Dr. Louis Pangaro Award LTG (Ret) Eric Schoemaker, former Surgeon General of the Army, presented the Order of Military Medical Merit to Dr. Louis Pangaro for his many important and lasting contributions to the Military Health System and the University. In attendance were his wife , department personnel, and other USU awardees of the Order of Military Medical Merit to wish Dr. Pangaro congratulations during this special event. Proceedings The meeting was called to order at 0730 by Dr Rice

Dr Louis Pangaro Award

LTG (Ret) Eric Schoemaker former Surgeon General of the Army presented the Order of Military Medical Merit to Dr Louis Pangaro for his many important and lasting contributions to the Military Health System and the University In attendance were his wife department personnel and other USU awardees of the Order of Military Medical Merit to wish Dr Pangaro congratulations during this special event

Introduction of Interim Vice President for Research

Dr Charles Rice introduced Dr Seymour Garte from the Center for Scientific Review at the National Institutes ofHealth and announced that he would be on detail as the Acting Vice President for Research until a permanent replacement is selected Please make him feel welcome here at USU

VF A Changes in Leadership

Dr Charles Rice announced that Mr Steve Rice is retiring and has stepped down from the VPFA position He has assigned Ms Antoinette Whitmeyer as Acting VPFA until a search committee can select a permanent replacement Mr Rice will continue to be on campus completing special projects for Dr Rice and the University

USU Commencement

Dr Charles Rice congratulated everyone involved with the most recent USU Commencement Exercise The event was a huge success once again and Secretary Wright was a wonderful speaker Thank you to the faculty and staff for all their efforts in making it a success

International Graduate Student Issue

Dr Charles Rice stated that there have been concerns about international graduate students DoD guidance requires that these students must receive their baccalaureate degree from a US or Canadian institution and one accredited by a body recognized by the Department of Education before coming to USU The University can potentially get a waiver from the Assistant Secretary of Defense for Health Affairs ifneeded It will be much easier to request this waiver if the international student comes with a very strong recommendation from the combatant command (that is responsible for the country of the recommended student) The combatant command must view this recommendation as a strong US interest for the USU to educate the selected student

Commission on Collegiate Nursing Education (CCNE) Results

Dr Ada Sue Hinshaw announced that GSN has received full accreditation for their Doctor in Nursing Practice Program GSN has received the full five year accreditation which is the maximum allowed Dr Rice shared his congratulations with Dr Hinshaw Dr Romano and the GSN faculty and staff for this result

Bushmaster Exercise (FTX)

COL Francis OConnor stated that he is still processing the after-action report and the results will be forthcoming The dates for the next exercise will be 11 -24 October 2014 COL OConnor thanked the University faculty and staff that volunteered and participated in the exercise Dr Rice and Dr Kellermann also echoed their appreciation for the participation of the University community as well as the expert coordination of COL 0Connor and LTC Justin Woodson

Liaison with Non-Federal Entities

Mr Jason Kaar presented the intricacies ofliaison with a non-federal entity (slides attached) There have been many questions lately from the University community on this detailed process The requests to be a liaison must be on-file with the Office of General Counsel

Ifyou are on a governing body then you must be in a leave status to participate Mr Kaar will be establishing a standard form for this request with required information and approval by the University leadership Please review the attached slides for assistance and feel free to contact the Office of General Counsel if you have any questions or concerns

Questions for Record (QFR) from Senator Portman

Dr Jeffrey Longacre stated the University received a QFR from Senator Portman on the restrictions on travel and conference attendance by DoD which is effecting the scientific discovery of the University Senator Portman requested that DoD answer if these restrictions are causing the departure of scientists or faculty as well as any due hardship The University has responded to this request and will share any further information as it is received Dr Rice and Dr Kellermann both voiced their concerns on the effect these restrictions are having on faculty and staff at the University

USU Computer File Exposure

Mr Tim Rapp announced that since the University community has moved to Google Apps there have been 640000 documents createdposted to Google Drive The Network Operations amp Communications (NOC) department reviews high risk documents (PU PHI public exposures domain exposures) three times per week to ensure private data is not being released to the public NOC Information Assurance personnel wm contact any user with documents that violate DoD policy

Two new folders have been added to everyones Google Drive account (Public Exposure and Domain Exposure) Each user initiating a periodic review of the files in these folders will assist in ensuring you do not release or share any documents with PII information

Ransomware

The University had its first instance of CryptoLocker a ransomware trojan that affected a small percentage of the enterprise network drives Ransomware maliciously encrypts files on your computer or any other files that are accessible and they cannot be recovered without the decryption key from the person inflicting the virus The only chance to retrieve these files without paying the ransom is if you have prior versions or other back-up copies saved on an external drive that was not connected at the time of the infection Drop Box which is not for authorized use on DoDUSU networks can be used as an attack vector for this type of ransomware To avoid infection please use computer security best practices ie do not click on links or open emails from unknown sources Please contact the Help Desk if you run into any of these problems or desire more information

Application Virtualization Hosting Environment (A VHE)

There is an additional tool available for USU faculty and students for remote access to AHLTA CHCS and Essentris It is called A VHE and can be used with or without government furnished equipment See OneStopusuhsedu for additional information

New Employee Orientation - Active Shooter Training Completion

Dr Jeffrey Longacre stated that there is a sustainment program for the Active Shooter Training completion for new employees This will be included as the new employees complete orientation and will receive a notification to complete the training

bull LTC Justin Woodson reminded all that Education Day will be 12 June On 18 June will be the Spring Faculty Assembly in which we will discuss the Peer Assessment program for GSN and SOM the new student honor committee and the results of the Faculty Senate election

bull CAPT Glen Munro announced that on 11 June the Naval Postgraduate Dental College will have students presenting their dental research thesis This will be in the Memorial Auditorium and begins at 0800

bull Dr Arthur Kellermann announced that CDR JeffGoodie has been selected for the 2014 Jack Dunn Memorial Senior Scientist of the Year Award for professional accomplishments in leadership One ofthe top awards in the Public Health Service

bull Dr Ada Sue Hinshaw announced that Dr Sandra Bibb has been selected for a fellowship in the American Academy ofNursing and will be inducted in October 2014

bull Dr Vincent Ho stated that during the week of24 June there will be a mock Joint Commission at the hospital

bull HMCM Patrick Hyde invited the University community to the visit by Sgt Maj Bryan Battaglia on 13 June in the Board ofRegents Conference Room Sgt Maj Battaglia is the Senior Enlisted Leader to the Chairman ofthe Joint Chiefs of Staff
