Before commencement of the meeting, Maj.Udayveer Singh GE (C ), Ex-Officio Member took Oath of allegiance to the Constitution of India on becoming nominated member of the Board.
Before commencement of the meeting, Shri Manish Anand showed his concern
that most of the time Spl.Board meeting is convened instead of normal Board meeting.
It was informed by the CEO that due to some urgent points to be considered, Spl.Board
meeting was convened wherein other items were also taken for consideration.
However, it will be ensured that normal Board meeting is held as far as possible.
Smt.Vaishali Pahilwan, Member wished to know the status of the construction
work of Aganwadi which has been stopped by AFK authority. It was informed by the
CEO that the office is liaisoning with AFK authorities to get the work done at the earliest.
A meeting with PCB and AFK officials shall be convened at a suitable date for
discussion various issues pertaining to KCB & AFK.
Smt.Kartiki Hiwarkar, Member requested the Board to conduct a separate
meeting to discuss all stall/shop transfer cases which was approved by the Board.
Shri Abhay Sawant, Member informed the Board that in many cases, property tax
have been charged too high which need to be sorted out. CEO informed the Board that
there are some genuine cases where tax has been charged too high which will be
examined .
Smt.Pooja Anand, Member wished to bring on record a Dialysis Machine being
donated to Dr.Babasaheb Ambedkar Cantonment General Hospital by Abbasbhai
Kaderbhai Abduljee Charity Trust. It was resolved that an appreciation letter be sent to
the Trust. She also informed the Board that the frequency of Ghanta Gadi in her ward
is very less due to which Garbages are not picked up regularly. The Board instructed
the HS/GS to look into the matter.
Smt.Kartiki Hiwarkar, Member requested the Board to provide facility of 24x7
purchase of medicines in the premises of Dr.Babasaheb Ambedkar Cantonment
General Hospital for the benefit of the patients and residents of Khadki Cantonment.
CEO informed the Board that the office had contacted Jan Aushadi, a Government
outlet for a 24x7 medical outlet and the Board will be informed about the developments
in this case.
Shri S.L.Kamble, Member informed the Board that there is water scarcity in
Dr.Babasaheb Ambedkar Cantonment General Hospital and proper plan has to be
chalked out to resolve the issue so that water is available in the Hospital 24x7.
President Cantonment Board instructed GE(C) to suggest a scheme in consultation with
the Engineering Section of KCB. Shri Kamble suggested that an individual pipe line be
laid from Ambedkar Road to get sufficient water for the Hospital premises.
Shri Duryodhan Bhapkar, Member raised the issue of revision/extension of Civil
Area. CEO informed that the matter is already been dealt with Station HQrs., Khadki
and the proposal in this regard will be submitted in due course.
Shri Kamlesh Chaskar, Vice President raised the issue of Slum rehabilitation in
Khadki. It was informed by the CEO that a meeting has been convened on 13/8/2018 by
Addl.Chief Secretary Housing Deptt, Govt of Maharashtra for implementation of
Pradhan Mantri Aawaas Yojana in Cantonment area.
Shri Manish Anand, Member raised the issue of charging of Cantonment Board
shops given on rent to Inter National/National Sportsmen are being charged on the
higher side which may be reduced to Re.1/- per sq.ft. In this connection, Ms.Kartiki
Hiwarkar, Member informed the Board that a similar case in Range Hills Market where
the shop is not put into use and the Cantonment Board is losing revenue which may be
repaired and auctioned accordingly. Shri Duryodhan Bhapkar, Member also pointed out
that some of the shops in Kirkee Business Centre are closed which may be auctioned
and put to use. CEO informed that the matter will be looked into. However, in some
cases, some litigations is going on due to which those shops are kept vacant.
1. To consider and note the minutes of Civil Area Committee meeting held on 09/07/2018 at 11.30 hours . 1. Considered, discussed and approved. 2 UPLOADING OF DATA IN RESPECT OF PENDING COURT CASES ON LEGAL INFORMATION MANAGEMENT & BRIEFING SYSTEM (LIMBS) A WEB-BASED PORTAL.
To note DG,DE letter No.83/62/DGDE/IT/Misc dated 18/07/2018 and Directorate
letter No.19253/Website/ADM/DE dated 27/07/2018 on the subject matter.
According to the directions received from the Ministry of Defence, the details of
all the Court Cases with have to be uploaded on the said Web based Portal which will
be monitored at Defence Secretary level regularly.
The letter and other relevant documents are placed on the table.
2. Considered and noted. CEO informed the Board that as the court cases will be
monitored at Defence Secretary level regularly, the work should be handled properly
and hence every section where court cases are there will keep a proper record and
monitor the status by coordinating with the CLA/Legal Assistant on a regular basis. It
was decided that as the number of High Court cases are increasing, the willing Firms &
Advocate from the panel of Advocates needs to be engaged by the CEO on a case to
case basis for various legal purposes at Lower Courts, District Court, High Court and
the Supreme Court to avoid any loss to the Board.
3. REVISION OF GRADE PAY IN RESPECT OF SENIOR CLERKS
Ref: Govt.of Maharashtra, Finance Department Resolution No.
VEPUR1292/PRAPRA/ 31/SEVA-9 dated 11/02/2013.
To consider the office note of Chief Accountant regarding Revision of Grade Pay
in respect of Senior Clerks. The Govt. Maharashtra, Finance Department had also vide
Resolution No. VEPUR 1292/PRA KRA 31/SEVA-9 dated 11/02/2013 revised the
Grade pay of Sr. Clerks from Rs. 2800/- to Rs. 3500/- in the pay scale of Rs.5200-
20200 w.e.f 01/01/2006.
In the regard it is submitted that.
i) The PDDE, SC vide their letter No. 10723/PNA /VI/DE dated 27/07/2009 have accorded sanction under Rule 19 (b) of Cantonment Account Code, 1924 on the recommendations of the VIth Pay Commission by State Govt. for revision of pay scale of the employees of Cantonment Board, Khadki w.e.f. 01/01/2006 at par with their counterparts in the state Govt. on the terms and conditions as laid down by the Govt. Of Maharashtra in their Notification No. VEPUR 1209/PRA Kra 27/SEVA-9 dated 22/04/2009 under Maharashtra Civil Services (revised pay) rule, 2009.
ii) Subsequently, the Govt. of Maharashtra, Finance Dept., Resolution No. VEPUR 1292/PRA KRA 31/SEVA-9 dated 11/02/2013 (Enclosed) has further revised the Grade Pay in respect of ‘Avval Karkun’ of Revenue Department from the pay scale of Rs. 5200- 20200 with Grade pay of Rs. 2800/- to the scale of Rs. 5200-20200 with Grade pay of Rs. 3500/- w.e.f. 01/01/2006, on the recommendation of the State Pay Scale Revision Committee 2008 in terms of VI th Pay Commission.
iii) It is further submitted that the revision in the Grade Pay from Rs. 2800 to Rs.3500 will be notionally fixed from 01/01/2006 and actual financial benefits will be given from 1-2-2013 onwards.. iv) Similarly the Govt. of Maharashtra, Finance Department vide its resolution dated 11/02/2013 ibid has also accorded approval for the retired employees who have retired from service from 01/01/2006 to 31/01/2013. The revised Pay in the basic pension will be for the period from 01/01/2006 to 31/01/2013 which will be notionally fixed and the financial benefits as per pay scale fixation shall be given from 01/02/2013. However, the pensionery benefits will not be revised for the retired employees.
v) As per Memorandum of Settlement, the post of Senior Clerk has been directly equated with the post of Aval Karkun of Revenue Department of the State Govt. Hence, the eleven Senior Clerks and five retired employees of this office are eligible to get pay and allowances as per their counterparts. The relevant GR and list of eligible employees are enclosed herewith for your perusal. The financial implication for the same is arrived to Rs. 10 Lacs approximately pa
That the matter is placed before the Board for consideration and recommendation. Thereafter a proposal will be forwarded for obtaining necessary sanction from PDDE, SC, Pune.
3. Considered and recommended to be approved. Proposal be sent o higher authority for sanction. 4. SUPPLY OF PIPED NATURAL GAS (PNG) FACILITY IN KHADKI CANTONMENT AREA. To consider letter no. 2015/A/Q2 dated 09 June 2018 received from Station Headquarters, Kirkee/Aundh regarding submission of the Board Proceedings duly signed by the Station Commander Kirkee/Aundh for Supply of Piped Natural Gas (PNG) facility in Khadki Cantonment area. The proposal of Maharashtra Natural Gas Ltd (MNGL) for laying of Piped Natural Gas (PNG) in Khadki Cantonment area for Kirkee and Aundh Military Station including married and other than married accommodation. Since the land involved is A-1 and Analogues A-1 defence land Board of Officers were constituted for submitted their Board Proceedings. Accordingly, Board Proceedings with recommendation of Station Commander dated 16 April 2018 have been submitted for 104666.46 Rmts of Gas pipeline for Kirkee and Aundh Military Station.
As per policy of Government of India, Ministry of Defence vide letter no.
B/87898/Plg(Lands)/2016/95/SO(II)/D(Lands) dated 01 March 2017 the Principal Director, Defence Estates of the Command will be the sanctioning authority for grant of license for use of Defence land for laying of PNG infrastructure/pipeline. The license agreement will be signed by the Defence Estates Officer for areas involving only A-1 land or analogous to A-1 land under defence establishments & Military Stations for laying of PNG infrastructure. Whereas, broadly in other cases within the Cantonment limits it is to be signed by the Cantonment Board. Also, the proposal to lay PNG infrastructure shall be placed by the CEO in the Board meeting for approval along with the land details etc.
In this regard the Board Proceedings as submitted by the Station Headquarters,
Kirkee/Aundh along with other relevant papers are placed on table for consideration and approval.
4. Considered and discussed at length. It is resolved that the proposal be submitted to the Competent Authority for issue of working permission to Maharashtra Natural Gas Ltd. for laying network of Piped Natural Gas within Khadki Cantonment limits.
5. PIPED NATURAL GAS NETWORK EXPANSION IN EAST KHADKI AREA OF
KHADKI CANTONMENT BOARD.
To consider the office report on the proposal of Maharashtra Natural Gas Ltd.
(MNGL) for seeking permission to lay piped natural gas network in East Khadki area
from Bharat Ratna Babasaheb Ambedkar Marg Auydh Chowk to Alandi chowk on
Watagwadi road including internal portion of civil area of East Khadki.
The above proposal was considered in the Board and it was resolved vide CBR
No. 07 dated 08 March 2018 that MNGL be permitted for laying of PNG lines above
except for portion of Lokmanaya Tilak road as the same is classified as A-1 on GLR Sy.
No. 279 for which NOC from Local Military Authorities be obtained. Accordingly, NOC
was requested from the Station Headquarters, Kirkee/Aundh for Lokmanaya
Tilak Road though the road in being maintained by the Cantonment Board.
Now it is proposed to lay the above mentioned PNG lines through the road berms
of the Lokmanaya Tilak Road and the road berms are vested with the Cantonment
Board. In view of the above the proposal as per policy of Government of India, Ministry
of Defence vide letter no. B/87898/Plg(Lands)/2016/95/SO(II)/D(Lands) dated 01 March
2017 be submitted to the Principal Director, Defence Estates, Southern Command the
sanctioning authority for grant of license for use of Defence land for laying of PNG
infrastructure/pipeline.
In this regard the office report along with other relevant papers are placed on
table for consideration and approval.
5. Considered and discussed at length. It is resolved that the proposal be submitted to the Competent Authority for issue of working permission to Maharashtra Natural Gas Ltd. for laying network of Piped Natural Gas in East Khadki area of the Cantonment limits. Shri Suresh L.Kamble, Member, requested to explore possibility of including slum areas into the work from MNGL, which was agreed to. 6. CONSTRUCTION OF READING ROOM IN OLD BAZAR AREA OF KHADKI
CANTONMENT BOARD OUT OF MP FUNDS.
To consider letter no. 798/2018 dated 22 Feb. 2018 from the District Collector,
District Planning & Development, Local Development, Pune regarding submission of
estimates for the work of Construction of Reading room in Old Bazar area of Khadki
Cantonment Board as proposed by Smt Vandana Chavan, Hon. Member of Parliament,
Rajya Sabha out of MP Funds of Rs. 15.0 lakhs in place of the work already proposed
for Construction of toilet block for ladies near Bus stand, Khadki.
In this regard locations proposed are:-
a) Inside Rani Laxmibai Garden (near Fountain)
b) Near Gujarati Hall , Idgah ground
c) In front of Depotline Group latrine
Of the above the site at S.No. a) above is on GLR Sy. No.83-C classified as class “C” for Cantonment garden. S.No. b) is on GLR Sy. No.27/2 classified as class “B-4” vacant land under the management of Cantonment Board and S.No. c) is on GLR Sy. No. 27/70 classified as class “C” lanes & bye-lanes under the management of Cantonment Board.
The block estimates and plans of around 900 sqft of Construction of a Reading
room has been prepared.
In this regard the letter from the District Collector, District Planning & Development, Local Development, Pune along with other relevant papers are placed on table for consideration and approval.
6. Considered and discussed at length. It is resolved to submit the estimates to the District Collector, District Planning & Development, Local Development, Pune for the work of Construction of reading room near Gujarati Hall, Idgah ground, Khadki as proposed by Smt. Vandana Chavan, Hon. Member of Parliament, Rajya Sabha out of local development programme 2018-19, through MP Funds. Further, Ms.Kartiki Hiwarkar & Smt.Pooja Anand, Members stated that the funds were earlier proposed for Construction of Ladies Toilet Block near PMPL Bus Stop which now seems to have been shifted for Construction of Reading Room. Hence, it was requested that the Ladies Block be constructed out of Cantonment Fund under Swachh Bharat Abhiyan. It was resolved that necessary estimation and tender action be initiated in this regard. Also Ms. Kartiki Hiwarkar, Member requested for undertaking the repairs to the Toilet Block in Ward No.5 on Senapati Bapat Road on priority basis. The Board resolved to undertake the repairs on priority. She also requested to explore feasibility of ‘Tee’ Toilets or ‘She’ Toilets.
7. DEVELOPMENT WORKS IN WARD NO. I, KHADKI CANTONMENT BOARD OUT OF LOCAL DEVELOPMENT PROGRAMME 2018-19: MLC FUNDS. To consider letter no. letter no. 4404/2018 dated 05 July 2018 received from the
Executive Engineer, Public Works Department, Pune regarding issue of No Objection
Certificate and maintenance pertaining to the proposal of Shri Anil Shivajirao Bhosale,
Hon. Member of Legislative Council, Government of Maharashtra, for construction of
Community Hall near H.No. 523, Old Bazar, Gadiadda, Maratha Seva Mandal, Khadki
amounting to Rs. 25.0 lakhs out of Local Development Programme 2018-19 through
MLC Funds.
In this regard it is submitted that the above mentioned proposal is located on
GLR Sy. No. 27/2-A which is classified as Class “B-4” open vacant land under the
management of Khadki Cantonment Board.
In this regard the letters received from the District Collector & Member Secretary,
District Planning Committee, Pune and the Executive Engineer, Public Works
Department, Pune along with other relevant papers are placed on table for
consideration and decision.
7. Considered and discussed at length. It is resolved to issue NOC to Public Works Department, Pune for Construction of Community Hall near H.No. 523, Old Bazar, Gadiadda, Khadki as proposed by Shri Anil Shivajirao Bhosale, Hon. Member of Legislative Council, Government of Maharashtra, out of local development programme 2018-19, through MLC Funds on the usual terms and conditions.
8. CONSTRUCTION OF GYMNASIUM AND READING ROOM IN
MAHADEOWADI (DALITVASTI) IN WARD NO. I (RESERVED FOR SC/ST),
KHADKI CANTONMENT BOARD OUT OF MP FUNDS.
To consider letter no. 3720/2018 dated 02 June 2018 received from the
Executive Engineer, Public Works Department, Pune regarding issue of No Objection
Certificate and maintenance of the same after construction for the work of Construction
of Gymnasium and Reading Room in Mahadeowadi (Dalitvasti) in Ward No. I (Reserved
for SC/ST), Khadki Cantonment Board out of MP Funds as proposed by Shri Sanjay
Kakade, Hon. Member of Parliament, Rajya Sabha through Local Development
Programme 2018-19 of Rs. 20.0 lakhs.
In this regard it is submitted that GLR Sy. No. 27/2 is classified as Class “B-4”
open vacant land under the management of Cantonment Board.
In this regard the letter from the Executive Engineer, Public Works Department,
Pune along with other relevant papers are placed on table for consideration and
decision.
8. Considered and discussed at length. It is resolved to issue NOC to Public Works Department, Pune for Construction of Gymnasium and reading room in Mahadeowadi (Dalitvasti) in Ward No. I (Reserved for SC/ST), Khadki as proposed by Shri Sanjay Kakade, Hon. Member of Parliament, Rajya Sabha out of local development programme 2018-19, through MP Funds on the usual terms and conditions.
9. DEVELOPMENT WORKS IN WARD NO. VII, KHADKI CANTONMENT BOARD
OUT OF LOCAL DEVELOPMENT PROGRAMME 2018-19: MLA FUNDS.
To consider letter no. 4087/2018 dated 20 June 2018 received from the
Executive Engineer, Public Works Department, Pune regarding issue of No Objection
Certificate and maintenance of the same for the construction of Samaj Mandir Sy.No.96
Ward No.VII Khadki Cantonment Board amounting Rs.15.0 lakhs out of MLA Funds as
proposed by Shri Vijay Kale, Hon. Member of Legislative Assembly, Government of
Maharashtra through Local Development Programme 2018-19.
In this regard it is submitted that GLR Sy. No. 96 is classified as Class “C” for
Cantonment Sheds.
In this regard the letter from the Executive Engineer, Public Works Department,
Pune along with other relevant papers are placed on table for consideration and
decision.
9. Considered and discussed at length. It is resolved to issue NOC to Public Works Department, Pune for Construction of Samaj Mandir Sy. No. 96 Ward No. VII, Khadki as proposed by Shri Vijay Kale, Hon. Member of Legislative Assembly, Government of Maharashtra, out of local development programme 2018-19, through MLA Funds on the usual terms and conditions.
10. PERMISSION FOR LAYING OF OPTICAL FIBRE CABLE FOR M/S
RELIANCE JIO INFOCOMM LTD IN KHADKI CANTONMENT AREA.
To consider letter nos. RJIL/OF/ROW/INTRACITY/PUNE/KCB/01-05 dated 11 Feb.
2017 and 16 June 2018 received from M/s Reliance Jio Infocomm Ltd. requesting for permission
for laying of optical fiber cable in Khadki Cantonment area.
M/s Reliance Jio Infocomm Ltd has requested to lay optical fibre cable on following
roads within Khadki Cantonment area:-
a) Bye-Pass road from Khadki Railway station to Khadki post office
approx. length 1600 rmt.
b) Senapati Bapat road from Khadki railway station to Symphony Hotel, Cantonment
limits approx. length 1900 rmt
c) Bharat Ratna Dr. Babasaheb Ambedkar Road from Cantonment limits near
Gurudawara to Deccan College approx. length 4200 rmt.
d) Mahatma Gandhi Road from junction of Bharat Ratna Dr. Babasaheb Ambedkar
Road through Khadki Bazar to Khadki Bazar Police chowky to Ordnance Road to
Factory Road (near 512 ABWS) to Nehru Road junction (Tank Road) to Station
Headquarters to Commissiorate Road to Bharat Ratna Dr. Babasaheb Ambedkar
Road (MSEDCL office) approx. length 3200 rmt.
e) Mumbai Pune Road from Khadki Police station to Khadki Post office approx. length
800 rmt.
Total length as proposed to be laid is approx. 11700 rmt.
If approved the proposal will have to be submitted to Competent Authority for seeking
sanction as per the policy guidelines issued by Ministry of Defence, Government of India vide
letter no. 751/4/L/DE/POL/06 dated 11 June 2018 of the Directorate General Defence Estates,
New Delhi.
In this regard the letter received from M/s Reliance Jio Infocomm Ltd along with other
relevant papers are placed on table for consideration and approval.
10. Considered and discussed at length. It is resolved that the proposal be submitted to the Competent Authority for issue of working permission to M/s Reliance Jio Infocomm Ltd. for laying network of Optical Fibre Cable in consultation with Station Headquarters, Khadki/Aundh for the portion of road under their management.
It was also resolved that the tenders for Mobile Towers be initiated as per the
policy laid down by Govt of India in this regard.
11. REGULARIZATION OF UNAUTHORISED CONSTRUCTION CARRIED OUT
IN GLR SY. NO. 254-C, KHADKI CANTONMENT.
To consider letter no. 13241/DE/SC/L/PC/Kirkee dated 07 May 2018 received from the Principal Directorate, Defence Estates, Southern Command regarding the proposal submitted by Khadki Cantonment Board for composition / regularization of unauthorized construction carried out by Ayyappa Bakht Jana Seva Sangh (ABJSS) in the GLR Sy. No. 254-C, Khadki.
The Board vide CBR No. 23 dated 06 April 2015 had resolved to compound the
unauthorized construction by imposing composition fee of 20% of the cost of unauthorized construction. Accordingly, the proposal was submitted to the Principal Director, Defence Estates, Southern Command for seeking approval of GOC-in-C, Southern Command.
In reply the Principal Directorate, Defence Estates, Southern Command have
raised certain observations of which one observation is “As per order of GOC-in-C dated 18.04.1998, the composition fees leviable for residential and commercial purpose is @ 10% and 20% of the total cost of unauthorized construction respectively, whereas in the subject matter the same has been recommended by the Cantt Board, Khadki vide CBR No. 23 dated 06.04.2015 to be changed @ 20%, which is not understood. Please clarify.”
On recalculation and complying with the directions of the PDDE, SC letter the
composition fee works out to Rs.29,021=20 for the unauthorized construction proposed to be retained.
In this connection the letter along with other relevant papers are placed on table
for consideration.
11. Considered and discussed at length. It is resolved that the composition fee of Rs.29,021.20 @ 10% be charged from Ayyappa Bakht Jana Seva Sangh (ABJSS) for the unauthorized construction carried out in the GLR Sy. No. 254-C, Khadki and accordingly the proposal be submitted to the Principal Directorate, Defence Estates, Southern Command along with the building plans. However, the Board was of the opinion that this being religious organization a proposal may be submitted with composition fee of Re.1/- if considered by the Competent Authority. Shri Manish Anand, Member, demanded to investigate alleged rude behavior of Revenue staff with the kin of renowned Sportsperson which was agreed to.
12 CONSTRUCTION OF PUBLIC LIBRARY NEAR CANTONMENT BOARD’S NEHRU GARDEN, GLR SY. NO. 135, KHADKI To consider the office report regarding E-Tenders for the work “Construction of Public library near Cantonment Board’s Nehru Garden, GLR Sy. No. 135, Khadki” scheduled to be received up to 26 June 2018 in response to the tender advertisement issued vide this office letter AE/Tender/2018-2019/P- 229 dated 30 May 2018 and published in Times of India, Lokmat and Bharat Dairy. Accordingly, the technical bid was opened on 28 June 2018 in which five tenders were received from the following tenderer:-
1. M/s Gurukrupa Enterprises. 2. M/s Krishna Construction Co. 3. M/s M S Deshmukh Construction. 4. M/s Rutu Enterprises. 5. M/s Shri Sant Construction.
The financial bid/BOQ of above mentioned tenderers was opened on 30 June
2018 as per schedule specified in the tender notice. Details of the rates received are as
detailed below:-

As per the report of the Engineering Section, the lowest tenderer M/s Krishna
Construction Co has quoted 57.59% above MES SSR 2010 amounting to
Rs.1,02,88,860=69. The lowest rate accepted by the Board in March 2018 for the
similar building work of Demolition and Reconstruction of Maternity Ward in the
premises of Bharat Ratna Dr. Babasaheb Ambedkar Cantonment General Hospital,
Khadki is 64.50% above MES SSR 2010 vide CBR No. 15 dated 08 March 2018.
Further, as compared with the forecast percentage as issued by the Chief Engineer,
Pune Zone for the period ending June 2018 which is 63% (62% plus 1% water
charges) above MES SSR 2010, the rates quoted by the lowest tenderer seems to be
reasonable.
Sanction for the said work has been accorded by GOC-in-C, Southern Command
vide Headquarter, SC Pune letter no. 100444/Budget/ Khadki/Q(L) dated 04 May 2018
for an amount of Rs. 99,30,000/-. An additional sanction of Rs. 3,58,860.69 (say
Rs.3,58,861/-) therefore needs to be sought, if need be.
Further, on site it is observed that 03 trees need to be transplanted at suitable
place and 02 dry trees need to be removed. Also, 03 street lights pole with fixtures need
to be shifted which are in the proposed site of the Library.

12. Considered and discussed at length. After detailed discussions it is resolved that lowest rates quoted by the lowest tenderer M/s Krishna Construction Co. @ 57.59% above MES SSR 2010 be accepted for the work Construction of Public library near Cantonment Board’s Nehru Garden, GLR Sy. No. 135, Khadki.
It is further, resolved that provision made in Budget Estimates be got approved from the GOC-in-C, Southern Command, Pune for expenditure of Rs.3,58,861/- and work be undertaken upto the sanctioned amount.
It was decided that necessary provision of staff and requisite books & furniture

In response to the tender advertisement issued vide this office letter AE/Tender/2018-2019/P-240 dated 19 June 2018 published in Times of India (English ), Pudhari ( Marathi ) and Nav Bharat ( Hindi ) and web site of Khadki Cantonment Board. Accordingly, the technical bid was opened on 18 July 2018 in which five tenderers were participated and out of which four qualified for Financial Bid as follows:- 1. M/s KSB Electrical Services, Pune. . 2. M/s Shree Sai Prasad Electricals, Pune. 3. M/s Pioneer Infra Projects Company, Pune. 4. M/s Yash Electroline,Pune 5. M/s Vilas Bhujangrao Suryawanshi ( Incomplete documents, hence disqualified for financial bid.)
The financial bid/BOQ of 04 tenderers were opened on 24 July 2018. Details of the rates received are as below:-

As per details above, M/s Yash Electroline,Pune has quoted 21.17% below MES SSR 2010. This lowest rate, when compared with the corresponding lowest rates accepted by the Board for similar type of works was 26.21% below MES SSR2010 vide F.C.R.No.11 dated 27th Sept. 2016 as confirmed by C.B.R.No.3 dated 30th Sept. 2016 are works out to be 5.04 % above. The lowest rates may be considered wic. Which seem to be reasonable.Budget provision exists E(2)b for the year 2018-2019 ( R) & 2019-2020 ( O ) . In this connection the office report along with the relevant papers are placed on the table. 23. Considered and discussed at length. After detailed discussions it is resolved that lowest rates quoted by the lowest tenderer M/s Yash Electrolone @ 21.17% below MES SSR 2010 be accepted for the work Annual Contract for Exrternal Electrification like Laying of Cables for Streetlight and Garden Lights, fixing of junction boxes, LT feeder boxes, etc.
At this stage there were complaints from the Elected Members regarding working and performing of duties of Shri S.V.Patil, Junior Engineer, Electrical. It was resolved that CEO will look into the matter and necessary action will be initiated against if found unsatisfactory while performing his duties. Shri Manish Anand, Member pointed out that there are some Distribution Panels of MSEDCL on the Footpath at Gen.Thimmayya Marg due to which the pedestrians find it difficult to use the footpath. It was instructed by the PCB that necessary liaisoning be made with MSEDCL authorities for getting them shifted. Also a similar Panels are being installed by MSEDCL in the open plot at the junction of Mula Road and Duncan Road which may be shifted for developing/beautification of the said island. Smt.Pooja Anand, Member, requested the PCB to allow fencing at vacant land for protecting of plantation to which he agreed to look into. She also requested to take action for beautification of the area on Mula Road near War Cemetery and triangular part of vacant piece of Board’s land, which was agreed to.
24. BUILDING PLANS IN RESPECT OF HOUSE NO. 11. CTS NO. 3466 TO 3476, YERWADA, SANGAMWADI, KHADKI. Reference application dated 10 April 2018 received from Shri Sitaram Mahadeo
Pardeshi H. No. 11, CTS No. 3466 to 3476, Yerwada, Sangamwadi, Khadki requesting for
sanction of the building plan on the said CTS Nos.
Shri Sitaram Mahavir Pardeshi has submitted a building plan proposing demolition of
the existing structure and constructing parking and a floor above it on CTS No. 3466 to 3476,
Yerwada, Sangamwadi, Khadki. Sangamwadi village is situated outside the notified Civil area of
Khadki Cantonment and the land is under the management of the Collector, Pune. Sangamwadi
village is included within the Cantonment limits only for Municipal purposes.

The applicants have also submitted a demarcation certificate dated 2018 of CTS Nos. 3466 to
3476.
The building plan proposes the demolition of the existing structure and constructing
parking plus 01 story on the said CTS Nos. 3466 to 3476. The photographs of the existing
structure are attached herewith.
The details of the proposed construction is as under:-

The building plan submitted for the proposed demolition and reconstruction are conforming the prevailing building bye-laws and FSI restrictions. The matter may please be placed before the Board as the proposed construction is situated outside the notified civil area. If approved the applicant will have to deposit an amount of Rs. 1000/- towards the scrutiny charges and Rs. 7551 /- towards the development charges @ Rs.10/- per sqft of the proposed built up area. Also, the applicant will have to obtain the NOC from the Collector, Pune before the commencement of the construction.
In this connection the letter along with other relevant papers are placed on table for consideration. 24. Considered and resolved to send the Plans to the Collector, Pune to get their
NOC from land point of view as the property is placed under their management.
Applicant be informed accordingly.
25 TENDER FOR PURCHASE OF A-SCAN
Ref: Hosp/KCB/A-SCAN/II/17-18/ 2nd Call
The above referenced tender was done for purchase of A-SCAN. This equipment
is required for estimation of lens power for patient undergoing cataract surgery.
The 1st Call received only single bid, hence a 2nd Call was done.
The technical bid was opened on 27th Feb 2018. 4 bids were received. After
scrutiny of technical bid papers and technical specifications as per Annexure C, 2 bid
from R K Agencies and Shree Enterprises were rejected. 2 bids from Lab Medica
Healthcare LLP and Shreepal Medicals were as per technical specifications and
approved by technical bid committee. This was approved by the Finance committee.
The CEO approved the opening of the financial bid in response to office note
dated 17th Mar 2018. The financial bid was opened on 20th Mar 2018. The bids received
are as follows:

The tender was forwarded to SEMO, Military Hospital for approval vide office
note dated 5th Apr 2018. The SEMO vide 654/DGLP/Dr B A C G/2017-18 dated 25th Apr
2018 has approved the equipment.
The L1 bid received from Shreepal Medicals for Appasamy make Appascan Max
at Rs 3,00,000/- is found reasonable as per pre-bid market survey. The expenditure for
the machine shall be from the Special Chief Minister fund.
In this regard the tender along with all papers are placed before the Board for
approval.

26. PURCHASE OF 3 PART HAEMATOLOGY ANALYZER
The Laboratory in Dr Babasaheb Ambedkar Cantonmet General Hospital,
Khadki, is equipped with a 5 Part Haematology Analyzer purchased from MLA funds in
2015.
This equipment in case of failure or maintenance was supported by a 3 Part
Haematology Analyzer purchased in 2008. Due to time related wear and tear this 3 Part
Haematology Analyzer was declared beyond equitable repair in 2017.
On the instructions of CEO, KCB the purchase procedure to replace the 3 Part
Haematology Analyzer was started. The technical specifications prepared by the
Pathologist, Dr BACGH, Khadki were forwarded to SEMO, Military Hospital, Khadki for
approval vide note dated 21st Feb 2018.
The SEMO, Military Hospital vide 654/MS/DGLP/Dr BACG/2018-19 dated 25th
April 2018 has approved the model from Sysmex. This same model is available on
Government of India e-marketplace (GeM).
The details of the equipment available on GeM is as follows:

27. PURCHASE OF DENTAL CHAIR.
Presently the Dental O.P.D. in the Dr.Babasaheb Ambedkar Cantonment
General Hospital, Khadki is equipped with only one Dental Chair which was
purchased in 2008. Some of its accessories are not working hence the requirement of
a new chair is being felt since long also number of patients are increasing day by day .
e-Tenders were invited for the procurement of dental chair vide letter No.
Hosp/KCB/DEN/II/17-18/2nd call which resulted in a single tender.
It is however seen that now Dental chairs with similar specification are available
on the Govt of India Gem (Government e-Marketplace) website.
In this regard the matter is placed before the Board for approval of the purchase
of one sophisticated Dental Chair with required specifications for which anticipated
expenditure will be less Rs.5 lacs.
If approved there is budgetary provision in Budget 2018-19 (O), F1(b) head.
27. Considered and approved. Shri Kamlesh Chaskar, Vice President, requested that
one more Dental Chair may be purchased for Sapras Dispensary. It was resolved that
one more Dental Chair be procured as requested, in public interest.
28. SUPPLY 20 NOS.GARBAGE BUCKET CONTAINERS OF 4.5 CUBIC METER CAPACITY
Reference: Tender Notice No. Fabrication of water container/- Dated 22.12.2017
To consider the office report submitted by HS/GS regarding purchase of garbage container of 4.5 cubic meter capacity.
Vide above referred tender notice, tender published in daily Indian Express (in English) Daily Pudhari (in Marathi) and Bharat Diary (in Hindi) on 22nd December 2017 for the above subject matter was put up on Notice Board and website too. Total 03 tenderers were participated in the Bid but only single tenderer was technically qualified and Being III call single qualified tender was opened. Documents uploaded by the 03 tenderer were verified in the technical bid by the Board Finance Committee members constituted by the Boards and only single tenderer found qualified. So, financial bid of all qualified tenderer opened and its details is as follows.

At present Board is having only 20 nos. of garbage bucket containers which are
also in worst condition and to maintain hygienic condition and in public interest the Board is getting there old bucket containers repaired an emergency basis.
Requirement from Military as well as Civil area is receiving continuously and the
Board is unable to provide the same.
As per the comparative statement rate quoted by M/s Awate Fabricators and Automobile Works (inclusive of all taxes and charges) Rs. 75,600/- per container and Rs. 25,000/- maintenance charges per container, per year is lowest and seems to be reasonable as per the prevailing market price.
In this connection the office report of HS/GS along with file are placed on table
for consideration and decision.
28. Considered and approved.
Shri Duryodhan Bhapkar, Member informed the Board that Bucket Containers
have not been issued to his ward yet. Shri Manish Anand requested the Board to
purchase small containers with wheels to be installed at various locations so that once
the container is full with garbage, it can be moved easily and emptied and kept back.
Col.R.S.Sidhu, Nominated Member raised the issue of cows & buffalo nuisance
on the roads and market area which needs to be looked into and appropriate fine
charged. CEO informed that the stray cattles are being confiscated and appropriate fine
charged. He also informed that the number of cattle is more than what can be
accommodated in the cattle shed and a defence land has been identified where the
cattle shed can be re-allocated from outside the bazar area. President Cantonment
Board agreed to visit the location to check the feasibility.
29. ENGAGE SECURITY GUARDS FROM MAHARASHTRA STATE SECURITY
CORPORATION

Security Services of Maharashtra State Security Corporation a Government of

In this connection, it is apprised that Board hires Security guards from Private Contractor for security of Cantonment Boards Fund Buildings and properties. At present Board is hiring services of 93 nos. of Security guards from private Security agency M/s Shubham HP Security Force (I) Pvt. Ltd., Kalamboli, Navi Mumbai-410218. Board has approached Maharashtra State Security Corporation (MSSC) a
Government of Maharashtra Undertaking, established in the State of Maharashtra for
the purposes of raising a Force for providing better protection and security to the State
Government and Central Government offices working under the Maharashtra State
Security Corporation Act 2010. The staffs so appointed through this agency are
empowered as per the Maharashtra State Security Corporation Act 2010.
Section 16. In order to give effect to the provisions of this Act, the procedure and
power to arrest shall be exercised by the members of the Security Force,
as provided under Chapter V of the Code of Criminal Procedure, 1973, and
such member shall hand over the custody of a person arrested to the
nearest police stations without any delay.
Section 17. The Officers and members of the Security Force, so appointed under this
Act, shall be deemed to be public servants within the meaning of section 21
of the Indian Penal code. a person and hand over the custody of a person
arrested to the nearest police station without any delay.
Section 18. (1) The member of the Security Force, so appointed under this Act, shall
be deemed to be Special Police Officers within the meaning of section 21 of the
Bombay Police Act, 1951.
(2) Every member of the Security Force shall have power to use allotted
weapons as may be required for the discharge of his duties.

It is observed that the present security agency is not providing services upto the mark
as they do not engage properly trained guards in spite of Board paying higher payment as
compared to Maharashtra State Security Corporation.
However, as per the letter received from MSSC through mail on 18.07.2018,
stating that one month advance salary and three months Security deposit are required
to be paid in advance and details of the same as follows:-
To begin with, for deployment of 29 nos. of security personnel to Dr. BACGH, Khadki advance payment has to be made as follows.
i) One month Advance Salary (with GST) Rs. 6,96,200/- ii) Three Months Security Deposit (without GST) Rs 17,70,000/-
Total Rs. 24,66,200/-
Board has to make the advance payments for 25 nos. of security personnel to be deployed at Board office as follows :-
i) One month Advance Salary (with GST) Rs. 6,01,800/- ii) Three Months Security Deposit (without GST) Rs 15,30,000/-
Total Rs. 21,31,800/-
To deploy security personnel of MSSC in Dr. BACGH, and Cantonment Board office advance payment amounting to Rs.45,98,000/-( Rs 24,66,200/- + Rs. 21,31,800/-) in favour of Maharashtra State Security Corporation has to be made.
Therefore, with reference to above CBR for security and safety of staff and for
better protection, security guards of Maharashtra State Security Corporation may be
deployed at all points of Boards Fund Buildings and premises in phased manner. This
will not only save Boards monthly expenditure on Security but also get good and
satisfactory services as per the rules and regulation of the Act.

MSSC is following Minimum Wages Act or not, which was agreed to.
30. SUPPLY OF 48 NOS. OF SAFAIKARMACHARI/LABOR ON CONTRACT BASIS FOR VARIOUS TYPES OF JOBS IN CANTONMENT BOARD AREA Reference: Tender notice No. 37/12/50 labours Bazaar area/P- 02 dated 17th May 2018
To consider the office report submitted by HS/GS regarding supply labours for various types of jobs in the Cantonment Board area. Vide above referred tender notice, tender was published in daily Indian Express (in English) Daily Pudhari (in Marathi) and Bharat Diary (in Hindi) on 21st May 2018 for the above subject matter & was also put up on Notice Board and Website too. Total 03 bidders participated in the subject work. Documents uploaded by the tenderer have been verified in the technical bid by the Finance Committee members constituted by the Board. Existing rate for said contract w.e.f. August 2017 is Rs. 22,431/- per month per labour.
To verify the reasonability the lowest rates quoted by M/S Reliance Enterprises
were compared with the previous year rate and it is observed that lowest rate received is 3.61% above the previous rates which as compared with the Market Survey is found to be reasonable
All necessary documents along with file and report of HS/GS are placed on the table.
30. Considered and approved. Shri S.L.Kamble, Member requested the Board to fill
up the permanent posts of Class IV category instead of engaging them through
contract. CEO informed the Board that sanction for filling up certain posts have been
received and process for recruitment will be started positively within two months time.
During discussion, Smt.Vaishali K.Pahilwan, Member, ascertained the status of
issues related to the Gymnasium in Range Hills and one related to Symbiosis/SIMS to
which she was apprised about the present status.
31. ENHANCEMENT OF FIXED HONORARIUM TO BALWADI TEACHERS/AYAS
To consider the representation dated 09/06/2017 received from Balwadi
Teachers/Ayas for enhancement of fixed Honorarium.
All the relevant documents are placed on the table.
31. Considered the matter and resolved that honorarium at par with Pune Municipal Corporation be paid to the Balwadi Teachers and Ayahs on certain terms and conditions of the Board. Proposal be sent to higher authority for sanction of Diwali Gifts, etc at appropriate time.
