1. CALL TO ORDER
A regular meeting of the Board of Education was held Monday, October 27, 2014 at
Beacon High School.
1.02 PLEDGE OF ALLEGIANCE
Mrs. Thompson opened the meeting with the Pledge of Allegiance at 7:00 P.M.

1.05 MOMENT OF SILENCE
Mrs. Thompson requested a Moment of Silence for Rhonda Galarza, a former food service
worker and cook at South Avenue School.
2. WORKSHOP
New York State School Board Recognition Week was observed.

3. EXECUTIVE SESSION
MOTION by Ms. Patchen, seconded by Mrs. Gadsden, and carried unanimously, to adjourn to
Executive Session to review the employment history of a particular individual.
The Board returned at 8:25 P.M.
4. REVIEW AGENDA
Mrs. Thompson reviewed the agenda and noted one change.
5. PREVIOUS MINUTES
MOTION by Mrs. Galbo, seconded by Mr. Munoz, and carried unanimously, to approve the
minutes of the previous regular meeting held on Tuesday, October 14, 2014 as circulated.

7. PARENT GROUPS

8. OPEN TO THE PUBLIC
A district parent commented on a problem she is having at the high school.
A district resident asked for a report detailing the total number of staff members and the ethnic
breakdown.
A district parent and Education Chair of the NAACP asked questions regarding the guidance
process at the high school.
A district resident asked questions about a juice product that is being sold in the schools.
A district resident thanked Mr. Romanino for his many years of service to the school district and
wished him well. He asked about the district’s preparation for Ebola and Enterovirus.
9. SUPERINTENDENT’S REPORT
Dr. Walkley reported that the district is working on rolling out the Parent Portal and this is a way
for parents to become more involved. She has organized a meeting with the leaders of the PTOs
and PTAs in the district. Dr. Walkley noted that the district will be offering parent evenings as
well.
10. CORRESPONDENCE/BOARD COMMENTS INCLUDING COMMITTEE
REPORTS
Mr. White asked if the Portal would be available for the first report card. Dr. Walkley responded
that the district is in the second phase of the training process so the report cards will still be
distributed.

D. CREATE POSITION
BE IT RESOLVED that the Board of Education does hereby create one (1) FTE Special
Education Teacher position.
E. AMEND RESOLUTION CREATING TOSA POSITION
BE IT RESOLVED that the Board of Education does hereby amend the resolution creating
a 1.0 FTE Teacher on Special Assignment (TOSA) position, for the purpose of a K-12
Instructional Support Coach and Staff Developer with Literacy and /or Reading Background
(grant –funded), approved at the BOE meeting of August 25, 2014, to:
RESOLVED that the Board does hereby create a .6 FTE Teacher on Special Assignment
(TOSA) Coach and Staff Developer (Title II Grant), effective 10/27/14-6/30/15
and
RESOLVED that the Board does hereby create .6 FTE Teacher on Special Assignment

F. APPOINT PROBATIONARY TEACHER

BE IT RESOLVED that upon the recommendation of the Superintendent of Schools, that the
Board hereby appoints Danielle Borkowski, possessing initial certification in Literacy (Birth-
Grade 6), initial Students with Disabilities (Grades1-6), and initial Childhood Education
(Grades1-6), to a three year probationary term as a Special Education Teacher, in the Special
Education – General tenure area, effective October 28, 2014 through October 27, 2017, at a pro-
rated salary of $54,571 in accordance with the Beacon Teachers’ Association collectively
negotiated agreement at Step 1 Masters of the salary schedule for the 2014-2015 school year.

12.04 APPROVE CORRECTION OF TAX ROLL FOR ROBERT AND PATRICIA
WARNKE
WHEREAS, Robert and Patricia Warncke have filed an Application for Corrected Tax Roll for the Year 2014
– 2015 regarding property owned at 32 Alta Drive, Town of Wappinger, in the Beacon City School District,
known as Grid No. 133089-5956-04-915243-0000 on the basis that they was entitled to the Basic Star
Exemption and
WHEREAS, an Investigator from the Director of the Dutchess County Real Property Tax Service has issued
an Investigating Report which determined that Robert and Patricia Warncke qualified for and was entitled to
the Basic Star Exemption;
WHEREAS, we have examined such application and investigating report and determine that a clerical error
has been made pursuant to Section 550 (2) (c) of the Real Property Tax Law;
NOW THEREFORE, be it resolved that pursuant to Section 554 of the Real Property Tax Law, that Robert
and Patricia Warncke’s Application for a Corrected Tax Roll for the Year 2014 – 2015 be approved and
BE IT FURTHER RESOLVED, that the Collector of School Taxes is hereby authorized and directed to correct
the tax roll and issue a refund at the end of collection
12.05 ACCEPT THE AUDITED FINANCIAL STATEMENTS FOR THE YEAR ENDED

12.08 APPROVE AGREEMENT WITH MR. DOUG RICKETTS
BE IT RESOLVED that the Board of Education does hereby approve the agreement with Mr. Doug Ricketts
for ESL Title One Consultant Services, effective October 28, 2014 through May 25, 2015, a copy of which
shall be incorporated by reference in the minutes of this meeting; and
BE IT FURTHER RESOLVED that the Board hereby authorizes the Board President to execute such
Agreement on behalf of the Board.
13. ADDENDUM TO PERSONNEL AGENDA
13.01 APPROVE SMOA WITH THE BEAA
Q. APPROVE SUPPLEMENTAL MEMORANDUM OF AGREEMENT WITH THE
BEACON EDUCATIONAL ADMINISTRATORS’ ASSOCIATION
BE IT RESOLVED that the Board of Education does hereby approve the terms of the October
27, 2014 Supplemental Memorandum of Agreement by and between the District and the Beacon
Educational Administrators’ Association, a copy of which shall be incorporated by reference in
the minutes of this meeting; and
BE IT FURTHER RESOLVED that the Board hereby authorizes the Board President to execute
such Agreement on the Board’s behalf

14. ADDENDUM ITEM FOR CONSULTING AGREEMENT
14.01 APPROVE AGREEMENT WITH DR. JEAN PAPANDREA
BE IT RESOLVED that the Board of Education does hereby approve the agreement with Dr. Jean Papandrea
for consultant services for professional development training for instructional support, AIS Review and
program development, effective October 28, 2014 through June 15, 2015; a copy of which shall be
incorporated by reference in the minutes of this meeting; and
BE IT FURTHER RESOLVED that the Board hereby authorizes the Board President to execute such
Agreement on the Board's behalf
