The regular meeting of the Lancaster-Lebanon Intermediate Unit 13 Board of Directors was called to order at 7:34 PM by Mr. Michael Landis, President, at The Conference and Training Center at IU13, 1020 New Holland Avenue, Lancaster, PA 17601.

CORRECTIONS/ADDENDA

Mr. Irvin announced that Human Resources Services has addendum Item C. ELECTION OF NEW BOARD MEMBER

A nomination form was received from Lampeter-Strasburg School District appointing Melissa Herr as its new representative to the IU13 Board of Directors. On a motion by Mr. Irvin and a second by Mr. Dissinger, Mrs. Herr was elected to the IU13 Board of Directors to complete the remainder of the 2017-2018 school year as the representative from Lampeter-Strasburg School District until June 30, 2018. Motion carried: Yes-15, No-0, Absent-6, Vacancy-1 APPROVAL OF TONIGHT’S AGENDA

On a motion by Mr. Duquette and a second by Mr. Melleby, the October 11, 2017 meeting agenda was approved as presented. Motion carried: Yes-16, No-0, Absent-6

Mrs. Rivera requested clarification on Policy 610. Mrs. Brillhart provided information.

On a motion by Mrs. Dieffenbach and a second by Mr. Duquette, the minutes of the September 13, 2017 meeting of the IU13 Board of Directors were approved as presented.

TREASURER’S REPORT

Mr. Melleby presented the Treasurer’s Report. On a motion by Mr. Melleby and a second by Mrs. Dieffenbach, the Treasurer’s Report, including the following, was approved for the period ending August 31, 2017:

Mrs. Groff provided a report on PSBA activities, encouraging attendance at the upcoming PSBA Conference and providing information on the event. Discussion ensued. Mr. Duquette asked a question regarding current Right-to-Know requests. STAFF REPORTS

Mrs. McCartney shared the 2016-17 Indicators of Student Achievement and Quality Programming report. Discussion ensued. Mrs. Rivera left the meeting (8:17 PM). CORRESPONDENCE

Mr. Brackbill reported that the committee reviewed the agenda, discussed the RFP process and the committee role, and potential upcoming changes to the agenda preparation process.

For Pennsylvania Training and Technical Assistance Network: 1. SBU/SSU Name: SBU 015 – Statewide Initiatives

Funding Source: Federal Contractor: TransAct Communications, LLC Term: July 1, 2017, to June 30, 2018 Cost: Not to exceed $12,000 Scope:

• Language translation services

(Purpose: As requested by the Pennsylvania Department of Education (PDE), Bureau of Special Education, contractor will provide translation services for documents into multiple languages as needed.)

2. SBU/SSU Name: SBU 015 – Statewide Initiatives Funding Source: Federal Contractor: Americaneagle.com Term: October 1, 2017, to June 30, 2022 Cost: Not to exceed $462,698 Scope:

• Evaluation for website design, and development of new website

(Purpose: To award the PaTTAN Website Development Services RFP #178-034 to Americaneagle.com. The recommended award is for a five-year term. The recommendation follows a Request for Proposal (RFP) process which resulted in four proposals being submitted, evaluated, and scored. Americaneagle.com will evaluate PaTTAN’s website needs, conduct an analysis of its audience, and provide hosting, support, error correction, and maintenance. Additional services will include configuring, loading content, and training of PaTTAN staff on use of a content management system which will allow PaTTAN to easily edit the website. A detailed analysis of all proposals received is maintained in the IU13 Business Office.)

3. Approval to revise previously approved contract C178-8079 with De Lage

Landen Financial Services Inc. in the amount not to exceed $15,866 for a thirty-six-month lease by an additional $75, for a revised contract amount not to exceed $15,941. The original contract was approved on June 21, 2017. (SBU 015 – Statewide Initiatives)

(Purpose: The additional amount will cover a one-time documentation fee on leased photocopy equipment.)

4. Approval to revise previously approved contract C178-8080 with De Lage

Landen Financial Services Inc. in the amount not to exceed $30,258 for a thirty-six-month lease by an additional $75, for a revised contract amount not to exceed $30,333. The original contract was approved on June 21, 2017. (SBU

• Monthly shredding from consoles located within departments

(Purpose: This agreement will provide regularly scheduled collection of shredding and special end-of-year collection of materials.)

6. SBU/SSU Name: SBU 001 – Administrative and Management Services

Funding Source: Federal Subrecipient: Drug & Alcohol Rehab Services Inc. (DARS) Term: August 31, 2017, to September 30, 2018, with an option to extend to September 30, 2019 Cost: Not to exceed $92,827 Scope:

• Support services to eligible youth, in compliance with IU13’s Title I, Part D federal grant

(Purpose: DARS will provide appropriate services under Title I, Part D – Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent or at Risk of Dropping Out – to youth who are eligible. This includes enhancing professional development among teaching staff and providing supplemental materials, equipment, and resources in the classrooms of Prospect Grove High School.)

B. Approval of the following sublease addendum for property leased from the Lancaster-

Lebanon Joint Authority: Landlord: Lancaster-Lebanon Joint Authority Site: Manheim Township School District, 25 Valley Rd., Lancaster Term: November 1, 2017, to June 30, 2019 Rental: $672.39/month; $9.64/sq.ft. Build-Out Cost: Not to exceed $11,971 Use: Autistic Support Classroom Space: Approximately 837 sq.ft. (Purpose: To provide additional classroom space on the ground floor of the Valley Road Education Center. Lancaster-Lebanon IU13 is adding an additional classroom upstairs for the Emotional Support program, and the current Autistic Support classroom will

C. Approval to revise previously approved sublease renewal with Lancaster-Lebanon Joint

Authority for a modular located at the Fairland School to reflect a rental increase from $432/month; $5.79/sq. ft., to $458.46/month; $6.14/sq. ft., and a revised term date from September 29, 2017, to June 30, 2018.

D. First Reading of revised Policy 610 – Purchases Subject to Bid/Quotation. (Reference Business Services – Exhibit A)

E. First Reading of revised Policy 611 – Purchases Budgeted. (Reference Business Services – Exhibit B)

Motion carried: Yes-15, No-0, Absent-7 Discussion ensued regarding committee roles in review of items and potential changes to the agenda preparation process. EARLY CHILDHOOD AND SPECIAL EDUCATION SERVICES

Mrs. Groff reported that the committee reviewed the agenda, and discussed strategic priorities and goals related to the committee. They also discussed the upcoming Board classroom tours, and Mrs. Groff encouraged attendance. On a motion by Mrs. Groff and a second by Mrs. Sweigart, approval was given for Consent Agenda Item A. A. Contracts:

1. Approval to revise previously approved Subrecipient Letter of Agreement C178-

8074 with Luthercare in the amount of $662,640, by an additional $4,400, for a revised amount of $667,040. The original contract was approved June 21, 2017. (SBU 005 – Early Learners)

(Purpose: This revision serves to correct the erroneous amount submitted

previously. The purpose of the Lebanon PA Pre-K Counts Partnership is to work in a collaborative manner to provide Lebanon City and Lebanon County children with the early learning skills and support they need to succeed when they enter kindergarten.)

2. Approval to revise previously approved contract C178-8152 with Reading and Language Arts Center Inc. in the amount of $15,540 by an additional $6,275, for a revised contract amount of $21,815. The original contract was approved on August 9, 2017. (SBU 004 – Education Improvement Services)

(Purpose: The revision is due to increased enrollment. The contract provides

teacher certification training in Primary Level and/or Level 1 Orton-Gillingham techniques for students with dyslexia.)

Customer: East Pennsboro Area School District Term: July 1, 2017, to June 30, 2018 Revenue: $12,000 Service Provided:

• Special Education Services (Purpose: East Pennsboro Area School District is contracting with IU13 for services provided by Dr. Carolyn Bruey. Dr. Bruey will provide services via Autism Solutions including Autism Spectrum Disorder diagnostic evaluations and consultations.)

Mr. Duquette reported that the committee discussed the Curriculum Coordinators Retreat.

Funding Source: Local Contractor: Discovery Education Term: July 1, 2017, to June 30, 2018 Cost: Not to Exceed $114,478.32 Scope:

• Provide digital streaming through Discovery Education for 22 school districts, plus nonpublic schools

(Purpose: This contract provides for the renewal of Discovery Education streaming plus its subscription service that is provided to IU13 school districts as part of the membership in the IU13 Instructional Media Services. The contract also includes additional nonpublic schools who purchase Discovery Education services.)

(Purpose: As a result of this contract, Capital Area IU15 will provide up to 24 days of STEM coaching and will serve as the liaison to the PULSE 2.0 project for school districts in the Capital Area IU15 region participating in the 2017-18 PULSE 2.0 grant. Funding is provided by the PULSE 2.0 grant.)

• Provide Reformed Teaching Observation Protocol (RTOP) external rater for PULSE 2.0, Year 2

(Purpose: As a result of this contract, evaluators provided by Elizabethtown College will evaluate changes in classroom instructional practices among teachers participating in the PULSE 2.0 grant. Intervention Group (IG) teachers will be measured using the Reformed Teaching Observation Protocol (RTOP). Up to 68 IG participants will be evaluated three times during the year. Funding will be provided by the PULSE 2.0 grant.)

4. SBU/SSU Name: SBU 004 – Education Improvement Services Funding Source: State Contractor: Atherton Street Partnership Term: May 9, 2018, to May 11, 2018 Cost: Not to Exceed $6,500 Scope:

• Annual spring Organ and Tissue Donation Awareness (OTDA) Institute for educators and school nurses to provide information about the OTDA program and mini-grants

(Purpose: This contract provides for costs associated with hosting the annual spring Organ and Tissue Donation Awareness (OTDA) Institute. Each year, the OTDA program hosts a spring institute that offers educators and school nurses a two-day conference that provides education about OTDA, presentations by current mini-grant recipients, and opportunities to explore future OTDA grant funding. Lodging, registration, and meals are covered for all participants by the OTDA grant money from the Pennsylvania Department of Education.)

If Immerse is successful in obtaining certification, they will pay IU13 to provide 60% of total instruction.)

(Purpose: This contract provides funding for IU13’s Pennsylvania Institute for Instructional Coaching (PIIC) mentor. The mentor will provide the following services in support of the PIIC program:

• Support coaches as they facilitate the implementation of evidence-based literacy frameworks in all content areas,

• Provide IU organizational supports and foster district-level organizational supports to support the implementation of evidence-based literacy frameworks in all content areas,

• Attend and support all statewide and regional PIIC professional development meetings as scheduled, and

Dr. Barnhart shared upcoming opportunities and provided information on increased staff communication. He also highlighted the upcoming New District Board Orientation (January 31, 2018), requesting IU13 Board members to serve as panelists.

HANDOUTS

Dr. Barnhart reviewed remaining items in Board packets, highlighting the Fast Facts for Educational Leaders and Collaborative Efforts Chart. Dr. Barnhart also requested Board members to submit their signed Conflict of Interest Policy form.

ADJOURNMENT Mrs. Dieffenbach shared that the Board favor is from Earth in Mind, a student-run minibusiness of an Autistic Support Class at Cedar Crest High School. On a motion by Mr. Irvin and a second by Mr. Duquette, the meeting was adjourned at 8:40 PM. Motion carried: Yes-15, No-0, Absent-7
