MINUTES OF 55TH ANNUAL GENERAL BODY MEETING OF EQUESTRIAN
FEDERATION OF INDIA HELD ON 24TH JULY 2016 AT DEFENCE SERVICES

1. The 55th Annual General Body Meeting of Equestrian Federation of India was held on
24th July 2016 at Defence Services Officers’ Institute, Dhaula Kuan, New Delhi under the
Chairmanship of Lt Gen R V Kanitkar, AVSM, SM, VSM President EFI. The meeting was
attended by 204 members.
2. Condolence on demise of Gen O P Malhotra, PVSM:- The AGM commenced with
observation of 2 minutes of silence to offer condolence to the departed soul of Gen O P
Malhotra, PVSM (Retd) who expired on 29 Dec 2015. The General Officer was a founding
member and former president of the Asian Equestrian Federation (AEF) and former President
of the Equestrian Federation of India (EFI) for nine years.
3. Opening address by the President
3.1 The President welcomed all the present members to 55th Annual General Body meeting
of EFI. He stressed the need for fair and transparent selection of riders for various events. He
appreciated the efforts put in by EFI and apprised all the members with regards to the
following:-
3.1.1 Initiation of process to establish two quarantine stations one in South India and
other in North India.
3.1.2 Issue of import license by DGFT prior to purchase of horse abroad.
3.1.3 FEI approval for Retraining of Race Horses (ROR) project by Equestrian
Federation of Assam at Dibrugarh.
3.1.4 Process to include sport horses in Govt. notification for waiver of customs duty
while import.
3.1.5 EFI Website & FEI NF IT Platform development project.
3.2 He then handed over the proceedings to the Secy Gen.

4. Confirmation of the Minutes and Progress on the Points of Last AGM. The Secy
Gen informed the house that minutes of the last year AGM held on 27 Sep 2015 is available on
EFI website. On request for passing the minutes the same was proposed by Dr Sanjay Gupta
and seconded by Col P P Singh (Retd) respectively.

5.1 Difficulties faced by Indian riders
regarding quarantine protocol while
importing equestrian sports horse &
establishment of permanent quarantine
facilities:- The Secy Gen informed the house
that during AGM 2015 held on 27 Sep 2015 a
point was raised by riders regarding difficulties
faced by Indian riders pertaining to quarantine
protocol while importing/ exporting equestrian
sports horses. After the AGM suggestions were
sought from riders and compiled. Subsequently
a case was taken up by the President with
concerned authorities on the subject. Due to
continuous persuasion by the NF, the Ministry of
Youth Affairs & Sports has finally taken up a
case with Central Board of Excise & Customs,
Ministry Of Finance vide letter No 27-2/2016-SP-
III dt 30 Jun 2016 to waive off customs duties on
import of sporting horses and has started issuing
of license for import of horses prior to their
procurement abroad, thereby reducing the
financial burden on riders.
He also informed the house that the Vice
President (Sport Devp) had a meeting with
Minister of Agriculture, Govt of India on 17 Mar
2016 and discussed about the difficulties on
import/export of equestrian sport horses and
about the establishment of permanent
quarantine facilities of international standard at
two locations i.e one in North India & another in
South India. The outcome was positive and
Minister assured all necessary help. A brief
report on the subject was asked by the Ministry
of Youth Affairs & Sports (MYAS) from Sports
Auth of India (SAI). SAI fwd the report vide their
letter No SAI/TD/Quar-Protocol/Equestrian
/2015-16 dt 03 Mar 2016. A letter from the

5.2 Results of all events held during the
EFI Calendar year 2015-16:- The Secretary
General informed the house that results of all
events for the Calendar year 2015-16 were
uploaded in the Federation website after
conclusion of each event. He then briefed the
house on the results of all major events. Results
of all events are attached at Appx ‘A’.

5.3 Coaching camp of Indian Tent Pegging
Team for World Cup Qualifier:- The Secy
Gen informed the house that a coaching camp
for Indian tent pegging team for world cup
qualifier was conducted at APRC, Delhi under
the ages of Sports Authority of India wef 01 Dec
to 08 Dec 2015 prior to departure for
participation in world tent pegging qualifier in
Abu Dhabi. The team was as under:-

informed the house that a coaching camp for
Show Jumping coaches was held at AEC, Delhi

Belgium (International Trainer). Details of

5.8 ITPF Referees Course:- The Secy
Gen informed the house that following officials
of this NF attended ITPF (Tent Pegging)
referees course conducted by ITPF alongwith

5.9 Courses by EFI Officials:- The Secy
Gen informed the house that a number of EFI
officials attended FEI Eventing course held at
various places abroad at their own expenses.

5.10 FEI WJC Final:- The Secy Gen informed
the house that FEI World Jumping Challenge
final was held at Rabat, Morocco wef 22 to 24
Apr 2016. Mr Rushil Patel of this NF had
qualified to participate in the event based on the
results of FEI WJC Cat ‘A’. Mr Nitin Gupta was
sent as coach cum manager with the rider.

5.11 CSI-CH-J-Y-B: Tehran. The Secy Gen
informed the hosue that following junior riders
represented the country in CSI-CH-J-Y-B held at
Tehran wef 05 to 09 Jul 2016 “at cost to the
government”.

5.12 Re-Formation of Committees. The Secy
Gen informed the house that as per ART 014 of
EFI statutes the following committees duly
nominated by the EC have been formed:-
(a) Advisory Committee
(b) Bid Evaluation Committee
(c) Media & Publicity Committee
(d) Membership Screening Committee
(e) Dispute Resolution and Disciplinary
Committee

5.13 FEI NF IT Platform & EFI Website
Development Project:- The Secy Gen
informed the house that FEI Nf IT Platform has
been introduced by FEI with a view to establish
a solid and modern framework for professionally
managing and administrating a National
Equestrian Federation. He informed that EFI
application for NF IT Platform project has been
approved by the FEI. Based on the FEI NF IT
Platform, the NF website is being developed
which will provide proper database of riders,
horses, grading list, registration, members
profile, officials etc. Secy Gen further explained
about the newly developed home page of the
website which is contemporary in nature. Brief

5.14 Regional Equestrian League (REL):-
The Secretary General informed the house that
Regional Equestrian League (REL) shall be
conducted at various regions of the country
which shall be qualifier for participation in the
NEC events from the Calendar year 2016-17.

5.15 EFI Officials in International Events:-
The Secy Gen informed the house that a No of
Indian officials have been invited by other NFs
for officiating in various international events.

5.16 18th Asian Games 2018 :- The Secy Gen
informed the house that basic format for Asian
Games 2018 has been recd from Asian
Equestrian Federation (AEF). Suggestions/
Recommendations of this NF have also been
forwarded to AEF. Detailed format recd from
AEF is att at Appx ‘K’.

5.17 Selection Criteria for 18th Asian
Games-2018:- The Vice President (Tech)
briefed the house about the Selection Criteria of
18th Asian Games 2018 which was prepared by
Selection Committee after their meeting held on
24 Jun 2016. Copy of Selection criteria is attach
at Appx ‘L’.

NE India:- The Secy Gen informed the house
that Retraining of Race Horses (ROR) project at
Dibrugarh, Assam has been approved by FEI.
First camp has been scheduled from 24-30 Oct

5.19 Refund of Corpus Money of Regional
Events:- The Secy Gen informed the house that
for encouragement of more number of
clubs/institution to bid for regional/local events
(except national / international) a refundable
corpus money of Rs 50,000/- shall be asked
from the Organising Committies alongwith the
bids. On successful completion of a regional
events by a regional club, or which has paid
refundable corpus money of Rs 50,000/- they
shall be given an incentive of Rs 50000/-
(Rupees fifty thousand only) in addition to the
refund of Rs 50,000/- corpus money deposited
by them.
However, refundable corpus money shall
be forfeited in case the organizer fails to conduct
the event after acceptance of the bid.

5.20 Fin Assistance for Athletes :
International Events :- The Secy Gen informed
the house that in following amount of financial
assistance shall be rendered by the Federation
to selected riders/coach who represent the
country abroad:-
(a) 100% airfare (economy class)
shall be reimbursed to the riders /coach

5.21 Financial assistance to the officials
who are detailed by the EFI to attend any
course abroad:- The Secretary General
informed the house that the executive committee
on its meeting held on 14 Jul 2016 has
recommended for financial assistance to the
officials who are detailed by the EFI to attend
any course abroad. An amount of Rs 25,000/-
(Rupees twenty five thousand only) shall be
given to the officials wef 01 Apr 2016.

5.22 EFI on Facebook:- The Secy Gen
informed the house that the National Federation
in its effort to have continued communication
with all the esteemed members of Equestrian
Federation of India (EFI) and update them with
all important “News” has opened a facebook
group wef from 26 Apr 2016. The federation
hopes that this account will keep members
informed about the latest news about the
equestrian fraternity and help them in planning
their various activities besides opening a
medium of communication amongst the
members to integrate all and make a cohesive
group. As on date 4004 members have been
associated with EFI FB Group.
He also requested the members that
queries should not be asked through the FB
Account. The NF official Email ID should be
used by the members/riders for addressing any
questions.

5.23 Nomination for Arjuna Award 2016:-

Qualifier and in International & Asian
Championship in Mar 2015:-

obtaining prior recommendation of EC members.
5.24 Equine Anti Doping and Controlled
Medication Sampling:- The Secy Gen informed
the house that a case has been taken up by this
NF with FEI for inclusion of National Dope
Testing Laboratory (NDTL) in the list of FEI
approved reference laboratories, if it meets the
requisite criteria. NDTL is presently accredited
by ISO/IEC 17025:2005 and certified by
Association Of Official Racing Chemists (AORC)
for performing horse dope testing. The NF has
also requested FEI that a technical
representative could visit the laboratory in India
and suggest remedial measures if any for
meeting the requisite standard of FEI approved
reference laboratory.

5.26 Non Payment of Subscriptions. The
Secy Gen informed the house about the details
of clubs/units and individual members who have
not paid their subscription from 2010 to 2016.
He further informed that it has been
recommended by the EC to terminate
membership of such members who have not
paid their subscription for three years. List of
Clubs/Units/Individual members for termination
of membership is att at Appx ‘O’.

membership and to write off
outstanding dues from these

5.27 Training of Selected Indian Riders
Abroad:- The VP (Fin) informed the house that
his company shall sponsor training of 10 Indian
riders selected by the EFI abroad which will
include all expenses on training, lease of horses,
accommodation, equipments, air fare,
insurance, fooding, transportation, medical etc
till the end of Asian Games 2018. He further
informed that additional 04 riders are to be
nominated by him and the NF will nominate 10
riders.

9. Amendments in Statutes:- The Secy
General briefed the house regarding the need
for amendment of EFI Statutes as directed by
the Ministry of Youth Affairs & Sports (MYAS).
The Secy Gen also informed the house
that regarding applicability date of the amended
statutes the house needs to take a decision as
the EC members elected in 2015 were elected
for two years tenure. Details of amendments to
statutes are attached at Appx ‘R’.

EFI Statutes were ratified by the
house unanimously. President
directed that statutes be amended.
Further, the house was of
the opinion that the statutes be
made applicable only after the
ratification and approval. No
retrospective application of
amended statutes is permitted. It
was further clarified that the post
which have been filled during this
AGM will have a tenure of two
years as the same has already
been published in the AGM Notice.
All the posts that will be filled in
future will have tenure of four
years.

10. Recommended amendments to Tech
Guidelines 2013 which have been passed in
the EC Meeting held on 22 Jan 2016:- The
Secy General informed the house about the
recommended amendments to Tech Guidelines
2013 which have been passed in the EC
Meeting held on 22 Jan 2016 and then uploaded
on the EFI website for information of all
concerned. He further informed that there being
no observations on the amended Tech
Guidelines from the environment, the same shall
be printed and will come into effect from 01 Aug
2016.

Taking Board (ASTB) to be carried
out as per laid down procedures.

the calendar, the same could not
be incorporated at this belated
stage.

IT WAS REQUIRED TO DEVELOP OUR FEDERATION WEBSITE. IT IS THE FOREMOST AND MAJOR WAY OF INFORMATION ABOUT THE SPORT. ON APPROVAL BY THE EC ON 22 JAN 2016, ZOOM HKG SOFTWARE, DELHI HAS BEEN ENTRUSTED THE TASK FOR FEI WEBSITE DEVELOPMENT. KEY ASPECTS OF THE PROJECT IS AS UNDER:- (a) DATABASE WILL BE BUILD FOR HORSES, RIDERS AND JUDGES ETC. REGIONAL EQUSTRIAN LEGUE (REL)
Introduction
Unlike other sports, equestrian does not have Distt / State level championship due to
lack of infrastructure, as a result of which many a times naïve horse-rider combinations have
participated in National championships thereby diluting the sanctity of National Level. REL
concept has been developed to offer more opportunities to riders to participate in various
competition within the region and qualify themselves to compete at National level.
Objective
1. Promote Equestrian sports at Regional Level by empowering Regional Members.
2. Promote more civilian organizing committee & civil venues to hold equestrian
events.
3. Popularize the sports throughout the county.
4. Offer more competitions to horse-rider combination in their own region thereby
reducing the burden of transportation cost.
5. Select horse rider combination worthy of participation at National level.
Concept
1. To achieve above objective, holding of Equestrian competitions at regional level is
proposed on the lines of World Challenge Jumping (WCJ) for which the country will be divided
into following zones:-
(a) North Zone (J&K, Himachal Pradesh, Punjab, Haryana and Union Territories of Chandigarh and Delhi (b) East Zone (West Bengal, Bihar, Jharkhand and Orissa)
(c) West Zone (Maharastra, Goa, Gujarat, and Rajasthan)
(d) South Zone (Tamil Nadu, Kerala, Karnataka, Andhra Pradesh and Puducherry)
(e) Central Zone (UP, Madhya Pradesh, Chhattisgarh and Uttarkhand)
(f) North East Zone (Assam, Manipur, Nagaland, Sikkim, Arunachal Pradesh,
Tripura, Meghalaya and Mizoram)

3. Respective Zonal Members shall be responsible to organize regional championships.
4. One EFI Rep (CD/Jury as per the request of OC) shall be detailed for each horse show
to ensure that the desired levels are not diluted.

in level of competition for all

6. Horse-rider combinations must participate at minimum of three venues and should not
incur more than 12 jumping faults over two rounds competitions in at least two venues to
achieve MER to be eligible to participate in National Championships.
7. To qualify for the Nationals, horse-rider combination may participate in any number of
competitions being held at various venues all over the country to achieve the desired MER.
8. Grade I & II horse-rider combinations will have direct access to National Championship
irrespective of their jumping penalties provided they participate in minimum two competitions in
REL.
9. No corpus money shall be required from the organizer.
10. Entry fees/sponsorship money shall be used by the organizers to organize the events.
11. Expenditure on transportation, accommodation & hospitalities of officials shall be borne
by the organizers.
12. Organizers to use their own infrastructure.
Procedures
Interested organizers may forward their bids to EFI after due consultation with Regional
Member regarding the exact dates of event. The recommendation of Member Region is
mandatory. On receipt of the bids the same will be evaluated by the Bid Evaluation Committee
for allotment of events. On allotment of the event the same will be included in the EFI Calendar
for 2016-17 which will facilitate all horse-rider combination to plan their move to various venues
and participate to achieve MER to qualify for NEC.

SELECTION CRITERIA 18th ASIAN GAMES : 18 AUG TO 02 SEP 2018
1. Proposed technical standards for various disciplines of equestrian have been officially communicated to EFI by the org committee 18th Asian Games. Based on technical standards for Dressage, Jumping and Eventing, the following selection procedures have been formulated and shall be implemented as under:-

3. Selection qualifiers/trials for the 18th Asian Games for Dressage, Jumping & Eventing will be conducted by the Equestrian Federation of India between 01Jan 2017 to 31 May 2018 and the technical standards for qualification are att as Appx. 4. In case of change in criteria of the Asian Games this criteria will be revised accordingly. 5. Dope Testing will be conducted in all the trials and during the Coaching Camps before the definite entries are sent to the Asian Games OC. Eligibility
6. Riders : A rider must be citizen of India with a valid passport. 7. Age of rider : 16 yr old (on the day of commencement of first trial). 8. Horse : Eventing : 06 Yrs and above are eligible (born in 2012 or before) Dressage : 07 Yrs “ “ (born in 2011 or before) Jumping : 08 Yrs “ “ (born in 2010 or before)
9. Quarantine : In accordance with the quarantine/health protocols formulated by the Org Committee in consultation with FEI. Restriction on horses
10. There shall be no grade restriction on horses. However, for CCI 1* only qualified horses will be eligible as per MER Criteria of FEI. Horses nominated for a particular discipline e.g Dressage/ Jumping/Eventing shall only be allowed to participate in a discipline for which the horses are nominated. Under no circumstances a rider/horse combination shall be allowed to participate/compete in other disciplines. However rider can participate on a different horse in a different discipline

Technical standards for selection qualifiers/trials for Dressage (indl & team) 11. The test for selection of Dressage Team & Indl will be Prix St-George (Test) and Intermediate - I (Test) and intermediate (1) free style to music respectively. For a team or Indl entry, a rider will have to score mini 67% & 70% respectively in each selection qualifier/trial. A total of 06 trials will be conducted, four best performances as a horse rider combination will be considered for selection of team. At least 03 member jury will judge all the selection qualifiers/ trials and the composition of jury will be as under. Any trials less than the above qualifying percentage will not be considered. (a) Prix St-George (Test) - Foreign jury - 02 members and FEI/Indian jury - 01 members
(b) Intermediate - Intermediate-I (Test) and intermediate (1) free style to music

(c) Judges in each trial shall change. Jumping Indl/ Team (CSI 2* Standard)
12. The height for all the selection trials will be 1.45m. Minimum 66% of the jumping course will be of full height and spread. A total of 06 qualifiers/ trials will be conducted, 04 best performances (as a horse rider combination) will be considered towards calculation of Indl / team merit. The indl will only be considered for selection if his/her score does not exceed 24 penalties (including time) in total four trials. In case, the team of 3 / 4 riders are not selected for Asian Games and if any rider wants to qualify for Asian Games for individual category then he has to participate in minimum three trials of 2 rds competition at the height 1.5 mtr and score of best 2 trials will be taken into account. The competitor should not incurr more than 12 penalties in one trial and not more than cumulative 20 penaties in two trials. 13. All the selection trials for jumping (Indl/Team) competition will be judged by the following officials :- (a) Jury - 03 (b) FEI Course Designer - 01
Eventing (Indl & Team)
14. A total of 05 trials will be conducted of which scores of best three results will count towards selection. The technical standard of selection trials will be of CCI 1* level.
15. To equate all the riders participating in trials in India and abroad the least aggregate of the penalties of the four selection trials in order of merit will count towards the selection of team / indl members. Any score more than 60 penalties will not be counted towards selection.

17. Official score sheet/results of the FEI competition duly endorsed by the President ground jury and TD will be communicated. Telephonic intimation with in 24h by the rider is mandatory on completion of the competition for compilation of results . The specifications of the show jumping course duly endorsed by President ground jury and TD will also be forwarded along with the official results. Selection of riders/horses based abroad
18. On basis of the foregoing experiences, following is the criteria for considering selection of riders/horses based abroad:-
(a) Technical standards and specification for all trials in all disciplines for riders/horses abroad will be same as standards for riders/ horses in India. For Dressage only CDI / National Championship/ Eventing CCI / National Championship and for Jumping only CSI** / National Championship will be considered.
(b) Cut off date for selection of riders /horses abroad will be same as for riders/horses in India (31 May 2018 ). (c) Performance of the rider and horse desired to be entered will be considered as a combination in FEI official competitions/ National Championships.
(d) The riders will be required to strictly comply with all quarantine/vet health protocols, requisite vaccinations and lab testing for specified diseases in OIE approved laboratories as per guidelines laid down by the org committee of host country. The rider will be required to have all knowledge of the veterinary and quarantine rules/health protocols for the Games as applicable to his/her horse’s location. Whilst the federation will facilitate all administrative requirements of riders based abroad with the Ministry of Youth and Sports affairs in India. However it will be the rider’s responsibility to keep abreast of all the requirements and inform the Federation in advance of the same. Federation will not be responsible for not forwarding the entry of the rider by the date specified if there is a failure on part of the rider to submit any information asked for by EFI by the due date. (e) If the horse selected is unsound for any reason, it will not entitle the rider to be considered as an entry on different horse (as a horse rider combination) unless qualifying result are communicated on the second horse as well within the stipulated time.

19. MECHANISM - PERFORMANCE/ MONITORING FOR RIDERS BASED ABROAD: Performance of selected/reserve Rider based abroad will be critically monitored as horse rider combination by a member of Selection Committee. Member Selection Committee will visit venue and monitor the performance level of rider, fitness of horse and Veterinary Protocol, if required. They will render report to Selection Committee and National Federation. 20. The under mentioned reasons/points given by the riders based abroad or desiring to be selected on horses leased/being imported from abroad are unacceptable to the National Federation towards the selection for the 18th Asian Games for team/individual competitions of all disciplines. (a) Rider requesting for additional/exclusive trial. (b) Results of riders will also be matched from the results on FEI Website for the FEI Competitions.
(c) Identification of the horse and rider combination desired to be selected is not made clear till the last stage or the horse finally intended for the competition is different than the horse whose results have been intimated to the federation earlier for selection. (d) Consent letter from the owner/lease stating that the horse will be made available to the rider and National Federation to be fielded as an Indian entry in Asian Games is not sent by 31 May 2018. (e) Location of the horse and expenses in freight/ to and from location of horse to venue of the Asian Games competition are to be furnished by 31 May 2018 for seeking budgetary support for the Indian team from Ministry. (f) A FEI VET’S certificate to effect that the horse is sound, free from infections/contagious diseases and not having any prohibited substance (dope tested) at the time being considered towards selection is not forwarded by 31 May 2018. It will be the responsibility of the rider to ensure that the horse has been given the mandatory vaccinations based on vet protocols required by the host country as per laid down schedules and guidelines in vogue.
21. Indian riders based abroad and selected to represent India will only be allowed to have one person as coach/groom/vet/horse owner to accompany them to the games on Government cost. General procedures to be followed for riders based in India/abroad 22. The rider will certify before commencement of qualifiers/trials/competitions that he/she will abide by the selection criteria laid down by the federation. A written consent (as Appendix ‘A’) (as per Appendix ‘B’) in this regard shall be communicated to the federation before commencement of first trial/qualifier. In case of minors, the parents/guardians consent shall be communicated to the federation by 01 Jan 2017. 23. No additional/special competition or trial will be held after the designed trials/ competitions for qualification. At least one out of five Selection Committee members will witness all the trials.

24. Selection will be based on aggregate of penalties incurred in the completion of all trials in India/abroad towards calculation of merit if the qualifying results as laid down by Selection Committee are met by the horse rider combination in each discipline. 25. Riders riding 02 or 03 horses with cumulative penalties incurred on each horse will not be clubbed for the benefit of the rider for calculation of merit. Points/ penalties earned by the rider will be maintained on each horse (horse-rider combination) till final trial and merit will be worked out at the end of the trials by the selection committee on 31May 2018. 26. At the end of qualifiers/trials/competitions in India/abroad, Selection Committee will select riders & their horses for each discipline by 01 Jun 2018. All selected and reserve riders will attend the coaching camp under the Indian and foreign coaches (except riders based abroad). The final selection of the team will be done keeping in view their merit in the selection trials, fitness of the horses/riders during the coaching camps (as a horse rider combination). The selection for the team, individual and reserve riders for each discipline will be as under :-
(a) Dressage - 6 riders (probables). (b) Jumping - 6 riders (probables). (c) Eventing - 6 riders (probables).
27. Selection committee will select the following officials for each discipline based on competence, knowledge and experience after official declaration of PROBABLES:-
(a) Indian coaches for each discipline. (b) Manager (c) Vet Doctor (d) Assistant Vet Doctor (e) Quarantine Protocol Officer (f) Farrier
28. The Selection Committee in their minutes will give details of all the individuals who have applied for the post of Indian Coaches for each discipline, Doctors, managers farriers etc. with their credentials and modalities of selection to the Executive Committee, IOA, SAI & MYAS. 29. Selection Committee will also select the Indian Equestrian Team Manager based on competence, experience, exposure and knowledge of rules and regulation of the sport. He should not be a senior officer and should be in a position to meet the administration/ managerial requirements of the Team so that the riders and the Coaches are free to concentrate in training/competition. The manager will be associated with the Team for a minimum period of 06 months prior to scheduled departure. 30. The entire Selection Committee will convene for Selection of the team by 31 May 2018. This date for selection of the Indian team will apply for all riders and horses, based in India or abroad. 31. After the Indian Team has been selected for the Asian Games, the National Federation is empowered to explore the possibilities of leasing better quality horses from abroad for improving the chances of Medal for the selected team, if required.

32. At least one or two Selection Committee members will watch all the selection trials and hold discussion with coaches, jury members, organizers, vet doctors and competitors. This will facilitate better selection process and understanding about riders and horses. 33. Post selection of probables, the order of merit shall be sacrosanct unless there is steep drop in performance during coaching camps or the horse/rider become unfit due to some unforeseen circumstance . However under no circumstances will the coach give one horse to another rider without the consent of the selection committee who will also take the views of the original rider, other team members, foreign and Indian coach before taking the final decision. 34. All selected probables for all the disciplines will be considered as probables till Selection Committee in consultation with Indian and foreign coaches for each discipline again reviews the entire selection process before submission of definite entry. Fitness of riders and horses, horse-rider combination, performance during camps and original merit will be of paramount importance and will be taken into consideration for final selection of individuals/teams. The entire selection process will be reviewed by the selection committee in consultation with coaches, vet doctor and executive committee before definite/confirmed entries are forwarded to organizing committee of the Asian Games in order to ensure best teams/individuals are selected to win medals for the country. In case of a change in original merit of team/indl entries, the selection committee will be bound to endorse complete justification on selection/weeding out of a horse-rider combination. 35. Note: EFI reserves the rights to amend its selection criteria as necessary, particularly where there is a change to the qualification system or circumstances affecting the nomination/entries process.

Each member of the Executive Committee, shall assume his office on the following day of the conclusion of the Annual General Assembly Meeting in which the elections were made and will hold the office for a term of two years or till the next Annual General Assembly Meeting, whichever is later. All members of the Executive Committee except the President, Secretary General & Treasurer may serve a maximum of two consecutive terms followed by a cooling off period of 2 years. For the Govt employees, the order of DOPT is applicable, according to which any Govt servant cannot hold elective office in any sports Federation/ Association for a term of more than four years or for one term, whichever is less. In the case of the President, Secretary General and Treasurer the following restrictions will apply with regard to re-election.

The office would thereafter be filled by election under the normal procedure from amongst candidates other than the office bearer seeking re-election.
