MINUTES OF 141st MEETING OF NORTHERN REGIONAL COMMITTEE HELD FROM 22nd to 24th May 2009

The 141st meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from 22nd to 24th

May, 2009 at Conference Hall, NRC, NCTE, Jaipur. The following members were present:

Prof. Bharti Baweja could not attend the meeting.

Dr O.V.S.Sikarwar, Convener RD, NRC, NCTE welcomed the Hon’ble Chairperson and members of Northern Regional Committee.

With the permission of the Chairperson, Dr. O.V.S.Sikarwar (Convener) presented the Agenda before the Committee. Agenda-wise decisions taken were as follows:-

S.L. No.1 Agenda Item No.141.01.00 Confirmation of the minutes of the 140 meeting of NRC. The minutes of 140 meeting of NRC held on 25-26 April 2009 have been uploaded on the website of NRC.

The original file of the institution, VTR, court direction along with all other related documents, Act of NCTE, 1993, Regulations and Guidelines of NCTE published from time to time were considered by the committee and the committee observes that as per direction of Hon’ble High Court of Delhi case is to be finally disposed off by 18.5.2009, the matter was also discussed with the Legal counsel by the Regional Director and matter was brought to the notice of the Chairperson NRC and the recognition was refused.

Hence, the committee decides to approve the decision of Regional Director taken after consultation with the Chairperson, NRC in the light of judgment of the Hon’ble Delhi High Court dated 12.5.2009 on WP(C) 300/2009 and recognition is refused.

The Regional Committee considered the name of experts of VT panel and approved members for VT panel. The list of approved panel is attached as Annexure – 1.

The Committee considers the NCTE Hqrs letter no. F. 48-3(ii)/2008/NCTE(N&S)/82416 dated 12.8.2008 and decides to grant permission to each individual institution for switching over from two year Nursery Teacher Programme to One year Pre- school teacher education programme as per guidelines of NCTE Hqrs.

The Regional committee decided that 142nd NRC meeting will be held from 14th June to 16th June 2009 at Jaipur.
