensation from politicians,” he said.

parts of his body, but was pronounced to be in sta-ble condition after he was rushed to a hospital here. “After my evening prayer, I was coming down for dinner when the grenade exploded by the gate, the mayor said. Ampatuan added that before the explosion, two men riding a motorcycle and wearing masks came close to the gate. “I cant comment if this is politically motivated or work related. I have a lot of threats, they said they will ambush or bomb me, but for me there is no space for fear or else I cannot perform my job,” Ampatuan said, apparently unfazed over the violence. She said she has lost count as to how many times she experienced violence in her hometown since she sat in office. Inspector Marlon Silves-tre, chief of Shariff Aguak police, said the mayor’s statement will serve as their lead in the investigation. He said they found the safety lever of the grenade close to the blas site. “ So more likely the source of the grenade is very near the vicinity of the explo-sion, so it’s possible that the suspects could just be nearby, or possibly even one of the mayor’s people,” Silvestre said. Meanwhile, at 12:15 a.m. Wednesday, four rounds from an M-79 grenade launcher were fired at the back of Datu Unsay mu-nicipal hall, although only three exploded, causing damage on the walls. Inspector June Aine Ro-jas, the town police chief, said this could be part of harassment by some groups who wanted to disrupt the electoral process. The local police station is just a few meters away from the municipal hall and an Army detachment is only 300 meters away. Around 6 a.m. today, Lo-reto Tajon, 52, head teacher

all accounted for and in the same physical arrangement,” the official said. Tension has been rising in the area since last week as three of the town’s four mayoralty candidates com-plained to the Comelec that the camp of outgoing Mayor Isidro Lumayag supposedly accessed the official ballots intended for Monday’s polls. The mayor’s daughter Honey Lumayag-Matti is seeking to replace him in the upcoming elections under the administration-backed Liberal Party-Nationalist People’s Coalition-Achiev-er’s with Integrity Movement (LP-NPC-AIM) slate. United Nationalist Alli-ance mayoralty candidate Nilda Almencion and inde-pendents Fernando Faldas and Leo Cordova asked the Comelec to investigate the matter and make sure that the town’s election materi-als and paraphernalia are properly protected. Cordova, who is a lawyer, claimed that they have two eyewitnesses who could prove that the mayor’s camp has obtained some of the of-ficial ballots and even filled up or shaded them during a recent session with their supporters. “But the problem was that those who participated in the activity placed their signatures and thumb marks in the ballots and were then given money,” he said in an interview over ABS-CBN’s TV Patrol Socsksargen. Faldas said he cannot make any conclusion on whether the mayor’s camp has actually accessed the official ballots but wants the Comelec to shed light on the matter. But the incumbent may-or said the other political camps might have misinter-preted the mock elections that they earlier conducted for their poll watchers. He said they provided their watchers with sample ballots and showed them how the actual voting takes place to make them familiar with the process. “They actually filled up

Cit ing t hei r g roup’s ongoing monitoring, Huevos said certain parties have made promises to some voters that they will give out rice and food packs days before the May 13 midterm national and local elections. He did not identify the political camp that made such offer but noted that “both parties” were supposedly preparing for such dubious acts. Two major pol it ica l camps here have been wooing local voters for control of the city hall and the first congressional district of South Cotabato, which covers this city. I n c u m b e n t s M a y o r Darlene Antonino-Custodio and South Cotabato (1st District) Rep. Pedro Acharon Jr. are seeking reelection under the administration-bac ke d L ib er a l Pa r t y-Achiever’s with Integrity Movement (LP-AIM). They are being challenged by top city councilor Ronnel Rivera and Sarangani Rep. E m m a nu e l P a c q u i a o ’s younger brother, Apopong barangay chair Rogelio, of the People’s Champ Movement-United Nationalist Alliance (PCM-UNA). Custod io repeated ly declared that her party had never resorted to vote-buying in its almost 30 years of existence and dominance of the local political scene. She acknowledged to have monitored reports on some vote-buying activities in the area but cited that her camp was not behind them. “Our integrity is intact and we always depend on our good performance to win the people’s support. I don’t think we need to buy votes just to get us elected,” she said in a recent forum. For their part, Rivera said the reports on supposed vote-buying activities by some politicians in the city were not new and come out every election time. “I’m not really privy to the specific details of these activities since I’m also new to politics but rest assured that we’re not into this kind of activity,” said Rivera, who is only running for the second time after topping the city

council race despite being an independent in the 2010 elections.

He was shot with a caliber .45 handgun on his left eye. Neighbors rushed him to the nearest hospital but failed to get there alive. Reports said Tajon was set to serve as municipal board of canvasser in the coming polls. Mayor Mando Mastura, in an interview over local radio station DXMS this morning, lamented the fate of Tajon, which he said could be considered as election violence. But Senior Supt. acquisitions,” said Globe Telecom President and CEO Ernest Cu, adding growth could be attributed to the success of the company’s revolutionary customizable postpaid plans.

Expectations of steady growth in its subscriber base as the company continues to reinvest in acquisitions to protect and advance its market share, will help seed the growth of the mobile business, he said.

“The strategy of reinvest-ing in acquisitions will en-able us to sustain our topline and enhance our overall value as a business. We’ve always been very focused on gaining market share, the momentum we have in place will allow us to continue market advancement,” Cu said, maintaining that the company is focused on qual-ity subscriber acquisitions.

He added that the com-pletion within the year of the company’s network and IT transformation program is expected to further enhance customer experience and ensure the network is ready for the present and future demands of the market.

Globe’s consolidated ser-

vice revenues in the first three months of the year grew 6% to PHP21.36 billion compared with PHP20.25 billion in the year earlier as revenues from its mobile business reached PHP17.12 billion, a 3% improvement from PHP16.57 billion a year earlier.

Mobile revenues, which account for 80% of the com-pany’s total topline, drew support from the growth in domestic voice, mobile browsing and value add-ed services as subscriber growth gained traction dur-ing the quarter.

In the first three months of the year, the company had a net addition of 2 million subscribers, more than double the net addi-tions generated in the first quarter of last year follow-ing double-digit expansion in postpaid and prepaid subscriber growth during the period.

The company ended the quarter with a total mobile subscriber base of 35.1 mil-lion, a 13% jump from a year ear

With this, it is a living fact that all of us, who are qualified, must exercise our right to suffrage. Aside from it is our right, one vote, your vote also can alter the system, be it for better or even for worse.

While we have this right, we must also consider some provisions in choosing political candidates whom we will put in the office. Such as (1) Make a list of things that are important to you, that in yourself, that certain candidate can do for your community and to the country in general, (2) Motivate these choices, assess if that political candidate can really turn it into reality, (3) Look for a candidate in which your choices can fit in to, (4) Find if the candidate you have chosen is really the one, search for his/her achievements, contributions, and background, platforms among others, (5) Make a final pick, decide for a candidate whom you trust, and (6) Act out your decision.

Fellows, for this May 13, 2013 poll, may we instill in mind that above all, whatever our decisions maybe and whatever the outcome is, it is not only you who will benefit and it is not only you who will suffer. Henceforth, let us use our critical thinking as we cast our vote. Advertorial

SKorea expects north’s missile test by Monday

South Korean soldiers look at north Korea through binoculars from Dora Observation Post near the border village of Panmunjom, april 10, 2013.

UNITED States and South Korean forces remain on heightened alert for a North Korean missile test that of-ficials say could take place at any time.

Seoul’s defense ministry on Thursday said it is at a “full readiness posture” as it monitors the North for pos-sible launches. A spokesper-son said the South believes the test could take place on or before the Monday birthday of North Korea’s late founding leader, Kim Il Sung.

But the defense ministry refused to comment on a re-port by Japan’s Kyodo news agency, which on Thursday quoted an unnamed Tokyo defense official as saying Pyongyang has placed a missile launcher in a raised position in apparent prepa-ration for a test.

Joint U.S.-South Korean forces have already raised their alert level to “Watch-Con 2,” indicating a vital threat is present. At the Pentagon, Defense Secre-tary Chuck Hagel warned Pyongyang against making more threats.

At the Pentagon, U.S. Defense Secretary Chuck Hagel warned Pyongyang against ma k ing more threats. “North Korea has been, with its bellicose rhetoric, with its action, has been skating very close to a dangerous line. Their actions and words have not helped defuse a combustible situation,’’ Hagel said.

South Korean Foreign Minister Yun Byung-Se told lawmakers Wednesday it is “highly likely” North Korea will test one of its new missiles “at any time.”

“We believe that the missile will be a Musudan, which is a new form of mid-range missile with a range of 3,500 kilome-ters. How far it will travel depends on North Korea’s will,” Byung-Se said.Lines of communication

Meanwhile, diplomats are scrambling to maintain possible lines of commu-nication with Pyongyang and ease tensions.

The European Union Wednesday told North Ko-rea it would not pull its diplomats despite North Korea’s warning that it could not guarantee their safety after April 10.

During talks in Lon-don with U.S. Secretory of State John Kerry, Russian Foreign Minister Sergei Lavrov sought to present a united front.

“On North Korea, we have no differences with the United States. You should not scare anyone with military maneuvers. And then there’s a chance everything can calm down,” Lavrov said.

Chinese Foreign Min-istry spokesman Hong Lei also urged restraint.

“Under present circum-stances, all sides should stay calm and restrained, not provoke each other, strive to alleviate the tension, bear in mind the regional peace and stability, work towards the resumption of the six-party talks, strengthen contact and dialogue, strive for

denuclearization to achieve a long-term security and stability in Northeast Asia,” Lei said.

North Korea is reported to be in the final stages of preparing for a mid-range Musudan missile test.

The previously untested missile could potentially reach South Korea, Japan, or the U.S. territory of Guam. Unconfirmed reports also suggest Pyongyang is pre-paring to test other missiles simultaneously.

Some analysts expect the test to occur sometime around the Monday birth-day of Pyongyang’s found-ing leader, Kim Il Sung.

The commander of the U.S. forces in the Pacific confirmed North Korea has moved a Musudan to its east coast in apparent preparation for a launch. Testifying Tuesday at a U.S. Senate hearing, Admiral Samuel Locklear insisted that any North Korean mis-sile could be intercepted if it poses a direct threat to the U.S. or its allies.

Warnings to foreignersNorth Korea state tele-

vision has been urging foreigners to leave South Korea, warning they could be caught up in an all-out military conflict or a “nuclear war.”

South Korea Unification Ministry spokesperson Kim Hyung-suk on Wednesday played down the threat to foreigners.

“Various actions from the North are very likely to be psychological, creating anxiety. I will say that we should not be paying too much attention or feeling anxious,” Hyung-suk said.

North Korea has threat-ened to attack the South, the United States and U.S. allies in the Asia-Pacific region in retaliation for the latest economic sanctions imposed on Pyongyang by the U.N. Security Council.

Those sanctions have been aimed at punishing Pyongyang for carrying out nuclear and missile tests in defiance of Security Council resolutions.

South Korean Foreign Minister Yun Byung-Se told lawmakers Wednesday it is “highly likely” North Korea will test one of its new missiles “at any time.”

the period of the illness. If it were respiratory,

taking in plenty of fluids, eating a balanced nutritious diet and rest will go a long way. It is said that in one’s lifetime, one cannot evade the possibility of having that virus affect you: but, you and I can do something about it and come out better and healthy persons.

Cherry Orendain, Anak-bayan Southern Mindanao spokesperson, said the de-crease in the number of HEIs applying for tuition fee increase “does not please the youth and students,” adding that the CHED al-legedly failed to control the “alarming trend” of tuition fee increases among private schools in the region.

“The fact remains that education is still a busi-ness and that the CHED has perfected its role as the spokesperson of the capitalist educators,” she told MindaNews.

Bai Ali Indayla, second nominee of Kabataan Par-tylist, earlier said that some 150,000 students from pri-vate schools were affected by tuition fee increases in the school year 2012-2013.

She cited that in the last three years, tuition fee in-creases ranged from P3,150 to P4,200 per semester, with the average tuition paid by a student reaching P40,000 per school year.

Indayla said her group gathers complaints from parents and students on school violations related to tuition fee increases through the “Kabataan Hotline” with numbers 082- 221-6589 and 0942-980-8413.

She said that “redundant and exorbitant fees” have turned out as the most com-mon complaints of parents and students.

Indayla stressed that education in the country has become commercialized and expensive, making it hard to the reach of the poor.

Alvarez said the issues related to hikes in tuition and other fees require con-sultations as mandated by Article III of CHED Memo-randum Order (CMO) No. 3, Series of 2013.

Based also on the order, 70 percent of the tuition fee shall go to personnel salaries and benefits, 20 percent for school upgrad-ing or improvement, and only 10 percent for return of investment. (Lorie Ann A. Cascaro/MindaNews)

talk to the troops who launched a standoff, “in a brotherly way.”

The MNLF leader said the governor of Tawi-Tawi Sadikul Sahali and “some-body from the national government” has pleaded with him to join an entou-rage going to Kuala Lumpur and Sabah.

“They want me to con-tact these young people, tapos ngunit ngayon, aywan ko (but now, I don’t know),” he said.

Misuari said another way of solving the problem, is by making an appeal to his friend Malaysian Prime Minister Datuk Seri Najib Tun Razak. He claims the Prime Minister is a cousin of his grand nephew, whose grandfathers are brothers. “So I intend to send him there, to talk to Najib and persuade him to desist from sending more forces [in Sabah].”

He said he will also talk to Sultan Jamalul Kiram III, not to aggravate the situation.

“I can mediate with them, anyway, Sabah and Sarawak belong to me, and my clan. It doesn’t belong to the Sultanate, because this is the property of my great great grandfather Panglima Pahabasal Elija,” Misuari added.

Misuari flew in to Davao Saturday after attending a month-long meeting with the parliaments of the Or-ganization of Islamic Con-ference (OIC), conferred with Vice Mayor Rodrigo Duterte in Mandaya Hotel to talk on these options.

He clarified that the ac-cusations of his involvement in the Sabah tension are “baseless and unfounded.”

Duterte, for his part, as-sured Misuari of support if anything happens. The Vice Mayor, without elaborating, offered help “in connecting and talking it out” with the national government.

Misuari said he talked to Sultan Kiram in a discreet meeting the night before he left for Davao. He told the Sultan be careful because “(the government is) pre-paring to arrest you.”

“Sabi niya, mas gusto ko ma-arrest na ako para makapagpahinga na ako sa loob ng prison. (He said, he wanted to be arrested so he can relax in prison.)”

Misuari thinks it is a big gamble on the Sultanate royal army to send their troops and mass up in Sabah. He is worried that violence might spread in Kunak, then to Kota Kinabalu in San-dakan and to other places.

Misuari said he does not want any trouble with Phil-ippine government and Ma-laysia. He thinks the prob-lem is better left between the Bangsamoro people and the Malaysian people to resolve. “We should not allow other people to come in. It might only aggravate the situation,” he said.

Misuari lashed at Presi-dent Benigno Aquino III for saying the Sultan’s claim and actions are “a hopeless cause”.

“He knows nothing about what he is talking about. He will become a laughing stock in the whole world with the way he pres-ents himself before the eyes of the peoples of the world.”

Maintaining that he has no hand in the incident, Misuari said he is in the

midst of preparing for the resumption of peace talks between the Philippine gov-ernment and the MNLF this month in Jakarta. Indonesia has offered to broker the resumption of the talks.

Misuari sounded firm that peace is at hand in Mindanao, “if not for the Sabah problem.”

Misuari said, he will leave the next day and meet with them [MNLF troops]. “Maybe the brother might want me to report to them about my travel abroad, and possibly will also include the whole Sabah,” he said.

Misuari is expected to attend the 6th Mind-anao Indigenous Peoples C onvent ion/2nd ATM Genera l Assembly/1st Bangsamoro-Highlanders Mindanao Grand Summit this afternoon where he will be conferred as “adopted sons of Mindanao” with senatorial candidate Jack Enrile. the sultanate’s men.The “intention of the

entire sultanate is not to be intransigent but to start the long process of talks. What the situation required is listening to the sultanate’s demands,” said Abraham Idjirani, spokesman of the sultanate of Sulu and North Borneo in an AM radio interview this week. He bewailed Aquino’s tack which then consisted of sending a delegation to Lahad Datu to make them go back to the Philippines. “If they went there only to fetch our brothers, they are committing a sin against us, their brothers in the Philip-pines and not just those in Malaysia. In that case, there is already a connivance between governments of Malaysia and the Philip-pines,” Idjirani said.

The Aquino government also threatened the group that charges may be filed against them. Charges in-clude inciting to sedition and illegal possession of firearms, according to Jus-tice Secretary Leila de Lima. Some critics countered though that the Aquino government needs to look at the position of the Sultanate of Sulu beyond Philippine laws, considering that the said Sultanate has been in existence even before the Philippines was “discovered” and named by Ferdinand Magellan.

Tolentino of Katribu said the struggle for the rights of the country’s national minorities—both the indig-enous peoples and the Moro people – is not recognized by the State.

The Aquino government has a tendency to dismiss the indigenous peoples’ ancestral domain, and in the case of the Sultanate of Sulu, “Aquino has dismissed the Sultan’s assertion to claim Sabah as ‘foolhardy.’ This only reveals how the Philippine state abandons the issue and leaves the

Moro people on their own to assert their rights to their ancestral territory,” Tolentino said.

What is happening in Lahad Datu, Katribu says, is the result of “the State’s negligence of minority is-sues.”

The multi-sectoral group bagong Alyansang Maka-bayan (Bayan) also criticized Aquino’s “absurd point that recognizing the ownership of the Sultanate over Sabah and Sulu could pave the way for its eventual secession from the Philippines.” Sul-tan Jamalul Kiram and his siblings had repeatedly said they consider themselves as Filipinos and they are merely asking the govern-ment to assert their and the country’s claim to Sabah.

Aquino’s sham patrio-tism is the true spoiler

to peace processAquino’s “defeatist”

attitude concerning the Philippine claim on Sa-bah contrasts starkly with his administration’s treat-ment of the Spratlys and Panatag Shoal dispute with China, said Carol Araullo, chairperson of Bayan. She pointed out that in the case of Spratlys, no less than the head of state engages in open polemics on the territorial dispute at every available opportunity, domestic or international. “It has even filed a case against China for international arbitra-tion,” she said. While “we have strong grounds to as-sert our sovereignty over the Spratlys and Panatag Shoal, we have even more compelling historical and legal bases to claim Sabah,” Araullo said.

Bayan regards this dou-ble standard in handling the Sabah and Spratlys/Panatag Shoal issues as a demonstration of the Aqui-no government’s “deceitful and sham patriotism.” It demonstrates, they said, that Aquino’s noises with China over territorial dispute has little to do with its patriotic duty to defend the national sovereignty and territorial integrity but more about “using the Spratlys/Panatag Shoal dispute to promote US imperialism’s hegemonic schemes in the region.”

The Aquino govern-ment “is using the dispute with China to justify the ever increasing presence of American troops, warships, jet fighters and drones, and other war materiel in the country’s territory under the auspices of the Visiting Forces Agreement (VFA),” Araullo said.

About the same time the Malaysian troops started shooting at the guards of Sultan Kiram in Lahad Datu, the negotiating panels of the Aquino government and the Moro Islamic Liberation Front (MILF ) were sign-ing one of the completed annexes to the previously signed Framework Agree-ment. Unfortunately, the two parties reportedly said certain groups have been supposedly egging on the sultanate to act like a spoiler

to the peace process.“Aquino has subsumed

the Sabah claim to political and geopolitical consider-ations, in particular the wish to bring an end to the Moro secessionist movement in the South through US-backed peace negotiations with the Moro Islamic Lib-eration Front (MILF) where Malaysia has played a key role as facilitator,” Araullo of Bayan commented in a statement. She said the Aquino regime, together with the US which has taken a hands-off posture on the Sabah stand-off, apparently views the Sabah claim as a potential stumbling block, if not complete spoiler, to inking the coveted final peace compact with the MILF.

But Aquino’s handling of the Sabah issue is ultimately the true peace spoiler. As Araullo said, “The Aquino administration is not only surrendering our territorial integrity and national sov-ereignty, it is also creating conditions that make an enduring peace with justice in Mindanao more elusive.” (http://bulatlat.com)

Tuition...from page 3

Southern Mindanao spokesperson of Anakbayan, a nationwide mass organi-zation of Filipino youth, however pointed out that not once, in their experience, have such consultations prevented the increases in tuition fees.

In fact, Orendain said, such consultations are usu-ally “staged” to the effect that students are practically rendered powerless in the face of such exercise.

Orendain said they are dismayed as CHED is sup-posed to be “a regulatory body to control school fees,” but the agency instead, “has become an instrument in the launching of such staged consultations for tuition hikes in campuses.”

“The CHED is practi-cally useless in terms of protecting students from high costs of education,” Orendain said.

A first year student of the University of the Philippines –Mindanao for instance, pays P600 per unit, so if a student enrolls in 20 units of courses, he pays at least P16,000 pesos per semester, Orendain said.

A Bachelor of Science in Elementary Education student of the University of Mindanao pays P394 per unit, so he pays P7,900 for 23 units, on top of the almost P7,000 cost of miscellaneous fees, she added.

A student of Ateneo de Davao University pays P900 per unit, so 20 unit enroll-ment would entail a cost of P18,000 per semester, exclu-sive of miscellaneous fees.

Orendain said they ex-pect many students to drop out next school year. “The costs of basic goods are al-ready increasing. How can we expect our parents to be able to send us to school with such expected round

of increases?”Orendain said their

group is set to conduct massive consultations with students from colleges and universities to discuss how they can oppose the in-creases. “Expect massive protests from students,” Orendain warned. (Irene V. Dagudog, davaotoday.com)

his duties and responsi-bilities expected of a com-mander and to implement President Aquino’s program of reform and peace and order.

Among the activities during his short stint were Fluvial Parade and Kick-off Football for Peace spear-headed by Pres. Aquino to symbolize his support for the Framework Agree-ment on the Bangsamoro. It was jointly participated in by Moro rebels and APF personnel and held at the grounds of Camp Siongco.

A media fellowship was also held last December where journalists and media practitioners from Cotabato, ARMM and South Cota-bato gathered to socialize with the AFP personnel as partners in peacekeeping and peace-building.

Gapuz, who swore to abide by the AFP’s prin-ciples of accountability and transparency especially in logistical and financial as-pects says, “I will continue the peace efforts of my pre-decessors especially on the on-going peace process, the peace talks and the programs and projects that will help contribute to the attainment and maintenance of peace, order and security in Mindanao.”

Present in the ceremony were line agency heads, AFP, PNP and LGU officials like Maguindanao Governor Toto Mangudadatu, Con-gresswoman Bai Sandra Sema, Cotabato City Mayor Muslimin G. Sema, and DILG Sec. Atty. Macmod Mending who represented the ARMM Regional Gov-ernor Mujiv S. Hataman, CSOs and stakeholders.

Clark International Air-port (CIA)’s role as inter-national gateway to Central Luzon is very important, being accessible to 23 mil-lion people from the Na-tional Capital Region and Central and Northern Lu-zon. Besides, Clark houses several industries such as manufacturing, logistics, services, airlines and tour-ism, among others.

Lim said Cambodia air-ports have delivered Best Practice in airport manage-ment, which the Philippines can emulate.

She said the airport in Cambodia is owned by the private sector. A French group Vinci owned 70 percent and a Malaysian-Cambodian joint venture have 30 percent stake in the airport.
