The motion was seconded by Mr. Velasquez and carried.

The following individuals are being recommended for rejection for New Certification for 2002. INSPECTOR: REPRESENTING: DISCIPLINES: Pizzillo, Stephen J. North Miami Beach Chief Building Inspector (Does not meet the licensure requirements as per Section 201.2(a)(3)(cc) (5 years experience), Resume does not show the required experience). Rafael Foinquinos, Lev Nosel and Jorge Sariego did not appear. Mr. Salvador and Mr. Velasquez upheld the recommendation for rejection. Richard Rubi, inspector from the City of Hialeah, a non-agenda item, was also recommended for rejection. Mr. Rubi appeared to explain that his license is only that of a sub-builder and that just recently he learned that he needed a general contractor license to meet the qualifications of his


inspector job. Juan Gutierrez, Building Official of the City of Hialeah, went on to explain why he felt Mr. Rubi was worthy of a one year extension until he takes the state general contractor examination which he applied for. Mr. Gutierrez admitted it was an oversight on their part but that Mr. Rubi has been working diligently.and he did not want to loose him. Further, Mr. Gutierrez stated he felt confident that Richard Rubi would successfully pass the general contractor exam. Mr. Velasquez recommended granted the request. Mr. Salvador preferred to let the full Board decide. The Chairman, Enrique Salvador, advised Mr. Rubi and Mr. Gutierrez to present their request to the full Board. O’Donnell, John Portiri and Burt Saymon. Those others listed did not appear. Jorge Gamoneda advised the members that Paul Buckler was missing four(4) hours of electives. Mr. Gamoneda stated that Paul Gioia was missing eight(8) hours of BCCO for the 2002-2003 period. Mr. Gioia informed the members that he had sufficient hours with Broward County’s certification but did not know that they would not satisfy Miami-Dade County. After some discussion it was decided that Mr. Gioia watch eight(8) hours of BCCO

Mr. Gamoneda advised the members that William O’Donnell was missing twelve(12) hours of BCCO. Mr. O’Donnell stated he is a licensed Professional Structural Engineer and State Registered Special Inspector and, through his ignorance, did not take the BCCO courses. The members asked Mr. O’Donnell to sit for 12 hours of BCCO video tapes. Mr. Gamoneda advised the members that John Porfiri was missing four(4) hours of electives. Mr. Porfiri stated that he has 21 hours of required 20 hours for his architectural license. The members accepted 12 hours of the core courses. Mr. Porfiri presented four(4) additional hours to satisfy his electives. The members accepted his hours and stated would recommend approval of Mr. Portiri’s re-certification for 2003. Mr. Gamoneda advised Angel Rivas placed on wrong list. Should have been listed as rejected new certification. Further, he added that Mr. Rivas does not meet the necessary qualifications to be a “Commercial” Roofing Inspector. The members stated would recommend rejection. Mr. Saymon said he never received letter, perhaps, due to working back and forth between the City of Pinecrest and the City of Adventura. Mr. Saymon stated needed to do whatever he had to do. The members asked him to sit for BCCO video tapes. Those individuals that have to sit through BCCO video tapes must be done within 30 days. The Chairman, Mr. Salvador stated no video tapes next year. Michael Goolsby submitted to the members a memorandum with a report outline on this year’s re-certification process. Additionally, Mr. Goolsby made a presentation to the members regarding enhancements to track inspector’s certification and re-certification status, revision of forms as well as computer online access for informational and/or service purposes in the near future. City of Hialeah Roofing Inspector (Commercial) The above-named individuals recommended for rejection did not appear. Mr. Goolsby informed the members that as to Jorge Guasp, the City of Pinecrest already have a Chief Electrical Inspector and can only have one. This was done in error. City’s intention was to have a back-up. Mr. Goolsby stated Angel Rivas lacks the necessary roofing license. Mr. Rivas is certified as a Building Inspector and Residential Roofing Inspector which is a lessor roofing certification, but cannot recommend certification as a commercial roofing inspector. The members agreed.

DISCUSSION – STRUCTURAL PLANS EXAMINER QUALIFICATIONS Michael Goolsby presented to the Subcommittee Chairman, Enrique Salvador, a hand-out outlining the qualifications for Structural Plans Examiner and other pertinent information. Further, Mr. Goolsby advised the Chairman that all Building Officials had been notified of this item scheduled for discussion at this meeting. The Chairman noted that only a few Building Officials were present. For the record, only the following city officials were in attendance for this agenda item:

Certification of Inspectors/Plans Examiners Board of Rules and Appeals June 19, 2003 Page 2 Mr. Victor Fuego appeared and stated he has been a state certified general contractor for many years and did his own roofing. The Chairman, Enrique Salvador asked Mr. Fuego for how long? Mr. Fuego stated 1972 to 1982. Mr. Pierce asked whether Mr. Fuego’s general contractor license fell within the sequence of license numbers which allowed him to do roofing. Staff responded that it did. After some discussion, Mr. Salvador and Mr. Pierce agreed to refer this matter to the Board. The other recommended rejection for new certification, Jesus Rodriguez, did not appear. Mr. Gamoneda advised the board members that Mr. Rodriguez has not applied for the provisional license with the state in order to earn a temporary certification. Staff advised they had checked with the state before this meeting. The members agreed to deny Mr. Rodriguez’s request for certification. NON-AGENDA DISCUSSION Michael Goolsby advised the members regarding municipalities hiring private agency to do inspections and plan reviews. Mr. Goolsby provided the members with the definitions as shown in State Chapter 468.603. The members first reaction was that inspectors and building officials should work for the municipality. Mr. Goolsby stated that is why brought up, not 100% clear on this. Rene Fraga informed the members that Miami Lakes may be doing this. Mr. Pierce stated he would like to hear the pros and cons of this. .After some discussion, the members referred this matter to the board for further discussion. Mr. Salvador moved to reject Mr. Richard Peterson New Certification for lack of experience. Mr. Velazquez seconded the motion. Mr. Goolsby mentioned to the committee that Mr. Alvarez and Mr. Peterson were aware of the hearing today to address their certification. Mr. Salvador then stated that Mr. Regula was present to address his Plans Examiner Certification (Mechanical) license. Mr. Ronald Regula informed the committee that back in the year 2000 he put in for Plans Examiner (Mechanical) License and February 1 he was granted a temporary certificate. Now, his present job requires he obtain both the residential and commercial license. Mr. Pete Quintela, (Mechanical) Building Code Compliance Specialist stated that in fact Mr. Regula has several licenses. He clarified the date was actually the year 2001 and stated that he felt Mr. Regula to be very qualified and should be granted the Plans Examiner Certification (Mechanical) License. After some discussion, Mr. Velazquez moved to grant Mr. Regula the licensed and Mr. Salvador seconded the motion. Mr. Goolsby took the time to introduce new Building Code Compliance Employee Eddie Rodriguez. He informed the
