Tan is being supported by provincial governors of the ARMM while Hataman said Aquino told him to seek re-election and support presidential bet Mar Roxas and his running mate Leni Robredo. Tan filed his candidacy last week through his proxy, Jojo Tan, at the regional office of the Commission on Elections in Zamboanga City, and announced this in Sulu province where thousands of people, mostly supporters, gathered to hear him talk together with his official slate. Tan, a known philanthropist, vowed to bring progress and equality in government projects in the impoverished Muslim region just as he did in Sulu- when he was governor for several terms - which is fast becoming progressive because of provincial government efforts. Hataman – who earlier declared his candidacy in his hometown in Basilan province - filed his certificate of candidacy through a proxy in Cotabato City. Hataman, a former party-list representative in Congress, is serving as regional governor since December 2011 after Aquino appointed him in the ARMM and eventually elected through the help of Tan and governors of Basilan, Tawi-Tawi, Maguindanao and Lanao del Sur. ARMM has over 1.4 million registered voters in 2,490 villages and divided into 5,131 clustered precincts. Sulu Governor Toto Tan also filed his candidacy with Nurunisa Tan as his vice governor; and Representative Tupay Loong and former solon Munir Arbison for congressmen. Mayor Samier Tan of Maimbung is also seeking re-election. Continue on page 5 Continue on page 5 Continue on page 5 Continue on page 5 Continue on page 5 Two men held over kidnap of Italian man, missioners PAGADIAN CITY Philippine authorities are holding two Filipinos, one of them is a 49-year old man tagged as the owner of a getaway vehicle used by the kidnappers of an Italian restaurateur in the restive southern region of Mindanao, but the fate of the former missioner remains uncertain. Inspector Dahlan Samuddin, a regional police spokesman, said they are interrogating Amante Sagario, whose van had been used by gunmen in the October 7 kidnapping of Rolando del Torquio. Torquio, a former missionary working for the Pontificio Instituto Missioni Estere, owns the Ur Choice Pizza House in the village of Miputak in Dipolog City in Zamboanga del Norte province. Sagario, a native of Pagadian City in Zamboanga del Sur province, was identified by the police as the owner of the getaway vehicle, according to Samuddin. But it was unknown whether the van was sold or stolen from him. “Subject person was positively identified by the police officers during their investigation as the registered owner of one Mitsubishi L300 van with license plate number TMY 490 abandoned by the suspects during the abduction of Rolando Del Torquio,” Samuddin said. Raji was also linked by the police in the kidnappings of 6 missioners of the Jehovah’s Witnesses and the beheading of two others in Sulu province in 2002. Raji was the third rebels arrested here since last year over the kidnap-slay of the missionaries. The two others were Sattar Abdulla and Jumadil Usman. No individual or group claimed responsibility for the kidnapping of Torquio, but he was the fourth foreigner taken by gunmen in Mindanao since last month. Two of the alleged 11 gunmen who kidnapped the four holidaymakers were arrested recently by authorities, according to Davao City Mayor Rodrigo Duterte, who is helping secure the freedom of the victims. Duterte said he was briefed by the Intelligence Service of the Armed Forces of the Philippines (ISAFP) on the arrest of the duo – one of them is Bandahar Adona alias Banon. He said Adona was positively identified from the video taken by security cameras during the raid at the resort. Duterte did not give details of the arrests of the two men or whether they are members of the Abu Sayyaf which the military claimed was behind the daring raid on the resort. But the arrests came after ISAFP traced calls made by the kidnappers from their cell phones in Davao City. Duterte said the hostages were allegedly taken by boat to Sulu, one of five provinces under the Muslim autonomous region, but police and military cannot confirm Duterte’s report that the holidaymakers are being held by the Abu Sayyaf there. Western Mindanao is stillfree from effects of ‘El Niño’

ZAMBOANGA CITY ––––– TheDepartment of Agriculturesaid Western Mindanao isstill free from the effects ofglobal weather phenome-non called El Niño, but itcontinues to monitor theoceanic and atmosphericconditions that could bringdry spell in the region.

Evelyn Academia, of theRegional Operations Divi-sion of the Department ofAgriculture, said the weath-er phenomenon is expectedto begin this October, butso far there have been no re-ports of severe dry spell inMindanao that would affectrice farmers.

“So far, we are stillexperiencing rainfalls,although we expect El Niñoto begin this October andprobably until January nextyear and so we are closelymonitoring the weatherconditions, but we are be-low normal condition nowthough we cannot feel it be-cause of the continued

rainfalls in the past weeks,”she told the regional news-paper Mindanao Examiner.

This was also confirmedby the Philippine Atmo-spheric, Geophysical andAstronomical Service Ad-ministration (PAGASA)which reported a significantincrease in sea surface tem-perature since April last year.

El Niño is characterizedby unusually warm oceansurface temperatures in thecentral and eastern equato-rial Pacific and could affectthe normal rainfall pattern inthe country generally result-ing in reduced rainfall.

Weather experts saiddifferent parts of the countrymay experience varyingrainfall impacts.

Edgar Tabal, of the RiceProgram Division of the De-partment of Agriculture, saidalthough rains continue inwestern side of Mindanao,other areas in the countrymay be reeling from theeffects of warm weather.

He said rice and cornfarmers in the region arestill enjoying ample supplyof irrigation water due torains. “We are still okay herebecause of the rains and thiskeeps farmers happybecause they can irrigatetheir farms,” Tabal said in aseparate interview.

Tabal said there are atleast 120,000 hectares ofrice farms and over 136,000hectares of lands plantedwith maize in western Min-danao, aside from coconutplantations which canwithstand the effects of ElNiño, but coconut scaleinsects.

Western Mindanaocontributes little to the riceproduction in the region.The provinces of South Co-tabato, North Cotabato,Sultan Kudarat, Saranganiin central Mindanao isconsidered as the rice gra-nary in southernPhilippines. (MindanaoExaminer)

The Filipina did notspeak, but her moaningand a cell phone ringingcan be heard on the

background during theentire video that lasted alittle over 2 minutes.

The Philippine militarydid not give any statementabout the Abu Sayyafdemands, but it could – justlike in the past – stop theoperations to allowpeaceful negotiations.

In October last year, theAbu Sayyaf released twoGerman yachters – StefanViktor Okonek, 71, andHenrike Diesen, 55, – afterreceiving P250 millionransom delivered to Sulu bya private plane under tightmilitary guard.

The Germans wereintercepted at sea by theAbu Sayyaf on April 25 whileheading to Sabah inMalaysia from a holiday inthe Philippines.

Aboo Rami, an AbuSayyaf spokesman, has tolda radio station inZamboanga City thatransom was paid for thesafe release of the Germansand even posted a photo ofthe stacks of money onTweeter.

ZAMBOANGA CITY –Thousands of peoplehave celebrated the feastof the Virgin Mary inZamboanga City which isone of the most awaitedand biggest Catholicevents in southernPhilippines.

Mayor Beng Climacoled local officials andresidents in the joyouscelebration of the annualZamboanga HermosaFestival over theweekend. Security wastight and policemen andsoldiers were deployedaround downtownZamboanga to ensurepeaceful celebration ofthe event which drewlocal and foreign touriststo the “City of Flowers.”

The Regatta deZamboanga or vinta (sailboat) racing which wasparticipated by at least180 fishermen; and thecolorful street dancingwere two of the most wellattended events in thefestival.

Another event, theMascota showcased thetalents, craftsmanshipand creativity ofZ a m b o a n g u e n odesigners in creatingZamboanga’s traditionalwardrobe used during theSpanish era.

Locals also troopedto hundreds of stalls putup by travellingmerchants mostly from

Luzon and Visayas whotravelled to Zamboangato showcase theirproducts in an openbazaar and this was ontop of a regional tradeexposition held here.

Tight security after bombingsCOTABATO CITY –Government forces havetightened security inNorth Cotabato andnearby provincesfollowing twin attacks onpower pylons that cut offpower in many areasthere. Captain Jo AnnP e t i n g l a y , aspokeswoman for the 6thInfantry Division, saidanother explosiveplanted on a third pylonwas also disarmed bytroops last week in thetown of Pikit.

She said the pylonsare being operated by thep r i v a t e l y - o w n e dNational GridCorporation of thePhilippines (NGCP), butit was unknown why itfailed to detect or stopthe twin bombings whichoccurred in the village ofBatulawan.

Petinglay said eachtower is manned by acaretaker who isemployed by NGCPpayroll. “Thesecaretakers areresponsible for lookingafter the towers andreporting presence ofthreat in the area,” shetold the regionalnewspaper MindanaoExaminer.

Petinglay said thebombers used 60mmmortars to topple downthe steel pylons and thatanother bomb wasdiscovered nearby.“NGCP towers 44 and 45were toppled down byimprovised explosivedevices that caused athree-hour blackout insome areas of NorthCotabato, South Cotabatoand Maguindanaoprovinces,” she said.

NAMAMANHID ba angpalad ng iyong kamay?Para bang walangpakiramdam ang iyongbuong palad, mula sahinlalaki hanggang sapang-apat na daliri?Minsan ba ay humihinaang iyong kamay atnabibitiwan mo angiyong dinadala? Kungganoon, baka ika’y mayCarpal Tunnel Syndrome.

Ang Carpal TunnelSyndrome (CTS) ay isangsakit ng sobrangpaggamit ng kamay, tuladng mga computer worker,office worker, mahiligmag-type, waiter,karpentero, labandera atmananahi. Angkababaihan ay masnagkakaroon nitong sakitkumpara sa kalalakihan.

Ang dahilan ngpamamanhid ay angpagkaipit ng isang ugat,ang Median Nerve, salugar ng ating wrist. Angmga daliri natin ay maymga tendons o litid natumitigas kapagginagamit natin ang atingkamay. Kapagnasobrahan ang iyongpaggamit ng kamay,namamaga ang mga litidna ito, at puwedengmaipit ang Median Nerve.Dahil dito, namamanhidang palad.

Kung namamanhidang iyong kamay,magpakonsulta sa isangdoktor (surgeon) paramalaman kung carpaltunnel syndrome nga angiyong sakit. Puwede dinkasing iba ang sanhi ngpamamanhid sa kamay,tulad ng arthritis odiabetes.

Bukod sa mga tips naaking ibibigay, may mgaparaan din ang mgasurgeons para gamutinang carpal tunnelsyndrome. Mayroonginjection ng steroids sawrist. At kung malala na aymayroon ding operasyonpara luwagan ang daanansa litid ng wrist.

1. Ipahinga ang kamay.Bawasan ang pagta-trabahosa computer at pananahi.Mag-break at ipahinga kadaoras ang iyong kamay. Masgamitin din ang kamay nahindi apektado. Alam kongkailangan ninyong kumita,pero baka naman lumala paang iyong Carpal Tunnel.

2. Bawasan ang lakas atpuwersa ng kamay.Maghinay-hinay lang saiyong paglalaba opagkukuskus sa bahay.Kung ika’y may kinakalikoto binubuhat, huwag ilagayang lahat ng bigat sa wrist.Gamitin ang buong balikatat braso sa pagbubuhat.

3. Huwag i-bend angkamay. Kapag mali angposture ng iyong kamay,puwedeng maipit angmedian nerve. Dapat ayderecho palagi ang wristkapag nag-ta-type.

4. I-ehersisyo angkamay. May espesyal naehersisyo para sa CarpalTunnel. Itaas ang iyong mgakamay, at ikut-ikutin naparang may binibilog ka.Gamitin ang wrist sa pabilogna aksyon. Ang layunin nitoay mapaluwag muli angdaanan ng naipit na mediannerve.

5. Itaas ang kamayhabang nagpapahinga. Masmagandang nakataas angiyong kamay sa upuan o saiyong dibdib.

6. Ipatong ang kamayhabang natutulog.Mahalaga po ito! Huwagipatong ang kamay sa ilalimng ulo habang natutulog.Baka maipit ang mediannerve. Huwag ding hayaang

nakalawit ang iyongkamay sa tabi ng kama.Ang tamang posisyon ayang paglagay ng kamay saibabaw ng dibdib oipatong ang kamay saunan sa iyong tabi.

7. Puwedengmaglagay ng Splint o kalsosa kamay. Kumuha ngisang matigas atpahabang cardboard. I-tape ito sa ilalim ng iyongpalad at wrist. Ang layuninnito ay para hindi mo mai-bend ang iyong kamaykapag natutulog.

8. Kapag namamagaat sumasakit ang kamay,lagyan ng ice pack.Kumuha ng yelo. Ilagay saplastic at ibalot ito sa isangtuwalya. Itapal ito sa iyongwrist ng 15 minutos.Mababawasan nito angpamamaga ng kamay.

LAPULAPU CITY –More players in theenergy sector areencouraged as AsiaPacific EconomicCooperation (APEC)members gear fore n e r g y - r e s i l i e n teconomies, accordingto the Department ofEnergy (DOE).

D O EUndersecretary LoretaAyson said one of themajor goals of themeetings of EnergyMinisters was toimprove energy tradeand investment in APECeconomies. “The role ofthe private sector is veryimportant as far asputting in place energyprojects in powergeneration anddistribution for us to beable to move forward,”Ayson said.

The EnergyMinisters met recentlywith chief executiveofficers of power-related companies tosee where the latter canplace their services andthe infrastructureneeded to meet the

energy demand in thenext years.

The need to put up aclimate-proof system forthe energy sector is thedirection of the thrust forresiliency in APECeconomies.

CEBU CITY- Schoolchildren from bothpublic and private schoolnowadays have their ownAutomated TellerMachine (ATM) Cards,said the Bangko Sentralng Pilipinas (BSP) whichis conducting the so-called Project BRO or BSPReaches Out, a savingscampaign for kids andteens from Grades 1-10.

Miguel Angelo Villa-Real, president of BankMarketing Association ofthe Philippines (BMAP),said it is surprising tonote that school kids,from both private andpublic, already have theirown ATM cards. “Thismight be a status symbolto them, but in the realsense, it is an indicationthat the adults caneducate them aboutmoney matters at a veryyoung age,” Villa-Realsaid.

He said Project BRO,since it was launched inJuly, had already opened600,000 kiddie accountsnationwide. BMAP is insupport to the jointproject between BSP andthe Department ofEducation to encourage

early saving habit amongFilipinos.

Project BRO is amongthe six key informationactivities conducted by theEconomic and FinancialLearning Center of BSP forthe public to betterunderstand financialissues. In Cebu, Villa-Real’sgroup visited three schools- Colegio dela ImaculadaConcepcion Secondaryand Elementary,Guadalupe ElementarySchool and Ramon DuterteNational High School.

BMAP, according toVilla-Real, is the only timethat the banks can acceptdeposits outside.

Dottie Bernas, deputydirector Policy and LiteracyGroup of the FinancialConsumer ProtectionDepartment, said ProjectBRO is rooted in theconcept that saving andfinancial education shouldbe taught at an early age.“We go to schools, teachand encourage them tospend wisely, save early andsave in the banks,” she said.

Bernas said theyintroduced the “SavingsRuler” which can show howmuch can be saved in aminimum of 30 days if they

set aside P5, P10 or bigger.“It is surprising also that theaverage baon ofschoolchildren so far fromamong the places wevisited is about P50 toP100,” she said.

The schoolchildrenwere also given coin banksand BMAP will return after30 or 60 days to gather theirsavings and let them opena savings account.

Bernas said thePhilippines is comprised ofa young population, withthe average age around 23.“More than 50 percent areyoung and children whosaved early bring this habitto adulthood,” she said.
