The 10th (Special) Meeting of the Executive Council of the Central University of Himachal Pradesh

was held on 28th February, 2013 at 11:15 AM at Temporary Academic Block, Central University of

Himachal Pradesh, Shahpur, District – Kangra, Himachal Pradesh – 176 206.

2. The following members could not attend the meeting due to their prior commitments and

unavoidable reasons and were granted leave of absence:

3. The Vice-Chancellor welcomed and thanked the members for sparing their valuable time

to make it possible to attend the meeting despite inclement weather conditions. He

informed that this is a special meeting of Executive Council which has been convened in

connection with First Convocation of the University. He informed that 115 students have

completed their PG degrees in these University who are proposed to be conferred with

degrees during the Convocation. The Vice-Chancellor also stated that he was personally

obliged to all the members of the Executive Council for the guidance rendered by them

to the University during the last 3 years and the University has immensely benefitted out

of the rich experiences and expertise of the members. He also informed that as per

approval of the Executive Council in its last meeting Prof. Yoginder S. Verma has joined

as the Pro-Vice-Chancellor in the University and attending the meeting as Special

Invitee. All the members also congratulated the Prof. Yoginder S. Verma for his

appointment as Pro-Vice-Chancellor.

The Vice-Chancellor also informed that the term of first Executive Council is upto

4th April, 2013 but he hoped that atleast one more meeting of the Executive Council

shall be held before that date.

Thereafter the Agenda Items were taken up for consideration, as under:

Item No. 10.1 To place before the Executive Council the recommendations of the

Academic Council made in its 7th (Special) Meeting held on

28th February, 2013.

The 7th (Special) Meeting of the Academic Council was held on

28th February, 2013 at 10:30 AM at Temporary Academic Block, Central

University of Himachal Pradesh, Shahpur, District–Kangra, Himachal

Pradesh–176 206. The following Agenda Items are placed before the

Academic Council:

Item No: 7.1 To place before the Academic Council the matter

regarding approval of the Format of Degree and Merit

Certificates to be awarded to the students.

The First Convocation of the University has been scheduled for

28th February, 2013 at 01:00 AM. As per Ordinance No. 43(1) the



Degrees, Diplomas and other distinctions of the University are to be

conferred upon the students who have completed their degrees. Since,

the University is awarding the Degrees and Merit Certificates for the first

time, its format is required to be approved by the Academic Council and

the Executive Council.

Accordingly, the Format of Degree and Merit Certificates to be awarded to

the Students has been prepared and placed as ANNEXURE – 7.1A.

The Executive Council considered and approved the

recommendations of the Academic Council.

The University has started following Academic Programmes for the

Academic Session 2010-11:

i. M.A (Economics) ii. Master of Library Science iii. Master of Social Work iv. Master of Business Administration v. MBA (Entrepreneurship Development) vi. MBA (Insurance and Financial Services)

The list of candidates who have successfully completed the requirement

for the award of degree is placed at ANNEXURE – 7.2A.






regarding approval for the award of Gold Medals and

Certificates of Merit.

In accordance with the provision of Ordinance No. 30(62), the students

completing the requirement of the University for the award of degree are

to be ranked on the basis of Overall Weighted Percentage Marks

(OWPM).

The Ordinance is silent about award of Gold Medal & Certificate of Merit

but do provide for the determination of the merit. However, it is proposed

to award the Gold Medal and Certificate of Merit to one student in each

Programme of Studies who fulfils the following conditions:

a. Should have first position with more than 60 percent marks

(OWPM);

b. Should have passed all the Semesters of a Programme of Study without any break;

c. Should have passed all the Courses in a Programme of Study without any back log meaning thereby that he/she has not been awarded ‘F’ or ‘I’ grade in any course;

d. Should have exhibited good conduct and character during the period of a Programme of Study.

In view of this criteria the students given in the list (ANNEXURE – 7.3A)

are eligible for the award of Gold Medal and Certificate of Merit.




regarding approval for the award of Honorary Degree

(HONORIS CAUSA) of DOCTOR OF PHILOSOPHY

(D.Phil) upon His Holiness The Dalai Lama.

In Consonance with the provision of Statute 26(1) regarding Conferment

of Honorary Degrees and consequent upon the approval of the Academic

Council vide Item No. 6.13 of its 6th Meeting held on 16th October, 2012

and further approval of the Executive Council vide Item No. 8.13 of its 8th

Meeting held on 17th October, 2012, it has been decided to award the

Honorary Degree (HONORIS CAUSA) of DOCTOR OF PHILOSOPHY

(D.Phil) upon His Holiness the Dalai Lama.



Accordingly, the proposal for seeking approval of Hon’ble Visitor (HE

President of India), for Conferment of Honorary Degree on His Holiness

the Dalai Lama was sent to the Ministry of HRD, Department of Higher

Education, New Delhi vide Letter No.1-7/CUHP/Acad./ 2012/6840 dated

28th December, 2012.



The members of the Executive Council stated that though the Vice-Chancellor has

proposed for one more meeting of the present Executive Council but some of the

members may not be present in the said meeting. Therefore, they expressed their

appreciation for the efforts put in by the Vice-Chancellor and his small team in

creating the wonderful and visionary structure of the University during the small

period of about 3 years. They further stated that they were happy to have worked

with the Vice-Chancellor during this period and enjoyed the academic atmosphere

and lively discussions in all the meetings of the Executive Council.

The Vice-Chancellor felt obliged and stated that whatever achievements the

University has achieved was because of sincere support and expert guidance

which he met from the honourable members in the initial years of the University life

for which University shall remain indebted to them forever.

The meeting ended with the vote of thanks to the Chair.
