MINUTES OF 54TH ANNUAL GENERAL BODY MEETING OF EQUESTRIAN FEDERATION
OF INDIA HELD ON 27th SEP 2015 AT DEFENCE SERVICES OFFICERS’ INSTITUTE, DHAULA KUAN, NEW DELHI
1. The 54th Annual General Body Meeting of Equestrian Federation of India was held on 27th
Sep 2015 at Defence Services Officers’ Institute, Dhaula Kuan, New Delhi under the Chairmanship of Lt Gen Rajiv Vasant Kanitkar, SM, VSM President EFI. The meeting was attended by 218members.
2. Opening address by the President
2.1 The President welcomed all the present members to 54thAnnual General Body meeting of EFI. He emphasized that more efforts are required to be put in by all concerned in a coordinated manner for development of the sports. He stated that officials who are elected have an important responsibility to perform, we need to have more tournaments, greater experience and coaching, better infrastructure and transparent selection procedure. A combined effort is required between regions and zones. He further stated that capability to win medals can be realized only if everyone works for national and international glory. He requested all members to participate in AGM in a sober, dignified manner and give constructive suggestions.
2.2 He then handed over the proceedings to the Secretary General.

3. Confirmation of the Minutes and Progress on the Points of Last AGM. The Secy Gen informed the house that minutes of the last year AGM held on 07 Sep 2014 is available on EFI website. On request for passing the minutes the same was proposed by Col S S Ahlawat, VSM and seconded by Col S S Solanki (Retd).
AGENDA-II 4. Secretary General’s Report .

4.1 Results of various events held during the EFI Calendar yr incl result of Asian Games 2014:- The Secretary General briefed the house on all events conducted from 01 Oct 2014 to 30 Apr 2015 and flashed all the results. Event wise results are attached at Appx ‘A’.

4.2 CSIJ-B : Seoul: TheSecy Gen informed the house that an invitation was recd from Equestrian Federation of Iran for participation of Indian junior team in CSIJ-B scheduled wef 22 to 24 Apr 2015 at Tehran. Sports Ministry / Govt of India had given approval under “No Cost to the Govt”. Based on the results of JNEC 2014, 1. Mr Aryaman Gupta, (2) Ms Mahira Sharif Furniturewala and as team official / coach Mr Nitin Gupta were selected. But due to some tech problems the team had to return back from Tehran airport without participating.

4.3 CSIJ-B : Seoul: TheSecy Gen informed the house that an invitation has been recd from Equestrian Federation of Korea for participation of one junior rider in CSIJ-B, Seoul 2015 scheduled wef 09 to 11 Oct 2015 at Seoul. One junior rider (Age 14-18 yrs) and one official to form the contingent. Based on the JNEC (juniors jumping normal) results the Selection Committee has selected the following for participating in the event. names are as under:- (a) Mr Aryaman Gupta - Rider (b) Mr Nitin Gupta -Official

4.4 FEI WJC 2014 Final –Zhitnica, Bulgaria (01-03 Jul 2015): The Secretary General informed the house that two riders Nadia Haridass & Rushil Patel got 12th& 17th positions respectively after first & second final qualifier round of the event. Only first 11 riders out of total 21 riders from qualifier round participated in the final round

4.5 Courses by EFI Officials:-The Secy Gen informed the house that a number of EFI officials attended FEI Eventing course at Minsk, Belarus at their own expense from 28-31 May 2015 for promotion to 1 & 2 star Jury/TD. The results as recd from FEI is as per Ser 1 of Appx ‘B’.

4.6 FEI Eventing Course, Meerutfrom 26 Nov 30 Nov 2014: The Secy Gen informed the house that FEI Eventing course was conducted at RVC Centre & College, Meerut wef 26-30 Nov 2014 in which 15 Indian Officials & 01 foreigner had participated. Course directors were:-

4.7 Seminar- Dressage:- The Secretary General informed the house that a seminar for National Dressage judges was planned wef 27 to 28 Apr 2015 (during CCI*/CIC**) at ASC Centre & College, Bangalore under the following FEI Officials:- (a) Mr Timothy Jon Downes- FEI 3/4* Dressage Judge (b) Ms Natallia Rubashko- FEI 3/4* Dressage Judge Results awarded to the officials are as per Para 2 of Appx ‘B’ att.

4.8 Seminar - Dressage: TheSecy Gen informed the house that a seminar for national dressage judges has again been scheduled wef 29 Oct to 02 Nov 2015 (during conduct of FEI WDC 2015) at APRC, Delhi under Ms Natallia Rubashko, a FEI 3/4* Dressage Judge from Belarus for promotion and development of National dressage judges. He also informed that the following two FEI WDC 2015 jury will also be present during the clinic:-

4.9 FEI Qualified Officials:- The Secretary General informed the house that the National Officials as per Para 3 of Appx ‘B’ have qualified and approved as FEI officials as noted against each.

4.10 Foreign Invitations to EFI Officials:- The Secretary General informed the house that the National Officials as per Para 4 of Appx ‘B’ have been invited as jury/official in international events in the last calendar year.

4.11 Court Case : Mr Angad Sahlot v/s UOI & Others:- The Secretary General informed the house that the matter was listed before the Hon’ble high court of Delhi at New Delhi on 09 Jan 2015 and after hearing brief arguments has disposed off the writ petition and all applications filed therewith of the writ petition (civil) No 6021 of 2014. However the Hon’ble court has kept the Crl M.A. No 17553 of 2014 pending and is now scheduled to come up for hearing on 07 Dec 2015.

4.12 Membership of Intl Tent Pegging Federation (ITPF):-The Secretary General informed the house that Equestrian Federation of India has become a member of International Tent Pegging Federation (ITPF) after approval by the EC on 21 Oct 2014. USD 500 is being paid as yearly subscription fee towards the membership.
Decisions of the house: The house approved ITPF membership to EFI provided that no other org from India to be the member of that org and any event to be organized should be routed through EFI. The same was proposed by Col A K Yadav and Seconded by Col S S Solanki (Retd).

4.13 Priority Status: Equestrian Sports:-The Secretary General informed the house that Equestrian Sports has been approved to continue in the status of “PRIORITY” by the Sports Ministry vide letter F-No 12-5/2014-SP-III dated 23 Mar 2015.

4.14 Procurement of Show Jumping Set:- The Secretary General informed the house that under the aegis of SAI, EFI has procured show jumping set for utilization in various EFI events. Cost of the show jumping set is Rs 9,45,000/- (Rupees nine lakh forty five thousand only). He further informed that presently, the show jumping set is held with ASC Centre & College, Bangalore which was transported there before the conduct of NEC Eventing Championship during Apr 2015.
Decisions of house: Jumping Set of this Federation can be borrowed for events listed in the EFI Calendar by the concerned organizers. The set will be properly taken over and transported under own arrangements. Any damages/loss will be borne by the organizer while returning back to ASC Centre & College, Bangalore.

4.15 17th Asian Games: The Secy Gen informed the house that final claim of Rs 1,13,99,260.00 (balance against total expdr of Rs 2,23,99,260.00) is still pending at Indian Olympic association (IOA) for sanction.
Decisions of the house:- The directions of the President to return a proportionate amount to stake holder from EFI fund was applauded by the house.

He also stated that Airfare claim of Rs 7,49,408.00 (rupees seven lac forty nine thousand four hundred eight only) in r/o athletes / officials who travelled on their own cost to Incheon & back has been sanctioned by IOA and the cheque has been received by the federation on 23 Sep 2015. the same will be remitted to the respective stake holders. Secy Gen further informed the house that a proportionate amount of pending payment is being refunded to EIRS from EFI fund in three installments of 30%, 30% & 40% till the balance amount is refunded by IOA as directed by President in EC Meeting on 15 Sep 2015.
4.16 Pending corpus money/ entry fees:TheSecy Gen informed the house that the org of the events as given in Para 5 of Appx ‘B’ have not paid the corpus/entry fee after conduct of the event.
Decisions of house: The house expressed that the dues of EIRS be adjusted against their expenses during 17th Asian Games and Equwings Sports Ltd. be asked to repay the balance amount at the earliest.

4.17 FEI AGM - 2015:- The Secretary General informed the house that the FEI General Assembly 2015 is scheduled to be held at San Juan (Puerto Rico) from 10 Nov to 13 Nov 2015. The President and Secretary General have been invited to attend the meeting.
Directions of President:- The President informed that due to his official commitments he would not be able to attend. Vice President (Sports Devp) and Secy Gen will be attending the same.

4.18 PF/Gratuity of EFI Civ Staff:-The Secretary General informed the house that there are two civ staff working in the EFI office (a) Mr Nafe Singh (Asst Secy) & (b) Mr Laxman alias Bunty (Messenger). It was proposed to start employees’ provident fund (EPF) scheme under the employees provident funds & misc provisions act 1952 for the above civ staff of EFI (wef 01 Apr 2015).The contribution is 12% of total emoluments from both the employee (Indls) & the Employer (EFI) Financial Effect: An amount of approx Rs 5000/- (Rupees five thousand only) PM would be incurred for the above expdr.
Decisions of the house: The proposal has been unanimously agreed by all the house members. The same was proposed by Col A K Yadav and Seconded by Col S S Ahlawat, VSM.

4.19 State of Fixed Deposits:- TheSecy Gen informed the house about the present position of Fixed Deposits of the Federation. Details are as per Para 6 of Appx ‘B’ att.

4.20 Revision of Tech Guidelines:- TheSecy Gen informed the house that EFI Tech Guidelines have been revised regularly during the following years 2009, 2012, 2013 & 2015 (Proposed)

4.21. Scheme of Human Resource Development in Sports (HRDS) for promotion of sports in the country:- The Secy Gen informed the house that MYAS has invited applications for the above named scheme from the sports person/sports bodies for fellowship programmes& training and coaching of match officials & supporting staffs in various universities and institutions abroad for which interested candidates can apply. He also stated that details of the course are available in EFI/MYAS website.

AGENDA IIII 5. Passing of Accounts.TheSecy Gen flashed the details of accounts (Income & expdr) for the FY 2014-15 as per AGM Notice before the house.
Discussion in the house: Col Sandeep Dewan (Retd) raised a point regarding details of accounts being reflected in EFI website not being as per Govt policy letter of MYAS. Secy Gen informed the house that the same has been reflected as per above letter. He further inquired about the pending corpus money being reflected in excess in the AGM notice vis a vis projected in AGM briefing. Secy Gen informed the house that the pending corpus money has been remitted in EFI accounts by the concerned organizations after issue of notice. He also expressed that frequent changing of CA be avoided and it should be confirmed that the CA is CAG recognized.

Directions of President:- President directed that policy of the same be confirmed from concerned auth within a time frame and the same be put on EFI website for info of all members. The accounts were passed after being proposed and seconded by Col S S Solanki (Retd) and Brig Piyush Bisht respectively.
6. Approval of proposed Annual Expenditure:-TheSecy Gen flashed the proposed expdr for the yr 2015-16 before the house. Details att at Appx ‘C’
Decisions of the house: The proposed budget was passed after being proposed and seconded by Brig Gayn Puri and Col S S Ahlawat, VSM respectively.

7. Approval of Calendar of Events 2015-16. The Secretary General informed the house about the Tentative Calendar of events for the year 2015-16. Copy of Draft calendar att at Appx ‘D’.
Decisions of the house: Major T Swamy (Retd) expressed that bid for NEC Show Jumping has been placed by TSEA and the same may please be allotted for improvement and promotion of sport in southern region. Secy gen informed the house that MPSEA has also bid for the same event and as directed by the President in EC meeting on 15 Sep 2015, Member Jumping will inspect both the sites and forward his report, decision will be taken accordingly.

8. Proposed EFI Calendar 2016-17. The Secretary General informed the house that EFI Event Calendar for 2016-17 has been formulated considering the fact of advance information to both the riders and organizers. Copy of Proposed calendar 2016-17 att at Appx ‘E’.
Decisions of the house: Secy Gen requested all associations and bidders to timely bid for the events in next calendar year for smooth and efficient conduct of events. 9.Recommended amendments to Tech Guidelines 2013 which have been Passed in the EC Meeting held on 03 Jun 2015:- The Secy General informed the house about the recommended amendments to Tech Guidelines 2013. Details of the proposed amendments are attached at Appx ‘F’.
Decisions of the house: Secy Gen informed the house that the amendments have been circulated alongwith AGM Notice to all members for their perusal. Directions of President:- President directed that all members may go through the amendments and any suggestions be forwarded to the NF via email by 15 Oct 2015 and be finalized thereafter.

10. New Memberships. The Secy General flashed names of all new life members/Indl members, club & unit members before the house membership approval as per the discussion of the EC.

11. Points Received from Members:-The Secy Gen informed the house that some points were received from some of the EFI Members which are discussed as below:-

(b) & (c) The point was clarified by the Secy Gen in his briefings. (d) & (e) Point clarified by Member Medication Control (f)& (g) The point was clarified by the Secy Gen in his briefings. (h) Secy Gen informed the member as requested results for last ten year has been sent on his email.

(f) Despite EFI having sufficient funds as per balance sheet, why are negligible amounts being spent on the development of the sport. (g) Non-reflection of accounts on website as per format given in Govt of India, Ministry of Youth Affairs and Sports circular dated 02 March 2015.
(h) Poor documentation of results. Results beyond past two years are either sketchy or non-existent. a NSF should have detailed results going back a minimum of 15 years. (j) Support from EFI regarding import of sporting horses. Member briefed the house regarding various difficulties faced in import of sporting horses
Directions of President:- (a) President directed that all out efforts be made for prompt display of information on EFI Website. (b) President directed that VP (Sport Devp) and Secy Gen to liaise with concerned ministry/officials and all possible help be provided to riders importing horses for equestrian activities
11.2 Points from Maj Danny Swittens (a) A horse should not be upgraded by two grades in the same equestrian calendar even if he meets the MER.
Decisions of the house: After detailed discussion it was decided that, after the results of elections, VP (Tech) and related members to discuss the issue and the decision taken by them be treated as ratified by the AGM

11.3 Points from Mrs Jecquline Kapoor (a) Mrs Jecquline Kapoor sought an clarification from the house regarding participation of foreign riders in WDC/WCJ and other EFI events and representing India in international events.
VP (Tech) clarified that (a) Should a foreign rider based in India wish to compete in any FEICompetition (including FEI WCD) will compete for his/her own flag and need to get his/her National Federation’s permission (NOC) (b) Foreign Riders not to form as part of Indian Team: As per Govt of India Min of Youth Affairs & Sports letter No F.45-5/2008-SP-I dt 12 Mar 2009, it is clarified that just as financial support from Govt is restricted to Indian Nationals only, the inclusion of players in the national team is also restricted to Indian nationals only. other words, only Indian nationals are eligible to be part of the national team and walk under the Indian flag (c) However, a foreign rider is allowed to take part in regional horse shows but in the National Championship He/She can participate as an HCEntry.
11.4 Points from Mr Nitin Gupta (a) The member requested the house regarding provisioning of infrastructure for stabling of horses in army establishments during various equestrian events being organized as per EFI Calendar. (b) The member further stated that his org had bid for JNEC 2015 and the same has been allotted to NDA, Pune without payment of any corpus money.
(a) President directed that VP (Adm) & VP (Tech) to explore the feasibility for provisioning of adm support to civilian horses and grooms in army establishments. (b) VP (Tech) clarified that as only one part of the event was being conducted by ECE, Bangalore, it was decided in EC Meeting that event be allotted to NDA for smooth functioning of the event Lt Col Vivek Rehni, Eqtn Officer NDA informed the house that NDA shall be paying certain amount of corpus money to EFI.

12. Vote of Thanks. In the end, a vote of thanks for outgoing EC Members was proposed and seconded by Col A K Yadav and Brig G S Puri respectively. List of outgoing EC/Selection Committee is att at Appx ‘H’. 13. Closing Remarks by the President:- (i) President stated that there will
be a review of all committees on a quarterly basis and the same will be put on EFI website. (ii) He expressed the need for involvement of all members besides the EC members and their suggestions for improvement of sport in creating a short, medium and long term plan to eventually target the Olympics.

NEW ADDITIONS 1. DRESSAGE Article 2 ELIGIBILITY OF RIDERS 5. FEI Events:-
(a) Should a foreign rider based in India wish to compete in any FEI Competition (including FEI WCD) will compete for his/her own flag and need to get his/her National Federation’s permission (NOC). (b) Foreign Riders not to form as part of Indian Team: Foreign Riders will not be the part of Indian Team. A foreign rider can participate in the Indian Chapter of WCD but they will have to get an NOC from their own Federation and their score will not be counted against India.
6. National Equestrian Championship: All athletes having Indian Nationality are allowed to participate in the National Championship. However, a foreign rider is allowed to take part in regional horse shows but in the National Championship He/She can participate as an HC Entry.
Article 10 GENERAL 8. No two medals will be awarded for the same event.
