Government’s Policy to promote Biogas Technology

The Ministry of New and Renewable Energy is promoting settingup of biogas plants under three Central Sector Schemes –

i. National Biogas and Manure Management Programme(1 M3 to 6 M3 per day).

ii. Biogas Power Generation (off‐grid) Programme :Setting up of biogas plants in the size range of 25 m3 to2000 m3 per day or 3kW to 250 kW power generation frombiogas or thermal applications.

iii. Waste to Energy recovery programme :Setting up of large size biogas plants to recover energy fromUrban, Industrial and agriculture wastes /residues.

• Launched as NPBD in 1981. Renamed as NBMMP in 2003-04.

• Estimated potential of biogas plants : 120 lakh Nos.• Cumulative achievement so far : 49.15 lakh

(up to March, 2015)• Potential harnessed : 40.96 %

• 12th Plan:Target : 6.50 lakh plantsAchievement (March, 2015) : 2.86 lakh plants

Biogas

i. Biogas is produced from organic wastes such as cattledung, human excreta and other organic wastes throughanaerobic digestion (AD)

ii. Biogas is a clean fuel for cooking and other energy uses.

iii. Biogas slurry is a good quality manure

iv. Different models (fixed dome & floating dome) havebeen developed indigenously

National Biogas and Manure Management Programme

Objectives:

• To provide clean gaseous fuel mainly for cooking and lighting purposes.

• To provide organic manure to reduce use of chemical fertilizers;

• To mitigate drudgery of rural women, reduce pressure on forests and accentuate social benefits;

• To improve sanitation in villages by linking sanitary toilets with biogas plants;

• To mitigate Climate Change by preventing black carbon and methane emissions.

Through designated agencies for implementation of NBMMP

(i) State Government/ Union Territories Departments(ii) State Government/ Union Territories Agencies(iii) Khadi and Village Industries Commission in all States(iv) Plan for implementation of following “cluster area of villages/block/

districts approach”. Implementation approach through entrepreneurs mode.(v) Implementation activities for implementation are monitored through

Monthly and Quarterly Progress Reports. (vi) Submission of final claims, Audited Statements of Expenditure (SoE),

pending audit reports upto the 30th Septemeber following the closure of the Financial Year.

8 BDTCs are being supported at various IITs/ Universities to cover allStates/ UTs with the following functions:-

i. Training of Users, Biogas Masons, SND/SNA, District Officers and Turn-Key Workers/ RETs.

ii. R&D on Biogas technologies / Models. iii. Testing and Evaluation of New models of Biogas plants and burners at

Centres and in the field.iv. Field Monitoring of already installed and under installation plants for

improvements and suggestions .v. Development of Publicity Material.vi. Inspection of Biogas plants in a year in certain Block/ Taluka of the

Districts, selected on random basis.

Turn Key Job Fee also providedfor biogas plants with prefabricated materialinvolving part construction work either for digesteror dome. No fee is provided for completelyprefabricated/ manufactured plants such as Bagtype plants with rubberized material or plants madeof HDPE / PVC / fabric materials, as and whenapproved.

Repaircost estimates for a non-functional biogasplant should not exceed the total subsidyamount applicable as per the size of thebiogas plant. The proposal prepared bySNDs/SNAs and KVIC by bunching of suchnon-functional plants, requires priorapproval of the Ministry (MNRE).

• Estimated biogas generation of about 13.0 lakh cubic metre per day.

• Annual Saving of LPG: About 2.20 lakh tonnes of LPG equivalent (1.55 crore LPG domestic cylinders).

• Saving in production of 628 lakh kg. of urea equivalent or 118.6 lakh tonnes of nutrient enriched organic bio-manure.

• Social benefits to rural families in terms of reducing drudgery of women involved in collecting fuel wood and mitigating health hazards during cooking in smoky kitchens.

• Man-power employment: Generation of about 19.50 million persons-days of employment for skilled and unskilled workers.

• Improving sanitation in rural and semi-urban areas.

• Help in reducing greenhouse gas emission and curbing global warming.
