The presbytery APPROVED, upon recommendation of the Stated Clerk, that the amended docket become the official docket for this meeting of presbytery. The Stated Clerk announced that there was one item of new business. INTRODUCTION OF NEW ELDER COMMISSIONERS Several new elder commissioners from around the presbytery were introduced to the presbytery. INTRODUCTION OF NEW MINISTERS OF WORD AND SACRAMENT New Ministers of the Word and Sacrament introduced to the presbytery included the Rev. David Collins and the Rev. Megan Collins, both associate pastors at First Presbyterian Church, Davenport; the Rev. Jim Bonewald, pastor at Knox Church, Cedar Rapids; and the Rev. Kurt Walker, pastor at Zion Presbyterian Church, Coggon. INTRODUCTION OF CORRESPONDING MEMBERS No corresponding members were present. ROCKET DOCKET Elder Medora Hix announced three continuing education items: 1) two successful worship team events have occurred to date—more to come in 2006, 2) On March 18, 2006 at First Presbyterian Church, Cedar Rapids, a Church Volunteer Central event will take place. See Medora for further information, and 3) the annual meeting of APCE will take place during the first week of February, 2006. The Rev. Dixie Anders invited all present to come hear the Louis Brittz Band perform at First Presbyterian Church, LeClaire on Friday, November 18 at 7:00 p.m.

The Rev. Paul Skelley announced that a Treasurer’s Manual is available for each church. A representative from each church should pick up the church copy before leaving today. The Rev. Kurt Walker noted that on December 4, the Cono Christian School Choir will present a program at Zion Presbyterian Church, Coggon, starting at 6:30 p.m. The Rev. Al Polito introduced the confirmation class from First Presbyterian Church, Monticello. Tom Dorgan, representative from Lee Insurance, informed the body that he handles the Presbytery policies. He is available to answer questions about church insurance. Ken Worth from Hillcrest Family Services introduced Holly Collen, a new services representative. The Rev. Kevin Cullum, Director of Camp Wyoming, announced a Winter Youth Retreat on December 28-30, 2005. See the camp website for further details. Elder Dave Jiruska called attention to the Brazil Partnership table in the parlor. Information is available concerning upcoming trips to Ceará Presbytery. The Rev. Karen Downey Beals pointed out the Linn Grove Retreat and Worship Center display in the parlor. The Rev. Bob David and the Steeplechase Band will play and the Rev. Lisa Ross-Thedens will offer dance ministry at the installation service of Karen Beals on December 11, 2005, at the Linn Grove Church. The Rev. Frosty Krummel announced that the Louis Brittz Band will offer a concert from 3:00-5:00 p.m. at First Presbyterian Church, Burlington. ADMINISTRATIVE UNIT (Part 1) Elder Dave Van Dusseldorp presented information on the 2006 budget and answered questions from the body. The Rev. Jerry Kelly, moderator of the Administrative Unit, presented the following recommendation on behalf of the committee: 1. The Administrative Unit recommends that the Presbytery of East Iowa adopt the 2006 budget

which is attached with a narrative description of the rationale. The governing body APPROVED the recommendation.

BUDGET NARRATIVE: The Administrative Unit recommends that the Presbytery of East Iowa adopt the 2006 budget. This budget is basically a flat budget, holding the line on expenditures, giving small merit raises to employees and maintaining programs. On the revenue side:

A. We are recommending a per capita amount of $14.20 for 2006, which represents approximately a 5% increase from 2005 ($13.50).

B. Membership decreased from 16,608 in 2004 to 16,376 in 2005 (smallest decrease in 10 years!)

C. Unified Mission giving represents the same percentage (65%) as last year and an anticipated increase of $10,000 in giving.

D. The Presbytery has cash reserves of funds not expended in prior years, which are made available as contingency funds for the current year. For budget year 2005, $17,000 was budgeted and remains unspent. For budget year 2006, $25,000 is budgeted for contingency needs.

On the expense side:

1. Missions of PEI B. Emerging Ministries

Olivet Mission – reduce support to $10,000 as part of phase-down strategy. Undesignated Grants to Churches - $15,000. In 2005, $8,000 was budgeted but not

allocated so that this fund would grow to the point where PEI would be in a position to make a significant impact on emerging mission projects in individual churches. Further information will be forthcoming.

C. Church Resource Partnerships Commissioned Lay Pastor Program - $13,600 reduced by $3,000

2. Book of Order Committees Committee on Ministry - $26,000 reduced by $2,000 Committee on Preparation for Ministry - $6,250 reduced by $750 Administrative Unit (formerly General Council) - $7,000 reduced by $500

4. Salaries and Benefits Created a pool of $17,758 for salary and benefit adjustments, which represents a 4.9% total increase. The Presbytery Executive and the Administrative Unit will determine raises once the pledges from the churches are received.

Overall: The Administrative Unit will maintain a balanced budget for 2006. Budget performance for 2005 (January through September 30) has met or exceeded expectations.

The Rev. Jerry Kelly also presented the following recommendations on behalf of the committee: 2. The Administrative Unit recommends that the Board of Directors of Camp Wyoming be given

permission to borrow up to $100,000 to support capital improvements and maintenance. Total cost is $156,000. The Board will be borrowing some from their endowment fund. Dave Van Dusseldorp, from the Administrative Unit, will consult with them concerning funding sources. The governing body APPROVED the recommendation.

3. The Administrative Unit recommends that the Presbytery of East Iowa amend its Bylaws at its

February 11, 2006 meeting at Christ Church Presbyterian, Cedar Rapids, in the following manner:

Add to Section I – Membership 1.02 the following: The moderator of Presbyterian Women be seated as a corresponding member. This notice will serve as meeting the requirements of the Bylaws, Article X – Amendments A. & B. The governing body APPROVED the recommendation that this notice be included in the minutes.

Jerry Kelly also presented the following informational items on behalf of the Administrative Unit: 1. The Administrative Unit approved the request from Kenwood Park Presbyterian Church to

borrow up to $159,600 for the purpose of purchasing 18.1 acres located in Section 23-84-7, called parcel A, southwest one quarter of Section 23 in Linn County, Iowa.

2. Approved $200 grant from emerging missions for Camp Wyoming to help improve hospitality

at Owl’s Nest. 3. Expressed appreciation to Pam Prather for her work on developing the budget material for

the Administrative Unit. 4. The Personnel Committee reported to the Administrative Unit that it is in consultation with

Harry Olthoff and will be prepared to make a recommendation concerning the renewal of his contract at the February meeting of presbytery.

5. The Administrative Unit recommends that until a strategy to elect a permanent Stated Clerk is

developed, the services of the present Stated Clerk be retained on a month-to-month basis at the completion of his current term, which expires on 12/31/05.

COMMISSIONED LAY PASTOR PROGRAM The Rev. Scott Nesbitt, Dean of the Commissioned Lay Pastor Program, presented information about the 2006 Faith Enrichment Academy. The concept stems from the recognition that there are persons in the churches who do not intend to become commissioned lay pastors, but who would be interested in engaging in some of the coursework in the CLP program. The program will offer three trimesters containing a range of courses. The plan is to expand the program to offer more courses as interested faculty become a part of the program. The cost is $35 per person for a twelve-week course. Contact the presbytery office to enroll. GENERAL PRESBYTER/FACILITATOR Elder Harry Olthoff, General Presbyter and Facilitator, offered the following paraphrased quotation from George Macleod as the context for his remarks: God may we see a new outline of Christ’s body for Church and may this be evident today. Elder Olthoff asserted that we must speak with a clear, precise, refreshed voice to the community today. God doesn’t call us to be a perfect church, but to be the best church we can be. One example of our taking the initiative to be our best may be found in the 2006 Budget, in which over half of the budgeted resources

focus directly on churches. Indeed, over eighteen churches have participated in intensive visioning processes to date, processes that spanned over six months for each church. A second example may be found in the passion of our spiritual commitment to move forward. The focused initiatives for pastors and elders, such as the Faith Enrichment Academy, serve to spiritually enrich us for our work. Darlene Bergman provides music and liturgy consultations as well as worship experiences which have received notice around the country. Social justice issues are being meaningfully addressed through churches in many of our communities. Lastly, Camp Wyoming is now running in the black and moving forward with energy, thanks to the focused leadership and volunteer contributions. Out and About, the presbytery newsletter, represents a connectional instrument to keep us informed about such initiatives. We are finding God around us in many different places, and we progress in our work based on the conviction that elders should be the spiritual leaders within our congregations. In every church in which changes are occurring, such change happens because the elders fully embrace their role to lead the congregation and model the love of Christ within the community. As we look to see a new outline of Christ’s body within the church, let us remember that we are the body through which Christ has chosen to make himself known. LUNCH The presbytery recessed for lunch at 11:55 a.m. Moderator Krummel dismissed the presbytery with prayer. The Presbytery reconvened at 1:00 p.m. with prayer offered by Moderator Krummel. NEW BUSINESS Elder Shirley Pantini, moderator of the Committee on Preparation for Ministry, presented the following motion on behalf of the committee:

The Committee on Preparation for Ministry (CPM) moves that the Presbytery of East Iowa, with the required ¾ vote of those present, according to the Book of Order [G-14.0313b], waive the passing of the standardized Polity Exam for Candidate Margaret Snyder, and that the Presbytery recommend the following alternative assessment plan to the Synod of Lakes and Prairies for its approval.

*The Plan

• After approval of the Presbytery’s action by the Synod, the Presbytery of East Iowa’s CPM will request that Synod of Lakes and Prairies Associate Executive for Leadership, Diana Barber, select a question in each of the three areas covered by the standardized Polity Exam.

• This Alternative Polity Exam shall include 90 minutes for the candidate’s written preparation/outline of responses, and another 90 minutes for the candidate’s oral response to the questions. During the oral exam, each question will be allowed 30 minutes with no more than 20 minutes for the candidate’s presentation and no more than 10 minutes for the examination panel’s elaborating, probing questions.

• A member of CPM will monitor the candidate’s preparation time. • The examination panel would be composed of three persons from the Presbytery of East

Iowa who have had previous experience reading ordination exams. (NOTE: Current CPM members would not be members of the panel.)

• During the time that the candidate is preparing and outlining her responses to questions, the members of the examination panel will confer to develop “look for” criteria in the candidate’s oral remarks.

• Examination panel members may caucus at the close of the 90 minute presentation time to discuss the candidate’s responses. They will use the grading sheets normally provided for the standardized Polity Exam to individually score the candidate. Two of the three panelists must give the candidate a passing score.

• The examination panel will provide oral feedback to the candidate following their completion of the grading process.

*The Rationale

• Margaret Snyder has taken the Polity Exam 3 times and failed. It is the only requirement standing in the way of her proceeding toward ordination.

• The Book of Order [G-14.0313b] provides for an alternative assessment process, if approved by a ¾’s vote of the presbytery of care.

• The CPM is satisfied with the progress made in all other areas, and the candidate is otherwise ready to proceed to final assessment prior to being certified by the Presbytery to receive a call.

• There is precedent in the Presbytery of East Iowa. In fact, in 1998 the Presbytery of East Iowa voted to waive completely the requirement that a specific candidate pass a Bible Content Exam. We are not asking for a total waiver, because we believe that would betray our confidence in Margaret as a candidate for the ordained ministry.

* “The minutes of the presbytery shall contain a full record of the reasons for the exception and the alternate plan for determining competence.” [Book of Order, G-14.0313b] The presbytery APPROVED the motion with no negative votes. ADMINISTRATIVE COMMISSION—CALVIN-SINCLAIR, CEDAR RAPIDS Elder Jim Claypool, moderator of the Administrative Commission for Calvin-Sinclair Presbyterian Church, Cedar Rapids, presented the following report:

At the last meeting of the Presbytery of East Iowa, on September 13, 2005, the Presbytery voted to rescind the prior action of the Presbytery to close the Calvin-Sinclair Church. The Administrative Commission remains in existence for the purpose of monitoring and assisting the Church in the process of redevelopment and to act as the Church’s liaison to the Presbytery. Since the Administrative Commission’s last report, the Commission has assisted the Church in various ways. The Commission assisted the Church with its request that the Committee on Ministry grant permission to form a Pastor Nominating Committee and begin its search for a redevelopment pastor. Permission has been granted by the COM. The Commission will also be assisting the Church’s session with development of an appropriate investment policy which will be tailored to the redevelopment needs of the Church. At the last meeting of the Presbytery, it was particularly evident that the members of the Calvin-Sinclair Church would need assistance in attempting to reconcile with those persons who were hurt and continue to feel pain from the conflict that led to the formation of the Administrative Commission and the decision to close the Calvin-Sinclair Church. The Commission is therefore also assisting the Church with these reconciliation efforts.

In particular, the Administrative Commission is addressing the concerns raised during the last Presbytery meeting concerning Rev. Cheryl McCullough, who served the Calvin-Sinclair Church until February of 2005. The Administrative Commission has been communicating with Rev. Cheryl McCullough, and with the assistance of the COM, is making efforts to reconcile, to the extent possible, the relationship between the Calvin-Sinclair Church and Cheryl McCullough. To that end, the Administrative Commission wishes to clarify any misconception regarding the Commission’s last report as it relates to Rev. Cheryl McCullough. The Administrative Commission’s last report was silent regarding Cheryl’s service to the Calvin-Sinclair Church. Nothing in the report should be interpreted to assign blame to anyone for the conflict that occurred in the Calvin-Sinclair Church. Many factors over many years contributed to the decline of the Calvin-Sinclair Church. The Rev. Cheryl McCullough served the Calvin-Sinclair Church well by honestly advising the congregation of the church’s true condition and the danger that the church may close. Her service to the Calvin-Sinclair Church, under very difficult circumstances, is one of many reasons that the Calvin-Sinclair Church will remain open and begin a long-term redevelopment process. Because of circumstances beyond their control, at the last meeting of the Presbytery, members of the Calvin-Sinclair Church were not able to be recognized for the purpose of thanking the Presbytery for its vote to allow the Church to remain open and redevelop. The Session has asked the Administrative Commission to pass along its most heart-felt thanks. Jim Claypool, Moderator ADMINISTRATIVE UNIT (PART 2) The Rev. Jerry Kelly, moderator of the Administrative Unit, presented the following recommendations on behalf of the committee: 1. The Administrative Unit recommends that the Presbytery of East Iowa adopt the “Project

Plan” to raise $520,000 for our Brazil partnership with Ceará Presbytery. A motion to refer to the February 11, 2006 meeting of the presbytery the matter of a capital campaign concerning Ceará Presbytery was SECONDED and APPROVED.

2. The Administrative Unit nominates the following people to serve on the Presbytery

OVERTURE FROM CENTRAL PARK PRESBYTERIAN CHURCH, CEDAR RAPIDS, IA This Overture is respectfully submitted by the Session of Central Park Presbyterian Church, Cedar Rapids, Iowa, for its approval for transmission to the 217th General Assembly (2006): The Presbytery of East Iowa respectfully overtures the 217th General Assembly (2006) of the Presbyterian Church (U.S.A.) to do the following:

1. Direct the Stated Clerk to send the following proposed amendment to the Presbyteries for their affirmative or negative votes:

2. Provide the following authoritative interpretation: “Interpretative statements concerning ordained service by homosexual persons by the 190th General Assembly (1978) of the United Presbyterian Church in the United States of America, the 119th General Assembly (1979) of the Presby- terian Church in the United States and all subsequent affirmations thereof, shall be given no further force of effect.”

RATIONALE

It is our hope that the 217th General Assembly will mark the beginning of the end to the discrimination against gay, lesbian, bisexual, and transsexual persons in the life and ministry of the Presbyterian Church (U.S.A.). Removing G-6.0106b and the related authoritative interpretations would enhance mutual trust because such removal would be a sign that presbyteries and sessions are respectful of the others’ integrity. The connectional system is a precious hallmark of the Presbyterian Church (U.S.A.) and can only function effectively when there is trust. The removal of G-6.0106b would be an important step toward furthering the peace, unity and the purity of the church. God is the One who loves us all into being and the One who calls people to ministry. Many have heard God’s call to ordained ministry in the Presbyterian Church (U.S.A.) but are prohibited by G-6.0106b and the related authoritative interpretation from ordination. Nominating committees are at a great disadvantage in many congregations because there are people who are called by God to serve but may not be asked because of G-6.0106b. “Reformed and always reforming” is a precious tenet of the Presbyterian Church (U.S.A.). That is consistent with the biblical view of God who is always creating and always doing a brand new thing (Isaiah 42:9; Isaiah 43). God is calling many people to ordained ministry whom the church is excluding through G-6.0106b. And “yet, God who knows the human heart, testified to them by giving them the Holy Spirit, just as he did to the rest of us” (Acts 15:8). Just as God did a new thing in the Jerusalem Church when Gentiles were admitted as members in full standing, we believe that God continues to offer newness and more inclusivity today, including the full inclusion and participation of those persons which G-6.0106b presently excludes. We believe that it is faithful to continue opening doors which the church has closed because of contextual, historical or societal conventions. The Historic Principles of the Presbyterian Church (U.S.A.) indicates that every Christian Church, or union or association of particular churches is entitled to declare…the qualifications of its ministers and members (G-1.0302). Presbyteries and sessions have always been the place of that tradition of decision-making. G-6.0106b puts a severe constraint on sessions and Presbyteries to fulfill their historic functions. Just as the Confessions over the centuries have incorporated new ideas and concerns which reflect different periods of time, Scripture too, is often its own self-corrective as seen in the admission of Gentiles into the early church, people that Scripture had formerly declared unclean. Jesus understood that the Law was often used as a trap. In his life, Jesus illustrated over and over again that living by the spirit of the Law superseded living by the letter of the Law. We believe that he gave the scribes and all of us a definitive word: “The first (commandment) is, ‘Hear, O Israel: the Lord our God, the Lord is one; you shall love the Lord your God with all your heart, and with all your soul, and with all your mind, and with all your strength.’ The second is this, ‘You shall love your neighbor as yourself.’ There is no other commandment greater than these” (Mark 12:29-31).

A motion to grant voice to Erik Lilegren, student pastor from Hazelton, was SECONDED and APPROVED. A motion for a vote by division of the house was SECONDED and APPROVED by the body. The governing body APPROVED the overture for transmission to the 217th General Assembly (2006) by a vote of 56-41. COMMITTEE ON MINISTRY The Rev. Anne-Marie Hislop, committee co-moderator, presented the following resolutions on behalf of the Committee on Ministry: Resolution: It is hereby resolved that the presbytery grant the status of Honorably Retired to the Rev. Robin Kash effective November 30, 2005. The governing body APPROVED the resolution. Elder Cindy Monroe, First PC-Cedar Rapids, offered words of congratulation. The Rev. George Bishop, HR, the presbytery’s representative to the Association of Retired Ministers, their Spouses or Survivors, announced that the group will pay the first year’s dues for the Rev. Robin Kash. Elder Harry Olthoff announced that a donation to the scholarship fund in Forteleza, Brazil has been made in the name of the Rev. Robin Kash. Resolution: It is hereby resolved that: • Each of the eight ranges of the Pastor Compensation Structure and the eight ranges of the

Commissioned Lay Pastor Compensation Structure be increased by 4.5% effective January 1, 2006, and;

• That the pastors and commissioned lay pastors receive a cost-of-living-adjustment (COLA) increase of no less than 3.5% effective January 1, 2006, and;

• That, where applicable, a further increase be given to recognize the performance of the pastors and commission lay pastors in accordance with the Presbytery’s Pastor Compensation Policy and the Commissioned Lay Pastor Compensation and Benefits Policy including the following: ⇒ The compensation of every pastor in the presbytery should be at minimum or above it. ⇒ Any pastor who has served his or her church four to five years and is meeting

expectations should be paid compensation equal to the midpoint in the Pastor and CLP structures.

⇒ If a pastor has served a church for less than four or five years and is meeting expectations that pastor should be paid compensation that will bring him or her to the midpoint within four to five years from the date he or she began serving the church.

⇒ If a pastor has been serving a church for five years or more and is meeting expectations, he or she should be moved to the midpoint.

⇒ If the pastor is exceeding expectations his or her compensation should be above the midpoint within four to five years of the date he or she began serving the church.

Background for the Above Resolution

The “NACBA National Church Staff Compensation Survey” conducted by the National Association of Church Business Administration, the “2005 Salary Study of Salaries in the Parish Ministry” conducted by the Board of Pensions, and the survey of pastor compensation for 2005 conducted by Church Law and Tax Report indicate that: • The increases this presbytery has made to its Pastor Compensation Structure in each of the

past three years has brought our structure to a more favorable position.

• The minimums and midpoints are approximately comparable to figures of churches in the North Central Region of the United States, and;

• The average increases to pastors in this region of the USA for 2005 have ranged from 4% to 5%.

• COM is recommending the 4.5% increase in the compensation structures to recognize the increase of the cost of living of 3.5% expected in 2005, and to move our structures an additional 1% to recognize that other churches in the North Central Region have granted increases on average of about 1.0% to 1.5% above the cost of living.

The governing body APPROVED the resolution. The Rev. Anne-Marie Hislop also presented the following informational items. 4. Motion: Moved and seconded to concur with the dissolution of the pastoral relationship

between Rev. Rob Robinson (UCC) and the Fort Madison Church effective 6-30-05. Carried.

5. Motion: Moved and seconded to grant permission to Elder Alice Hawes (Argyle) to preside

at communion at Keokuk on Sunday 10-2-05. Carried. 6. Motion: Moved and seconded to grant Rev. Bill Willis (Evangelical Free Church) permission

to preside at communion at Argyle in accordance with the Presbyterian Directory for Worship and to moderate the Session. Carried. He is to be asked to read the Book of Order and Directory of Worship. The church will be contacted for terms of a contract. The motion allowing Bill Willis to serve as moderator at Argyle was rescinded later in the meeting after discussion of his position. It was decided that once the committee has received a contract clarifying both Rev. Willis’ position and terms, permission for him to serve as Moderator of the session will also be considered.

7. Motion: Moved and seconded to approve Rev. Nancy Oehler to be moderator of the

Keokuk Session effective 9 August 2005. Carried.
