PROBLEMS OF MARD’S STATISTICAL REPORTING
SYSTEM AND NEEDS OF APPLICATION OF ICT
1. MARD’s statistical indicator system is very diversified and complicated which need to collect data from wide range of organizations (63 provinces and units of MARD). In order to have data on time it needs to apply online reporting
2. There are many different input tables. In order to analyze and process data it needs to apply software with the same format and items in input tables. It will save time and human resources
3. Application of ICT will overcome problems that statisticians in lower organizations have to report, at the same time to different address
4. Application of ICT will help to store better data and improve data sharing process in MARD

1. Data input function: design input tables (forms for Provincial statisticians and for those in different units of MARD)
2. System administration: CIS will assign rights to access to the system for different users, of which CIS has highest power to interfere into the system.
3. Management of the list of indicators. CIS assumes that the indicators may be change flexible. In that case the software enables the change items in the system accordingly to relevant changes
4. Data searching for different purposes
CONCLUSIONS AND RECOMMENDATIONS
1. Use of ICT for online statistical reporting system is a positive direction which brings much effectiveness to statistical activities so it should be encouraged to implement widely.
2. In order to successfully to apply ICT in , it is crucial condition to create right statistical indicators and to standardize them properly then to set up powerlful reporting regime
3. Use of ICT for statistical reporting in Vietnam’s Ministry of Agriculture and Rural development (MARD) has achieved some positive results but its should be continue in coming time, particularly to extend the system to district level for whole country
