Minutes of the Ingoldisthorpe Parish Council meeting held in the Village Hall, Ingoldisthorpe on Wednesday 6 th January 2016 at 7:00pm Present: Councillors Lionel Wragg (Chair), Alan Mitchell (Vice-Chairman), Carole Casey, Lucy Johnson, Sylvia Pratt, Nick Redwood, James Wilson and the Clerk, Jennifer Shah. 1. APOLOGIES FOR ABSENCE - Apologies were received from Parish Cllrs Spinks and Piggott, County Cllr Dobson and Borough Councillors Wright and Devereux. 2. APPROVE MINUTES OF THE LAST COUNCIL MEETING – The Minutes of the meeting held on 4 th November 2015 were approved & duly signed by the Chairman LW as a correct record. 3. RECORD DECLARATIONS OF INTEREST IN ANY ITEMS TO BE DISCUSSED - Cllr Wilson declared an interest in any planning matters. 4. ALLOW PUBLIC PARTICIPATION – None present. 5. MATTERS ARISING FROM PREVIOUS MINUTES (a) Point 5(c) Clerk confirmed she delivered another letter to 8 Grovelands and spoke to the owner regarding the tree height and how it blocks the street light. (b) Point 9(i) Clerk reported on parking near the junction of Hill Road and it being a police issue. Parking would need to be caught in the act. Following a discussion on the matter Cllr Casey asked if we had to wait for an accident to happen as she herself was stuck in a precarious position at the junction? She proposed the Clerk write to the houses at the bottom of Hill Road to remind them that it is illegal to park cars within 10 metres of the junction. Seconded by JW and voted for unanimously. (c) Point 10(b) Footpath 4. Clerk read out correspondence from NCC Highways re: a programme of work for their regular gang to scrape/brush the foot way and side out the side near the wood which will be done in the next few weeks. Following a discussion, Cllr Wilson proposed Chris Waterson sort out the bottom of the path, seconded by Cllr Wragg and followed by a unanimous vote in favour. 6. AGENDA (a) Parish Precept Clerk reported that a grant of £320 is being awarded by BCKLWN vs. £480 last year. The PC requested £12k last year, a reduction of £500 from the previous few years. Following a discussion regarding expenditure in 2015 and expected spend for 2016, Cllr Wilson proposed the PC request £12k. Seconded by Cllr Redwood, followed by a unanimous vote in favour. (b) Allotment rents After reviewing the allotment account Cllr Wilson proposed keeping the allotment rents at £15 per 1/8 th acre, seconded by Cllr Pratt and a unanimous vote in favour. (c) Village clock Clerk reported that it will be fitted on 25 th January by Darren Heffer. (d) Bins by the bus stop Cllr Spinks wanted to thank Cllr Mitchell for removing the bin stands. Clerk reported verbal requests for a dog bin and litter bin. Two other Councillors have had dog mess left directly outside their properties. A discussion regarding dog waste ensued. Cllr Page 1 of 3

Johnson proposed the PC continue to monitor the situation, seconded by Cllr Wilson and voted for unanimously.

(e) Casserole ClubCllr Johnson explained the scheme which connects people that could be socially isolated. Is there a need in Ingoldisthorpe? Cllr Casey remarked that it is difficult to answer, she could raise it and ask the WI. Cllr Redwood suggested local GPs could have a card with the scheme.

(f) Street light on the junction of Hill Road and Lynn RoadClerk read out correspondence from NCC Highways regarding lack of street lighting and accident occurrence being a public perception as no correlation has been found. Clerk reported that a further written complaint from a parishioner had been received regarding the absent street light along with a verbal one. Cllr Redwood reported that we would give their comments due consideration. Cllr Casey remarked that the PC musttake on board the serious matter about street lighting in the village. Some people are frightened of going out at night and are being trapped in their own homes. There is alsoan issue of the fear of falling in the dark. Cllr Johnson remarked that it is very dark outside the school. Clerk added that she heard similar comments.

8. PLANNING APPLICATIONS(a) No planning applications have been received since the compilation of the Agenda.(b)

On 10th December (i.e. after the Parish Council meeting of 2nd December) the Clerk received a letter notifying the Parish Council of an appeal of application 15/00854/OM (above) to the Secretary of State and for comments by 12th January. After notifying the Councillors by email and expressing concern over the village's lack of Neighbourhood or Parish Plan alongside the short time scale to respond, Cllr Piggott proposed a letter posted through every door in the village. It would ask each household's view on both the pond field site and the Borough Council's preferred option site for new housing development in the village. This was seconded by Cllr Mitchell and voted for by Cllr Casey, Johnson, Pratt, Redwood and Wragg. Cllr Spinks could not be contacted andCllr Wilson abstained as he had previously declared an interest in this application.

Clerk reported on the current household responses and asked what else to put in the appeal response. She asked whether to ask Sir Henry Bellingham for help regarding planning application 15/00854/OM's appeal to the Secretary of State. Cllr Redwood proposed that the PC should report on the findings and ask Sir Bellingham for help, seconded by Cllr Wragg and voted for unanimously except for Cllr Wilson who abstained from any discussion regarding planning matters.

9. CORRESPONDENCE(a) Pensions Regulator, actions to be taken by January 2017. Passed to Cllrs Casey and

Mitchell for review. Cllr Wilson asked Clerk regarding remuneration which Cllrs Casey and Mitchell will respond in February.

10.ANY OTHER BUSINESS(a) Cllr Wragg asked about the Recreation Ground Wall which has been reversed into. Clerk

reported that John Lewis (who caused the damage) are arranging for the repair.(b) Cllr Casey asked whether the PC pay their part for the upkeep of the Village Hall. Cllr

Wilson proposed £10 per month, seconded by Cllr Redwood and voted for unanimouslyexcept for Cllr Mitchell who abstained as he is Chair of the Village Hall committee. Clerk to bring donation of £120 to February meeting.

(c) Cllr Wilson is concerned about the school and parking issues.
