FOREWORD Rapid adoption of Information and Communica-
tion Technology (ICT) is immensely important for
the socio-economic development of any country.
In the spirit of democratic governance, revolu-
tionary polices and visionary approach, present
government’s main focus is to enhance the
growth of Pakistan’s economy. The efforts are
paying off as the IT industry is growing in terms
of the number of companies, revenue, exports
and workforce every year. Pakistan’s IT exports
have increased by more than 11 times over the
last decade thereby demonstrating clear confi-
dence in the ability of the local companies to de-
liver IT solutions and services which meet expec-
tations of foreign clients.

ONE YEAR AGENDA
Throughout the first year of the Federal Government, the Ministry of Infor-
mation Technology & Telecommunication has strived to achieve performance
excellence in the delivery of its mandate. Major Highlights of our one year
journey are as follows:

In line with the Government’s aim towards Strengthening Federation, provision of
3G/4G services in remote areas has been a top priority. During the last year projects
have been launched to provide voice & broadband services in areas covering 3,100 Mau-
zas and benefiting a population of approximately 6.5 Million. Regions where these pro-
jects have been launched include :
North/South Waziristan,
FR Bannu/Lakki/Tank,
Dadu/Hyderabad
Bahawalpur Districts

The Ministry of IT & Telecom aims to promote development of telecommunication ser-
vices in un-served and under-served rural areas of Pakistan . Extending Fibre cables to
Tehsils helps telecom service providers in extending all kinds of telecom services to these
areas. Forty (40) unserved Tehsils/towns are being connected with 900Km optical fiber
cable covering Bajaur, Mohmand, Khyber, Orakzai, Kurram & FR (Peshawar) areas to
promote inclusive approach.

‘NG-BSD for National Highways & Motorways’ is a first of its kind initia-
tive whereby unserved patches on the National Highways and Motorways
are being provided with voice and broadband data services. 1,795 kms of
unserved segments of National Highways have been equipped with broad-
band services which include:
N10 (Uthal to Jiwani),
N25 (Hub to Uthal, Uthal to Quetta),
N65 (Quetta to Dera Allah Yar),
N50 (Kuchlak to Sherani)

For provision of state-of-the art ICT services to the populace living in far
flung areas of AJ&K and GB at par with other parts of Pakistan, 36 sites
have been launched and commissioned for provision of 3G/4G services.

celerated digitization ecosystem to en-
able socio-economic development, to
expand knowledge-based economy
and to spur the economic growth."
EASE OF DOING BUSINESS
As part of this vision, registration and process of IT and IT enabled ser-
vices companies with Pakistan Software Export Board (PSEB) is now pa-
perless and automated, powering a real time online company directory,
searchable by international investors, partners and customers .
This, in turn, has allowed for the num-
ber of IT & ITeS companies registered
with the Government to rise to 2,013 as
of 30th June, 2019 compared to 1,762
registrations in the previous year show-
ing an annual growth rate of 14.24%.

As of 30th June 2019, IT & IT enabled Services (ITeS) export remittances have
surged to $902 million at a growth rate of 8.19%. whereas, PSEB estimates
that total IT & ITeS exports are US$ 4.1 billion that includes 0.5 billion
earned by Micro, Small and Medium Enterprises (MSMEs), Independent Con-
sultants & Freelancers

Innovation is the prime determinant of the rise
and fall of societies. The Ministry supports
startups and innovative projects that utilize 4th
industrial wave tech to solve local problems and
target global opportunities in health, education,
energy, agriculture, telecom, finance and other
verticals.
Startups in five National Incubation Centre's
(NICs) have raised a collective investment com-
mitment of Rs 1.3 Billion from the local and in-
ternational private sector companies.
More than 9000 jobs have been created and reve-
nue amounting to Rs 500 Million has been gen-
erated by these startups.

The Ministry believes in equipping
freelancers, students and profession-
als with the knowledge, skills, tools
& techniques necessary to seize the
opportunities available in online job
market places internationally and
locally to improve their standard of
living.
Under the “DigiSkills” program, a to-
tal of 312,000 trainings were pro-
vided to young freelancing entrepre-
neurs of Pakistan.
An estimated amount of $14 million
has been generated through this
Government’s intervention and sup-
port for the freelance ecosystem.

In order to curb the menace of mobile
theft as well as smuggling of used (2nd
hand) mobile phones in the country the
Device Identification, Registration and
Blocking System (DIRBS) has also been
made operational on the directions of Fed-
eral Cabinet.
As informed by PTA the number of IMEIs
registered since the 15th Jan 2019 is 44
million, resulting in approximately Rs. 5
billion addition to the National Exchequer.

E-OFFICE SUITE

E-Office Suite is a cloud based service that automates business processes of the Federal Govern-
ment and is being deployed in all Ministries/Divisions/Department. Sixteen Ministries and de-
partments were equipped with the requirements to use E-Office Suite. These offices are now in
process of systematically achieving advanced levels of implementation

LEGISLATIVE DEVELOPMENTS
Major headway has been made on the following legislative actions which would
be completed in near future.
LEGISLATIVE ACTION PURPOSE
National Information Technology
Board Ordinance 2019
The reorganization of the NITB (as an autonomous body)
would not only enable harnessing the latest solutions ICTs
have to offer but would also induct and mainstream these
technologies in the work processes of the Federal Govern-
ment.
Amendments in PTA Act 2019 The amendments were made to expedite decision making,
ease of doing business, delegation of authority and decen-
tralization
LEGISLATIVE ACTION PURPOSE
Right of Way Rules (RoW Rules) The RoW rules are considered as a key enabler for expedit-
ing the deployment of underground (optical fiber) and over
ground (mobile towers) infrastructure allowing for better
connectivity, enhanced speeds, more coverage and reduc-
tion in call drops for consumers
Data Protection Act The data protection act is being prepared to control how
personal or customer information is used by organizations
or government bodies. It is intended to protect rights of
people and will lay down riles about how data about people
can be used.
Cyber Security Policy Aims at protection of information infrastructure in cyber-
space, reduce vulnerabilities, build capabilities to prevent
and respond to cyber threats.

Through adoption of austerity
measures, Ministry of IT and its
allied organizations saved a cu-
mulative of Rs. 64.33 Million
from its allocated budget, which
was deposited with the National
Exchequer.

CLEAN AND GREEN PAKISTAN
Under the Clean and Green Paki-
stan Programme, more than
100,000 trees have been planted,
by Special Communication Organ-
ization (SCO), in areas of AJ&K
and Gilgit Baltistan.

Lay down foundational work for deployment of 5G services in Pakistan.
Introduce Cloud Policy for Pakistan allowing for promotion and regulation of
cloud services in the public and the private sector.
Publish Pakistan Spectrum Master Plan for effective use of Spectrum.
Create an Enterprise Resource Planning (ERP) Backbone for the Government of
Pakistan by evolving the E-Office Platform.
Create a Centralized Government Communication Suite across all Federal Minis-
tries including Messaging, Teleconferencing, Video Conferencing & Document
Management.
Provision of high speed mobile broadband coverage to 30 million people in rural
areas of Pakistan.
Connecting 3000 Union Councils through optic fibers for the provision of high
speed internet.
