    Opening Remarks The Chairman welcomed representatives from government departments and participants to the meeting. He reported that Mr MOK Wing-cheong, Ringo, Chief Engineer/Kowloon 5 (Kowloon) of the Civil Engineering and Development Department (CEDD) and Mr TSE Chick-lam, Chief Manager/Management (Kowloon West and Hong Kong) of the Housing Department were absent due to other commitments. Mr David LEUNG, Senior Engineer/3 (Kowloon) and Mr LEE Chi-yin, Senior Housing Manager (Kowloon West and Hong Kong 1) were attending the meeting in their places respectively. Item 1: Confirmation of Minutes of 2nd Yau Tsim Mong District Council

    (YTMDC) Meeting 2. The minutes of the last meeting were confirmed without amendment.

  • Item 2: Matter Arising:

    Request for Joint Departmental Follow-up Action to Deal With Street Sleepers under Ferry Street Flyover, Yau Ma Tei

    (YTMDC Paper No. 8/2016) 3. The Chairman said that the written responses of the Social Welfare Department (SWD) and the Yau Tsim Mong District Office (YTMDO) (Annexes 1 and 2) had been distributed to Councillors for perusal before the meeting. He then welcomed the following representatives to the meeting:

    (a) Mr KWOK Pak-chung, District Commander (Yau Tsim) of the Hong Kong Police Force (HKPF);

    (b) Mr WONG Kam-wah, District Environmental Hygiene Superintendent (Yau Tsim) of the Food and Environmental Hygiene Department (FEHD);

    (c) Ms Alice DING, District Social Welfare Officer (Kowloon City and Yau Tsim Mong) (Atg) of the SWD;

    (d) Mr Alee CHAU, Chief Estate Officer/Kowloon West and Ms Cathy LUK, Principal Estate Officer/Kowloon West (South) of the Lands Department (LandsD); and

    (e) Ms Patty LEE, Senior Executive Officer (District Management) of the YTMDO.

    (Mr Derek HUNG joined the meeting at 2:31 p.m.) 4. Mr Benny YEUNG wanted to know what support services were provided by the Government to the non-Chinese street sleepers at the location stated in the paper. He also asked whether the departments concerned had drawn up any timetable for meeting the housing needs of such street sleepers and addressing the occupation of public space. 5. Ms Alice DING responded that the SWD, the YTMDO, the Salvation Army and leaders of ethnic minority groups had conducted a visit, co-ordinated by the YTMDO, to the location concerned on 22 March 2016, yet no non-Chinese street sleeper had been found on that day. The SWD, the YTMDO and the Salvation Army would arrange another outreach visit to the said location in early April. 6. Mr Benny YEUNG said that some of the non-Chinese street sleepers there needed to work in the daytime. Therefore, he suggested that outreach service be arranged by the relevant departments at nights or on Sundays. 7. Ms Patty LEE responded that the YTMDO would arrange evening or nighttime outreach visits as far as possible. 8. The Chairman asked Councillors whether the item should be left for further discussion at the next meeting. Councillors agreed that it was not necessary.

  • 9. The Chairman thanked the representatives of the relevant government departments for joining the discussion and closed the discussion on this item. 10. Mr CHAN Siu-tong said that he had submitted a paper at the last meeting and invited the Drainage Services Department (DSD) to give an account of why a large number of stop logs had been left inside the underground sewer at Yan Cheung Road/Yau Cheung Road in Jordan and the department had agreed to give a response after the meeting. However, he had not yet received the DSDs written response up to this meeting. Accordingly, he requested the YTMDO to follow up on the matter. 11. The Secretary responded that the DSD had provided the supplementary information to the Secretariat by e-mail on 29 February 2016 and the Secretariat had sent the information to Councillors by e-mail on the same day. The supplementary information provided by the DSD had also been attached to the minutes of the last meeting. 12. Mr CHAN Siu-tong said that he would go through the paper and raise further questions if necessary. Item 3: 2016-2017 District Council Funds (DC Funds) for Community
