VICE President Jejomar Binay on Thursday led the inauguration of the recently completed twelve 16-unit housing buildings at Di-siplina Village, a housing project of Valenzuela City for the victims of typhoon Ondoy.

Binay, chairman of the Housing and Urban De-velopment Coordinating Council (HUDCC), lauded the uniqueness of Valenzu-ela City’s housing project as its construction develop-ment has been conducted through the joint efforts of the City Government un-der Mayor Sherwin “Win” Gatchalian and the private sector like the San Miguel Brewery, Inc.

The housing buildings in the village now totals to 15, with 41 more currently erected to accommodate 900 family relocatees. At least 192 second batch of

According to Tanduyan, one of the fatalities was five-month pregnant.

He said the Novo work-ers were staying at the store’s dormitories at the third floor. They were unable to escape as they were locked from the inside and outside the building and “there was no accessible fire or emer-gency exits”, Tanduyan said.

He said Novo branch employed more or less 40 workers. 50 percent of whom were under the stay-in scheme. These workers labored for 12 to 14 hours a day for P160 daily wage without overtime pay and other benefits while their employment expired after six months.

The fire incident, Tan-duyan said, showed the “deplorable and inhumane conditions that the wage earners endured.”

As Tanduyan demanded

that Novo should be made liable “as its unsafe practices and establishment condi-tions are the cause for the (fire) incident and deaths of its employees,” he also said DOLE-Caraga should “be put to task for its failure to ensure safety and protect the rights of workers for safe working conditions.”

He said the families of the victims should be justly compensated and offered legal assistance as they seek justice for the deaths of their loved ones.

Binay, Win Gatchalian open ‘Disiplina Village’

beneficiary families were awarded with Certificates of Occupancy, bringing the total residents in the village to 238 families now.

Likewise, Binay, Gatchal-ian and representatives of private sector partners led the ground braking of the Disiplina Village Phase II, which will accommodate

the remaining 960 families out of 1,860 Ondoy victims in the city.

Mayor Sherwin Gatchal-ian said the Phase II of the project was made possible through the partnership with the National Hous-ing Authority (NHA) un-der Pres. Benigno Simeon Aquino III’s “P10-billion fund to relocate informal settler families residing along danger areas in Metro Manila.”

Binay cited Mayor Win Gatchalian’s concept of Di-siplina Village, the first initiative in the country to address the devastating impact of typhoon Ondoy.

Gatchalian is also the first local chief executive to fight for “in-city relocation” of families displaced by the Northrail project.

Gatchalian said he recog-nized the impact of displace-ment only to be worsened by

off-city relocation projects.He said off-city relo-

cation disrupts the living condition of beneficiaries rather than improve them.

Informal settlers are be-ing uprooted with scarce options to livelihood, with other problems commonly being encountered, such as water, sanitation, healthcare and education facilities and these experiences force them to return to or near their previous area of residence and become informal set-tlers again, Gatchalian said.

“Gusto ng mga tao na maging malapit sa kanilang pinagtatrabahoan. Kapag

After the devastation of typhoon Ondoy in 2009, Gatchalian, along with the businesses and industries based in Valenzuela city pulled together their re-sources to raise funds for the construction of hous-ing units. The funds raised was coursed through the

Dakilang Handog Foun-dation Inc., which the city government provided the initial 1.9-hectare lot in barangay Ugong, Valenzuela City as the relocation site.

Through the partner-ship with Gawad Kalinga Community Development Foundation, 46 beneficiary families that used to live in the village on temporary shelters were awarded with Certificates of Occupancy and transferred to the initial three clusters buildings last February 2011 in an event dubbed as “Bagong Bahay, Bagong Buhay sa Disiplina Village.

You might have flown on an airplane before, and even though you knew the plane was safe, and the pilot was well trained, you still were nervous and scared. Because you know there is always a chance something

Whom to blame in Butuan fire?

THE fire that gobbled up a commercial mall in Butuan City, Wednesday dawn, where 17 sales persons died was one of the worst fires that hit the Caraga Region in recent years.

Obviously, owners of Novo Jeans and Shirts where the victims were trapped to death could be liable for various counts of offenses. No doubt, the city government has also some failures. A review on the city’s poli-cies on buildings and structures will certainly provide some hints.

A security guard assigned during the incident told fire investigators that Novo Jeans main gate was locked. ‘The building was locked from inside and from the out-side,’ the guard said.

Fire investigators also recovered a charred body near the building’s fire exit prompting them to presume that the fire exits were also locked.

The three fortunate survivors had to jump out of a small window (their body was just enough to fit) from the building’s second floor. They suffered fractured and bruises but they escaped being toasted alive. Certainly, the window definitely served only as ventilation of the concrete building.

An investigation, especially the culpability of the owners of Novo Jeans and Shirt, into the incident is now underway. Investigators should find out why owners of the establishment double locked the main gate (door) of

the building at night when there are stay-in personnel.Aside from owners of the Novo Jeans and Shirt de-

partment store, owners of the building could also be liable if found that the construction of the building had violated some provisions of the National Building Code of the Philippines, specifically on Light and Ventilation under Rule VIII.

Some important provisions of the Fire Code of the Philippines, PD 1185, need review as the investigation progresses.

Investigators should look into the building’s fire pro-tection features such as sprinklers system, hose boxes, hose reels, fire alarms, and automatic fire suppression systems. All building exits must also conform to provi-sions of the Fire Code of the Philippines. For instance, all exits in the area must be provided for safe passage. These passages must be well lighted. There must be stairways, other ways of exits sealed from smoke and heat.

By the way, there is a Novo department store in Cagayan de Oro City. Is the owner of the Novo Jeans and Shirt in Butuan City’s department store the same as the owner of the Novo department store in Cagayan de Oro City?

If ever, Cagayan de Oro City officials should look into the operation of Novo department store in the city. Stay-in sales persons in Cagayan de Oro’s Novo department store should be discouraged, too. Concerned agencies should review all fire safety requirements of all build-ings in Cagayan de Oro City in order to avoid a repeat of that gruesome fire in Butuan City.

Local weddings in vari-ous Muslim provinces and cities comprising the Au-tonomous Region of Muslim Mindanao (ARMM) are coming to Cagayan de Oro City. Following their respec-tive cultural traditions, the

celebration of life is a sight to behold.

Brides are decorated and beautified in various ways for wedding. It is normal and quiet common that gold of the perfect karats are made as bracelets, ear rings and jewelry for the head worn over the wedding shawl are to be provided by the groom.

Dowries of the most useful and elegant for the couple to start their lives are

discussed by the families. Cash or gifts change hands among relatives. Hundreds if not thousands of guests goes to the wedding registry. Sometimes it could become a very expensive affair as large spaces or hotels are rented to accommodate such large gatherings of guests.

Weddings can a lso take place in the Bride’s or Groom’s houses. There are more conservative Muslims who avoid lavish weddings and consider the pompous ceremony as unnecessary expense. Parents prefer in-stead to pay the amount to the Bride or the Groom to help in the foundation of their family. Many newly grown up Muslims believe

Legaspi told CMFR that the police invited to their office two possible suspects, an alias “Bobot” and “Hagi-bis” for questioning. But the two were later released after police failed to establish a motive for the two to kill Palma.

Bobot and Hagibis were allegedly in a dispute with Palma’s brother over a quar-rying business but Palma somehow got involved. They were allegedly at Palma’s

house last 22 April 2012 looking for the latter, who was not at home. Legaspi said he advised Palma to report the incident to the police.

ORDER

Before this court is verified Joint Petition for the approval and Registration of the Divorce filed by their Counsel and alleging among others: That petitioners are husband and wife, respectively, in a marriage performed under Civil rites on March 18, 2002 at Talakag, Bukidnon, they converted to Islam faith, of which conversion to Islam were Registered with this court, both of them can be served with summons and notices at their residence at Barangay Palao, Iligan City and Kabugason Purok # Hinaplanon, Iligan city respectively. That said marriage did not last long, due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstand-ing between petitioners and reached the point of irreconcilability and they separated for ten (10) years already, they decide to live physically in bed and board thereby executed Divorce Agreement in order to formalize their separation; since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other’s affairs. Petitioner’s seek judicial decree of divorce thereby severing their marriage bond on March 18, 2002 so that they will have free hand to do what a single man or woman could do without marital burden: reconciliation between them had already been diligently employed but all proved futile. WHEREFORE, finding this joint petition to be sufficient Inform and substance set the initial hearing of this case on May 28, 2012 at 9:00 a.m. at which time, date and place, any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan one week for three (3) consecutive weeks at the expense of the petitioners. SO ORDERED. City Fire Marshal Alric Gomez said that aside from Novo Department Store, St. Peter Life Plan, Inc.-Butuan branch, Smart Wireless Center, Cherry Mobile Store, Western Union office and Digi Life were razed by the conflagration. The business establishments were housed at the building owned by Butuan Premiere Distribution Incorporated of the Tan family.

Gomez said investigation was still being conducted to determine the cause of the blaze.

“The Muslim minority in the country and the objective readers of the prestigious PDI are disturbed and hurt with this blatantly bigoted caption. Such labeling of a Muslim woman, wearing such kind of religious fit, can put the Muslims again in the bad light.”

“There is a clear discrimi-nation in that unfair byline. The PDI, as a fair and truth-ful newspaper in the coun-try, should put everything in the right perspective. The photograph with the caption only aggravates the bad and biased perception against the besmirched Muslim populace,” he added.

Even President Aquino’s gesture of greeting the Muslim woman by shaking her hands also drew criticisms from the social media sites, saying it was “haram” or forbidden in Islam.

a stranger even if he is the president. It’s an ethical no-no in Islamic adab, decorum. Both sides are at fault here. We know that most national dailies are into “bad-news-sells” syndrome. The media watchdog Na-tional Union of Journalists of the Philippines said it was deeply concerned about the caption which appeared on the May 9 issue of the Philippine Daily Inquirer.

“It is disturbing that the

paper cleared such a blatantly bigoted caption, especially after the firestorm of criticism it reaped in the wake of the Demetrio Vicente fiasco, when PDI ran a series of unflattering photos of the stroke victim when he appeared at the im-peachment trial of Chief Justice Renato Corona and labeled it ‘Character witness’.”

“We are also bothered by the thought that because of the caption writer’s irresponsibility, the blame might be unfairly laid on the photographer whose byline accompanies the pho-tograph. Clearly, the PDI owes an apology and an explanation to the public, to Muslims and to

its own staff photographer,” it said in a statement on Thursday.

The Philippine Center for Photojournalism said the photo caption was “uncalled for, insensitive and even libel-ous” in a letter sent to Leticia Magsanoc, the Editor-in-Chief of the Philippine Daily Inquirer; Jose Nolasco, its Managing Editor; Artemio Engracia, Jr., its News Editor; Ruben Alabastro, the paper’s News Day Desk Chief; Nilo Paurom, its Page One Operations Chief.

“Although the burka is frowned upon in some Western societies, it remains to be part of the culture of Islamic societ-ies. We believe labeling a dress

a security risk does not take into account the nuances of the Islamic culture. It is also an affront to the minority Muslim population of this country that a symbol of Muslim culture is labeled outright a security risk and further fuels the stereotyp-ing of our Muslim brothers as terrorists.”

TWO unidentified gunmen on a motorcycle shot dead a radio station employee who also did weather and other reports while parked in front of a hospital in Koronadal City in the province of South Cotabato last 30 April 2012. Koronadal City, South Cotabato is approximately 1027 kilometers south of Manila.

Rommel Palma, driver of Bombo Radyo Koronadal, was at the South Cotabato Provincial Hospital at around 5:00 a.m. after accompanying one of the station’s report-ers, Rey Legario, to the hospital. Legario entered the hospital to get a report while Palma stayed in the car.
