The demographic profile tells us that over 54% of people in our country are aged below 25 years … a nation in the prime of youth. They rising aspirations for better living standards and better jobs must be met in order to get optimum leverage out of the youthful vigour to take the country forward at a pace matching that of technological advancements. To accomplish such a goal, the youth of the country need to be equipped with up-to-date employable skills.

Recognising this fact, the Govt. of India has evolved the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), which will be launched in all states of the country on the 15th July, named as the National Skills Day. Formulated by the Ministry of Skill Development and Entrepreneurship, the PMKVY will be implemented through the National Skill Development Corporation. Evolved with a total outlay of Rs. 1,500 crore, the PMKVY intends to impart skill training to 24 lakh youth of the country. The implementation process has already begun in June in some states.

A flagship scheme of the Govt. of India, the scheme endeavours to encourage acquisition and upgradation of employable skills among the youth through monetary rewards, to enhance the productivity of existing work-force and align the training and certification to the needs of different sectors, and also to become skill provider to the developed countries. It is streamlined to ensure standardisation of certification. NSDC will be the implementing agency for the Scheme, to be implemented through public-private and public-public partnerships.

The scheme is streamlined with several new features to make sure of tight implementation, relevancy, accountability, objectivity and transparency: provision for training and certification under Recognition of Prior Learning (RPL), which will be specifically oriented for developing skills in specific growth sectors; separate assessment and training bodies for each of the purposes of the Scheme, allowing no overlap of roles; training conforming to National Occupational Standards (NOS) and Qualification Packs (QPs) for specific job roles formulated by industry-driven bodies [Sector Skills Councils (SSCs)]; training targets to be based on skill gap studies; creating a registry of skills to keep track of available skill mass; target for training to be aligned to demand from the Central Government’s flagship programmes such as Swachh Bharat, Make in India, Digital India, National Solar Mission; close monitoring by the steering committee; each training partner to be responsible for its entire franchisee network and infrastructure of training centres and allowing first level of franchising alone. Those approved under RPL also will receive monetary reward. The Scheme is structured with 24 SSCs and 428 Job Roles.

A new feature of the scheme is the camp-based approach through Kaushal Melas to be held in every district to give information about skill training options, outline possible career paths and their income generation potential. Exploring Skill Yatras is another new feature to create awareness about skill acquisition and certification among the people in interior villages through live demonstration of skills, supplemented with specialised and standardised branding and communication packages via mass media and social media.

The SSCs will be responsible for verifying and ascertaining the quality of training locations and courses through certified assessors, certifying the training curriculum and ensuring that it is aligned to QPs of job roles, as well as certifying all trainers for the Scheme.

ni-msme has been conducting skill development programmes on a wide scale, in a variety of IT related and non-IT trades, in several states. We invite particularly the young unemployed men and women to benefit from the Scheme by equipping themselves with a skill or skills of their choice and to start their own self-employment venture preferably, or find an attractive placement with ease.

Our Institute is always willing and ready to extend our expertise and service to the MSEs, and to contribute to the success of the far-reaching Scheme.

Алексей Августинович 2:22am Jun 22

From 19/01/2015 to 13/03/2015 I participated in the «Training of Trainers in Entrepreneurship and Skill Development» course at National Institute for Micro Small & Medium Enterprises in Hyderabad. Before this program I had never been in India, moreover, I never heard about Hyderabad. Therefore, I was worried about accommodation and the level of education. None of my friends ever took part in this program.

First of all, I wrote all universities that I was interested. I asked about accommodation, curriculum and teachers. I chose the university with more interesting program. All expenses were covered by the ITEC

program (studying, flight, accommodation, medical services and educational visits). In addition, due to the

program, I bought many books for my specialty.

At the university we were provided meals, high-quality medical care and even our guesthouse was within university premised.

We also got Scholarship which was an added advantage. During the training, I learned about business in India. We visited

different private manufacturing and training centers. We also visited Bangalore and Mysore. For me it was very useful to see the

production and feel things with my hands. There were participants from many countries. So, we had the opportunity to learn about many cultures. For me it was a great opportunity to improve my English and communication skills.

Participation in the program was not only an educational, but also a window to know more about culture of India. We visited

many historical and cultural places, such as many of the enchanting temples, gardens, zoos, Ramoji Film City.

India had prepared for me a lot of amazing discoveries:

• Traveling by Indian train. • New friends from different countries.• Beauty of Goa. • Indian wedding party with 3000 guests.• Hampi with the ancient temples. • Riding a scooter.• Elephant, the farming of rice, coconuts and bananas, tasty of a green coconut.

The bright colors of India and smiling people made this trip unforgettable. Education was useful for my job and for my life. My advice for new participants: «You should try this. Relax. Be open for new things. Do not try to change everything. Let India be with you and in you. India changes people, for good. Be ready to change yourself. You will not be as before.»

I would like to thank the Government of India, ni-msme, Ms. Dr. C.Rani, Programme Director, and Embassy of India in Minsk for this opportunity to participate in this course. I left India, left the university and the people. But they have remained with me in my heart, in my mind.
