1. Purchase of Zero Cut Cylinder Lawn Mover and Ride on Lawnmover 38”
An advertisement was published vide this office letter no. 5/STRS/2015/1298 dated 01.12.2015 for
purchase of Zero Cut Cylinder Lawn Mover and Ride on Lawnmover 38” in Hitwada, Dainik Bhaskar and as
well as Board Website for wide publicity. In response to that 05 tender forms were issued and all 05 tender
forms were received and opened on 23.12.2015 in presence of Office Supdt, Store Keeper, Cantt Board
Jabalpur and tenderer.

In this regard relevant file is placed on the table for consideration of the Board.
Resolution No. 1
Considered. It was resolved to take clarification from all tenderers regarding the rates quoted by
them are for what horse power of engine for Zero Cut Cylinder Lawn Mover and Ride on Lawnmover
38” . After taking the clarification, it may be referred to Board for consideration about the rates.
2. Purchase of Phenyl
An advertisement was published vide this office letter no. 5/STRS/2015/1321 dated 04.12.2015 for
purchase of Phenyl in Patrika, Pradesh Today and as well as Board Website for wide publicity. In response to
that 04 tender forms were issued and all 04 tender forms were received and opened on 23.12.2015 in presence
of Office Supdt, Store Keeper, Cantt Board Jabalpur and tenderer.

Resolution No. 2
Considered and approved. It was resolved to purchase 1000 litre of Phenyl from M/s Bhawna
Enterprises, 1272, Patel Building, Wright Town, Jabalpur @ Rs. 640/- per 20 litre and 500 litre of
Scented Phenyl from M/s Kanak Cater’s & Event Organisor, 188/7, St. No. 3/7, Sadar Bazar, Jabalpur
@ Rs. 120/- per 05 litre. CEO is authorized to incur the expenditure accordingly.
The Board was informed by Sanitary Inspector that the two different phenyls mentioned above
have different compositions.
3. Tender for providing & laying a single layer of 40mm thick mastic asphalt wearing course
Ref: NIT No. 10/TC/CE/Misc./2015-16/1334 dated 05 Dec. 2015.
The E-tenders were called for the work of providing & laying a single layer of 40mm thick mastic
asphalt wearing course which was published in Dainik Bhaskar, Pradesh Today, Hitvada local newspapers and
also pasted on the website, notice board, pasted on Govt. Offices and distributed to all registered contractors of
Cantonment Board, as well as other agencies for wide publicity.
As per above e-tenders, four tenders were received on 30/12/2015. Out of these, 03 Contractors have
raised objections about technical eligibility of the 4th
contractor i.e. M/s S.N.I. Infratech which are as follows:-
i) Registration Certificate for a two years and entered date is 01/01/14 to 31/12/16 is suspicious.
ii) Validity of Solvency, raised the objection as the solvency date is 28/03/2015.
iii) Work experience M/s S.N.I. Infratech that of a subleted contractor within stipulated period of
last 7 years.

After the detailed discussion between the Engineering Section and the CEO it is decided that the matter
may please be put up before the Board for necessary action and consideration.
Relevant documents along with report of Engineering Section are placed on the table.
Resolution No. 3
Considered and it was resolved to forward the above matter to the GE (East), Major T. Santosh,
nominated member to examine the case and forward its comments regarding technical eligibility of the
contractor. The Board further resolved that the comments should be submitted to the Board within 07
days.
4. Tender for Supply & Fixing of Shoulder Mounted Retro-Reflective Board
Ref: NIT No. 10/TC/CE/Misc./2015-16/1334 dated 05 Dec. 2015.
The E-tenders were called for the work of providing & laying thermo plastic road marking paint at
Jabalpur Cantt. which was published in Nai Duniya, Pipul Samachar, Hitvada, local newspapers and also pasted
on the website, notice board, pasted on Govt. Offices and distributed to all registered contractors of Cantonment
Board, as well as other agencies for wide publicity.
As per above e-tenders, only two tenders were received. It is a fourth call therefore the financial bid was
opened with the prior approval of the CEO. After prequalification evaluation the same was opened on
30/12/2015 in presence of Shri Abhishek Chouksey, Vice President Cantonment Board, Shri Amit Agrawal
Member and Cantonment Board Staff, Office Supdt., Junior Engineer and 01 contractor related with said work.

Considered and approved. It was resolved to approve the lowest rate of M/s Gurmeet Singh
Bagga @ Rs. 10,591/- each sign board. The CEO is authorized to decide about the installation of
Boards wherever necessary and to incur the expenditure accordingly.

The E-tenders were called for the work of providing & laying thermo plastic road marking paint at
Jabalpur Cantt. which was published in Nai Duniya, People Samachar, Hitvada, local newspapers and also
pasted on the website, notice board, pasted on Govt. Offices and distributed to all registered contractors of
Cantonment Board, as well as other agencies for wide publicity.
As per above e-tenders, three were received. After prequalification evaluation, the same was opened on
30/12/2015 in presence of Shri Abhishek Chouksey, Vice President Cantonment Board, Shri Amit Agrawal
Member and Cantonment Board Staff, Office Supdt., Junior Engineer and 02 contractors related with said work.

to all registered contractors of Cantonment Board, as well as other agencies for wide publicity.

works mentioned on Agenda Side. The CEO is authorized to incur expenditure accordingly.
7. Renewal / Determination of Expired Leases under Sch. VI & VIII of CLAR 1925/1937
To consider and approve cases of renewal / determination of expired leases including violations terms of
lease, as per the instructions of Govt. of India Min. of Defence letter dated 19/12/2012, 14/01/13 & email dt.
17/01/2013.
There are five cases of expired leases duly pending due to various violations viz change in use as
encroachment or sub division or illegal construction as or without permission of sale / purchase of lease
condition 1(8) of CLAR 1925/1937 (details enclosed). All have been asked several times to remove breaches
through letters, reminders, advertisement in news paper, public notices and personal contact but no progress /
fruitful result have been made then public awareness campus were also organized on 05.01.2016 in which team
from the office contacted them personally & briefed them about the directions received from the higher
authorities.
As the issue of expired leases is being time bound and monitored by PAC and accordingly higher
authorities have also been instructed to forward all such cases with recommendation of renewal or
determination. The list of cases along-with report & relevant documents are placed on the table.

Resolution No. 08
Considered. It was unanimously resolved that before execution of works NOC from land point
of view from concerned authorities shall be obtained. The work shall be got executed through approved
contractors of respective head on Board approved rates only after obtaining NOC from LMA or the
concerned agency in all the category of lands except “C” category land. The CEO is authorized to incur
expenditure accordingly under respective head.
9. Handing / Taking over the charge of Office Supdt.
To consider action to be taken on handing over the charge of Office Supdt on superannuation of
Shri A.K. Pathak on 30-01-2016. As per Rule 7(1) of CFSR, 1937, being a Supervisory/Selection post,
its to be filled up from among Accountant and Revenue Supdt.
The Board is requested to take necessary action to whom the charge of Office Supdt. shall be
handed over till the time of selection of permanent incumbent to perform the duties of Office Supdt.

The matter was discussed in detail with all Members. Col Chinmaya Sharma told the Board
that because it is a temporary handing over the charge of Office Supdt, we should not go in the details
of the merit as of now and temporary charge of Office Supdt shall be handed over to Mrs. Saroj
Vishwakarma considering the seniority, and the matter of regular promotion of Office Supdt. shall be
brought in the next Board Meeting.
The elected members of Board however were of view that Sh. N.K. Upadhyay shall be given the
charge of Office Supdt. The Board after the discussion decided to hand over the charge at present to
Smt. Saroj Vishwakarma, Accountant in addition to her existing duties.

11. Revision of Nerrick Rates as per Central Govt. Rates
The Dy Labour Commissioner (Central), J abalpur has raised objection about applicability of
minimum wages paid by Cantonment Board as fixed by State Govt. It has been clarified by the Dy.
Labour Commissioner (Central), Jabalpur that Appropriate Govt. in case of Cantonment Board is the
Central Govt. Therefore Cantonment Board has to pay to its contracted labours, the minimum wages as
fixed by Central Govt..
Further as per Gazette Notification of Ministry of Labour and Employment, New Delhi
dtd 20 May 2009, the principle of minimum wages is to give higher rate of minimum wages when
compared between the Central and the concerned State Govt.
The Board may consider the matter accordingly.

Considered and approved. It was resolved that in view of objections raised by Dy.
Commissioner Labour (Central) regarding this and in view of existing instructions on the subject in
future the minimum wages as fixed by the Central Govt. from time to time be paid w.e.f. 1st Jan 2016.

To consider application dated 23.03.2011 received from Mohd Hakim S/o Mohd Hafees and
others H. No. Shed Sy. No. 143/447 Jabalpur regarding mutation/renewal of expired lease in respect of
Suy. No. 143/447 Sadar Bazaar Jabalpur Cantt.
Sy. No. 143/447, H. No. Shed, Sadar Bazar Jabalpur Cantt is situated inside Bazar Area
classified as B-3 land admeasuring 1177 sqft was granted on lease in Sch. VI of CLAR 1925 and
renewed in Sch IV of CLAR 1937 on annual rent of Rs. 13.87 to recorded HOR (lessees) Mstt. Saira Bi
wd/o Abdul Rashid Ghulam Gaus, Ghulam Mustafa Jafar, (sons of Late Abdul Rashid ) Afsari Begum,
Shahnaz Bano, Nazreen Bano, Duri Saver Baby (daughter of Late Abdul Rashid ) fro period of 30
years wef 01.07.1962. The lease period expired on 30.06.1992. Lease rent upto expired period has been
paid.
In this context Shri Moh. Hakim, Mohd Mubin, Mohd Salim, Mohd Sagir Mohd Sharif, Taj
Mohd S/o Mohd. Hafiz & Smt Nasim Bee, Smt Shamim Begun, Smt Rajiya Begum, Shmt Aliya Bi,
Smt Mehar Nigar, Smt Akhtar Bi D/o Mohd. Hafiz all resident of Sadar Bazar Jabalpur Cantt vide
application Affidavit / Admission deed dated 23.03.2011 have applied for renewal of lease / mutation
of property in their favour in respect of GLR Sy. No. 143/447 Sadar Bazar Jabalpur Cantt. They have
also intimated that as per Court order dated 24.12.2004 passed by first Civil Judge Class III Jabalpur in
respect of C.S. No 35A of 1967 the property came to their share by way of mutually compromise /
partition between them. The matter was published in the newspaper Naiduniya dt 22.09.2012 and no
objection has been received.

The site has been inspected by Engineering Section which vide its report dt 07.01.2016 states
that there is no encroachment, no change of purpose, no sub division of site, no unauthorized
construction involved.

Ref:- CBR No. 26 dt 26.08.2010 and Directorate of Defence Estate, Central Command
Lucknow letter no. 54906/Sy No 143/384A/H. No. 543A/LC-1 dt 23.06.2011.
To consider CBR No. 26 dt 26.08.2010 may be cancelled and fresh CBR for the subject matter
are as under:-
To consider application dated 25.03.2010 received from Shri Sayed Iqbal Ahmed, resident of H.
No. 534A, St No. 11, Sadar Bazar, Jabalpur regarding willingness for renewal option of expired lease
of H. No. 543A Sy No. 143/384-A.
The lease of above house situated on Sy No 143/384-A has expired on 21.07.2008. The lease
was held by lessee in schedule VIII of CLAR 1937 for 30 years w.e.f. 22.07.1978 as per copy of lease
submitted by the lessee. The renewal has to be carried out as IInd option in schedule IV of CLAR 1937
w.e.f. 22.07.2008 for further period of 30 years after the date of expire of lease on 21.07.2008 by
enhancing the lease rent by 50% i.e. from Rs 7.50 P.A. to Rs 10.25 P.A. effective from 22.07.2008.
The applicant has submitted a copy of counterpart of original lease in Schedule VIII of CLAR 1937
wef 22.7.1948 to 21.07.1978.
The site of above house has been inspected by Engineering Section which vide its report dated
07.01.2016 stated that there is encroachment involved. The site is used for residential purpose.
The relevant file with report of Engineering Section are placed on the table.

14. Concern of PCB/Station Commander regarding security of the Jabalpur
The Board may consider the views / suggestions of the PCB/Station Commander to improve the
security related issues in respect of Jabalpur Cantonment.

Considered. It was decided that the members of the Cantonment Board Jabalpur will
disseminate the general information to the general public regarding security of the Jabalpur
Cantonment and whenever any property in Cantonment area will be given on rent, the owner of the
property should get verify the proper credentials of the person from the police authorities. The Board
also approved that the elected members shall generally sensitize the general public regarding security
related issues.
As per request of all Members it was resolved to procure 100 nos. of sewing machines on
already Board approved rates vide CBR NO. 49 dated 12-08-2014 for distribution to widows/BPL
women of Cantonment area on the occasion of the Republic Day 2016.
