NURSING BOARD
Clause a: General Statement of Board Activities
The continuing and new authorized Board of Nursing activities during FY 95 and FY 96 were:
Continuin& Activities
1. Licensure and registration by examination and interstate endorsement
2. Registration renewal including continuing education required of registered nurses and licensed practical nurses
3. Processing disciplinary complaints
4. Verification of licenses to other states and agencies
5. Approval of nursing education programs preparing for licensure
6. Registration of public health nurses
7. Authorization of nurse practitioners to prescribe drugs and therapeutic devices
8. Maintain lists of professional nursing organizations which meet criteria and have authority to certify registered nurses in advanced nursing practice categories
9. Registration of nursing cOrPOrations
10. Participation in HIV and HBV Prevention Program (M.S. 214.17-214.25)
11. Collect voluntary surcharge from licensees to fund a grant program administered by the Higher Education Coordinating Board (Repealed 6/30/95)
New Activities
1. Authorization of clinical nurse specialists in psychiatric and mental health nursing to prescribe drugs
2. Participate in Health Professionals Services Program (M.S. 214.31-214.37)

4. NURSING PROGRAM APPROVAL
In accordance with Minnesota Statutes section 148.251, the Board approves nursing education programs that prepare graduates for licensure as either registered professional nurses or as licensed practical nurses.

New programs that prepare graduates as professional nurses or as practical nurses must demonstrate compliance or intent to comply with all applicable rules and must be granted Board approval. Thee professional programs, Fergus Falls Community College Associate Degree Nuning Program, Fergus Falls; Lake Superior College Associate Degree Nuning Program, Duluth; and Worthington Community College Associate Degree Nursing Program, Worthington; received Board approval April 12, 1996. Two practical nursing programs, Riverland Community College Practical Nursing Program, Austin; and South Central Technical College Practical Nuning Program, Faribault; also received Board approval April 12, 1996.
Approved programs are surveyed for continued compliance with applicable Minnesota Rules at least once every ten years. During FY95, two professional nursing programs were surveyed; each was granted renewal ofapproval. Four practical nursing programs were surveyed; each received renewal ofapproval. One other practical nursing program was placed under Board oversite because of Jow pass rates for first time takers ofthe licensing eJWllination.
During FY96, four professional nursing programs were surveyed; each received renewal ofapproval. One practical nursing program was surveyed and was granted renewal of approval. The practical nursing program placed under Board oversite improved the pass rate on the licensing examination. Monitoring ofthe program will continue for at least one more year.
During each fiscal year, 1995 and 1996, each program indicated compliance with all applicable Rules.
