Your letter JRA/CT of the 15th March, 194-8, addressed to the Hon the Minister of Economic Development in the above connection, has been passed to this office for attention.

Although this Department is not directly responsible in the first instance, for the allocation of material for Native Housing purposes, I have nevertheless asked the Con­troller of Building Materials for his comments which are as follows*-

"The percentage of 2*46 quoted by the South African Institute of Race Relations refers, I believe, to the percentage of building Permits issued in 194-6 in favour of Native Housing,As most building materials are not under direct control,it can be stated, that, in effect, materials are automatically allocated to the projects in respect of which building permits are issued by the Deputy Building Controller*

In certain instances, direct allocations of material such as cement, corrugated iron etc., are made to National and Municipal Housing Projects, and this would include Native Housing. It nevertheless remains necessary for a building permit to have been isaed by the Deputy Building Controller*

As far as I am aware, however, the issue of building permits for Native Housing is not in the first instance the re­sponsibility of the Deputy Building Controller but depends on funds being made available by the National Housing and Planniiigl Commission and thus upon the sponsorship of the Commission*The criticism made by the South African Institute of Race Re­lations would accordingly appear to be a matter for the National Housing and Planning Commission and not either for this Department or for the Deputy Building Controller*

It might be mentioned that the South African Institute of Race Relations has probably not got the correct percentage since Native Housing is provided by a large number of private | persons as well as public bodies; outbuildings to private houses provide native housing, the Gold Mining Industry, and m other industries erect native compmnds and houses etc, and w natives themselves obtain permits for the erection of houses,* and all these figures are not separately shown in the returns published by the Deputy Building Controller."

I may also add that the Government has now assumed a large responsibility for Native Housing and this will change the position.

Miss Horrell has asked me to send you the enclosed draft evidence for the Commission of Enquiry into violence committed by Natives at 'Newlands, Krugersdorp and Randfontein. We would kbe glad to have your comments.

Will you please return it as soon as possible as it has to be submitted next week at the latest. A copy has been sent to Mr. Whyte.

Attached is the first portion of the evidence the Institute wishes to lay before your Conwsisslon.As you will notice, thie vai drawn up a month ago.since then, we have had the benefit of disoussions with representative Africans, and as result we have additional points which we should like to bring forward.

We shall thus be grateful if, when we appear before the Commission, we may be permitted to give further evidence which will re-eaphaslze some of the points in the attached memorandum, add others, and possibly ohange the emphasis sllpfctly.

We note that our hearing has been arranged for 10a.m. on Wednesday, March 1st.

I enclose for your information a considered statement on the present situation on the Keef. We hare had rery extensive discussions with a Tariety of Afrleane and the suggestion* enclosed represent eteps which they fool the Institute could put forward to you.

My executive Committee is rery anxious that one or tiro of us could meet you to discuss them further and also find out thether you would consider the possibility of a Conference between your department, the relevant Municipal officials, the Commissioner of Police, leading Afrleans and the Institute.

Copiss of the enclosed note hare been sent on similar lines to the Katlve Affairs Department and to the Municipalities.

Che situation has become -rest alarming and we feel that con­structive measuree such as are suggested are called for.
