6 CHAIRMAN’S REPORT The Chairman, Hellmuth Klingelhoeffer presented the Chairman’s report based on slides which will be lodged on the HTMTC Website. A Word Document suitable for the Charity Commission & Companies House based on the slides is shown in Appendix 3. It was reported that the Committee has continued to be active throughout the past year, primarily through working group activity, organising a Workshops and International Standards representation. Thanks were expressed to the Treasurer, Mr Matt Brooks, for efficiently maintaining the Accounts; to the Vice Chairman, Larry Candler for support and updating the Website and the new Logo; to the Secretary, Malcolm Loveday for administration and to all the Members of the Committee for their respective contributions. The Chairman highlighted the three major workshops that were held during the year which were all of a high technical standard:

a) TMF International Workshop Held at BAM, Berlin in April 2016

b) Creep & Tensile Ductility, Held at Loughborough June 2016 ( Financially arranged by IOM3) c) High Temperature Mechanical Testing: Advances in Materials Testing and Temperature Measurements Techniques. Held at the AMRC Rotherham in November 2016

It was noted that as an ESIS Committee it was financially beneficial to ESIS if we published Conference Proceedings in one of the following journals : International Journal of Fatigue, Engineering Failure Analysis, Engineering Fracture Mechanics or Theoretical and Applied Fracture Mechanics.. However in some circumstances it would be more appropriate to continue to publish HTMTC activities in Materials at High Temperatures.

7 TREASURER’S REPORT 7.1 Accounts Mr Brooks, the outgoing Treasurer, had supplied spreadsheets itemising the financial transactions in 2016 from which the Secretary had prepared some slides to review the Accounts which will be available on the HTMTC Website although it was noted that they were provisional figures only since the A/C’s had yet to be approved by the Independent Examiner. The slides summarised the financial position of the HTMTC, including the current balances in the Euro A/C, the Paypal A/C, the Current A/C and the Reserve A/C. The Secretary reported that the main income during the year was attributable to the International TMF Workshop held at BAM in April which brought about £10k into the coffers whereas the Workshop held at the AMRC in November only approximately broke even. After various expenses the A/C’s showed a profit for the year of ~£6028 compared to a loss last year of ~ £2883. The main costs during the years were the expenses associated with the two Workshops, a laptop computer, exchanges rate losses, RegOnline fees, Website fees and the Secretary’s honorarium & expenses. The total estimated funds currently amount to approximately £25,226 which are distributed across the various accounts. Mr Brooks had made arrangements for the A/C’s to be examined by Mr Nick Green, the independent examiner. Adoption of the accounts, subject to audit, was proposed by Dr Klingelhöffer, seconded by Dr Brookes and approved unanimously. After examination and the Accounts would be circulated for signature by the Chairman Vice Chairman and Treasurer. Copies would be sent to Companies House together with

the Chairman’s report before the 30th September 2017. A summary of the financial position will be lodged with the Charity Commission before the end of October 2017. The necessary arrangements are in hand for the Accounts to be handed over to the new Treasurer and for the Bank mandate to be amended. 7.2 Budget Although the budget was not considered in great detail, as agreed at the previous AGM, to ensure the continued efficient functioning of the HTMTC, budgetary provision for the following were agreed: a) a suitable number of memory sticks with the HTMTC logo and website address to

cover the next workshop [ ~£400], b) the Secretary’s Honorarium and necessary expenses as outlined in the business plan [ ~ £3k], f) printing Leaflets [£50 ?], g) Sponsorship for the Secretary to attend the ISO TC164 Meeting at South Korea September 2017 [ ~ £1000 ?] (see item 19.2). Estimated total expenditure in 2017/2018 including general running costs ~ £4.5k (excluding any costs for bank-rolling the next Workshop to be held in Swansea in November 2017).

8 ELECTION OF COMMITTEE (COUNCIL) MEMBERS The ratification of Dr Jonathan P Jones (Swansea) membership who had been sanction via e-mail during the year. accordance with the Articles of Association of the High Temperature Mechanical Testing Committee and in accordance with the Minutes of the 15th Meeting of the Committee held on 18th October 1988, members of the Committee will come up for re-election on a rolling three year cycle, in the years indicated in the table below:- The year a member joined the Committee is shown in brackets ( )

The formal membership of the Council Members shown in column 1 expired at this AGM. All of the above Council Members whose membership lapsed in 2017 were formally, together with the membership of Costa Coleman, Technical Manager, IncoTest and Christian Kontermann, Head of Temperature Materials, IfW – Technical University Darmstadt were proposed by Dr Klingelhöffer seconded by Jonathan Snell and elected unanimously. In addition the following changes that had occurred during the year were noted:

A copies of the Article of Association are available on request. To comply with the Articles of Association, members are required to sign a register indicating that they accept the conditions of the Articles. In this digital age a scanned signature appended to a declaration that will be held/stored by the Secretary. The Secretary requested members to notify him of any changes in contact details. It was agreed to revise the last sentence of the resolution to ‘absence from council meetings of over two years would generally be taken as resignation from the Council.’ The Secretary agreed to contact Prof K Nikbin to see if someone else could

attend meeting in his place to represent Imperial College since it appeared that he had not been able to attend for more than two years.

11 APPOINTMENT OF INDEPENDENT EXAMINER Although Mr Nick Green was willing to vet the 2016 accounts he was now retiring. It was agreed that it would be more sensible to seek a suitably qualified person in South Wales so that it would be easier for Dr Jones to deliver the books. Enquiries will be made after the meeting to find an AAT accountancy trained person who would be willing to undertake the task and ratify the appointment at the next Committee meeting in November so that the person would be able to Examine the 2017 accounts at the end of the year.

12 BUSINESS PLAN –Annual Review The Secretary had incorporated the upto date financial position into the business plan which was briefly was reviewed and it will be circulated to the Main Committee for further consideration.

13 HTMTC: Administration & Promotional Activities 13.1 Web Site –Mr Candler was thanked for arranging for the Website to be

revamped and it is now easier for the Webmaster to upload new items. He was also thanked for the revised HTMTC Logo.

The Secretary agreed to liaise with Mr Candler regarding uploading the Temperature Measurement CoP and other updates, eg links to sponsors .

13.2 Memory sticks –We currently have about 40 x 1 GByte sticks in and an additional 100 sticks should be purchased prior to the next Workshop, the price of 2, 4 & 8 GByte sticks will be costed.

13.3 Publicity flier – A5 folded version was tabled and it was agreed that consideration would be given to revising the layout with priority given to the Committee Aims and a draft circulated for comment.

14 PAST HTMTC Symposia / Workshops 14.1 3rd TMF-Symposium, April 2016, BAM, Berlin The Chairman reported that the conference attracted 90 delegates from 17 countries and that the Refereeing / Editing of the papers presented at the Conference were nearing completion. It was anticipated that the special issue of the Int J Fatigue would be available for distribution shortly. It was noted that some of the authors had elected to publish their contributions elsewhere. It would probably be possible to hold the 4th TMF Symposium at BAM in about 5 years’ time. 14.2 Creep & Tensile Ductility, 2nd & 3rd June 2016, Loughborough Dr Barnard had previously reported that 47 people attended the conference from 7 countries but since IOM3 handled all the administration, the HTMTC had no financial gain or loss. Technically it was felt to be a success with good contributions which were distributed to the delegates on memory sticks supplied by the IOM3.

It was noted that 5 papers presented at the meeting had now been published in Materials at High Temperatures, see Journal of Materials at High Temperatures , Volume 34, 2017 - Issue 2: Creep-Rupture Ductility of Engineering Materials. Edited by Stuart Holdsworthseehttp://www.tandfonline.com/doi/full/10.1080/09603409.2016.1271759 Probably due to data protection issues, the address list of delegates had not been released so it had not been possible for the HTMTC to supply a copy of the Journal to attendees. In addition Messrs Skelton, Holdsworth & Loveday were preparing a review of the meeting which should be published in a future issue of MAHT. 14.3 High Temperature Mechanical Testing: Advances in Materials Testing and Temperature Measurements Techniques - AMRC Rotherham 17th /18th November 2016. The Secretary reported that the Workshop has been successfully jointly organised by the HTMTC with Phoenix Calibration & Services Ltd. It was reported that approximately 30 people had registered and the event financially virtually broke even. The presentations were given to delegates on HTMTC memory sticks, including the latest version of the Code of Practice for Temperature Measurement in HT Mechanical Testing which would now also be lodged on the HTMTC Website. Members of the Main Committee, together with delegates attending the Workshop, were asked to review the CoP and send amendments / feedback to the Secretary. In due course it was proposed to submit the CoP for publication in MAHT in a similar manner to previous HTMTC CoP’s. The Workshop includes the opportunity to visit some of the AMRC facilities.

15. 2 Crack Growth Measurement in TMF Testing As part of the EU Funded Project ‘DevTMF’ the project leader, Dr. Svjetlana Stekovic has proposed holding a Workshop at Swansea in the Autumn 2017 on the topic of Crack Growth Measurement in Thermal Mechanical Fatigue. The Committee welcomed the suggestion and Dr Jones agreed to investigate the availability of a suitable venue and appropriate dates. A potential programme/speakers would be considered together with costings. A flier would need to be prepared. The Autumn Committee meeting would be held in conjunction with the Workshop. 15.3 Non-Contact HT Strain, Temperature & Damage Measurement A meeting on this topic had been proposed for some years and at the Rotherham Committee meeting it had been suggested that such a meeting could be held at NPL in April 2017 but because the British Society for Strain Measurement (BSSM) had arranged a Digital Image Correlation (DIC) workshop looking at DIC measurement uncertainty for February 2017, it is now proposed to reschedule the HTMTC meeting until Spring 2018. As yet no detailed planning had started but Dr Barnard had offered to give the matter consideration. It was anticipated that technical sessions would include a) Digital Image Correlation methods, b) Pyrometry & Thermal Imaging, c) Crack propagation measurement, d) Damage detection techniques. It is understood that NPL would be willing to offer some speakers and provide a meeting venue. 15.4 Euromat Conference –HTMTC Technical Session Based on discussion at the previous meeting it was proposed that we keep open the option of organising a technical session within the framework of the Euromat conference to be held on 17-22 September 2017 at Conference Cultural Center in Thessaloniki, Greece, please see www.euromat2017.fems.eu . It would help to raise the profile of the HTMTC but would be a net outlay of expenditure of approximately £3k. The matter would be given further consideration in due time. The Euromat conferences are organized by The Federation of European Materials Societies, see http://www.fems.org/ Alternatively consideration could be given to collaborating with one of the main ESIS sponsored events, eg LCF8: Eighth International Conference on Low Cycle Fatigue (LCF8) June 27-29, 2017 Dresden, Germany, see http://www.dvm-berlin.de/fileadmin/user_upload/Veranstaltungen/2017/LCF8/Ank_LCF8_2017_08-07-15.pdf 15.5 IOM3 Wear & Erosion It was noted that Dr Barnard had reported at the previous meeting that the IOM3 High Temperature Materials Committee (HTMC) were considering organising a meeting on Wear & Erosion and it might be appropriate if was co-sponsored by the HTMTC who could co-ordinate a Session which could address HT testing issues. This workshop was originally to be organised by Neville Baker from Strathclyde University, Glasgow, but was postponed due to lack of attendee registration. Peter Barnard has agreed to work with Neville Baker to re-arrange this event, date and venue to be decided but would possible be in 2018. This matter would be considered further at the next committee meeting.

16 WORKING & LIAISON GROUP REPORTS 16.1 Non Standard Testing WG Non Standard Testing WG: Scope & objectives Mr Candler reported that he had contacted Mr O’Grady with a view to progressing the topic. Mr Candler plans to try and set up an initial “kick off” meeting with the few people who had expressed an interest and prepare an outline Scope for the WG. 16.2 Temperature Measurement WG for HT Testing:

Mr Loveday, the Convenor, reported that several of the WG members had contributed to the technically successful Workshop held at the AMRC, Rotherham in November 2016 held directly after the last HTMTC Committee meeting. The Temperature Measurement in Mechanical Testing CoP had been presented and copies circulated to all the attendees but as yet no feedback / amendments had been received. It was now proposed to upload the document on to the HTMTC Website and all were requested to send amendments / corrections to the Convenor. Mr McLennon gave a presentation showing the results of the drift experiments being undertaken at EDF and it was noted that the isothermal measurements at 650ºC have now exceeded 30,000 hours ( ~ 4 years) with the K type T/C’s showing a drift of ~3ºC whilst one batch of the N type T/C’s exceeding 2ºC. The second series of measurements had been cycled between 50ºC to 650ºC and the accumulated 6 hour dwell time at 650ºC has now passed ~7,500 hours giving rise to drift in the K type T/C’s of 2ºC and about 0.7 ºC in one of the batch of N type T/C’s. Mr McLennon was thanked for continuing these measurements. Mr Brooks had progressed with the NPL isothermal drift measurements at 750 ºC which had now passed 10,000 hours and although Mr Brooks had formally left NPL the experiments were still running. Results shown at the AMRC Workshop indicated that drift approaching 0.8 ºC had been observed in the type N T/C’s. The Committee agreed that Secretary should ask Mr Brooks if he would be willing, for an honorarium, to visit NPL and continue to process the drift data whilst the experiments are still running.

It was noted that no progress had been made regarding the proposal of carrying out some tests to determine the dynamic response of T/C’s immersed in a fluidized bed whilst attached to a block of metal of similar mass as a test piece since Steve Collins had now left Incotest, however Mr Coleman thought that he would be able to supply a testpiece sized piece of a suitable Nimonic alloy. Dr Bailey agreed to draft a short protocol outlining a short series of tests designed to ascertain the dynamic response of the temperature sensors in a regime similar to TMF testing. This information would provide useful background information to the ISO TC 164 SC5 Working Group, Convened by Dr Bailey, aimed at dynamic temperature measurement. It was mentioned that a new type of N type sheathed T/C being developed with Cambridge University, CCPI, NPL ( and others?) It was agreed that it would be worthwhile re-convening a meeting of the WG and inviting Trevor Ford ( CCPI) & other Consortium partners to talk about the new developments, together with an update of the EDF & NPL drift measurement and the CoP update. If the proposed Non Contact Workshop was not arranged then a meeting of the WG could be held in association with the AGM next April; date tbc.

16.3 Code of Practice( CoP) for Stress/Load controlled TMF WG Dr Brookes reported that the CoP had been taken up for consideration as an ISO Standard and the work would be pursued under the auspices of an ISO TC164 SC5 Working Group . 16.4 HT Friction Measurement WG Following discussion at the AMRC Workshop in November 2016, the need for reliable measurement of HT Friction data for modelling of deformation processing was highlighted and Prof Brad Wynn of Sheffield University agreed to Convene a Working Group under the HTMTC to consider the matter. Several members in the audience expressed interest in the topic including Vicki Wilkes (Phoenix) and representatives from other testing machine manufacturers. In addition, it was suggested that the Advanced Forming Research Centre attached to Strathclyde University would be interested. Mr Loveday agreed to retrieve information about the ‘Big Friction Rig’ that was developed at NPL 10 -15 years ago together with details about the smaller pin -on-disc rigs; it is noted that Dr Mark Gee, NPL, who was also involved with the original Friction Measurement project was interested in being involved. A Scope / Objectives has been drafted, see Appendix 4. 18 STANDARDS ACTIVITIES 14.1 National Standards A number of members have attended national Standards meetings at BSI & DIN to progress a variety of standards activities, see Appendix 5. 14.2 International Standards Reports on the ISO TC 164 meetings which took place in Tokyo, Japan on Sunday 23rd – Friday 28th October 2016 were circulated with the minutes of the previous meeting.

The ISO 204 Creep Standard has been revised and will shortly be circulated for balloting. It was reported that the three CEN Worksop Agreements ( CWA’s) 15261 Parts 1,2 &3 covering Uncertainty of Measurement for a) LCF, Tensile & Creep Testing are now in the process of being re-issued as ISO Technical Reports numbers ISO TR 15262, 15263 & 15264 respectively. In due course they will be hosted on the ISO TC 164 website. The next ISO TC 164 meetings will be held at the Hotel Hyundai, Mokpo, South Korea between Sunday 17th September – Friday 22nd September 2017. It is possible that a number of the main HTMTC committee will attend, however due to the likely cost (~£3k) and the lack of adequate funding from BSI ( ~ £900) some UK members will only join the ISO meetings via Webex. 14.3 Aerospace Standards It is understood that the ACE Standards committee has not met during the past year however, Mr O’Grady ( Convenor) Dr Brookes and Mr Candler serve on the ACE & ASTM Committees and it is hoped that feedback should be available in the future. These committees are now starting to encompass Additive Manufacturing activities, including screen printing technologies.

c) Dr Bailey raised the matter that there appears to be no quantitative specification for lateral stiffness of testing machines in Testing Standards. Following discussion, the consensus appeared to be that since there was no reliable published data showing the influence of stiffness or alignment on the LCF or Tensile properties of materials it was at present unreasonable to specify a numerical value that could be included in the Standards. However attention was drawn to the device originally proposed by Prof Lohr for determining the lateral stiffness of fatigue testing machines shown in Annex B of ISO 23788 Metallic Materials : Verifications of the Alignment of Fatigue Testing Machines.

d) Dr Barnard reported that the European Collaborative Creep Committee (EC3) are considering a definition for ‘Insignificant Creep’ e.g. less than 0.03% in 100,000 hours.

• Low Rupture Ductility of Materials (Metallurgical Considerations, Modelling & Testing), Thursday 2nd – Friday 3rd June 2016, Burleigh Court, University of Loughborough

• High Temperature Mechanical Testing: Advances in Materials Testing and Temperature Measurements Techniques - AMRC Rotherham 17th /18th November 2016. attended by over 30 delegates.

• Request of attendance of persons coming from countries where an embargo is active , A huge amount of administrative work to get clearance that persons can attend; HTMTC is administratively unable to deal with such requests in the future.

• Request of companies not to register via Regonline but by purchase orders via subcontracted external companies (Siemens, Rolls Royce) à significant increase of not necessary work for HTMTC staff. Proposal: registration fee for manual registration would be increased by 100 € to frighten companies to ask for manual registration

• Significant problems with post mail outside of Europe to send invitation letters for persons to apply for VISA. In case of Iran the chairman used the delivery of the Foreign Ministry of Germany.

• Request of companies and universities to use purchase contracts to do registrations at the TMF-Workshop 2016. The chairman refused to sign such contracts.
