GOVERNORS OF CENTRAL COUNCIL OF HOMOEOPATHY HELD ON 06.06.2019 AT

Ministry’s O.M. No.X-18030/83/2019-CDN dated 23rd May, 2019 regarding Nomination for

Vayoshreshtha Samman – National Awards for Senior Citizens – 2019.

The Executive Committee considered Ministry’s letter dated 23.05.2019 regarding nomination for

National Awards for Senior Citizens-2019 and considering that last date is already over, therefore,

decided not to take any action for the time being.

Order dated 09.05.2019 of Hon’ble High Court of Delhi W.P. No.(C) No. 2829/2019 in respect of

Rishiraj Singh Memorial Society, Habibganj Station, Bhopal (M.P.) for Opening of New H.M.C. in

the name of Narayan Shree Homoeopathic Medical College, Hospital and Research Centre,

Indore(M.P.).

The Executive Committee took note of the Court Order and discussed the inspection report of Rishiraj

Singh Memorial Society’s Narayan Shree Homoeopathic Medical College, Hospital and Research

Centre, Indore (M.P.) in the light of order dated 09.05.2019 of Hon’ble High Court of Delhi in W.P.

No.(C) No. 2829/2019 and decided to recommended for not issuing LOI for starting I-BHMS Course for

2

the session 2019-20 due to the gross deficiencies in Hospital as well as in the college, as reflected in the

report of inspection dated 09.11.2018. Deficiencies reflected in the report of inspection are as under:

1. Valid Consent of affiliation from university is not available.

2. Offer letter issued by the Rishiraj Singh Memorial Welfare Society to 15 teaching staff (05

Professors, 05 Readers and 05 Lecturers) but records of teaching faculty such as certificates of

qualification/experience not provided to verify their eligibility and thus suitability for

appointment.

3. Dr. Rajbala Dubey, Principal of the proposed college issued the offer letter to all teaching staffs

in January 2017, whereas she herself joined the college in September 2017 which creates doubts

about authenticity of the documents.

4. Functioning of attached Homoeopathic hospital is doubtful as IPD data for 10 months and OPD

data for eight months given instead of last calendar year. Further, Central OPD register is not

adequately maintained, Cases of IPD poorly recorded, Cases lack findings of general/systemic

examination, advice without investigations and record of findings. Temperature, Pulse,

Respiration (TPR) chart not maintained, No advice of diet given. A common register for USG

and X-Ray has been maintained which is not appropriate as also does not mention the reports of

the patient, which creates doubt about functionality of these departments. Central OPD register

mentions diagnosis and medicine which is unusual. OPD and IPD registers do not contain any

signature of visiting physicians. Average OPD per day as calculated from available data in the

annexure is 180 per day which does not meet the requirement of MSR, 2013.

5. Hospital staffs namely Dr. Arun Mishra, General Surgeon; Dr. Rakesh Parwar, RMO; Dr. Sanjay

Singh Solanki, Dispenser; Dr. Deepak Yadav, House Physician; Dr. Kavita Gadhwal, House

Physician; Mr. Abhishek Kuswaha, Lab. Technician etc. issued offer letter by Dr. Rajbala

Dubey, Principal in 2016 and 2017 much before joining of Principal herself which is not

acceptable. Further, the signature of hospital staffs are not matching with the signature at

attendance register and joining letter.

6. Hospital does not have functional pathology and bio chemistry labs as per required norms. The

college authority has simply submitted a MoU with allied pathology Lab, Indore for

Pathological, bio chemistry and radiology (X-ray and USG) in Hospital.

7. Facility of demonstration of Animal experimentation through Audio-Visual Aids not available in

department of Physiology.

8. Required No. of models not available in the Dept. of Pharmacy.

A letter dated 04.06.2019 of Ministry of AYUSH regarding Tentative Counseling Schedule for

admission to the ASU & H UG courses for the academic year 2019-20.

The Executive Committee considered the matter and agreed to inform State Govt. immediately.

1. Order dated 27.05.2019 of Hon’ble High Court of Delhi in W.P. No.(C) No. 5279/2019 & CM

Appl. 23402/2019 in respect of Faculty of Homoeopathic Medical Sciences, SGT University,

Gurgaon, Haryana.

The Executive Committee discussed the inspection report of Faculty of Homoeopathic Medical Sciences,

SGT University, Gurgaon, Haryana in the light of order dated 27.05.2019 of Hon’ble High Court of

Delhi in W.P. No.(C) No. 5279/2019 & CM Appl. 23402/2019 and decided to recommended for not

issuing LOI for starting I-BHMS Course for the session 2019-20 due to fulltime teaching faculty,

doubtful hospital functioning, Hospital staffs as well as deficiencies in the college, as reflected in the

report of inspection dated 31.05.2019. Deficiencies reflected in the report of inspection are as under:

1. College authority has provided a list of 10 teachers on consent basis but their records of

certificates of qualification, experience are either not legible or not provided to verify their

eligibility and thus suitability for appointment. Further, 01 higher faculty each is not available in

the Dept. of Organon & Materia Medica which does not meet the requirement of MSR, 2013.

2. Details of OPD, IPD for last calendar year not provided. Authority has simply provided a list of

number of patients without any details which could not be verified. Columns of verifications

specified for the visitors are blank. Attendance register, acqittance roll for hospital staffs, Non

teaching Staff and administrative staffs are not available to verify the same. No documents

pertaining to hospital functioning is available. Hence, functioning of attached Homoeopathic

hospital is doubtful.

3. Facility of demonstration of Animal experimentation through Audio-Visual Aids not available in

department of Physiology.

4. Required No. of models, specimens, chemical specimen not available in the Dept. of Pharmacy.

5. Required Charts not available in the Dept. of Organon.

6. Specimens for identification not available in Dept. of Materia Medica.

7. Consent of affiliation of the University does not have approval of UGC for running courses in

Homoeopathy.

8. Proposed college did not provide copy of amended Memorandum of Association duly registered

with State Govt.

9. Undertakings regarding Performance Bank Guarantee, establishment of course on the said land

and not admitting any student in BHMS Course without permission are not furnished.
