DPWH-ARMM to constructP10-B worth of projects this yearCOTABATO CITY – TheDepartment of PublicWorks and Highways of theAutonomous Region inMuslim Mindanao(DPWH-ARMM) has pro-grammed this year variousprojects in the five prov-inces of the region with to-tal allocation of P10 billion.

In a press conferencedubbed “Tapatan saARMM”, newly installedSecretary Don MustaphaLoong said his departmentis speeding up work tomeet its target of imple-menting these projectswithin the year.

Secretary Loong iscontinuing the reformagenda started by the pre-vious administration offormer secretary Engr. EmilSadain and the regionalgovernment. Engr. Sadain,the head of the regional

public works agency forthe past three years, is nowthe DPWH national office’sassistant secretary for for-eign-funded projects.

Secretary Loong reiter-ated that the DPWH-ARMM has many flagshipprojects in the region’s fiveprovinces. In 2014, theDPWH-ARMM targetedP5-billion worth ofprojects, which include400 kilometers of roads, 13bridges, 17 seaports and 12drainage structures.

“As of now, projects for2014 had achieved a physi-cal accomplishment of70%,” Sec. Loong said. TheP10-billion worth ofprojects this year includes500 kilometers of roads, 45seaports and 91 water sup-ply systems.

“We are now doingthings faster and system-

atic and strengthening ourpartnership with the localgovernment units for thepeople of ARMM in orderfor them to have cheapertransport of goods andproducts, better access totourism sites, and mainlyto uplift the lives of thepeople in the region,” headded.

The agency is currentlyworking on flood controland drainage improvementprojects to minimize flood-ing during the rainy season.DPWH-ARMM is also fo-cusing on roads leading totourist spots in partnershipwith the ARMM’s Tourismdepartment.

“This will boost theregion’s tourism industryand will attract more visi-tors and tourists,” he added.(Bureau of Public Informa-tion)

Salusad, who is also be-ing hunted by the now rivalgroup NPA, has reportedlywanted to be part of thegovernment’s militia force orCAFGU which is the acro-nym for Civilian ArmedForce Geographical Unit, toprotect communities fromlawless elements in the prov-ince.

Cuarteros also said hisyounger sister, ElizaBuenabides, whom he didnot see for a long time andher husband, sheltered hisgroup while they were in SanFernando town.

The JMCIM – led by aninternationally known pas-tor Evangelist Wilde Almedaand his wife, Assistant PastorLina Almeda – is one of thelargest and most successfulapostolic churches based in

the Philippines with mil-lions of followers in thecountry alone. It has sta-tions also in the UnitedStates and other parts of theworld.

It was also Almeda wholed a dozen “prayer war-riors,” including Cuarteros,to a miraculous journeyand mission of 100-days offasting and prayers that vic-toriously convinced therebel group Abu Sayyaf torelease the 21 Sipadan hos-tages in Talipao town inSulu province in 2000.

Almeda’s group alsomanaged to convince a se-nior rebel leader GalibAndang, alias CommanderRobot and his group to em-brace the Christian faithand baptized them. Sayyaf man in 2001 killings capturedZAMBOANGA CITY – Se-curity forces have capturedan Abu Sayyaf rebel in-volved in the 2001 abduc-tion and beheading of 15farm workers in the south-ern Philippine province ofBasilan, officials said.

Insp. DahlanSamuddin, a regional po-lice spokesman, saidAbdula Indanan, aliasAlkobar, was captured inthe village of Paniongan inLantawan town. He said

policemen, backed by sol-diers, swooped down onAbdula’s hideout after along surveillance opera-tion last week.

He said Indanan wasamong those who ab-ducted the farm workers inGolden Harvest Plantationin Lantawan’s Tairan vil-lage.

The hostages wereused by the Abu Sayyaf asshield against pursuingtroops and then killed

them one by one as thegunmen escaped to themountains.

Maguindanao IDPs return homeCOTABATO CITY – After al-most four months of stay-ing in different evacuationcenters, more than 120,000Internally Displaced Per-sons (IDPs) inMaguindanao have suc-cessfully returned to theirrespective communities,bringing the number ofdisplaced residents in theprovince to zero.

During the com-memoration of the WorldRefugee Day in CotabatoCity, Atty. Laisa Alamia,Autonomous Region inMuslim Mindanao(ARMM) executive secre-tary, announced that as ofJune 4, Maguindanao has“zero IDP”.

Around 24,000 fami-lies, or about 120,000 indi-viduals, from 11 towns inMaguindanao were dis-placed due to an intensi-fied law enforcement op-eration launched by themilitary starting in Febru-ary this year against theBangsamoro Islamic Free-dom Fighters and otherterrorist groups.

The military operationthat dragged for more thantwo months also disruptedclasses in schools involv-ing at least 16,000 elemen-tary and secondary stu-dents.

In line with the obser-vance of the World RefugeeDay, the United NationsHigh Commissioner forRefugees conducted anIDP forum aimed at updat-ing the public on the stateof internally displacedpeople in Mindanao and inARMM in particular. Vari-ous line agencies includinglocal and international hu-manitarian organizationsattended the event.

Part of the commemo-ration was the sharing ofexperiences of some IDPsduring the intensified lawenforcement operations ofthe Armed Forces of thePhilippines.

Zainudin UkasMohamad, a farmer fromthe town of Talayan, said itwas never easy living in anevacuation center notinghe hopes that somedaygenuine peace will beachieved.

“Natutulog kami salupa at dahon lang ngsaging ang aming banig(We slept on the groundusing banana leaves as ourmat),” he said. “Sanamagkaroon na ng tunay nakapayapaan sa aminglugar (I hope there will begenuine peace in ourarea),” he added.

Saiduna Dalimbang,

16, from Nimao, DatuPiang, said despite experi-encing the hardships of be-ing an evacuee at a veryyoung age, she does notlose hope of becoming anurse someday. “Noong2008 ako unangnagbakwit, Grade 1 akonoon (I first evacuated in2008, I was in Grade 1then),” she said.

“Sa kabila ng paulit-ulit na gulo, hindi akonawawalan ng pag-asa namagiging nurse din ako(Despite the recurring con-flict in our area, I am stillhoping that someday I willbecome a nurse),” sheadded.

The United Nations es-tablished the World Refu-gee Day “to honor the cour-age, strength and determi-nation of women, men,and children who areforced to flee their homesunder threat of persecu-tion, conflict and vio-lence.” It is a day “to recog-nize the resilience of forc-ibly displaced peoplethroughout the world.”

Buligao also appealed

to politicians in DapitanCity to help them. “Help us,please have mercy on us,”he said.

The soldiers, whosenames were not releasedby the army, were buyingmaterials for a schoolproject when gunmen at-tacked them last week.The army did not say howmany gunmen were in-volved in the attack, butthey also took the soldiers’motorcycle before fleeing.

Army Captain Jo-annPetinglay, a spokeswomanfor the 6th Infantry Divi-sion, said the victims weremembers of the 34th In-fantry Battalion which is

currently working on therehabilitation of Meta El-ementary School in theneighboring Datu Unsaytown.

“The unidentified per-petrators took the motor-cycle of the victims aftershooting one in the headand the other at the back.Responding elements ofthe 34th Infantry Battalionwere able to bring the sol-diers to the hospital inMaguindanao, but theywere already declared deadupon arrival,” she said.

Petinglay condemnedthe twin killings andquickly blamed the attackon the separatistBangsamoro Islamic Free-dom Fighters.

“The incident clearlymanifest that the BIFF

members are treacherousand will eventually strike atsoldiers who are not in-volved in actual combatoperation if given the op-portunity. This only furtherproves that the group doesnot care for the welfare andthe future of the childrenwithin their communities,”she said.

There was no immedi-ate statement from theBIFF, but previous attackson military targets werealso carried out by sympa-thizers or supporters of therebel group which is fight-ing for independence inMindanao region.Maguindanao is one of fiveprovince under the Muslimautonomous region inMindanao. The US Must Stop Enabling Israelby Alon Ben-Meir

NO ONE can deny the close,abiding, and unparalleledfriendship between theUnited States and Israel. Thistight bond has served bothcountries well, especially Is-rael, which has benefittedpolitically, economically,and militarily from the US’sunwavering support, help-ing Israel to become a pow-erhouse second to none inthe Middle East. It appears,though, that this unequivo-cal American support andfriendship enabled Israel tobecome more entrenched inthe West Bank by buildingand expanding the settle-ments and expropriatingPalestinian land, therebymaking the prospect ofachieving peace ever moreremote.

Regardless of the warsand violent conflicts sweep-ing the region since Israel’sinception, the US main-tained a steady hand in itssupport of Israel, even at theexpense of its own strategicinterests in the area.

Friendship, after all,whether between countriesor individuals, carries with ita moral responsibility andobligation to lend aid, ad-vice, resources, and protec-tion as the case may warrant.An ethical difficulty arises,however, when one realizesthat instead of helping afriend, one is in fact allowing,or enabling, that friend toharm himself.

To use a simple analogy,if my friend is addicted todrugs, there quickly comes apoint where readily givinghim money (in the Israeli-USsituation, providing Israelwith military aid, economicassistance, and especially

political cover) is directlycontributing to the continu-ation of this devastatinghabit.

It is precisely in thename of friendship that Imust refuse to give thatwhich my friend so ardentlydesires. Such a policy of‘tough love’ is never easy orpleasant, and certainly un-popular – as Nietzsche put it,“This is the hardest of all: toclose the open hand out oflove…”

US-Israel relations arepresently at a historic low be-cause Obama was willing toshow a little tough love by ex-erting limited pressure on Is-rael to suspend settlementactivity. The irony here is thatwhile the US believes that Is-raeli-Arab peace will provideIsrael with ultimate long-term security, it did not exertsufficient pressure on Israelto pursue peace, which of ne-cessity requires significantconcessions.

Every day that the US al-lows the continuation of theoccupation, it is inadvert-ently compromising Israel’snational security, eventhough the US is committedto safeguard that very thing.Israel is digging itself deeperwhile the US remains its pro-tector and the prospect for atwo-state solution becomesdimmer, threatening Israel’svery existence as a Jewishand democratic state.

The US must no longergive Israel a blank check,hoping that it will use itwisely. Israel has failed thattest and the US is becomingas a result complicit in Israel’sself-destructive policy. Giventhat the US has a moral andmaterial stake in Israel’s

wellbeing and is committedto its preservation, it must bein a position to shape and in-fluence Israel’s conduct, par-ticularly in relation to its con-flict with the Palestinians.

There are those who ar-gue that Israel is a sovereignstate and no other country,including the US, can dictatewhat Israel can or cannot do.The problem is that Israel de-pends on the US politically,and to safeguard its nationalsecurity, and cannot at thesame time defy the US andcontinue to expect this un-conditional support.

Other than the damagethe US’s current policy hascaused to Israel’s national se-curity interests, the US haslost much of its credibility inthe region. The Arab statesaccuse the US of lacking im-partiality in addressing theIsraeli-Palestinian conflict,and they go as far as suggest-ing that America is in Israel’spocket.

As it is, the Israeli-Pales-tinian conflict is extremelydifficult to resolve and is fur-ther burdened by differinghistorical and religious ac-counts and claims, and everyday that passes without a so-lution makes the conflictever more intractable.

Prime MinisterNetanyahu believes he candefy the US with impunity;one can count on him (con-trary to his public protesta-tions) to make every effort tostymie the creation of a Pal-estinian state.

Only when the USchanges its policy and is pre-pared to exert, in the main,political pressure on Israel,will the US be able to save Is-rael from its destructive path.

The US must now workclosely with its Europeanand Arab allies to come upwith a binding UNSC resolu-tion that will compel both Is-raelis and Palestinians to sitdown and negotiate a peaceagreement. If Israel refuses toabide by the resolution or ne-gotiate in good faith, the USshould withdraw its politicalcover, thereby exposing Is-rael to international censure.

Netanyahu, like most Is-raelis, simply takes Americanpolitical support for granted.When he realizes he can nolonger do so, he will have toheed the US’s advice and to-gether develop new plansthat will advance the peaceprocess, or resign.

That said, the current ex-treme right-wing coalitiongovernment led byNetanyahu will under no cir-cumstances accede to the es-tablishment of a Palestinianstate, and it will unravel un-der international, especiallyAmerican, pressure.

Needless to say, this inno way exempts the Palestin-ians from fulfilling their ownresponsibility in negotiatingin earnest and making the re-quired concessions, howeverpainful, with the objective ofreaching an agreement.

Like all of his predeces-sors, having judiciouslywatched Israel’s back,Obama has the obligationand moral responsibility todemand that Israel resumethe negotiations in earnest.Although Israel has enjoyedtremendous political sup-port from both Congress andthe American people, there isa definite shift among the

public and leading politi-cians toward putting theonus on Israel.

This seven decades-olddebilitating conflict that hasdestabilized the Middle Eastand continues to feed intothe region’s sweeping violentfrenzy must come to an end.

The US ought to be clearby explaining to the Israelipublic in particular that timeis running out. If Israel con-tinues to build new and ex-pand existing settlements, itwill seriously and rapidlyerode the prospect of a two-state solution.

Israel must choose now

between a) remaining a Jew-ish and democratic state byending the occupation andcreating two states, b) be-coming a one-state democ-racy (in which case the Pal-estinians will be the govern-ing majority), or c) end upbeing an apartheid state sub-ject to international con-demnation, sanctions, andisolation.

A change in Americanpolicy toward Israel in noway suggests that the US isless committed to Israel’s na-tional security. On the con-trary, because of the US’s un-wavering commitment, it

becomes incumbent upon itmorally and materially toend its enablement ofIsrael’s addiction to buildingmore settlements, expropri-ating more land, and main-taining the occupation,which will destroy Israel aswe know it.

By demonstratingtough love, the US can fulfillits moral obligation to bestserve Israel’s national secu-rity and preserve it as an in-dependent Jewish anddemocratic state, which fornearly all Israelis is theirmost cherished dream.([email protected])

VECO rolls out power conservation campaignHE Cebu Un-plugged Cam-paign of theVisayan ElectricT

Company (VECO) spreadsto the barangays nextmonth as the companyadvocates a lifestyle habitto adopt energy conserva-tion measures in thehousehold as a long-termgoal, its manager said.

Maria TheresaSederiosa said the CebuCity Council has adoptedthe program and willlaunch the campaign inJuly which councillorNida Cabrera spearheadsbeing the chairperson ofthe Committee on Envi-ronment.

“Cebu Unpluggedwill now be implementedin the 80 barangays ofCebu City,” saidSederiosa, adding thatCebu Province alreadypassed a resolutionadopting the programauthored by ProvincialBoard Member Peter John

conservation campaignin the barangays will notonly focus on energy effi-ciency, but also waterconservation.
