THE REPUBLIC OF INDONESIA

NUMBER 29 OF 2019

CONCERNING

PROVISIONS FOR IMPORT AND EXPORT OF ANIMALS

AND ANIMAL PRODUCTS

UPON THE GRACE OF THE ONLY GOD

THE MINISTER OF TRADE OF THE REPUBLIC OF INDONESIA,

Considering : a. that in order to more improve the effectiveness of

implementing the policy of the animal import and export

and animal products, it is necessary to re-regulate the

provisions of the import and export of animals and animal

products;

b. that based on the consideration, as meant in letter a, it is

necessary to determine the Regulation of the Minister of

Trade concerning the Provisions on Export and Import of

Animal and Animal Products.

HAS DECREED:

To enact : REGULATION OF THE MINISTER OF TRADE CONCERNING

PROVISIONS ON EXPORT AND IMPORT OF ANIMAL AND

ANIMAL PRODUCTS

Article 1

The meaning of the following in this Regulation of the Minister

is :

1. Animals are creatures which life cycle is entirely or partly

on land, water and/or air, either those that are raised or

those in their habitat.

2. Animal Germ, hereinafter referred to as Germ, is the

animal that has superior characteristic and inherits as well

as complies with certain requirements to be cultivated.

3. Animal Seed, hereinafter referred to as Seed, is the

animal reproduction substance, which may be in form of

cement, sperm, oval, egg sprout and embryo.

4. Broiler Ruminant Livestock Cattle, hereinafter referred to

as Calf, is the adult broiler ruminant livestock, which is

cultivated during a certain period only to be fattened until

reaching the maximum weight at the optimum age to be

slaughtered.

5. Animal Products are all products originating from animals

that are still fresh and/or have been processed for needed

for consumption, pharmakoseutica, agriculture, and/or

other use to fulfill the need or benefit of human beings.

6. Zoonosis is the disease that can be transmitted from

animal to human beings or reversely.

7. Export is the activity of taking out goods from the Customs

Area.

8. Import is the activity of entering goods into the Customs

Area.

9. Electronically Integrated Business Registration Number

Online Single Submission, hereinafter abbreviated OSS,

is the Business License issued by the OSS Institution for

and on behalf of the minister, head of institution, governor,

or Regent/Mayor to the business actor through the

integrated electronic system.

10. Business Registration Number, hereinafter referred to as

NIB, is the identity of the Business Actor, which is issued

by the OSS Institution, after the business actor has made

the Registration.

11. Importer Identity Number, hereinafter referred to as API, is

the identity number of the importer.

12. Packing is the material used to contain and/or wrap the

Animal Product, either directly in contact or not.

13. Food Tare Logo is the marking showing that the food

packing is safe for the food.

14. Recycle Code is the marking showing that the food

Packing can be recycled.

15. Export Approval is the approval to Export Animals and

Animal Products.

16. Import Approval is the approval to Import Animals and

Animal Products.

17. Recommendation is the statement issued by the

authorized official of the related agency/technical unit, and

is the requirement to issue the Import Approval and Export

Approval.

18. State Owned Enterprise, hereinafter refereed to as

BUMN, is the business entity, which capital is on the

overall or partially owned by the State through direct

participation, originating from the separated State assets.

19. Exporter is the individual or business entity in form of legal

entity or non legal entity that carries out the export

activities.

20. Importer is the individual or business entity in form of legal

entity or non legal entity that carries out the import

activities.

21. Customs Area is the area with certain boundaries at the

Seaport, Airport, or other places determined for the traffic

of goods, which is fully under the control of the Directorate

General of Customs.

22. OSS Management and Organizing Institution is the non

ministry government institution that organizes the

administration affairs in the investment coordination

sector.

23. Minister is the minister who organizes the administration

affairs in the trade sector.

24. Director General is the Director General of Foreign Trade,

Ministry of Trade.

25. Director of Export is the Director of Export of Agriculture

and Forestry Products of the Directorate General of

Foreign Trade, Ministry of Trade.

26. Director of Import is the Director of Import of the

Directorate General of Foreign Trade, Ministry of Trade

Article 2

Germ, Seed, and/or Calf herein shall be grouped into Animal

category.

Article 3

(1) The type of Animal and Animal Products of which the

export is restricted shall be as those mentioned in

Appendix I forming integral part hereof.

(2) Export of Animal as referred to in paragraph (2) may only

be made if the need for Animal Germ, Seed, and/or

Calf in the home country has been fulfilled and the

conservation of local live stocks is secured.

Article 4

(1) Export of Animal and/or animal products as referred to in

Article 3 paragraph (2) may only be made by the Exporter

already obtaining Approval of Export from the Minister.

(2) The Minister shall grant mandate for the issue of Approval

of Export as referred to in paragraph (1) to Directorate

General.

(3) The Director General provides the mandate to issue the

Export Approval, as meant in paragraph (2), to the

Director of Export.

Article 5

(1) To obtain the Approval of Export as referred to in Article 4,

the Exporter shall submit an application on electronic

basis to Directorate General through Director Export by

attaching:

a. Trade Business Permit (SIUP) or Business Permit in

animal husbandry and health sector;

b. Business Registration Number (NIB); and

c. Recommendation and Minister of Agriculture or

official so appointed by the Minister of Agriculture.

(2) Based on the request, as meant in paragraph (1), the

Director of Export, on behalf of the Director General,

issues the Export Approval by using the Electronic

Signature (Digital Signature) that does not contain the wet

seal and signature and indicates the QR (Quick

Response) code within not later than 2 (two) working

days, effective as of the date the request is received

completely and correctly.

(3) In case the request, as meant in paragraph (2), is

incomplete and incorrect, then the rejection shall be made

electronically within not later than 2 (two) working days

effective as of the date the request is received

Article 6

The Approval of Export as referred to in Article 5 paragraph (2)

shall be valid in accordance with the validity term of the

Recommendation.

Article 7

(1) The exporter is required to report each amendment

related to the documents as meant in Article 5 paragraph

(1) letter a and letter b.

(2) The exporter, as meant in paragraph (1), should

electronically submit the request for amendment of the

Export Approval to the Director General through the

Director of Export by attaching:

a. The document to be amended, as meant in

paragraph (1); and

b. The Export Approval.


Director of Export issues on behalf of the Director General

the amendment of the Export Approval by using the

Electronic Signature (Digital Signature), which does not

need the wet seal and signature and indicates the QR

(Quick Response) code within not later than 2 (two)

working days effective as of the date the request is

received completely and correctly.

(4) In case the request, as meant in paragraph 2 (two) is

incomplete and incorrect, then the rejection shall be

electronically made within not later than 2 (two) working

days effective as of the date the request is received.

Article 8

(1) The exporter may submit the request for amendment of

the Export Approval in case the amendment is on the:

a. Description of items;

b. Tariff Post/HS of 8 (eight) digits;

c. Amount and unit of items;

d. Port of loading; and/or

e. Country of export destination.

(2) The exporter, as meant in paragraph (1), should

electronically submit the request for amendment of the

Export Approval to the Director General through the

Director of Export by attaching:

a. The Export Approval; and

b. The recommendation from the Minister of Agriculture

or official appointed by the Minister of Agriculture.

(4) In case the request, as meant in paragraph (2) is

incomplete and incorrect, then the rejection shall be made

electronically within not later than 2 (two) working days

effective as of the date the request is received.

Article 9

The provisions on the Animal Species and Animal Products,

which import is regulated, are contained in Appendix II,

Appendix III, and Appendix IV, which are inseparable parts of

this Regulation of the Minister.

Article 10

(1) The import of Animal Species and Animal Products as

contained in Appendix I, Appendix II and Appendix III and

Appendix IV of this Regulation of the Minister, may only

be carried out by:

a. Importers that are owners of NIB that applies as API;

b. Social Institutions; and

c. Foreign Country Representatives / International

Institutions.

(2) Importers that are owners of NIB that applies as API,

Social Institutions and Foreign Country Representatives/

International Institutions may import Animals and Animal

Products, as contained in Appendix II, Appendix III, and

Appendix IV, which are inseparable parts of this

Regulation of the Minister, from a country.

(3) The Social Institution, as meant in paragraph (1) letter b,

should be in form of a business entity, which is

established according to the laws of Indonesia and is

domiciled in Indonesia

(4) The Foreign Country Representative / International

Institution, as meant in paragraph (1) letter c, should be

domiciled in Indonesia.

Article 11

(1) In case the country, as meant in Article 10 paragraph (2)

is not fully free from animal diseases, then, in the

framework of maintaining the food security, availability

and price stability, the BUMN (State Owned Company)

may import Animals and Animal Products as contained in

Appendix II and Appendix III letter a, which are

inseparable parts of this Regulation of the Minister, from

the country or zone of a certain country.

(2) The import of Animal Species and Animal Products, as

meant in paragraph (1), is carried out based on the

agreement of the coordination meeting at the minister

level in the economic sector.

(4) The assignment, as meant in paragraph (3), is provided

upon the proposal of the Minister and/or Minister of

coordination meeting at the minister level in the economic

Article 12


meant in Article 10 and Article 11, may only be carried out

after obtaining the Import Approval from the Minister.

(2) The Minister delegates the authority to issue the Import

Approval, as meant in paragraph (1), to the Director

General.

(3) The Director General delegates the authority to issue the

Import Approval, as meant in paragraph (2), to the

Director of Import.

Article 13

(1) In order to obtain the Import Approval, as meant in Article

12 (1), which includes the import of Animal Species and

Animal Products, as meant in Article 9, the importer that

owns the NIB that applies as API, should electronically

submit the request to the Director General through the

Director of Import by attaching the following:

a. Establishment Deed of the Business including its

amendments;

b. NIB that applies as API;

c. Evidence on the control of the cattle raising place, for

import of Prospective and Female cattle, as

contained in Appendix II, which is an inseparable part

of this Regulation of the Minister;

d. Evidence on the control of the cold storage and

evidence on the control of the transportation means,

as contained in Appendix III and Appendix IV, except

for the import of processed meat that is ready for

distribution and does not need the cold storage

facility, according to the information on the product

label or other processed products that do not need

the cold storage facility;

e. Statement representing that the slaughter of

Prospective animals is carried out at the Animal

Slaughter House (RPH) in accordance with the

provisions of the legislative regulations on the Import

of Prospective animals, as contained in Appendix II,

which is an inseparable part of this Regulation of the

Minister; and

f. Recommendation from the Minister of Agriculture, or

official appointed by the Minister of Agriculture, on

the Import of Animal Species and Animal Products as

contained in Appendix II and Appendix III, which are

inseparable parts of this Regulation of the Minister; or

g. Recommendation from the Head of the Food and

Drugs Control Agency or official appointed by the

Head of the Food and Drugs Control Agency on the

Import of the Processed Animal Product Types, as

contained in Appendix IV, which is an inseparable

part of this Regulation of the Minister and

Recommendation from the Minister of Agriculture or

official appointed by the Minister of Agriculture on the

Import of Processed Animal Products, as contained

in Appendix IV, that has still the risk of zoonosis

spread.

(2) In order to obtain the Import Approval, as meant in Article

12 paragraph (1) on the Import of Animal Species and

Animal Products, as meant in Article 9, the Social

Institution and Foreign Country Representative

/International Institution should electronically submit the

request to the Director General through the Director of

Import by attaching the following:

a. Establishment Deed of the Institution for the Social

Institution or identity of the management and/or

assigned/authorized representative for the Foreign

Country Representative/International Institution;

b. Evidence on the control of the cold storage place for

the import of products as contained in Appendix III

and Appendix IV, except for the import of processed

meat that is ready for distribution and does not need

the cold storage facility, according to the information

on the product label or other processed products that

do not need the cold storage facility;

c. Statement to not trade animals and animal products

for the Social Institution or Statement for the internal

need and not to be distributed for the Foreign

Country Representative/International Institution; and

d. Recommendation from the Minister of Agriculture or


Import of Animal Species and Animal Products, as



e. Recommendation from the Head of the Food and

Drugs Control Agency or official appointed by the

Head of the Food and Drugs Agency on the Import of

Processed Animal Product Types, as contained in

Appendix IV, which is an inseparable part of this

Regulation of the Minister, and Recommendation

from the Minister of Agriculture on the Import of

Processed Animal Products, as contained in

Appendix IV, that has still the risk of the zoonosis

spread.

(3) In order to obtain the Import Approval, as meant in Article,

on the Import of Animal Species and Animal Products, as

meant in Article 9, the BUMN should electronically submit

the request to the Director General, in this case the

Director of Import, by attaching the following:

a. Establishment Deed of the Institution for the Social

Institution or identity of the management and/or

assigned/authorized representative for the Foreign

Country Representative/International Institution;

a. NIB that applies as API;

b. Letter of Assignment from the Minister of BUMN; and

c. Recommendation from the Minister of Agriculture or

the appointed official.

(4) Based on the request, as meant in paragraph (1),

paragraph (2), and paragraph (3), the Director of Import

issues the Import Approval on behalf of the Director

General by using the Electronic Signature (Digital

Signature) that does not need the wet seal and signature

and by indicating the QR (Quick Response) code within

not later than 2 (two) working days effective as of the date

the request is received completely and correctly.

(5) In case the request, as meant in paragraph (1), paragraph

(2), and paragraph (3), is incomplete and incorrect, then

the rejection shall be made electronically within not later

than 2 (two) working days effective as of the date the

request is received.

Article 14

The request for the Export Approval, as meant in Article 13,

may be submitted at any time.

Article 15

The validity term of the Import Approval, as meant in Article 12,

is accordance with the validity term of the Recommendation.

Article 16

(1) The importer is required to report each amendment

related to the documents as meant in Article 13 paragraph

(1) letter a, letter b, letter c, letter d, and letter e, Article 13

paragraph (2) letter a, letter b, and letter c, or Article 13

paragraph (3) letter a.

(2) The importer should electronically submit the request for

amendment of the Import Approval, as meant in

paragraph (1) to the Director General through the Director

of Import by attaching the following:

a. The amended document, as meant in paragraph (1);

and

b. The Import Approval.

Article 17

(1) The importer may submit the request for amendment of

the Import Approval in case of the amendment is on the

following:

a. Description of Items;

e. Port of destination.

(2) The importer should electronically submit the request for

amendment of the Import Approval, as meant in

paragraph (1), to the Director General through the Director

of Import by attaching the following:

a. Import Approval; and

b. Recommendation from the Minister of Agriculture or


Import of Animal Species and Animal Products, as



c. Recommendation from the Head of the Food and

Drugs Agency or official appointed by the Head of the

Food and Drugs Agency on the Import of Processed

Animal Products, as contained in Appendix IV, which

is an inseparable part of this Regulation of the

Minister and Recommendation from the Minister of

Agriculture on the Import of Processed Animal

Article 18

(1) The submission of request to obtain the:

a. Export Approval, as meant in Article 5;

b. Amendment of the Export Approval, as meant in

c. Import Approval, as meant in Article 13; and

Article 16 and Article 17,

can only be served with the electronic system through the

website http://inatrade.kemendag.go.id.

(2) in case the force majeure occurs, which causes the non

functioning of the electronic system, then the submission

of request, as meant in paragraph (1), may be manually

delivered to the Director General through the Director of

Export or Director of Import.


Director of Export or Director of Import issues on behalf of

the Director General the following:

a. Export Approval;

b. Amendment of the Export Approval;

c. Import Approval; and

d. Amendment of the Import Approval,

within not later than 3 (three) working days effective as of

the date the request is received completely and correctly

Article 19

In case the OSS Institution has been able to process the

issuance of the business license in the trade sector, which is

regulated in this Regulation of the Minister, then the OSS

Institution may on behalf of the Minister issue the Export

Approval, Amendment of the Export Approval, Import Approval

and amendment of the Import Approval.

Article 20

(1) The Export Approval, as meant in Article 5, amendment of

the Export Approval, as meant in Article 7 and Article 8,

Import Approval, as meant in Article 13, and amendment

of the Import Approval, as meant in Article 16 and Article

17, are electronically forwarded from the INATRADE

portal to the Indonesia National Single Window (INSW)

portal.

(2) In case the Import of Animal Species and Animal Products

is carried out through the port that is not yet connected to

the Indonesia National Single Window (INSW), then the

copy of the Import Approval is manually delivered to the

related agency.

Article 21

(1) The imported Animal Products should comply with the

Packing requirements consisting of:

a. The packing that is in direct contact with the food

should use the material that is permitted for food in

accordance with the provisions of the legislative

regulations; or

b. The packing that uses plastic should include the

Food Tara Logo and Recycle Code in accordance

with the provisions of the legislative regulations.

(2) The compliance with the Packing requirements, as meant

in paragraph (1), should be proven with the following:

a. Test result certificate issued by the competent testing

laboratory and is recognized by the local government;

or

b. Statement from the importer representing that the

Packing that is used is in accordance with the

provisions of the legislative regulations by including

the Food Tara Logo and Recycle Code on the

Packing.

Article 22

(1) The use of the Animal Product Types, as contained in

Appendix III and Appendix IV, which are inseparable parts

of the Regulation of the Minister, are intended for hotels,

restaurants, cafes, catering, industries, markets, and other

special needs that have the cold storage facility.

(2) The use of the Animal Product Types for other special

needs, as meant in paragraph (1), covers the following:

a. gift/grant consignments for the need of public

worship, charity, social need, or for the interest of

coping with natural disasters;

b. items of foreign country representatives/international

institutions including of their officials assigned in

Indonesia;

c. items for the need of research and development of

science; or

d. samples that are not for trade (need for exhibition) up

to 200 (two hundred) kilograms.

Article 23

In case there is the risk of Zoonosis spread in the country of

origin on the Import of Animal Species and/or Animal Products

and it is prohibited to be imported based on the determination

of the Minister of Agriculture, then the Import Approval that has

been issued is declared not applicable.

Article 24

(1) The examination on the compliance toward the

requirements for Import of Animal Species and/or Animal

Products is carried out after going through the Customs

Area.

(2) The import requirement, as meant in paragraph (1), is in

form of the Import Approval.

(3) The importer should independently make the

requirements (self declaration), which represents that it

has complied with the requirements for Import of Animal

Species and/or Animal Products before such imported

items are used, traded, and/or handed over.

(4) The importer should electronically submit the statement,

as meant in paragraph (3), through the website

http://inatrade.kemendag.go.id by indicating the number of

the import customs notification document.

(5) The importer should indicate the number of the Import

Approval in the import customs notification document.

(6) The importer should keep the import requirements

documents, as meant in paragraph (2), and the import

customs notification document for minimum 5 (five) years

for the need of examination, as meant in paragraph (1).

Article 25

(1) The exporter is required to submit the report on the

implementation of the Export of Animal Species and/or

Animal Products, either realized or not realized, by

attaching the Goods Export Notification document.

(2) The importer is required to submit the report on the

implementation of the Import of Animal Species and/or

Animal Products, either realized or not realized, by

attaching the Import Customs Notification document.

(3) The reports, as meant in paragraph (1) and paragraph (2),

are electronically submitted through the website

http://inatrade.kemendag.go.id every month within not

later than the 15th (fifteenth) day of the following month to

the Director General.

Article 26

(1) The exporter that does not implement 2 (two) times

consecutively the obligation of submitting the report, as

meant in Article 25, is imposed the sanction of freezing of

the Export Approval.

(2) The importer that does not implement the obligation of

submitting the report, as meant in Article 25, is imposed

the sanction of freezing of the Import Approval.

Article 27

(1) The frozen Export Approval may be reactivated if the

Exporter, as meant in Article 26 paragraph (1), has

submitted the report on the implementation of the Export

of Animal Species and Animal Products within the period

of 2 (two) months as of the date of freezing.

(2) The frozen Import Approval may be reactivated if the

Importer, as meant in Article 26 paragraph (2), has

submitted the report on the implementation of the Import

of Animal Species and Animal Products within the period

of 1 (one) month as of the date of freezing.

Article 28

The Export Approval and Import Approval are revoked in case

the Exporter or Importer:

a. Is proven of submitting incorrect data and/or information

as the requirements to obtain the Export Approval and

Import Approval;

b. Does not submit the report on the implementation of

export of Animal Species and Animal Products within the

period of 2 (two) months a of the date of freezing, as

meant in Article 26 paragraph (1);

c. Does not submit the report on the implementation of

import of Animal Species and Animal Products within the

period of 1 (one) month as of the date of freezing, as

meant in Article 26 paragraph (2);

d. Is proven as amending the conformity of the data and/or

information that are contained in the Export Approval or

amendment of the Export Approval that has been issued

by not following the provisions as regulated in Article 7

and Article 8;

e. Is proven as amending the conformity of the data and/or

information that are contained in the Import Approval or

amendment of the Import Approval that has been issued

by not following the provisions as regulated in Article 16

and Article 17;

f. Is declared as guilty based on the court verdict that has

obtained the permanent legal power on the criminal act

related to the misuse of the Export Approval and Import

Approval; and/or

g. Is proven as conducting a breach based on the

recommendation from the Directorate General of

Consumer Protection and Trade Order and/or from the

related technical agency in order to revoke the Export

Approval and Import Approval.

Article 29

The revocation of the Export Approval and Import Approval, as

meant in Article 28, is determined by the Director of Export or

Director of Import on behalf of the Director General.

Article 30

(1) The exporter that has been imposed the sanction of

revocation of the Export Approval cannot not resubmit the

request for the Export Approval during 1 (one) year as of

the date of revocation and is included in the list of

exporters under control.

(2) The importer that has been imposed the sanction of

revocation of the Import Approval cannot resubmit the

request for the Import Approval during 2 (two) years as of

the date of revocation and is included in the list of

importers under control.

Article 31

(1) The Exporter or Importer that carries out the Export or

Import activities of Animal Species and/or Animal

Products that do not conform to the provisions in this

Regulation of the Minister is imposed the sanction in

accordance with the provisions of the legislative

regulations.

(2) The Animal Species and/or Animal Products that are

imported not in accordance with the provisions in this

Regulation of the Minister should be withdrawn from

circulation and be destroyed by the Importer.

(3) The costs for the implementation of withdrawal from

circulation and the destruction, as meant in paragraph (2),

are born by the Importer.

Article 32

(1) The export of Animal Species and/or Animal Products that

are the:

a. Personal belongings of passengers and/or crew of

transportation means in accordance with the

provisions of the legislative regulations in the

customs sector;

b. Consignments in accordance with the provisions of

the legislative regulations in the customs sector;

c. Items of foreign country representatives and their

officials who are assigned in Indonesia based on the

reciprocity principle and/or

d. Items of border crossers in accordance with the


customs sector with the cross border trade bilateral

agreement;

are excluded from the provisions in this Regulation of the

Minister.

(2) The export of Animal Species and/or Animal Products that

are:

a. Gifts/grant for the need of public worship. charity,

social need or for the need of coping with natural

disasters;

b. Items for the need of international organizations and

their officials assigned in Indonesia;

c. Items for the need of research and development of

science; and/or

d. Samples that are not for trade;

should obtain the Export Approval from the Director of

Export.

(3) In order to obtain the Export Approval, as meant in

paragraph (2), the applicant should submit the request in

writing to the Director of Export by attaching the

Recommendation as meant in Article 5 paragraph (1)

letter c

Article 33

(1) The Import of Animal Species and/or Animal Products that

are the:

a. Personal belongings of passengers and/or crew of

the transportation means in accordance with the


customs sector;

b. Consignments in accordance with the provisions of

the legislative regulations in the customs sector;

c. Items that have been exported and then re-imported

in the amount of maximum equal to the amount at the

time of export, which is proven by the Goods Export

Notification; and/or

d. Items of border crossers in accordance with the


customs sector with the cross border trade bilateral

agreement;

are excluded from the provisions in this Regulation of the

Minister.

(2) The Import of Animal Species and Animal Products that

are:

a. Gifts/grant for the need of public worship, charity,

social need or for the interest of coping with natural

disasters;

b. Items for the need of research and development of

science; or

c. Samples that are not for trade (need for exhibition) up

to 200 (two hundred) kilograms;

should obtain the Import Approval from the Director of

Import.

(3) In order to obtain the Import Approval, as meant in

paragraph (2), the applicant should submit the request in

writing to the Director of Import by attaching the

Recommendation as meant in Article 13 paragraph (1)

letter f or letter g or Article 13 paragraph (2) letter d or

letter e.

Article 34

(1) In the framework of controlling the Import policy, the

Minister, through the Director General of Consumer

Protection and Trade Order, carries out the inspection and

control periodically and/or at any time if needed.

(2) The Inspection, as meant in paragraph (1), is carried out

on:

a. The Import requirements for Animal Species and/or

Animal Products; and

b. The other Import supporting documents.

(3) The Control, as meant in paragraph (1), is carried out on:

a. The correctness of the Import realization report;

b. The conformity of Animal Species and/or Animal

Products that are imported with the data contained in

the Import Approval; and

c. Obedience toward the related legislative regulations

in the Animal and Animal Products sector.

Article 35

In case needed, the technical instructions on the

implementation of this Regulation of the Minister are

determined by the Director General and/or Director General of

Consumer Protection and Trade Order in accordance with their

respective authorities.

Article 36

The exceptions and provisions that are regulated in this

Regulation of the Minister should be upon the approval of the

Minister after coordinating with the related agency.

Article 37

At the time this Regulation of the Minister commences

applicable, the Export Approval and Import Approval that are

issued based on the Regulation of the Minister of Trade

Number 59/M-DAG/PER/8/2016 concerning Provisions for

Import of Animals and Animal Products (State Gazette of the

Republic of Indonesia of 2016 Number 1208), as has been

amended several times and latest with the Regulation of the

Minister of Trade Number 65 of 2018 concerning Third

Amendment of the Regulation of the Minister of Trade Number

59/M-DAG/PER/8/2016 concerning Provisions for Import and

Export of Animals and Animal Products (State Gazette of the

Republic of Indonesia of 2018 Number 724), are declared as

still applicable until expiration of the validity term.

Article 38

At the time this Regulation of the Minister commences

applicable, the Regulation of the Minister of Trade Number

59/M-DAG/PER/8/2016 concerning Provisions for Export and


Republic of Indonesia of 2016 Number 1208), as has been

amended several times and latest with the Regulation of the

Minister of Trade Number 65 of 2018 concerning Third

Amendment of the Regulation of the Minister of Trade Number

59/M-DAG/PER/8/2016 concerning Provisions for Export and


Republic of Indonesia of 2018 Number 724), is revoked and

declared not applicable.

Article 39

This Regulation of Minister shall become effective as of the

promulgation date.

For public cognizance, it is instructed to promulgate this

Regulation of Minister by inserting the same in the State

Gazette of the Republic of Indonesia.
