MINISTRY OF DEFENCE PRODUCTION
INTRODUCTION Ministry of Defence Production (MoDP), created in 1972 as a Division of
Ministry of Defence, is now a separate Ministry. MoDP is responsible for the
policy, formulation of plans and coordination between Procurement and
Development in the field of Defence Production. The Ministry is implementing a
programme to achieve the following objectives:
To provide base for maximum self-reliance in the production of
Defence material.
To accelerate the pace of technological development to contemporary levels.
To identify, integrate and utilize the industrial potential available in
public and private sector for production and procurement of defence stores and equipment.
To attain economy of scales through optimum production.

PAKISTAN ORDNANCE FACTORIES BOARD WAH
PAKISTAN ORDNANCE FACTORIES BOARD POF Board was constituted on the authority of POF Board Ordinance No. XVII of 1961, as amended. The functions given therein are:-
“The Principal function of the Board shall be to manage and administer the affairs of the factories and to run them on sound commercial lines so as to adequately meet during war and peace the needs of the defence of the country and to utilize the surplus capacity of the factories to meet the needs of the civilian population”.
POF Board has at present following 14 factories and also possesses 100% shares of Wah Industries Ltd., which is a Subsidiary and commercial window of POF.

MANPOWER POF has a sanctioned strength of 32,424 plus 4,547 of Allied Departments,
against which in position strength of POF is 24,033 while 3,941 are existing in Allied Departments. A special induction of 1,681 persons has been approved by Federal Govt. and induction completed and the new inductees have almost joined their duties. POF is thus the largest industrial employer in the country and has well trained and experienced technical manpower.

Financial Highlights The Annual Budget of Rs. 9,763.914 Million was allocated for the targets of
Armed Forces, however, POF spent Rs.3,284.245 Million from its own sources to augment the budgetary deficiencies, and on procurement of raw materials, stores and on plant & machinery required for exports and civil production.
Deposits with State Bank of Pakistan POF is allowed to retain its export earnings and receipts from commercial sales
to meet expenditures in connection with production and promotion of items meant for exports and commercial sales. POF has at present a balance of Rs.7,088.213 Million in Special Deposit Fund (SDF) of Exports earnings and Rs.431.341Million in local currency account of commercial sales (RD&R). Production (Target VS Despatch) – FY 2008-2009.
During 2008-09, POF had a total target worth Rs.12.637 Billion, including Rs.3.570 Billion worth backlog & recoupment, from the Armed Forces, against which combined dispatches worth Rs.8.266 Billion (estimated) were made upto 30-6-2009. POF is thus at present major contributor of arms & ammo required by our Armed Forces in War on Terror.

Production Capacity
POF has 57.95% more than 30 years old Plant & Machinery, 24% from 21-30 years old and only 2.56% up to 10 years old. Although about Rs.1.945 Billion were spent on Plant & Machinery during the last 10 years, which is grossly insufficient. POF’s Production Capacity is therefore, declining and gap with Demand vs Supply increasing. A BMR plan has therefore, been prepared and MoDP/Army requested to provide US$ 245 Million and Rs.410 Million in three years to enhance the production capacity to meet not only the army’s enhanced demands to a great extent, but also have some cushion for exports to earn Foreign Exchange.
Exports
POF has to compete in a highly competitive and ever shrinking international defence corporate market from a public sector platform to increase its share market and exports. This daunting challenge can only be met by ensuring quality, adherence to delivery schedules, competitive pricing and above all aggressive and pro-active professional marketing. POF average exports over the years have remained below US$ 10 million, barring odd exceptional surges like in 2004-05 Iraq case. So an aggressive and revamped marketing strategy was adopted and various Defence Exhibitions were also participated, as a result of which POF got exports orders worth US$ 66.566 Million in 2007-08, while performance was far more excellent with US$ 75.656 Million secured orders and despatches worth US$ 51.216 Million during the financial year 2008-09 showing an impressive increase of 175 % in orders executed.

Commercial Production POF’s commercial production showed downward trend mainly due to recession and law & order situation in the country.
POF’s Subsidiaries M/s Wah Industries Ltd., (WIL). Its overall sales during the year 2008-09 were Rs. 920.245 Million, which are 33% lesser than the sales of 2007-08 (i.e. Rs.1,376.551 Million). The profit margin was Rs.193 Million before Tax and Rs.126.3 Million after payment of tax during 2008-09.
M/S Wah Nobel (Pvt) Ltd. is a subsidiary of POF in which M/S WIL holds majority share, while M/s SAAB of Sweden and Al-Misehal of Saudi Arabia are other shares holders. The company alongwith its sister concerns showed downward trend mainly due to the fact that their products could not be properly marketed due to war on terror. Their sales during 2008-09 were Rs.2,485 Million with net profit of Rs.302 Million.

M/S HI-Tech Plastics (Pvt) Ltd. manufactures plastic parts, mainly bodies of A/Tk and AP Mines. During financial year 2008-2009, gross sales of Hi-Tech Plastics were Rs.104.65 Million, which are 30% higher than the sales of 2007-08 (i.e. 81.08 Million).

Quality Assurance POF has already obtained the accreditation of ISO in following standards, which were audited by External Auditors during the year and accreditation extended:-
ISO 9001-2000 Pertains to International Quality Standards for Design, Development & Manufacture of Small Arms and Ammunitions etc.
ISO-14001 International Certificate for maintaining ideal Environmental Standards.
1SO-17025* Pertains to the Certification of Material Testing Labs, Ballistic Labs and Standards Labs.
ISO-18001 Pertains to occupational Health & Safety Management Systems.
*The scope of accreditation includes 52 different tests, which are performed in these labs. Incidentally no defence industry in whole of the Asia possesses the accreditation of all the said three standards at a time, which is a distinction for the POF.

Joint Ventures M/S MKEK – Turkey (Joint R&D) POF and MKEK had signed a letter of understanding on 23
rd May, 2007 during
IDEF-2007, as a result of which both agreed to share each others expertise in joint R&D project to meet requirements of both Pak Army and Turk Army. Both organizations have agreed to formulate technical teams to identify and execute projects to be mutually selected for R&D. A six member MKEK delegation visited POF from 30
th June to 3
rd July 2009. Both
POF and MKEK agreed to undertake development on the following as joint R&D projects:-
POF Priority a. Prop Charge M-203 b. Multi Options Fuze for Artillery (MOFA)
MKEK Priority a. Minefield Clearing System (E-Grid) b. 81 mm Pre-Fragmented Mortar Ammo
Details will be finalized during current fiscal year.
M/S INFLEX ARGENTOIL (CNG Cylinders) POF’s subsidiary WIL has negotiated a joint venture for manufacture of CNG Cylinders with the collaboration of M/S Inflex Argentoil, a renowned producer of CNG Cylinders. The contract has been signed in first week of July, 2008 and going to produce 200,000 cylinders per year, which will have $ 41 Million saving in FE for the country. The project is put on hold for the time being owing to the fluctuating prices of petroleum products in the country which has effected the project feasibility directly.
M/S EDEPRO – Serbia (Extension in Range of 122mm MBRL) Pakistan Army is interested in extending the range of its existing stock of 122 mm MBRL from 20 Km to 40 Km. In this regard POF started negotiating with a number of foreign firms for JV and has so far short listed 2-3 firms. One of them is M/S Edepro of Serbia, who are likely to demonstrate their capability shortly, where after modalities of JVs will be finalized subject to successful trails of the subject proposal and acceptance by Pakistan Army.

35 mm Anti Aircraft Ammo POF has been tasked by MoDP to prepare feasibility for manufacture of 3
rd
generation of said ammo. M/S Oerlikon earlier provided TDP for manufacture of second generation of 35mm Ammo way back in 1987, but production could not be started due to non-availability of dedicated machinery and plant. Now negotiations are in hand with M/S Oerlikon.
M/S DIEHL BGT Defence – Germany POF is negotiating with M/S Diehl of Germany for exploring possibilities of JVs in following products:-
a. SMART 155mm Ammo. b. PELE Ammo c. IRIS-T
In spite of a number of high level visits to Germany the project is still in negotiation state.
POF Institute of Technology (POFIT) POFIT is imparting both Technical & Management Training to Artisans, Staff and Officers. Following training programs were completed: Artisans Training Program: 266

In addition, 3 years Diploma of Associate Engineering Classes are also held in four (04) Disciplines in the Evening. Following important decisions were taken during the year to avail the surplus capacity facilities available in POFIT:-
a. An amount of Rs. 12.569 million earned through different commercial activities was remitted to RD&R Head.
b. Two PC-I forms for imparting training to 1,380 youth to be sponsored by NAVTEC & NTB are in pipeline. These will fetch revenue of Rs. 16.50 million to POF.

Scholarships More than Rs.3,182,600 worth scholarships were given to deserving students, including of Deeni Madaris.
Welfare Activities
Cleanliness of Wah Cantt is the focus of better and prosperous environment. An amount of about Rs. 110 Million was specifically allocated for repair/renovation of residential houses and special maintenance/uplift of Estate Area by POF management. A special welfare scheme was introduced to give aid on ward’s marriage to POF employees and Rs.5,010,000 were reimbursed during the year. Moreover to provide some relief to employees, from welfare shops have been opened wherein edibles and other basic necessities are being sold at cheaper rates. 25 employees were sent to perform Umrah and 2 for Hajj in recognition of their good work and Rs.1,739,180 were spent on it.

Medical Facilities POF Hospital has been notified as a 500 bedded category-A Hospital of Ministry of Defence. It was established in 1962 initially as a 100 bedded Hospital. Presently it has the bed strength of 663 beds. It is a modern, tertiary care teaching hospital and Wah Medical College is an integral part of POF Hospital. It provides health care facilities to serving and retired POF employees and their families. It also provides health care support to Army officers/Personnel posted at POF (their families and parents), allied groups of CMA, DSG, FIU and IDA. It also extends its health care support to the general public within the vicinity and to industries and dwellers in the outskirts of Wah Cantt.
Up-Gradation of POF Hospital POF Board sanctioned a huge amount of Rs.300 Million for up- gradation of POF Hospital, out of which Rs.94.772 Million were spent during 2008-09 on civil construction (construction of CCU, A&E Department, Male Cardiology Ward and renovation of Burn Centre, Psychiatry Ward, Cardiac Ward, Info/Reception Centre and procurement of 29 types of Electro Medical Equipments.

• CPSP has also recognized this hospital for diploma training (MCPS, DPH).

Sports POF has excellent sports facilities of international standard like 9 Hole Golf Club, Skeet Club, Indoor Games Hall, Squash Courts, Synthetic and Clay Tennis Courts, Hockey Ground having Astroturf, Cricket, Athletics and Football Grounds. The Golf Club and Cricket Ground was up-graded and floodlights introduced to permit games facilities at Night. Similarly Swimming Pool of Ordnance club was up-graded and construction of Swimming Pools at POF Havelian and Sanjwal sites has started. Our Volleyball Team is of National Standard and ranked 4
th in the country.

POF Welfare Trust POF Welfare Trust is providing transport facilities to residents of Wah Cantt, manufacturing packing boxes ammunition, running Izzat Ali shah Female Hospital for non-POF residents of Wah Cantt on concessional rates, running Wah Industrial Home for wives/widows of low paid employees, running Welfare Day Care Centre for babies, running Welfare Computer Centre & polytechnic College, Managing Marriage Hall on concessional rates, running nine Welfare Shops, having Joint Venture with M/s Shell Pak for running a Filling Station in Wah Cantt. In addition Welfare Trust is also having autonomous projects of University of Wah, Wah Medical College and Wah Engineering College. The rust spent Rs. 502.080 Million during 2008-09, but due to enormous welfare measures at extremely concessional rates, particularly the transport service, suffered overall loss of Rs.30.498 Million.

Education POF Wah has the distinction of having 98% literacy rate, which is highest in the country. There is University of Wah, Medical College, Engineering College, COMSAT Institute and lot of other educational institutions. In addition 13 buses are plied from Wah Cantt to Rawalpindi/Islamabad, five buses from POF Havelian to Havelian Town/Abbottabad/ Wah Cantt and five buses from POF Sanjwal to Wah Cantt/Islamabad for students. University of Wah has been granted Accreditation i.e. formal recognition by Govt. of Punjab, while Wah Medical College (WMC) is already affiliated with University of Medical Sciences. Wah Engineering College building is being upgraded with Rs. 70 Million worth construction. Their first batch was affiliated with UET Taxila, while rest of the batches with University of Wah. Nasheman School for Special Children is imparting education to 372 students upto Class XII.

HEAVY INDUSTRIES TAXILA HIT PRODUCTS
Heavy Industries Taxila (HIT) is a large defence equipment production
industry comprising six major production units and engineering support facilities.
The industry is under taking following activities:-
a. Rebuilding, up-gradation and modernization of tracked vehicles.
b. Manufacturing of tanks, Armoured Personnel Carriers and its variants,
Armoured Recovery Vehicles, tank guns and security vehicles.
c. Research and development of modern Armour Systems in order to
incorporate latest trends in Tank Technology.
Presently HIT is undertaking production/up-gradation of under mentioned
world class products:-
Tanks
Tank ‘Al-Khalid’. It is an outcome of a decade long
joint efforts of highly dedicated, skilled and motivated,
Pakistani and Chinese engineers. HIT has rolled out a new
tank within a period of 10 years with meager development
cost of US $ 23 million only. It is a medium weight tank
having high agility and excellent maneuverability.
Incorporation of the latest electronic equipment has placed
Al-Khalid amongst the leading contemporary tanks of the world. HIT has
completed manufacturing of 300 tanks for Pakistan Army.
Tank ‘Al-Zarrar’. The T-59 tank is basically half a century old design. Pakistan Army held a large number of these tanks, which could neither be discarded nor replaced owing to economical constraints.
Project Al-Zarrar was conceived to keep the armour fleet of
Tanks T-59 and T-69, operationally and technologically
compatible with modern tanks by upgrading its firepower,
mobility and armour protection at a fraction of the cost of latest Main Battle Tanks.
HIT has completed manufacturing of 394 tanks for Pakistan Army.

Variants APCs
APC ‘Talha’. APC factory of HIT has indigenously
designed and manufactured APC Talha, which is an all
terrain, amphibious infantry support vehicle with 12.7 mm
Machine Gun as its main armament. Series production of
250 APCs Talha is under production and will be completed
by end this year.
APC ‘Saad’. HIT has recently developed next
generation APC with a 350-400 Horse Power engine,
which conforms to the dictates of future battlefield
environments. APC Saad is out come of HIT’s dedicated
Research, Development, and Design efforts. Indigenous
Production of this APC will give “Fighting Mounted
Capability” to the Pakistan Army.
Logistic Vehicle ‘Al-Qaswa’. It is one of the
variant of APC capable of enhancing the logistic support
to operational echelons. It can be used for carrying fuel,
ration, ammunition and supplies across all types of
terrain. The vehicle platform can also be used for other
adaptations such as weapon station, refrigeration unit,
radar, ambulance, etc.
Infantry Fighting Vehicle ‘Al-Hamza’ This vehicle
has been developed with a Chinese one-man turret and 25
mm cannon. Other turrets to suit user requirements can also
be installed.

Command Post Carrier ‘Sakb’. This variant
belongs to a battle proven and reliable APC M113 family of
vehicles (FOV) and has been completely designed and
manufactured by APC Factory at HIT. Basic suspension
and power pack is same as was in APC M113. The
variation is basically in size and shape that does not
compromise its mobility, hence making it an effective
Command Post that can be used in any operation of war.
With increased height of 25 inches and a completely new design, it can

manufactured by HIT is installed on Al Khalid and Al Zarrar
Tanks. The barrels of the guns are manufactured on state
of the art CNC machines and are hydraulically
Autofrettaged. It can sustain extreme pressures thus
achieving very high hit probability with muzzle velocity of
1,730 m/s.
ARVs
ARV Al Khalid. ARV Al Khalid base 1200 HP is
being developed by HIT. Field trial has been successfully
completed, confirmation trials have also been conducted
and vehicle is almost ready for induction in Pakistan Army
fleet as a replacement of T-Series old version ARVs.
b. Recovery Vehicle ‘Al-Hadeed.’ The maintenance /
recovery vehicle is a Talha APC that has been modified by
installing a crane which can lift and place heavy loads. It
also has a hydraulic winch with a fair lead assembly for
retrieving disabled vehicles. A crew of three can operate
the vehicle and its equipment. It has mini workshop
including lathe, welding plant, compressor, grinder, battery
charger, towing and illumination equipment

Security Vehicles and Equipment
Security Vehicle ‘Mohafiz’ HYBRID This vehicle has
been designed and manufactured at HIT, using steel and
aluminum/ steel hybrid structure on the chassis of a Land
Rover 110. It has bullet proof glasses and run flat tyres.
Seating capacity is 8 persons with 10 firing ports on the rear
and both sides. There is increasing demand of this vehicle
by Pakistani Civil Armed Forces and Police. The vehicle has
also been exported to friendly countries in large number.
Armoured Guard Post ‘Aahan’. This is a versatile
armour protected sentry post, which can be used for variety
of applications. Keeping in view the present security
environments the product has been eagerly demanded by
countries in the region. It has been exported in very large
number to a friendly country.
New Products
Bullet Proof Jacket. HIT has dev a high quality,
camouflage, fire retardant, floatable , chemically inert ,
bullet proof jackets with protection level of NIJ-III
conforming to Pakistan Army Standards.
Armoured Truck – Al Samsaam. HIT is developing
Armoured Truck-Al Samsaam for use in Pakistan. It is
suitable for Troops of Law Enforcement Agencies and Civil
Armed Forces.

Achievements
HIT, by the grace of Almighty Allah achieved not only the assigned tasks but
also executed various new development concepts in the field of Tanks, Armoured
Personnel Carriers (APCs) and Armoured Recovery Vehicles (ARVs) and Vehicles

Detail of saving on rebuild of APC M113 A1/A2 are as under:-
Savings through Reclamation. Reclamation of major items (high dollar
value items) and those with large replacement rate (R/R) is being undertaken to
reduce cost of rebuild’ while number of APCs/SP Gun parts have been reclaimed at
bare minimum cost which has resulted in huge savings and reduction in R/R and
rebuild cost.

Savings Due to Indigenization. Indigenization of APC parts is being
undertaken on large scale for the first time. Even some sophisticated engine parts
with large replacement rate and high dollar values are being indigenized though
latest techniques.
Savings Due to Manufacturing Test Equipment. A turret test bench for SP
Gun M109A2 has been fabricated by HIT with a nominal cost of Rs 0.2 M. It can test
elevating and traversing mechanism of SP Gun M109A2.

PAKISTAN AERONAUTICAL COMPLEX KAMRA
Pakistan Aeronautical Complex (PAC) Kamra started as a project in 1972 with the establishment of F-6 Rebuild Factory (F-6RF) and was later on augmented with Mirage Rebuild Factory (MRF). The main factors that led to the establishment of this project were:-
To maintain PAF in the highest state of operational readiness To reduce the exorbitant cost and long lead times involved in the overhaul
of aircraft and engines from abroad To provide a Base for an aviation industry in Pakistan
The complex was subsequently expanded with the addition of Aircraft Manufacturing Factory (AMF) and Kamra Avionics and Radar Factory (KARF) in order to increase the supportability of PAF. PAC accomplishes its task with the help of nearly 9000 personnel and a diversified state of the art engineering facilities such as precision machining, structural repair, surface treatment, PCB stuffing, calibration, plasma spray, sophisticated welding and Non Destructive Techniques (NDT). Working with the vision “To provide the most cost effective engineering solutions and thereby increasing indigenous support to Pakistan Air Force and friendly countries”, PAC at present is supporting PAF in the following dimensions:-
Overhaul of F-7, FT-7, F-7PG, A-5III, FT-5, K-8, Y-12, MIR-III & MIR-V aircraft and their components.
Manufacture of Subsonic & Supersonic drop tanks of F-7 aircraft. Overhaul of propeller and Quick Engine Change Kit of C-130 aircraft. Overhaul of ATAR 09C, F 100-200/220 & T-56 engines and propeller of T-
56 engine. Overhaul of MPDRs and TPS-43G radar. Life Cycle maintenance of Avionics System LRU of Mirage and F-7 and

Manufacturing Capability. In-addition to the Maintenance, Repair and Overhaul (MRO) services, PAC has also ventured into the manufacturing domain through the following projects:-

Significant Achievements
FT-7PG Overhaul. First-ever in country trial GOH of FT-7PG aircraft was carried out in year 2008, subsequent overhauling of FT-7PG aircraft has started to meet the operational requirement of PAF. These aircraft after having given valuable operational services started getting due for GOH by the end of the year 2007. Accordingly the responsibility for the GOH of FT-7PG aircraft and their LRUs to meet specific fleet operating requirements was assigned to F-6RF by MoDP in Nov, 2007, till date, four FT-7PG aircraft have been successfully overhauled and third one is in final stage of overhaul. C-130 QEC Overhaul. The overhauling of C-130 Quick Engine Change (QEC) kit has already started at F-6 RF in-collaboration with M/S Derco Aerospace. The first QEC kit has been successfully overhauled, after the completion of in-country training and positioning of tools, test equipments, fixtures required for undertaking overhaul. The serial production of QEC kit overhaul has also been commenced to meet PAF requirement as planned.

JF-17 Airframe Co-Production Project. Activities related to JF-17 co-production project at AMF, PAC Kamra forged ahead during 2008-2009. The sub-assembly work for Leading & Trailing Edge Flaps and the Aileron commenced in January, 2008 and the ToT was completed in June, 2008. Subsequently, the contract for JF-17 co-production in SP phase was negotiated and signed with the Chinese side in March, 2009. The transfer of technology (ToT) for complete PAC work-share of airframe co-production is covered under this contract. The ToT for Final Assembly and FTS work of JF-17 aircraft started in June, 2009 in a graceful ceremony presided by Chief of the Air Staff PAF. In order to meet the sub-assembly and parts manufacturing milestones, the requisite facilities are being completed as per milestones defined by PAF.

INTRODUCTION
The Karachi Shipyard & Engineering Works Limited (KSEW) is a public limited company, with all shares owned by the Government of Pakistan / Pakistan Navy. It is an autonomous body under administrative control of Ministry of Defence Production. The KSEW is situated geographically within the boundaries of Karachi Port, covering an area of 65 acres (approx). The set up has been designed and built to undertake construction & repair of small to medium size ships and to undertake heavy engineering activities. It was built with the technical assistance of H. C. Stulcken Shon of Germany, in 1956.
MAIN FUNCTIONS PAKISTAN NAVY’s REQUIREMENT: As per Government’s mandate KSEW caters for Pakistan Navy’s requirements as PAC KAMRA and HIT cater for PAF and Pak Army’s requirements respectively. Additionally, KSEW undertakes commercial activities mainly, Shipbuilding, Shiprepair and General Engineering. SHIPBUILDING COMMERCIAL
KSEW is equipped to build all types of Marine Crafts, Motor Cargo Vessels, Container Ships, Oil Tankers, Bulk Carriers of up to 26,000 TDW, Harbour Tugs, Pilot Boats, Hopper Barges, Dredgers and Launches etc.

F22P Frigate for Pakistan Navy is under construction at KSEW in collaboration with CSTC of China, alongwith ToT.
It has also been decided that as against few sub-sections of Agosta 90B Submarine which were made at KSEW, all new Submarines for PN will be completely built at KSEW. The KSEW now has the needed expertise and the project will be executed in collaboration with OEM.
KSEW already has the capability of indigenous construction of Fast Attack Missile Crafts, Patrol Boats, Gun Boats & Missile Boats size ships. Quite a few vessels have been built and supplied to PN as well as to international clients

AGOSTA 90B SUBMARINE Agosta 90B is a modern conventional submarine built for Pakistan Navy under Transfer of Technology from DCN of France. During this program Engineers of Pakistan Navy and Karachi Shipyard obtained extensive training in France for construction of submarines. The Agosta-90B Submarine can be fitted with MESMA, an Air Independent Propulsion System that increases under water endurance during operations at Sea.
FAST ATTACK CRAFT (MISSILE)
Multi-purpose Auxiliary Craft (MPAC) fitted with the most modern Missile System. The craft has a designed speed of 32 Knots and a maximum displacement of 250 tons. Fitted with C-802 Surface to Surface Missiles, the boat makes a lethal platform at sea.

FLOATING DOCKS
State of the Art Floating Docks indigenously constructed at KSEW. Built in various sizes ranging from 1000-4000 tons lifting capacity, these docks provide extremely sophisticated mini dockyard facilities at point of choice. The facility is extremely useful for ports not having Dry Docks, can be towed and parked at small ports for use as required.
SHIPREPAIR
Good facilities exist in KSEW for undertaking all types of above water and under water repairs of ships and offshore drilling rigs. KSEW Shiprepair Section is organized to undertake above water repairs of vessels within KSEW premises, in Karachi Harbour and at the outer anchorage (if required). Uptill now, KSEW has repaired over 5000 Ships, including foreign flag carriers and warships belonging to France, Iran, Oman and Royal (UK) Navies.
For under water repairs, two Dry Docks are available, which can take
vessels upto 26,000 TDW.

SAVING THROUGH INDIGENIZATION
Shipbuilding and Shiprepair are capital intensive business. Out of the work handled at KSEW considerable amount of foreign exchange has been saved during 2008-09. CAPACITY BUILDING/YARD UPGRADATION In order to enhance capacity and to handle production on modern lines, KSEW is going through extensive upgradation. This upgradation worth billions of Rupees will Inshallah convert KSEW into a state of the art Shipyard which should be able to compete with the similar size yards in the international market. YARD UP-GRADATION PLAN OF KSEW As part of general yard upgradation plans, KSEW has finalized three consultancy contracts with a German firm M/s Inros Lackner for civil works pertaining to construction project of F22P Frigate, repair/refurbishment of dry docks and installation of ship lift & transfer system. Based upon the outcome of the consultancy the contracts will be awarded to the qualified firms to undertake these jobs SHIP LIFT AND TRANSFER SYSTEM
Approx 5 acre of Pakistan Navy Land has been acquired on 30 years lease agreement. This land will be utilized for under development Ship Lift and Transfer System at KS&EW.
The contract for procurement of Ship Lift and Transfer System has been
signed with a German firm i.e. M/s Schiess Defries Engineering GmbH. This system will tremendously enhance ship repair and ship building capacity of KS&EW. The scheduled completion date of the project is May 2011.
SUBMARINE CONSTRUCTION An independent depart for construction of future Submarines has been established at KSEW. The process to finalize contract for complete construction of Next Generation Submarines for Pakistan Navy is under process at MoDP and NHQ.

FINANCIAL PERFORMANCE / REVITALIZATION
The revitalization plan put together with the active support of PN, MoD & MoDP is being vigorously pursued. Upgradation of facilities and installation of new machinery is in progress. Some major ship building contracts have already been signed while some are in the pipe line. After a rather weak performance of over a decade, KSEW is back on even keel. Financial restructuring duly supported by GoP revival package has provided a new lease of life. KSEW has become self sustaining and as against in the past, seeks little help from the Govt. It is now meeting its all expenses including land rent etc out of its own earnings. This will also provide KSEW a much needed capability to enter the international market.

The ‘Year Book’ is a wholesome assessment of the procurement activities of the preceding year. During the last financial year a total of 1248 contracts were concluded having value Rs. 84.182 billion by DGDP, DsP and AsDP. The savings accrued Rs. 8.616 billion to the national exchequer were unprecedented. This was only possible because of active involvement, well coordinated and most importantly sincere efforts put in by all stake holders. DIRECTORATE GENERAL MUNITIONS PRODUCTION (DGMP)
General 1. DGMP is a tri services org, created in 1970 with a view to promote
indigenization of def eqpt through pub and pvt sector to achieve self reliant def
industrialization. It has handled projs like indigenous assy / mfr of Land Rover
Defender Jeeps, Truck 5 Ton 4x4 Hino, co-production of Frequency Hopping
Radio Sets 9600 Series, AGOSTA 90-B Submarine and is now engaged with
production of F-22P Frigate. It has a long list of other eqpt locally developed and
delivered to the Armed Forces. It also remains in touch with local industry,
Chambers of Commerce, and other businesses within and outside Pakistan for
investment in joint ventures and co-production. To enhance indigenization, all
procurements from abroad necessitating Sales Tax Exemptions are processed
through DGMP for issuance of STECs (Sales Tax Exemptions Certificates).
Through its integral R&D estbs as well as a large pool of vendour industry,
DGMP ident and selects projs to be locally dev in close coord with user svcs,
thereby saving foreign exchange and developing local industry.

Indigenization Efforts / Major Achievements
3. Some of the major items developed / co-produced through local industry
and major activities carried out during the year 2008-09 are as under:-
a. 6207x Land Rover Jeeps/Dodges have successfully been locally
assembled / mfr and delivered to Army.
b. 2930x Hino 5 Ton Trucks/Chassis have successfully been
assembled / mfr and delivered to Army.

c. 3rd Agosta 90B Submarine fitted with MESMA AIP (PNS/M HAMZA)
has been inducted in PN Fleet after successful completion of Sea
Acceptance Trials in Sep 2008. The submarine is under warranty
for 18 months.
d. F-22P contracts were concluded with Chinese firm on 4 Apr 2005.
First ship has been handed over to PN while 2nd and 3rd will be
inducted next year. Const of 4th ship is in progress at KS&EW
Karachi.
e. Indigenous Dev of Scale Digitized Surveillance Control and
Reporting System is being undertaken (Army Air Def). A saving of
US$ 0.48 Mn and Rs. 47.263 Mn has been accrued through
effective price negotiations for Digitized Surveillance Control and
Reporting System.
f. Construction of 2 x Small Tankers Cum Utility Ships (STUS) is
being undertaken at KS & EW. The vessel no 1&2 have
successfully been launched on 12 Jan 09 and 20 Feb 09
respectively. The proj will be completed by end Feb 2010.
g. 1st batch of 2 helicopters Z9-EC has arrived at PNS MEHRAN on
May 09 and assembled by M/s CATIC tech staff. The helicopters
will be handed over to PN after op trials in Sep 09.
h. Up-gradation of PRC-77 Radio Set at NRTC through M/s Aselsan
of Turkey.
j. Site Acceptance Trials of MITRA-125 Simulator are in progress and
will be completed shortly.
k. M/s ATCOP successfully produced the CBU of Catherine FC from
CKD form after hectic efforts and the firm has been declared
authorized Catherine Camera Producer from CKDs. ATCOP has
dev 150x SKD to CBU and 450 CKD to CBU. Out of 14 main
components 11 are being dev locally by ATCOP.
l. Indigenous Dev of Portable Power Supply.
m. Indigenous Dev of Alkaline Bty Cells.
n. DGMP has compiled “Def Industries of Pakistan Catalogue 2009”. It
was an effort to enlist local industry involved in indigenous dev and
mfr of def eqpt and stores. It will act as a ref and guide to various

o. In order to encourage local industry to mfr def eqpt and stores, 18 x

c. Dev Multi Channel Exploder (One Master & Twenty Slave units).
Comparative users trials were conducted and the eqpt performed
better than the imported one. Short listing of eqpt for induction in
svc is expected during first half of CFY. Rs. 249 Mn are expected
as savings due to indigenization.

8. Concl. DGMP endeavors to optimize indigenization through
selective down loading of projs to local industry. Its R&D estbs provide the
essential link between users and the local industry and help translate the ideas in
to product. Considerable effort is also diverted to constantly monitor the R&D and
production capacity of civ sector and in maint updated pool of firms / estbs for
working on the def projs.

DEFENCE EXPORT PROMOTION ORGANIZATION DEPO
Defence Export Promotion Organization (DEPO) is primarily responsible
for the conduct of the biennial Defence exhibition, i.e. International Defence
Exhibition and Seminar (IDEAS) at Pakistan. IDEAS 2008 held from 24-28
November 2008 was the biggest in the series and otherwise also being the
biggest exhibition ever held/ hosted by Government of Pakistan. Inauguration
ceremony of the exhibition was graced by the Prime Minister of Pakistan. 59
countries were represented in different categories (delegates/ exhibitors/ trade
visitors). For the first time in the history of IDEAS no financial assistance was
given by the Government of Pakistan for the conduct of IDEAS and DEPO was
able to generate enough revenue through IDEAS-2008 for not only conducting
the event but also to save enough funds to facilitate the construction of display
centre at the newly allocated space at Defence Complex Islamabad.
The second equally important responsibility of DEPO is to entertain
inquiries from foreign countries. New markets are also explored for offering own
defence equipment. In this regard tremendous in-roads were made in case of
Sudan, Libya and Eritrea. In case of Sudan, after concerted efforts of DEPO,
letter of interest (RFQs) from Sudan Govt for our defence products as well as for
defence collaboration in many fields was obtained. Furthermore, simultaneously
NOCs were obtained from MoFA, after a lot of deliberations, for different defence
collaboration projects and supply of certain defence products to Sudan. In case
of Libya, after the deliberated and concerted efforts of DEPO, Libyan authorities
have consented on signing of MOU with Pakistan for close cooperation, mutual
understanding and collaboration in matters of defence/ security during the
President of Pakistan visit to Libya (30 April - 02 May 2009).

Minutes have been signed between own Minister of Defence and Secretary to
the General Interim Committee for Defence Libya and draft MOU has already
been prepared by JSHQ and expected to be formally signed very soon after
examination/approval by the Libyan side. In case of Eritrea, NOC was obtained
from MoFA for supply of Super Mushshak and K-8 Trainer aircraft. Inquiries of
216 items related to defence equipment/ stores were received from 18 countries,
during the period under review. These inquiries were forwarded to relevant
manufacturers from Public and Private Sector for necessary action.
The third responsibility of DEPO is to conduct visits of foreign delegations.
It also conducts briefing of Pakistani DAs and Army/ Navy/ Air Attachés, prior
they proceeding abroad to take over respective duties. During the period under
review a total of 24 visits were conducted for approx 100 visitors from 18
countries.
Further, DEPO establishes Pakistan pavilion at already approved
International Defence Exhibitions abroad. It is endeavoured that in these
exhibitions complete range of defence products from public/ private sector is
displayed. During the period under review DEPO attended two International
Defence exhibitions, namely IDEX at UAE and IDEF at Turkey.

ACHIEVEMENTS OF DEPO IN IDEAS – 2008 General DEPO has demonstrated success through resilience in the
biggest exhibition in the country, IDEAS – 2008. This exhibition was not only the
biggest of the series, but was unique for itself because of the environment in
which it was conducted and the financial resources generated in it. Despite
meagre resources and without requesting for any funds from the Government,
(as an effort towards self reliance in order to reduce burden on govt exchequer)
the event was conducted very successfully. This mega event on the average
generated an economic activity worth Rs.800 million. The cardinal determinants
for measuring success of IDEAS-2008 are as fol:-
